Following the proliferation of three-dimensional video contents and displays, many terrestrial broadcasting companies have been preparing for stereoscopic 3DTV service. In terrestrial stereoscopic broadcast, it is a difficult task to code and transmit two video sequences while sustaining as high quality as 2DTV broadcast due to the limited bandwidth defined by the existing digital TV standards such as ATSC. Thus, a terrestrial 3DTV broadcasting with a heterogeneous video codec system, where the left image and right images are based on MPEG-2 and H.264/AVC, respectively, is considered in order to achieve both high quality broadcasting service and compatibility for the existing 2DTV viewers. Without significant change in the current terrestrial broadcasting systems, we propose a joint rate control scheme for stereoscopic 3DTV service based on the heterogeneous dual codec systems. The proposed joint rate control scheme applies to the MPEG-2 encoder a quadratic rate-quantization model which is adopted in the H.264/AVC. Then the controller is designed for the sum of the left and right bitstreams to meet the bandwidth requirement of broadcasting standards while the sum of image distortions is minimized by adjusting quantization parameter obtained from the proposed optimization scheme. Besides, we consider a condition on maintaining quality difference between the left and right images around a desired level in the optimization in order to mitigate negative effects on human visual system. Experimental results demonstrate that the proposed bit rate control scheme outperforms the rate control method where each video coding standard uses its own bit rate control algorithm independently in terms of the increase in PSNR by 2.02%, the decrease in the average absolute quality difference by 77.6% and the reduction in the variance of the quality difference by 74.38%.

STEM helps the students in his holistic development. Youth unemployment is the biggest concern due to lack of adequate skills. There is a huge skill gap behind jobless engineers and the question arises how we can prepare engineers for a better tomorrow? Now a day's Industry 4.0 is a new fourth industrial revolution which is an intelligent networking of machines and processes for industry through ICT. It is based upon the usage of cyber-physical systems and Internet of Things (IoT). Industrial revolution does not influence only production but also educational system as well. IoT in academics is a new revolution to the Internet technology, which introduced "Smartness" in the entire IT infrastructure. To improve socio-economic status of the India students must equipped with 21st century digital skills and Universities, colleges must provide individual learning kits to their students which can help them in enhancing their productivity and learning outcomes. The major goal of this paper is to present a low cost, effective learning mechanism for STEM implementation using Raspberry Pi 3+ model (Single board computer) and Node Red open source visual programming tool which is developed by IBM for wiring hardware devices together. These tools are broadly used to provide hands on experience on IoT fundamentals during teaching and learning. This paper elaborates the appropriateness and the practicality of these concepts via an example by implementing a user interface (UI) and Dashboard in Node-RED where dashboard palette is used for demonstration with switch, slider, gauge and Raspberry pi palette is used to connect with GPIO pins present on Raspberry pi board. An LED light is connected with a GPIO pin as an output pin. In this experiment, it is shown that the Node-Red dashboard is accessing on Raspberry pi and via Smartphone as well. In the final step results are shown in an elaborate manner. Conversely, inadequate Programming skills in students are the biggest challenge because without good programming skills there would be no pioneers in engineering, robotics and other areas. Coding plays an important role to increase the level of knowledge on a wide scale and to encourage the interest of students in coding. Today Python language which is Open source and most demanding languages in the industry in order to know data science and algorithms, understanding computer science would not be possible without science, technology, engineering and math. In this paper a small experiment is also done with an LED light via writing source code in python. These tiny experiments are really helpful to encourage the students and give play way to learn these advance technologies. The cost estimation is presented in tabular form for per learning kit provided to the students for Hands on experiments. Some Popular In addition, some Open source tools for experimenting with IoT Technology are described. Students can enrich their knowledge by doing lots of experiments with these freely available software's and this low cost hardware in labs or learning kits provided to them.
"Curve number" (CN) indicates the runoff potential of an area. The US Soil Conservation Service (SCS)'s CN method is a simple, widely used, and efficient method for estimating the runoff from a rainfall event in a particular area, especially in ungauged basins. The use of soil maps requested from end-users was dominant up to about 80% of total use for estimating CN based rainfall-runoff. This study introduce the use of soil maps with respect to hydrologic and watershed management focused on hydrologic soil group and a case study resulted in assessing effective rainfall and runoff hydrograph based on SCS-CN method in a small watershed. The ratio of distribution areas for hydrologic soil group based on detailed soil map (1:25,000) of Korea were 42.2% (A), 29.4% (B), 18.5% (C), and 9.9% (D) for HSG 1995, and 35.1% (A), 15.7% (B), 5.5% (C), and 43.7% (D) for HSG 2006, respectively. The ratio of D group in HSG 2006 accounted for 43.7% of the total and 34.1% reclassified from A, B, and C groups of HSG 1995. Similarity between HSG 1995 and 2006 was about 55%. Our study area was located in Sosu-myeon, Goesan-gun including an approx. 44 $km^2$-catchment, Chungchungbuk-do. We used a digital elevation model (DEM) to delineate the catchments. The soils were classified into 4 hydrologic soil groups on the basis of measured infiltration rate and a model of the representative soils of the study area reported by Jung et al. 2006. Digital soil maps (1:5,000) were used for classifying hydrologic soil groups on the basis of soil series unit. Using high resolution satellite images, we delineated the boundary of each field or other parcel on computer screen, then surveyed the land use and cover in each. We calculated CN for each and used those data and a land use and cover map and a hydrologic soil map to estimate runoff. CN values, which are ranged from 0 (no runoff) to 100 (all precipitation runs off), of the catchment were 73 by HSG 1995 and 79 by HSG 2006, respectively. Each runoff response, peak runoff and time-to-peak, was examined using the SCS triangular synthetic unit hydrograph, and the results of HSG 2006 showed better agreement with the field observed data than those with use of HSG 1995.

