  • The Government confirmed the action planning of digital mapping project for major thematic maps based on ‘Revised Plan for The Development of the National Geographic Information System’(NGIS). Mapping for major thematic maps was begun in 1998 when digital mapping project for topographic maps finished due to the delay of the action planning, and will selectively have produced the essential digital thematic maps according to the frequency of usage. The models of topographic-cadastral maps and administrative boundary maps around Suwon were produced in accordance with the presented draft. We presented specification for production of the most appropriate topographic-cadastral maps and administrative boundary maps through the analysis of the process of production, discussion and error check, and correction of the produced topographic-cadastral maps and administrative boundary maps. And we could make it easier to develop digital mapping project of topographic-cadastral maps and administrative boundary maps effectively by presenting the strategy for data input and maintenance, the cost model for carrying out the digital thematic map production, digital topographic maps, and the supplement of data model and data format. Topographic-cadastral maps has a wide range of usage but a lot of difficulties in the process of production and map update under use. So it seems that the study on users, university, private sector and municipal self-government must follow for promoting the use of topographic-cadastral maps.

  • Next Generation Digital Maps on demand Updating System is a system for setup of efficient on-demand updating system, keeping up-to-date data and conducting high-quality service and efficient management. The system is designed that object-based continuous Digital Maps may have on-demand updating available, as well as the exiting feature-based digital maps, and the relevant development is being done. This study presented some problems and improvement plans related to the system operation, by means of implementing object-based continuous Digital Maps and feature-based digital maps updating test, for the next generation digital maps on demand updating system, in order to contribute to present plans to apply next generation digital maps and to secure competitiveness. And, for the economical efficiency of the next generation digital maps on demand updating system, this study analyzed expenses and benefit resulted from introduction of on demand updating system for 1:5,000 digital maps, intended for National Geographic Information Institute. and the land category which have an effect on the officially assessed land price and it using GIS technology.

  • The cadastral maps as many as about 750,000 map sheets to cover 34,751,000 parcels of land of Korea, are being digitalized. The problem of shrinkage-expansion of the paper cadastral maps has to be resolved for the new digital maps, where the nodes and vertices of the parcel boundaries are represented by coordinates. The photo coordinate refinement techniques, two dimensional projective transformation and local area transformation as in the reseau grid method, were introduced for this distortion correction. Using the fact that original maps drawn on the plane tables in field from 1910 to 1918 have grid lines and have been preserved well, a strategic flow to apply the refinement techniques to the digital maps with the original maps as controls was developed. To accommodate the presence or absence of the original maps and grid lines, and different scales and sizes of the maps, the strategy was implemented by a computer program package. Various distortions and corrections were simulated and errors were evaluated. The RMS errors in the corrected digital maps were allowable, thus, the method developed in this study was to be applicable for the digital cadastral maps.

  • In establishing the NGIS (The National Geographic Information System) , the Korean Government has been computerizing maps such as topographical maps as well as thematic maps. If the digital maps are mapped according to their use purpose, they can be efficiently used. The goals of this study is to describes the reasonable inspection process of digital maps. For these goals, quality controls and test processes of digital maps are investigated and then the error types of digital maps are analyzed. Nine standards which are data lineage, data format, positional accuracy, attribute accuracy, topology, logical consistency, edge-matching , completeness, outline range are established and nine steps, multi steps, which are making a work plan, analysing error types of digital maps, inspection with the naked eyes, a computerized inspection , a automatic inspection, the judge of results, the analysis of results are proposed.

  • In this study, it was tried to experimentally judge the positional accuracy of digital maps, which are being constructed with a vast of investment and national endeavor. Using GPS and Total Station, field surveying to assess the positional accuracy of 1:5,000 digital maps was conducted. According to these results, the digital maps were compared to the real field test. And in order to check the positional accuracy standard of digital maps, theoretical positional accuracy of 1:5,000 digital maps are compared with that from field test data to propose research activities for hereafter positional accuracy standard of digital map.

  • Various digital topographic maps including 1:1,000 and 1:5,000 have been produced for years and these digital maps are expected to serve a wide range of purposes. Most previous research about measuring positional accuracy for digital topographic maps depends int a method that acquires sample points from the tested map and compares to the corresponding known true locations using some statistics. Recently, a simple method for measuring positional accuracy for linear features is introduced but it has substantial problems applying to the spatial features such as roads, railroads, streams represented with double lines on the recently produced 1:1,000 and 1:5,000 digital topographic maps. This study develops and implements an effective method that measures road objects represented in the 1:5,000 digital topographic maps using a conventional GIS software. We also apply this method to a small study area located in Kangnam Gu, Seoul and illustrate the usefulness of this method.

  • "The Plan for the Development of the National Geographic Information System" designates the following six major thematic maps as the main subject of digital mapping project: topographic-cadastral maps; administrative boundary maps; land use maps; road network maps; national land zoning maps; and urban planning maps. Carrying out the digital mapping project requires standards and guidelines for digitizing process. However, there is neither standards nor guidelines with regard to thematic map production. This study describes the steps involved in producing thematic maps and provides the best procedural alternative for the production of thematic maps. Based on procedural alternative suggested by this study, actual digital maps have been experimentally produced for the selected area, Anyang-Si Dongan-Gu. The results of this experimental work have been utilized to government for not only making the guidelines but also initiating plans for the development of thematic map production.roduction.

  • This system is capable of obtaining quantitative information from images using natural features on the ortho-image maps that correspond with those from topographical maps. However, the qualitative information can also be obtained because because of the excellent visibility of ortho-image maps. There are plenty of promise for the use of ortho-image maps in the next generation topographic technology because of its wider applicability within the field. In keeping with the cutting edge, we produced ortho-image maps by scanning a specified area in narrow sections using the PKNU 2: a multispectral digital aerial photographing system made by ourselves. We evaluated the precision of the ortho-image maps, and performed an evaluation of the PKNU 2 system's capacity to improve the equipment of the PKNU 2. Ortho-image maps were made using Ground Control Points (GCPs) which were obtained from digital maps and aerial photographs of the PKNU 2. Thus, we demonstrated that it was possible to produce the ortho-image maps, which has a good constant level rate of less than 1m. The PKNU 2 system needs to be improving in the sensitivity of level maintenance equipment in the evaluation in terms of performance. It is thus required to survey the GCPs precisely for an accurate study.

  • Currently, 54 kinds of digital maps are provided by National Geographic Information Clearinghouse and the majority of those maps are based on aerial photographs or satellite image. The digital maps which symbolize and simplifies the topography and objects from ortho-photos does not reflect the objects 'shapes and facilities' changes. Especially, underground structures and complex building shapes are not correctly identifies by ortho-photos. Furthermore, the 1/1,000 and 1/500-1/2,500 maps for urban area produced by some local government or public organizations have detailed information with high precision, it is not easy to update the information due to the frequent changes of structures in the city. Although some efforts to solve this problem such as conducting field survey and shorten the survey period were tried, it is not the fundamental solution due to the high cost. Therefore, in this study, a realtime renewal and update of digital map using general survey are suggested. By assigning absolute coordinates to the general survey products and matching with digital maps, it is possible to update the digital map economically and rapidly. In addition, it is suggested that the construction of DB for general survey and sharing among survey companies to solve the duplicated survey.
