IoT devices frequently require input resources to communicate with various sensors or IoT platforms. IoT device wastes a lot of time as idle time or waiting time to check the data of the input resource and use the input resource. In addition, IoT devices use various input resources. We compares and analyzes input idle time and input waiting time generated from hardware serial input resource, software serial input resource, digital port input resource, and analog port input resource using Arduino widely used as IoT device. In order to design the IoT device framework, it is necessary to understand the characteristics of input resources and to design them to minimize unnecessary input idle time and input waiting time. The analog input wait time has a much larger input wait time than the digital input wait time, so it must be designed to receive analog information periodically at the appropriate timing. The characteristics of the input resources analyzed in this way help to design an efficient IoT device.

The description of resources at collection-level is being recognised as an important component of information services that seek to provide integrated access to distributed resources. This research investigated the concept, necessities, and standards of collection level description which manages heterogeneous and distributed resources effectively. Also this research reviewed collection level description projects in other countries to show a new direction of subject access in digital libraries.

In this paper, we propose a keyword query processing technique based on semantic relationships for OWL data. The proposed keyword query processing technique can improve user's search satisfaction by performing two types of associative search. The first associative search uses information inferred by the relationships between classes or properties during keyword query processing. And it supports to search all information resources that are either directly or indirectly related with query keywords by semantic relationships between information resources. The second associative search returns not only information resources related with query keywords but also values of properties of them. We design a storage schema and index structures to support the proposed technique. And we propose evaluation functions to rank retrieved information resources according to three criteria. Finally, we evaluate the validity and accuracy of the proposed technique through experiments. The proposed technique can be utilized in a variety of fields, such as paper retrieval and multimedia retrieval.

Nowadays, demand for human resource for the e-learning industry is rapidly increasing along with the expansion of e-learning market capacity. However. there are numerous difficulties in expansion and industrialization of e-learning due to insufficient supply of human resources to meet the demand. Therefore, the goal of this study is to present various policy directions that can supplement the supply or e-learning manpower. Overall contents of this study focus on presenting the long-term directions for fostering of human resources for e-learning industry. Among these, role of government policies for fostering of human resources for e-learning industry is being particularly emphasized because e-learning industry is still at its infant stage.

The continuous increase in urban population due to migration of mases from rural areas to big cities has set urban water supply under serious stress. Urban water resources face scarcity of available water quantity, which ultimately effects the water supply. It is high time to address this challenging problem by taking appropriate measures for the improvement of water utility services linked with better understanding of demand side management (DSM), which leads to an effective state of water supply governance. We propose a dynamic framework for preventive DSM that results in optimization of water resource management. This paper uses Agent Based Modeling (ABM) with Digital Twin (DT) to model water consumption behavior of a population and consequently forecast water demand. DT creates a digital clone of the system using physical model, sensors, and data analytics to integrate multi-physical quantities. By doing so, the proposed model replicates the physical settings to perform the remote monitoring and controlling jobs on the digital format, whilst offering support in decision making to the relevant authorities.

This paper investigates how strategy formulation and implementation processes used by the University of Cape Coast (UCC) in building its digital collections compare with the Andrew's strategic formulation and implementation theoretical framework. Theory-testing case study methodology was used. The data collection instruments were the key informant interview technique and document reviews. During the formulation phase, two aspects (resources and aspirations of senior management) were emergent. During the implementation phase, five aspects (achieving results, processes and behaviour, standards, motivation, personal) were emergent. All other elements of building the UCC digital collections were planned during both the formulation and implementation phases. Although the emphasis on students and learning is laudable and apt, there seems to be lack of focus on research support beyond digital collection building, despite the fact that research excellence is one of the UCC's key priorities. Opportunities exist for improving feedback mechanisms between the users, digital library staff and the university management; and inclusion of social media tools in the digital library project. Since only the experience of a single institution of higher learning is considered, it cannot be definitively stated that strategy formulation and implementation will be similar in every institutional context. However, the results provide a basis for academic digital libraries to draw lessons from this case. In African public universities, there is little earlier research on strategy formulation and implementation in digital library management. Strategy formulation and implementation is a critical issue for higher education academic libraries especially in developing countries like Ghana, due to limited financial resources and the rapid change in the information environment during the last several decades.

As logistic environment of digital resources is rapidly changing, protection of the intellectual property for digital resources has been recognized as one of important issues. Digital Rights Management (DRM) has taken much interests from ISP, authors and publishers of digital content as an integrated approach to create a reliable environment for access and the use of digital resource. In this paper we proposed a dynamic digital rights management system based on adaptive agent theory (ARPA : Adaptive Resource Protection Agent) to address problems facing contemporary DRM approaches : static rights management problem solving and strengthened monitoring/tracking system. We introduced a dynamic mission control scheme to realize dynamic digital rights management. We incorporated adaptive agent theory to implement on-and off-line tracking and protection. Through the implementation of protype system, the process, the process dynamic digital rights protection will be demonstrated.

With the deepening integration of technology and cultural industries, China's digital cultural industry has begun to rise. The digital culture industry has met new demands for cultural consumption and brought new experiences to consumers in the digital economy era. This paper uses the public data of 36 Chinese A-share listed companies in digital culture from 2018 to 2019 to construct a technical innovation efficiency evaluation index system for listed companies in China's digital cultural industry. Through the use of data envelopment analysis (DEA) method, the technical innovation efficiency of 36 listed companies in China's digital cultural industry was evaluated. The research results show that: (1) China's 36 listed companies have low technological innovation efficiency; (2) the allocation of R&D resources of listed companies is unreasonable; (3) there is a large difference in technological innovation efficiency among listed companies. Therefore, it is necessary to increase the efficiency of technology innovation of listed companies in China's digital culture industry by investing more R&D funds, distributing R&D resources, establishing effective dynamic incentive mechanism, promoting government-industrial-academic research.

Purpose - With the rapid development of information technology, the digital economy has become an important grip of the new development pattern, and the digital transformation of enterprises is a major trend. As SMEs are the mainstay of the economy and employment, it is important to study the digital transformation of SMEs to promote the development of the digital economy. Research design, data, and methodology - Based on a resource-based view, this report analyses the current situation and issues of digital transformation of SMEs from the perspective of digital orientation as well as the breadth and depth of technological capabilities of enterprises, using data from a survey of 200 manufacturing enterprises in China. Result - The results show that SMEs generally have a digital transformation mindset, but a weak digital foundation. In order to execute a digital strategy, companies need digital transformation capabilities. These behavioral capabilities are guided by the strategic direction of the business, and companies with strong capabilities are always trying to tap into the full digital potential. Conclusion - In order to effectively promote the digital transformation of SMEs, we suggest that SMEs pay attention to digital capability building, make good use of digital platforms and network resources, and lay a solid foundation for digital transformation; meanwhile, we suggest that government departments play a guiding and supporting role to build a cross-industry and cross-sector digital synergy system to help promote the development of SMEs' digital transformation. This paper presents some suggestions from both the internal and external environment of the enterprise, with the expectation of contributing to the digital transformation practices of SMEs.
