The Government confirmed the action planning of digital mapping project for major thematic maps based on ‘Revised Plan for The Development of the National Geographic Information System’(NGIS). Mapping for major thematic maps was begun in 1998 when digital mapping project for topographic maps finished due to the delay of the action planning, and will selectively have produced the essential digital thematic maps according to the frequency of usage. The models of topographic-cadastral maps and administrative boundary maps around Suwon were produced in accordance with the presented draft. We presented specification for production of the most appropriate topographic-cadastral maps and administrative boundary maps through the analysis of the process of production, discussion and error check, and correction of the produced topographic-cadastral maps and administrative boundary maps. And we could make it easier to develop digital mapping project of topographic-cadastral maps and administrative boundary maps effectively by presenting the strategy for data input and maintenance, the cost model for carrying out the digital thematic map production, digital topographic maps, and the supplement of data model and data format. Topographic-cadastral maps has a wide range of usage but a lot of difficulties in the process of production and map update under use. So it seems that the study on users, university, private sector and municipal self-government must follow for promoting the use of topographic-cadastral maps.

차세대 수치지도 수시갱신 시스템은 효율적인 수시갱신 체계를 구축하고 데이터의 최신성을 유지하며 고품질의 서비스와 효율적 관리를 수행하기 위한 시스템으로 기존 도엽단위의 수치지도 뿐만 아니라 객체 기반 연속 수치지도의 수시갱신이 가능하도록 시스템이 설계되었으며, 이에 따라 개발이 이루어지고 있다. 본 연구에서는 차세대 수치지도 수시갱신 시스템의 활용 방안 제시 및 경쟁력 확보에 기여하고자 차세대 수치지도 수시갱신 시스템에 대하여 객체기반의 연속 수치지도 및 도엽단위 수치지도의 갱신 실험을 수행하여 시스템 운영에 따른 문제점과 개선사항을 제시하였다. 또한 국토지리정보원을 대상으로 시스템 도입에 따른 비용 및 편익에 대한 분석을 수행하여 차세대 수치지도 수시갱신 시스템의 경제성에 대한 분석을 수행하였다.

The cadastral maps as many as about 750,000 map sheets to cover 34,751,000 parcels of land of Korea, are being digitalized. The problem of shrinkage-expansion of the paper cadastral maps has to be resolved for the new digital maps, where the nodes and vertices of the parcel boundaries are represented by coordinates. The photo coordinate refinement techniques, two dimensional projective transformation and local area transformation as in the reseau grid method, were introduced for this distortion correction. Using the fact that original maps drawn on the plane tables in field from 1910 to 1918 have grid lines and have been preserved well, a strategic flow to apply the refinement techniques to the digital maps with the original maps as controls was developed. To accommodate the presence or absence of the original maps and grid lines, and different scales and sizes of the maps, the strategy was implemented by a computer program package. Various distortions and corrections were simulated and errors were evaluated. The RMS errors in the corrected digital maps were allowable, thus, the method developed in this study was to be applicable for the digital cadastral maps.

국가 GIS 구축사업의 일환으로 지형도를 비롯한 여러 가지 주제들이 수치지도로 구축되어왔다. 이렇게 구축된 수치지도는 사용하고자 하는 목적에 맞게 올바르게 구축되어 그 정확도를 신뢰할 수 있을 경우에만 효율적으로 사용될 수 있다. 본 연구의 목적은 양질의 수치지도를 구축하는데 필요한 합리적인 검수방안을 제시하는데 있다. 이를 위해 국내·외에서 요구되는 수치지도의 품질요소와 검수현황을 살펴보았고, 수치지도에서 발생하는 오류유형을 분석했다. 이러한 오류유형을 바탕으로 데이터생성연혁, 데이트포맷, 위치정확성, 속성정확성, 기하구조의 적합성, 논리적 일관성, 경계인접, 완전성, 도곽선 범위의 9가지 기존을 마련한 뒤 작업계획, 오류유형 정의, 납품내역검수, 육안중첩검수, 현지조사검수, 전산정밀검수, 자동검수, 검수결과판정, 검수결과해석으로 이어지는 9단계의 체계적인 다단계 검수절차를 제안하였다.

$\boxDr$국가지리정보체계(NGIS) 구축 기본계획$\boxUl$의 공통주제도 수치지도화 사업의 세부 추진계획에 따라 2000년까지 공통주제도 중에서 활용빈도가 높은 주제도 6종을 먼저 제작할 예정이다. 본 연구에서는 사용자 설문조사 및 선행사례 분석을 통하여 지형ㆍ지번도의 활용범위 및 세부제작공정을 도출하고 수원시 일대를 대상으로 지형ㆍ지번도를 시범 제작하였다. 시범 제작된 지형ㆍ지번도의 제작과정 분석 및 검수, 사용자의 요구사항 등을 반영하여 세부제작공정을 수정ㆍ보완하여 지형ㆍ지번도 제작방안(안)을 제시하였다. 또한, 데이터 구축 및 유지ㆍ관리방안과 소요예산 산정에 필요한 비용모델, 수치지형도 보완사항 등도 제시하여 지형ㆍ지번도 전산화사업이 효율적으로 추진될 수 있도록 하였다.

