In this study, users' perceptions and concerns about digital information resources were investigated, focusing on impediments to the use of digital resources, to devise measures for improvement by identifying factors that hinder the use of digital information resources. To achieve the purpose of the study, the research identifies the inconvenien ce factors and establishes the user inconvenience list based on prior research and the current status survey. Based on the derived list, a survey was conducted on users of public libraries. Through this study, it was found that the use of digital information resources can be enhanced by improving the internal library system. Specifically, it refers to improving search performance and accessibility of digital data, providing one-stop services for digital information resources through the operation of an integrated data management system, conducting customized user education, and establishing a digital information resource preservation system, e.g. web archiving. Also, improving the external environment and system, such as contracting with more libraries for digitized data use agreements, strengthening support, unifying the names and classifications of digital information resources, and simplifying the procedure for using digital information resources, is of great importance.

이 연구는 우리 도서관에서 막대한 예산을 투입하여 구축하고 있는 디지털 자료가 보다 효율적으로 활용되기 위하여 과연 제대로 가공, 조직되고 있는지를 논의해 보는데 목적을 두고 있다. 이를 위해, 이 연구에서는 우리 도서관에 유입되고 있는 디지털 자료의 현황을 종합적으로 살펴보고, 이들 디지털 자료에 대한 도서관계의 서지통정 작업이 어떻게 진행되고 있는지를 파악한 후, 이 과정에서 나타나는 문제점을 바탕으로 향후 보다 효율적인 접근을 지원하기 위해서 어떠한 전략과 방안을 세워가야 할 것인지를 심도있게 논의해 보고자 하였다.

디지털도서관을 단순한 정보유통 구조의 한 부분으로 정의하지 않고 디지털도서관 그 자체를 자원의 생산, 유통 그리고 재생산을 위한 무형의 가치창출 행위로 인식하였으며 디지털자원의 속성을 해석함으로써 디지털도서관을 설계하였다. 즉, DRM(Digital Resources Management)의 가치를 디지털도서관으로 보았으며 그것을 전통적 도서관의 진화로 인식하였다. 이미 대학도서관들의 오픈액세스 자원생산이 이루어지고 있으며 클라우드 컴퓨팅 환경에서의 도서관 디지털장서 관리와 공유가 가능함을 보여줌으로써 출판이 가미된 디지털도서관의 가능성을 보여주었다.

디지털 정보자원은 장기적 보존 및 다음 세대로의 접근을 보장하기 위한 상세한 베타데이터를 필요로 한다. 본 연구는 먼저 디지털 정보자원의 특성과 디지털 보존의 개념, 디지털 정보자원의 장기 보존과 접근을 위한 메타데이터의 필요성을 조명하였다. 디지털 정보자원을 위한 상호운용적인 보존 베타데이터 개발에 근거가 되고 있는 OAIS 참조 모형을 살펴보았다. 이어 실제 OAIS 참조 모형을 적용한 CEDARS, NLA, NEDLIB, OCLC/RLG 디지털 정보자원의 보존 메타데이터를 대상으로 하여 그 개발 과정, 목적 및 메타데이터 요소 세트를 각각 구체적으로 비교 분석하였다. 본 분석 결과를 기초로 하여, 향후 우리나라의 디지털정보자원의 장기 보존과 접근을 위한 상호운용성을 갖춘 보존 메타데이터의 기본적인 요소 세트 설정 방안을 제시하였다.

이 연구는 도서관에서 네트워크 상의 정보자원을 포함하는 전자정보자원의 서지 도구로서 인터넷 검색엔진이나 메타데이터가 갖는 문제점과 전통적 목록의 필요성을 다루었다. 검색엔진이나 메타데이터는 전자정보자원을 신속하게 색인하거나 조직할 수 있게 한다. 그러나 이와 같은 신속성 외에도 목록과 같은 전통적 도서관의 서지 도구들은 기술의 정확성. 완전성. 표준성 등이 절실히 요구되는 것이다. 그러므로 도서관의 관점에서는 전자정보자원에 대하여도 완전한 목록을 작성할 필요가 있다. 목록의 복잡성과 이로 인한 고비용 문제는 도서관간의 협력과 분담으로 해결될 수 있다.

