Analysis on the Effect of Using the Daytime Mental Rehabilitation Service (주간(晝間) 정신재활서비스 이용 효과 분석)

  • This study is purposed to suggest the method for improving the effect of the mental health project by checking the influence of the "value and function of the mentally disabled" to the "satisfaction to current life of the mentally disabled" for the users of the daytime mental rehabilitation service in the local community, and the difference in the"satisfaction to the current life of the mentally disabled" and "value and function of the mentally disabled" depending on the participation into the mental rehabilitation program. With regard to the "satisfaction to the current life of the mentally disabled", the result showed that the "relation between the current user members" and "consideration about himself in usual time" were the positive influential factors out of the measuring factors for the "value and function of the mentally disabled." In addition, with regard to the "satisfaction to the current life of the mentally disabled", in case of participating to the "vocational rehabilitation program" out of the mental rehabilitation programs, the general "personal value and function which are felt by the mentally disabled" has higher significant difference in case of participating into the "social technology program", "daily life program", "vocational rehabilitation program", "leisure activity program" out of the mental rehabilitation programs than non participating.

Issues on User Participation in Korean Disability Services : Implications from UK Community Care (영국 커뮤니티케어의 이용자 참여 기제와 한국 장애인복지서비스에 대한 함의)

  • The purpose of this study is to find out implications which can be useful for enhancement of user participation in Korean disability services from UK community care experience. In Korea, until recently dominant issue on social services always has been the shortage of service provision. But during the recent 20 years, we experienced great expansion in quantity, as though it may be not yet enough. And more recently, disabled people and organizations began to actively argue for appropriate service in quantity and quality. Now, Korean disability policy and practice are confronted to the difficult and embarrassing task how to meet the need of disabled people with limited resources, and how to response to the disabled people's voice arguing on independence and choice. This task would require somewhat deliberate reform which might be quite different from previous one. UK's experience of implementation and development of community care system would give meaningful implications to Korean disability service policy and practice related to user participation. The results of the review on user participation issues in the UK community care give several implications to Korean disability services. Above all, consumerist approach which is the key strategy adopted by UK community care change is not appropriate for Korean disability service because of largely different service environment. The second implication is about decentralization. To enable decentralization of social service leads to enhancement of user involvement avoiding a lowering of service quality, prerequisite conditions should be secured. A third is securing and making declaration on the disabled person's right to assessment and constructing public service system operated by case management process. Fourth, formalized complaints procedure should be established. Fifth, professional education which enables professionals to encourage participation of disabled people should be developed, and the role of disability movement leading disabled users to participate on their services also should be highlighted.

A Study on Unmanned Post Office Service Model for the Disabled Person (무인우체국 장애인 서비스 모델 수립에 관한 연구)

  • Recently, despite the presence of a large number of people with disabilities, facilities and services for the disabled are insufficient in comparison with the advanced countries. Especially, unmanned facilities and devices are not available for disabled people without help. As interest in disabled people increased, the convenient facilities for the disabled person should be legally installed in the public places. Moreover, social consensus formation and technical approaches are being actively pursued. In this paper, we propose a five-step scenario to use an unmanned post office. Based on the proposed scenario, we present the method to improve the accessibility of the user interface of the unmanned facilities. And we present a plan for establishing the short- and medium-term service models. This plan is expected to be highly practicable because it reflects the current situations of Korea Post and analysis result of the domestic and oversea cases.

A Study on Barrier-Free Culture and Art Content Applications (배리어 프리 문화예술 콘텐츠 애플리케이션에 관한 연구)

  • The purpose of this study is to provide a cultural and artistic content guide service that can provide customized guides according to the disability status of the disabled who consume cultural and artistic contents. It is designed to provide a more individualized service through user input of disability information including the type and degree of disability of the disabled, the type of cultural and artistic content desired by the disabled, and information on the cultural and artistic level of the disabled. In addition, it is not limited by time and place, and it has the distinction of providing appreciation of cultural and artistic contents and commentary information of the corresponding cultural and artistic contents in various ways on the application. In particular, to provide cultural and artistic contents differently by identifying the type or degree of disability of the user, or to provide cultural and artistic contents with different expertise in consideration of the user's cultural level and taste, and to improve the cultural level. The most special feature is that it provides recommended content in consideration of the difficulty of art content. User analysis was conducted through in-depth interviews and persona techniques. As a result of the analysis, the needs for the enjoyment of culture and arts are also increasing among the disabled, while the services that reflect those needs are very insufficient. Therefore, all interviewees stated that they are willing to actively utilize these services if they are released. In the future, it is necessary to increase the accessibility of the disabled to culture and arts by developing various services using new ICT technologies.

