  • The main purpose of the study is to determine the main elements of the use of digital technologies for learning a foreign language in educational institutions. The era of digital technologies is a transition from the traditional format of working with information to a digital format. This is the era of the total domination of digital technologies. Digital technologies have gained an unprecedented rapid and general distribution. In recent years, all spheres of human life have already undergone the intervention of digital technologies. Therefore, it is precisely the educational industry that faces a difficult task - to move to a new level of education, where digital technologies will be actively used, allowing you to conveniently and quickly work in the information field for more effective learning and development. The study has limitations and they relate to the fact that the practical activities of the process of using digital technologies in the system of preparing the study of a foreign language were not taken into account.

  • This study aims to study non-rechargeable wrist-type smart bands for those vulnerable to the digital environment. The transition to the digital age means improving the efficiency of human life and the convenience of management. In the digital age, it can be a very convenient infrastructure for the digital generation, but otherwise, it can cause inconvenience. COVID-19 is spreading non-face-to-face culture. The reality is that the vulnerable are complaining of discomfort in non-face-to-face culture. The core of the digital environment is smartphones. Digital life is spreading around smartphones. Technology that drives the digital environment is the core technology of the Fourth Industrial Revolution. The technologies are lot, big data, Blockchain, Smart Mobility, and AI. Related technologies based on these technologies include digital ID cards, digital keys, and nfc technologies. Non-rechargeable wrist-type smart bands based on related technologies can be conceptualized. Through these technologies, blind people can easily access books and manage their ID cards conveniently and efficiently. In particular, access authentication is required wherever you go due to COVID-19, which can be used as a useful tool for the elderly who feel uncomfortable using smartphones. It can also eliminate the inconvenience of the elderly finding or losing their keys.

  • 이 논문은 위험 커뮤니케이션에서 디지털 이미지 및 영상 기술의 역할에 대한 이론적 고찰이다. 구체적으로 행위자네트워크이론(Actor-network Theory)에 대한 검토를 통해서 이 논문은 이 이론이 디지털 영상 기술과 그에 따라 변화하는 영상 문법의 역할, 그리고 현재의 시각 문화와 시각 체제에 미치는 구체적인 결과를 적절하게 분석할 수 있는 이론적 단초를 제공해주고 있음을 주장한다. 다음으로 이 논문은 과학적 증거 제시 및 설명 과정에서 디지털 영상 기술이 차지하고 있는 역할에 대한 최근의 논의를 살펴본다. 컴퓨터 네트워크와의 연결성, 센서 시스템, 컴퓨터 알고리즘, 증대된 저장 용량 등으로 특징지어지는 디지털 영상기술이 어떠한 종류의 새로운 바라보기(seeing)를 가능하게 하며 이는 기존의 과학적 설명 방식에 어떠한 영향을 미치고 있는지가 토론될 것이다. 마지막으로 이 논문은 이상의 논의가 한국 사회에서의 위험 커뮤니케이션 과정에 대한 연구에 지니는 함의에 대하여 토론한다.

  • Digital technologies in the regional sector of public administration are the basis for its reform and a potential example for the whole country on how to use the benefits of the "digital" world. The synergistic potential of social, mobile, "cloud" technologies, as well as data analysis technologies and the "Internet of Things" can collectively lead to transformational changes in public administration and in general, that is, make the use of digital technologies for the economic development of the region in the system of digitalization of public administration effective, reactive and valuable. Thus, the purpose of the study is to identify modern prospects and realities of the development of digital technologies for the economic development of the region in the system of digitalization of public administration. As a result of the study, the main mechanisms and systems of digital technologies for the economic development of the region in the system of digitalization of public administration were analyzed.

  • Purpose - We attempt to provide a background, a review of current development of the digital technologies and their effect on the digital transformation process, and then offer our recommendations for identifying and taking strategic actions to exploit them. More importantly, we also aim to offer important recommendations for policymakers and practitioners how to better advance the innovation system by facilitating the development of digital technologies and take advantage of improvements in digital technologies. Research design, data, and methodology - This study undertakes an extensive and critical review of the digital transformation literature and identifies several important issues with relevant practical examples of best practices in the transition to digital transformation process. Results - This paper finds that digital technologies with strong technological backing have brought technological spillovers to the economy while also generating shocks. Conclusion - To maintain a healthy and developing market order, it is necessary for governments to innovate regulatory models. This study offers several important suggestions for government regulatory innovation that we believe should help to better deploy digital transformation initiatives and enhance the efficiency and effectiveness of government regulation in contributing more to the high-quality and healthy development of the digital economy.

Virtual to Physical: Integration of Design Computing and Digital Fabrication in Architectural Pedagogy

  • This study examines the significance of digital fabrication of scaled physical models in the digital design process and highlights the integration of design computing and digital fabrication in architectural education. Advances in CAD/CAM technologies have increasingly influenced building design and construction practices by allowing the production of complex forms that were once difficult to design and construct using traditional technologies. At the advent of digital architecture, schools of architecture introduced digital technologies to their curriculum, focusing more on design computing than digital fabrication, preventing students from completely mastering digital technologies. The significance of digital fabrication for scaled physical models as a design media within the digital design loop is discussed. Two case studies of leading schools of architecture that are successful in building the bridge between both areas are given. These focus on the curricular structure to integrate both areas within design studios. Finally, a curricular structure offering students a balanced approach to these areas of knowledge is proposed based on what was learned from these case studies.

