A Policy Framework for the Long-term Preservation of Authentic Digital Records: Based on InterPARES Studies (진본 전자기록의 장기보존을 위한 정책프레임워크: InterPARES 성과물에 기초하여)

  • The present study aims at developing a policy framework for the long-term preservation of authentic digital records. To accomplish this, the study analyzed the main research outcomes from InterPARES(International Research on Permanent Authentic Records in Electronic System: IP). It has (1) selected major outcomes from IP project, (2) disassemble principles and guidelines suggested by IP into individual concepts and components, (3) rearranged them into a conceptual framework, which has been used as a basis for the policy framework, and finally (4) developed a policy framework for the long-term preservation of authentic digital records. The policy framework suggested here could serve as a basis for either establishing national or institutional policy or developing standards and guidelines for long-term preservation of authentic digital records.

A Knowledge Graph on Japanese "Comfort Women": Interlinking Fragmented Digital Archival Resources (일본군 '위안부' 지식그래프: 파편화된 디지털 기록의 연결)

  • Records on Japanese "Comfort Women" have been individually managed by private sectors or institutions, and some are provided as digital archives on the Internet. However, records of digital archives differ in the composition and representation of metadata by individual institutions. Meanwhile, there is a lack of a consistent structure to describe the relationships between and among these records, leading to their fragmentation and disconnectedness. This paper proposes a knowledge model for interlinking the digital archival resources and builds a knowledge graph by integrating the records from distributed digital archives. It derives common elements by analyzing metadata from the diverse digital archives and expresses them in standard vocabularies to semantically describe multiple entities and relationships of the digital archival resources. In particular, the study includes the refinement of collected data to search and thread dispersed records and the enrichment of external data to provide significant contextual information of records. An evaluation of the knowledge graph is performed via a query measuring the (dis)connectivity between the distributed records. As a result, the knowledge graph is capable of interlinking and retrieving fragmented records, providing substantial contextual information on the records with external data enrichment, and searching accurately to match the user's intentions through semantic-based queries.

  • All records have attribute of representing the object, so archives should develop digital record exhibition to facilitate attribute that representing the object. If building cultural properties are chose as the represented object, it should be followed by analysis of nature values and record contents and applied to the suitable framework. Therefore, this study suggests the organized process of designing the framework which develops digital representing contents based on records.

  • The present study aims to develop an agenda consisted of strategies for long-term preservation of electronic records with enduring values. To do this, it has collected 19 cases of agenda reports generated from the digital preservation community at large, including those working on electronic publications and research data as well as electronic records. The study draws its conclusion by proposing an agenda encompassing 4 areas: laws and policies; research; technologies; and partnership.

  • This study aims to propose an implementation plan for ensuring the digital continuity of university information resources that require the continuous management of temporary and permanent records in digital transformation environments. Thus, the cases of The National Archives (TNA; United Kingdom) and the National Archives of Australia (NAA)'s digital continuity policies were investigated and analyzed, drawing implications for ensuring universities' digital continuity. The process for ensuring digital continuity proposed by TNA was then applied to a university case for the proposal of an implementation plan applicable to university information resources.

  • "Gyeonggi-do Memory," established and operated by Gyeonggi-do Cyber Library, is a local digital archive aiming to broaden the access to Gyeonggi-do's cultural resource records. Since 2014, the library has been expanding its digital information service, starting with the said archive. Through cooperation with various cultural institutions in the province, it builds the digital archive by collecting numerous records. In particular, the archive is expected to establish itself as a repository that stores records of production or dealing in Gyeonggi-do and a platform to share with researchers and citizens.

  • Recently, the central government organizations have changed their Business Management System to the cloud-based On-nara Document 2.0. According to this, the National Archives of Korea is spreading a cloud-based records management system. With the development of digital technology, including cloud computing, preservation and utilization of records must be redesigned continuously to be effective and efficient. It is needed that the process and method of the electronic records management will change from simple digitization of paper-based recording to digital technology. This article offers opinions related to the logical transfer, storage and redundancy elimination of digital objects, machine-readable format, big-data analysis, templates of official documents, and authenticity authentication system based on universally unique identifiers (UUID) and hash value.

  • This study aims to expose the current status of the transfer of public digital records. Based on the PAIMAS transfer methodology, it identified the domains of transfer in the Korean public sector. Through the result of the interviews with experts in the field, this study examined what the records centers and the National Archive of Korea had prepared using the domains. Through the examination, the expected problems and subject to be discussed were thus presented, which are expected to provide a forum for further discussions.

  • NFT is literally a 'non-fungible token', a digital file that records specific virtual assets on a blockchain. Events such as ownership of the asset and transaction history are recorded on the blockchain through the token transaction, so counterfeiting and falsification are impossible. Therefore, NFT is used as a tool that can uniquely represent a specific virtual asset. The main purpose of this paper is to examine the characteristics of NFT from a records management point of view and to find ways to use them, and focuses on digital records that have the characteristics of assets as digital works. For this purpose, we first examine the basic concept of NFT and the principle of ownership and proof of value as an asset for digital works. In addition, it was confirmed how the advantages of NFT were applied through NFT use cases in various fields, and in particular, areas related to audio-visual records such as art, music, sports, and fashion were focused on. Furthermore, by comparing the characteristics of digital records with those of NFT, factors applicable to electronic records were identified. Finally, the types of digital records that are expected to be effective in the application of NFT were identified, and the possibility of their use and discussion points for introduction in records management are presented.

A Study on the Development of an Independent Movement Collection Classification System: Focus on the Gonghun Digital Archive (독립 운동 컬렉션 분류 체계 개발에 관한 연구 - 공훈전자사료관을 중심으로 -)

  • This study suggests the development of a classification system for the Independent Movement Records of the Ministry of Patriots and Veterans Affairs based on the collection of Gonghun Digital Archive based on sources, subjects, and media types. First, the classification system by source is organized by hierarchy, and the records classified by source are classified into the second category based on the related keyword. Then, the records are classified into 17 media types. Finally, it is described in the citation order of "source-subject-media type." In addition, a meaningful collection using inductive methods based on the subject words is derived. Finally, Gonghun Digital Archive collections are categorized by media types, sources, and subjects so that users can easily find the records. The result of this study is a classification system to support records retrieval of an independent movement collection, and it will become a basis for expanding the accessibility of the user and the service of independent movement records.