From this year, KIGAM, one of Korean government-supported research institutes, has started new national program for digital geologic/natural resources infrastructure building. The goal of this program is to prepare digitally oriented infrastructure for practical digital database building, management, and public services of numerous types of paper maps related to geo-scientific resources or geologic thematic map sets: hydro-geologic map, applied geologic map, geo-chemical map, airborne radiometric/magnetic map, coal geologic map and off-shelf bathymetry map and so forth. As for digital infrastructure, several research issues in this topic are composed of: ISP (Information Strategy Planning), geo-framework modeling of each map set, pilot database building, cyber geo-mineral directory service system, and web based geologic information retrieval system upgrade which services Korean digital geologic maps scaled 1:50K. In this study, UML (Unified Modeling Language)-based data modeling of geo-data sets by and in KIGAM, among them, is mainly discussed, and its results are also presented in the viewpoint of digital geo-modeling ISP. It is expected this model is further progressed with the purpose of being a guidance or framework modeling for geologic thematic mapping and practical database building, as well as other types of national thematic map database building.

The article proves that the main goal of informatization of higher education institutions in the EU countries is to improve the quality of education of future specialists by introducing digital educational resources into the education process. The main tasks of informatization of education are defined. Digital educational resources are interpreted as a set of data in digital form that is applicable for use in the learning process; it is an information source containing graphic, text, digital, speech, music, video, photo and other information aimed at implementing the goals and objectives of modern education; educational resources on the Internet, electronic textbooks, educational programs, electronic libraries, etc. The creation of digital educational resources is defined as one of the main directions of informatization of all forms and levels of Education. Types of digital educational resources by educational functions are considered. The factors that determine the effectiveness of using digital educational resources in the educational process are identified. The use of digital educational resources in the training of future specialists in the EU countries is considered in detail. European countries note that digital educational resources in professional use allow you to implement a fundamentally new approach to teaching and education, which is based on broad communication, free exchange of opinions, ideas, information of participants in a joint project, on a completely natural desire to learn new things, expand their horizons; is based on real research methods (scientific or creative laboratories), allowing you to learn the laws of nature, the basics of techniques, technology, social phenomena in their dynamics, in the process of solving vital problems, features of various types of creativity in the process of joint activities of a group of participants; promotes the acquisition by teachers of various related skills that can be very useful in their professional activities, including the skills of using computer equipment and various digital technologies.

본 연구는 디지털 정보자원의 발전에 따른 보존, 아카이빙, 디지털 큐레이션에 대한 개념을 파악하고, 디지털 큐레이션의 국내 외 사례와 디지털 정보자원의 생명주기 정보처리를 기반으로 대학 도서관에서의 디지털 큐레이션의 역할 및 전략에 대해 제시하고자 하였다. 생명주기를 기반으로 한 생산자, 큐레이터, 이용자의 디지털 큐레이션 관계 모형을 근간으로 하여, 기관 레포지터리인 대학도서관의 디지털 자원에 대한 보존 및 큐레이션 모형을 설계하였다. 그 결과, 대학 간 협력체제와 자원공유에 기초가 되는 디지털 큐레이션 체제를 수립하는 토대를 마련하였다.

21세기 지식정보사회의 디지털 도서관은 이용자의 요구에 부응하는 정보서비스를 제공하기 위하여 저작권과의 관계를 고려해서 합법적으로 다양한 디지털 정보자원을 개발하여야 한다. 이를 위하여 본 연구는 종이기반 자료의 디지털화, 전자책 전자저널, 전자지정자료 등의 디지털 정보자원의 개발과 관련한 저작권법의 관련 규정을 구체적으로 분석 검토하였다. 그리하여 다양한 디지털 정보자원의 개발과 관련하여 제기되는 현행 저작권법과 개정저작권법률안의 문제점을 지적하였고, 우리가 취해야 할 현명한 조치 및 개선 방안을 제시하였다

최근 인터넷의 급속한 보급과 네트워크 자원을 비롯한 전자자료의 급증, 메타데이터의 출현 등으로 목록분야에 있어 환경이 크게 급변하고 있다. IFLA를 비롯한 관련 기관들이 이와 같은 변화에 대응하여 많은 연구와 함께 규칙들을 정비하고 있다. 본 연구에서는 디지털 전자자료의 목록과 관련하여 시대별로 주요한 흐름을 분석한 후, 전자자료의 목록과 직접적인 관련이 있는 ISBD(ER), AACR2R 2002 개정판, MARC 21, 더블린 코어, 한국목록규칙 제4판을 중심으로 보다 자세하게 살펴보았다. 그리고 오늘날 인터넷 자료를 조직하기 위해 시도되고 있는 대표적인 방법으로 인터넷상의 웹 페이지를 자동으로 색인하는 방법, 웹 자료를 기술하기 위해 고안된 더블린 코어 등과 같은 메타데이터를 이용하는 방법, 도서관에서 전통적으로 시행하고 있는 MARC 형식으로 목록하는 방법에 대해 비교 분석하였다.