  • 연구 목적 : 본 연구의 목적은 디지털 대전환의 시대, 디지털 역기능에 따른 교회교육의 방향을 제언하기 위한 것이다. 연구 내용 및 방법 : 연구는 첫째, 디지털 대전환과 디지털 역기능에 대한 이해를 논하였다. 디지털 대전환은 우리의 주변을 구성하는 모든 것이 디지털 기반으로 바뀌면서, 기존과는 근본적으로 다른 차원의 세계로 변화한다는 것을 의미한다. 이러한 디지털 대전환의 시대에 디지털 역기능이 심화되고 있다. 둘째, 디지털 대전환의 시대 교육의 이슈와 교회교육을 논하였다. 학교에서 디지털 기술을 활용한 수업이 확산되고 있다. 하지만 디지털 기술이 수업 분위기를 해칠 뿐 아니라 읽기능력 등 기초 학력 저하를 유발한다는 우려가 학계에서 제기되고 있다. 교회교육은 디지털 교육이 교육의 트렌드로 부상하는 상황에서 변화하는 사회에서 도태될 수 있다는 두려움이 있다. 결론 및 제언 : 디지털 대전환의 시대 디지털 역기능에 따른 교회교육의 방향을 제언하였다. 첫째는 신앙공동체를 중심으로 하는 기독교 세계관 교육이다. 신앙공동체 안에서 다양한 신앙의 상호작용 경험을 통해 배우는 기독교 세계관 교육은 자본주의와 능력주의와 결부되어 위험에 처하게 될 디지털 시대를 비판적으로 사고하고 성찰하도록 하며, 미래 인공지능 시대와 디지털 역기능을 대비하는 교육의 역할을 할 수 있다. 둘째는 신앙공동체를 중심으로 하는 기독교적인 돌봄이다. 기독교인 돌봄은 디지털 대전환의 시대를 살아가면서 디지털 역기능에 의해 고통 받고 차별받고 소외되고 외로운 영혼들과의 진정한 만남을 형성하게 하고, 그들을 구원의 길로 인도할 수 있게할 것이다.

A User-centered Classification Framework for Digital Service Innovation : Case for Elderly Care Service

  • Digital technology has been changing everyday life of ordinary people let alone the structure of world industry. The elderly care service is also going through changes influenced by the unavoidable impact from torrents of digital technologies. There are numerous reports and news about the digital technologies increasing the efficiency and effectiveness of care service yet lacking systematic understanding of the sources of such improvement. This study aims to present a new classification framework for digital elderly care service innovation to fully utilize the power of digital technologies drawing on insights from innovation studies and service studies. First, 4 features of digital technologies are identified as sources of new value in service innovation. The co-creation of value by users and producers in service and technology development is discussed to illuminate users' contributions to service innovation. Communication of needs and ideas with producers and application of new technologies into everyday practice of life are identified as the source of new value which can be attributed to the elderly. Customization along with efficiency gains is the key to digital elderly care service innovation. The classification framework, thus, incorporates the needs of the elderly as one axis of criteria in the conventional technology-centered framework. The new classification framework would help give due weight to user-driven or demand-driven innovation in the elderly care service R&D activities.

디지털 전환기의 후발국 기술추격 패턴 분석 : 디지털 TV 사례 (Digital Transofrmation and Leapfrogging of a Catching-up Country: the Case of Korean Digital TV Industry)

  • This paper examined the leapfrogging of Korean Digital TV Industry in the midst of digital Revolution. Despite the lack of sufficient capability and core knowledge base, the Korean firms succeeded in the catching up forerunner firms in the Digital TV industry. The reasons of the success of Korean firms were as follows. Firstly, the Korean firms had some complementary asset, such as the experience of producing analog TV, and were able to develop the prototype digital TV given the accesses to the foreign knowledge via overseas R&D posts and acquisition of a foreign company. Secondly, the Korean firms were not locked in the analog technologies. As a follower, they had little sunk cost on the existing analog technologies. Thirdly, New mode of innovation, such as National R&D program for the development of HDTV and ASIC, were used as a tool for the mobilization of scarce knowledge base of digital technologies and the sharing the risks of development of path-breaking new technologies.

  • The main purpose of the article is to analyze the features of the impact of digital technologies on environmental management in the public administration system of the regions. The revival of the economy and its digitalization, which emerged after the first wave of the economic crisis, is already fraught with an aggravation of the ecological situation in the region. Of course, the conventional model of economic growth has by now exhausted its capabilities and can be characterized as environmentally unsustainable. Digital technologies bring changes that cannot be ignored. Based on the results of the study, key aspects of the impact of digital technologies on environmental management in the public administration system of the regions were identified.
