  • Purpose - With the rapid development of information technology, the digital economy has become an important grip of the new development pattern, and the digital transformation of enterprises is a major trend. As SMEs are the mainstay of the economy and employment, it is important to study the digital transformation of SMEs to promote the development of the digital economy. Research design, data, and methodology - Based on a resource-based view, this report analyses the current situation and issues of digital transformation of SMEs from the perspective of digital orientation as well as the breadth and depth of technological capabilities of enterprises, using data from a survey of 200 manufacturing enterprises in China. Result - The results show that SMEs generally have a digital transformation mindset, but a weak digital foundation. In order to execute a digital strategy, companies need digital transformation capabilities. These behavioral capabilities are guided by the strategic direction of the business, and companies with strong capabilities are always trying to tap into the full digital potential. Conclusion - In order to effectively promote the digital transformation of SMEs, we suggest that SMEs pay attention to digital capability building, make good use of digital platforms and network resources, and lay a solid foundation for digital transformation; meanwhile, we suggest that government departments play a guiding and supporting role to build a cross-industry and cross-sector digital synergy system to help promote the development of SMEs' digital transformation. This paper presents some suggestions from both the internal and external environment of the enterprise, with the expectation of contributing to the digital transformation practices of SMEs.

This study is part of an ongoing research project entitled Developing a digital scholarship service framework for universities at Vietnam National University Ho Chi Minh City. It employed a qualitative research approach through in-depth interviews with 31 individuals who are university managers, library managers, lecturers, and postgraduate and undergraduate students from six member universities and Central Library of Vietnam National University Ho Chi Minh City. Research results show that some digital scholarship services have been provided at Vietnam National University Ho Chi Minh City. However, they have not been yet systematically implemented and have not met users' needs. Lack of needed resources such as space, technology infrastructure, human resources, finance, and stakeholder support are among major challenges in developing digital scholarship services. The management of existing digital scholarship services is fragmented without a clear policy for developing digital scholarship and supporting services. The study contributes to the existing knowledge by adding substantially to current understanding of the practice of providing digital scholarship services in Vietnam's universities in the transition period, from state control to autonomy, which has not been much addressed in previous research. Furthermore, this study can be a useful reference for higher education institutions in developing countries regarding implementation of digital scholarship services.

  • As there are diverse delivery media and forms of information resources, their management schemes are diverse as well. In library community, cataloguing. rules for describing information resources such as AACR and KCR have been developed. The efforts to automate management of information resources based on these rules resulted in the development of MARC. However, MARC records are restricted in describing the information resources and MARC has various and distinct characteristics of the structural rigidity, which does not support the representation of extended semantic structures that exist among bibliographic entities. Therefore, since the data model for MARC is single-layer data model, it is not appropriate for describing information resources represented by multi-layer data model which can be used to set up the relationships among various objects in digital libraries. In this paper, we propose an a metadata model for digital libraries based on the IFLA FRBR basic model which supports multi-layer data model and a representation scheme based on XML Schema to manage the metadata about old books, old documents, resource related to music, conferences and seminars.

  • Digital resources are widely used in our modern society. However, we are facing fundamental problems to maintain and preserve digital resources over time. Several standard methods for preserving digital resources have been developed and are in use. It is widely recognized that metadata is one of the most important components for digital archiving and preservation. There are many metadata standards for archiving and preservation of digital resources, where each standard has its own feature in accordance with its primary application. This means that each schema has to be appropriately selected and tailored in accordance with a particular application. And, in some cases, those schemas are combined in a larger frame work and container metadata such as the DCMI application framework and METS. There are many metadata standards for archives of digital resources. We used the following metadata standards in this study for the feature analysis me metadata standards - AGLS Metadata which is defined to improve search of both digital resources and non-digital resources, ISAD(G) which is a commonly used standard for archives, EAD which is well used for digital archives, OAIS which defines a metadata framework for preserving digital objects, and PREMIS which is designed primarily for preservation of digital resources. In addition, we extracted attributes from the decision tree defined for digital preservation process by Digital Preservation Coalition (DPC) and compared the set of attributes with these metadata standards. This paper shows the features of these metadata standards obtained through the feature analysis based on the records lifecycle model. The features are shown in a single frame work which makes it easy to relate the tasks in the lifecycle to metadata elements of these standards. As a result of the detailed analysis of the metadata elements, we clarified the features of the standards from the viewpoint of relationships between the elements and the lifecycle stages. Mapping between metadata schemas is often required in the long-term preservation process because different schemes are used in the records lifecycle. Therefore, it is crucial to build a unified framework to enhance interoperability of these schemes. This study presents a basis for the interoperability of different metadata schemas used in digital archiving and preservation.