본 연구에서는 막대한 비용과 노력을 들여서 제작된 수치지도의 위치정확도를 실험적으로 판단하고자 하였다. 수치지도의 위치정확도 평가를 위해서 GPS와 Total Station을 이용한 현지측량을 실시하였으며, 현지측량의 성과와 수치지도를 비교함으로써 1:5,000 수치지도의 위치정확도를 판단해 보았다. 그리고, 1:5,000 수치지도의 이론적인 기대정확도와 현지 측량성과를 비교하여 향후 수치지도의 위치정확도 평가방법 및 개선을 위한 연구방향을 고찰해 보았다.

국내 1:1,000과 1:5,000수치지도의 제작이 완성단계에 이르고 다양한 목적에의 활용이 예상됨에 따라 제작된 수치지도의 위치정확도가 주요한 이슈로 부각되고 있다. 제작자의 측면에서 뿐만 아니라 사용자의 측면에서도 수치지도의 위치정확도는 사용목적에 따른 판단의 기준으로 중요한 의미를 갖는다. 기존 수치지도 위치정확도 측정방법은 대부분 표본점의 추출에 의한 통계량 분석에 기초하고 있으며, 최근에 소개된 선형사상의 위치정확도 측정방법도 실폭으로 표현되는 국내 수치지도 도로사상의 정확도 측정에는 적용하기가 어려운 단점이 있다. 본 연구에서는 1:5,000 수치지도의 도로사상에 대한 위치정확도를 측정할 수 있는 방법과 절차를 개발하고 모든 과정을 상용 GIS 소프트웨어를 이용하여 구현하였다. 또한 사례지역으로 서울시 강남구 일부지역을 선정하여 도로사상의 위치정확도를 분석하였다.

국가 GIS구축 기본계획에 따르면 1998년부터 2000년까지 지형지번도, 행정구역도, 토지이용현황도, 도로망도, 국토이용계획도, 도시계획도 등 6개 주제도를 수치지도화대상으로 선정하여 우선적으로 수치지도화사업을 추진하는 것으로 되어 있다. 수치지도 제작사업을 추진하기 위해서는 먼저 그에 대한 표준품셈과 제작지침이 마련되어야 한다. 그러나 아직 주제도에 대한 표준품셈이 완전하게 확정되지 않았고, 제작지침도 마련되어 있지 않다. 따라서 이 논문에서는 첫째 6개 주제도를 수치지도화하기 위한 방법을 다각도로 살펴보고 각 주제도별로 가장 바람직한 제작방법을 제시하였다. 둘째 이렇게 제시된 주제도 제작방법과 절차에 따라 안양시 동안구를 대상지역으로 하여 실제로 수치지도를 실험 제작하고 그 결과를 제시하였다. 이 연구결과는 정부가 주제도 제작지침과 주제도 제작사업 추진방안을 마련하는데 골격자료로 활용되었다.

This system is capable of obtaining quantitative information from images using natural features on the ortho-image maps that correspond with those from topographical maps. However, the qualitative information can also be obtained because because of the excellent visibility of ortho-image maps. There are plenty of promise for the use of ortho-image maps in the next generation topographic technology because of its wider applicability within the field. In keeping with the cutting edge, we produced ortho-image maps by scanning a specified area in narrow sections using the PKNU 2: a multispectral digital aerial photographing system made by ourselves. We evaluated the precision of the ortho-image maps, and performed an evaluation of the PKNU 2 system's capacity to improve the equipment of the PKNU 2. Ortho-image maps were made using Ground Control Points (GCPs) which were obtained from digital maps and aerial photographs of the PKNU 2. Thus, we demonstrated that it was possible to produce the ortho-image maps, which has a good constant level rate of less than 1m. The PKNU 2 system needs to be improving in the sensitivity of level maintenance equipment in the evaluation in terms of performance. It is thus required to survey the GCPs precisely for an accurate study.

Currently, 54 kinds of digital maps are provided by National Geographic Information Clearinghouse and the majority of those maps are based on aerial photographs or satellite image. The digital maps which symbolize and simplifies the topography and objects from ortho-photos does not reflect the objects 'shapes and facilities' changes. Especially, underground structures and complex building shapes are not correctly identifies by ortho-photos. Furthermore, the 1/1,000 and 1/500-1/2,500 maps for urban area produced by some local government or public organizations have detailed information with high precision, it is not easy to update the information due to the frequent changes of structures in the city. Although some efforts to solve this problem such as conducting field survey and shorten the survey period were tried, it is not the fundamental solution due to the high cost. Therefore, in this study, a realtime renewal and update of digital map using general survey are suggested. By assigning absolute coordinates to the general survey products and matching with digital maps, it is possible to update the digital map economically and rapidly. In addition, it is suggested that the construction of DB for general survey and sharing among survey companies to solve the duplicated survey.