Strengthening User Involvement in Welfare Policies for the Disabled: through Case Studies 'Personal Budgets' of Germany (장애인 복지정책에서의 이용자 참여 강화: 독일의 개인예산제도를 중심으로)

  • The provision of welfare services to the disabled in Korea are still insufficient to meet the demand and the delivery system of the service is organized largely from the viewpoint of the suppliers. In order to guarantee the user right to choice, the shift of the policy paradigm supporting autonomy, self-directedness and the right to control of the users appears to be important. The present study explores the theoretical discussion in the field of the welfare of the disabled about user involvement. Then it investigates the German case of 'personal budgets' aimed to strengthen the user involvement and draws some policy implications for Korea. The study confirms that the introduction of 'personal budgets' aimed to realization of the self-determination of the disabled has contributed for the reinforcement of user involvement in welfare policies for the disabled. This new policy program 'personal budgets' based on the idea of the realization of the right to self-determination appears to transform the general nature of the welfare system for the disabled in Germany by transforming the payment methods.

A Study on the Empirical Evaluation of Quality Factor on Library Service for the Disabled (도서관장애인서비스 품질요인의 실증적 평가에 대한 연구)

  • This study intends to review the quality factors of library service for the disabled using user-centered approach. For the empirical review of quality factors, Nine quality factors were drawn after analyzing the current library service quality factors and the standards of library service for the disabled. Using these factors, The survey for identifying importance of factors and the qualitative evaluation of service cases were performed in this study. As a result of this survey, the most critical but relatively weak quality factors were facility, collection and staff factors. And the qualitative evaluation results of service cases indicated that the reading culture program and the information service factors were critical.

An Evaluation of Accessibility in Public Convenient Facilities based on the Disabled User Experience - Focus on the community center - (장애인 사용자 경험에 기반한 공공편의시설 접근성 평가 - 주민센터를 중심으로 -)

  • The objective of this study is to investigate the difference between the standard 'design guideline' in barrier free laws for the disabled and the disabled's real experience in public convenient facilities. It is mainly focused on accessibility by the disabled people who use an electric motion wheel chair, a wheel chair and crutches as well as a visual impaired person in the public resident centers. For this purpose, four resident centers in Busan have been selected as the objects of investigation. We observed and video recorded the disabled people with various handicaps to access and use facilities in four resident centers, and interviewed them afterwards. We found out problems from the perspective of the disabled and figured out the difference between barrier free laws and the disabled's real experience. The research result is as follows. First, it is important to make the arrangement of public convenient facilities according to the flow of the user's movements. Second, it is necessary to provide better conditions for the disabled to access the public toilet easily and conveniently. Third, it is essential for public convenient facilities to be more strictly controlled by regulations. Fourth, we need to make better standards that could reflect real experiences of various disabled users. Fifth, we need to keep providing the best follow-up service for the disabled in terms of using public convenient facilities safely. This study can contribute for designers to understand specific users through their experiences and suggest improvement ideas for better public convenient Facilities.

Study on Librarian Service Providers' Awareness and Perceptions of Library Services for the Disabled

  • The purpose of this study is to improve library promotional marketing for the disabled by identifying requirements of public library disability services. This study aimed to investigate librarian service providers' awareness of library programs for the disabled in order to prepare a systematic plan for promoting such library services. Research methods used are a literature analysis and survey. First, the ratio of respondents with experience promoting activities and services for the disabled was less than 50%. Second, regarding methods for promoting library disability services, the respondents used library homepages, press releases, library user guides, library newsletters, and library pamphlets in that order. Third, when asked what kind of PR media the library disability service providers had experience with and how often they use it, library boards and banners were the most common response. Fourth, suggested improvements to the current design and content of PR materials included: clearer word choice (or greater understandability), more detailed descriptions, simpler layouts, and more interesting or eye-catching content in that order. Fifth, the library disability services which are in the most need of public relations were guide information for library disability services, Library and Information Service (DOI services and search services), using alternative materials and the library collection, and aiding the information search. Overall, when evaluating the promotion of disability services in Korea, the library's public relations for disabled services needs to improve because currently neither librarians nor the disabled community they are targeting has frequent or quality experience with it. Thus, the policy department for the library disability services must develop a variety of promotional strategies adjusted for each type of the disability and distribute PR materials to service providers individually, making sure to utilize effective PR methods.

  • The disabled suffer great difficulties from public library access and data use due to reasons such as disabilities, mobility limitations, and lack of alternative materials and services. To overcome this, through outreach services for the disabled, public libraries should meet the multiple needs of people with disabilities. As such, the purpose of this study is to derive suitable strengthening plans of outreach services based on the size of the targeted user and disability type by analyzing outreach service operation practices in libraries in Korea and overseas and by researching and analyzing the status and awareness of outreach services for the disabled in Korean public libraries.

  • There has been significant movements in the provision of equal access to library and information services for persons with disability. This study aimed to analyze the use and needs of library services of disabled people with a survey. The survey data revealed that the majority of disabled persons did not visit library and not experience library sol-vices. The main reason was reported that they had poor information about the library services. Also, they did not satisfy the variety, sufficiency, accessibility, up-to-dateness of the materials in general. And there were difference of favorite programs and needs among different kinds of the disabled. Therefore, active guidance and public relations about library services. improvement of accessibility for the disabled by building digital collection, resource sharing and extension of services by building library cooperation network, and the arrangement of librarians for the disabled and education for them should be back up for improving library services for the disabled.