Representation of building internal space is an active research area as the need for more geometrically accurate and visually realistic increases. 3 dimensional representation is common ground of research for disciplines such as computer graphics, architectural design and engineering and Geographic Information System (GIS). In many cases CAD plans are the starting point of reconstruction of 3D building models. The main objectives of building reconstruction in GIS applications are visualization and spatial analysis. Hence, CAD plans need to be preprocessed and edited to adapt to the data models of GIS SW and then georeferenced to enable spatial analysis. This study automated the preprocessing of CAD data using AutoCAD VBA (Visual Basic Application), and the processed data was topologically restructured for further analysis in GIS environment. Accuracy of georeferencing CAD data was also examined by comparing the results of coordinate transformation by using digital maps and GPS measurements as the sources of ground control points. The reconstructed buildings were then applied to visualization and network modeling.

The purpose of this study is to analyze the effects of spatial characteristics, such as land cover and topography, on heat wave days from the city of Milyang, which has recently drawn attention for its heat wave problems. The number of heat wave days was calculated utilizing RCP-based South Korea climate data from 2000 to 2010. Land cover types were reclassified into urban area, agricultural area, forest area, water, and grassland using 2000, 2005, and 2010 land cover data constructed by the Ministry of Environment. Topographical features were analyzed by topographic position index (TPI) using a digital elevation model (DEM) with 30 m spatial resolution. The results show that the number of heat wave days was 31.4 days in 2000, which was the highest, followed by 26.9 days in 2008, 24.2 days in 2001, and 24.0 days in 2010. The heat wave distribution was relatively higher in agricultural areas, valleys, and rural areas. The topography of Milyang contains more mountainous slope (51.6%) than flat (19.7%), while large-scale valleys (12.2%) are distributed across some of the western region. Correlation analysis between heat wave and spatial characteristics showed that the correlation between forest area land cover and number of heat wave days was negative (-0.109), indicating that heat wave can be mitigated. Topographically, flat areas and heat wave showed a positive correlation (0.305). These results provide important insights for urban planning and environmental management for understanding the impact of land development and topographic change on heat wave.

Drone images with high spatial resolution are emerging as an alternative to previous studies with extraction limits in high density forests. Individual tree in the dense forests were extracted from drone images. To detect the individual tree extracted through the image segmentation process, the image segmentation results were compared between the combination of DSM and all R,G,B band and the combination of DSM and R,G,B band separately. The changes in the tree density of a deciduous forest was experimented by time and image. Especially the image of May when the forests are dense, among the images of March, April, May, the individual tree extraction rate based on the trees surveyed on the site was 50%. The analysis results of the width of crown showed that the RMSE was less than 1.5m, which was the best result. For extraction of the experimental area, the two sizes of medium and small trees were extracted, and the extraction accuracy of the small trees was higher. The forest tree volume and forest biomass could be estimated if the tree height is extracted based on the above data and the DBH(diameter at breast height) is estimated using the relational expression between crown width and DBH.

The method of photoelasticity allows one to obtain principal stress differences and principal stress directions in a photoelastic model. In the classical approach, the photoelastic parameters are measured manually point by point. The previous methods require much time and skill in the identification and measurement of photoelastic data. Fringe phase shifting method has been recently developed and widely used to measure and analyze fringe data in photo-mechanics. This paper presents the test results of photoelastic fringe phase shifting technique for the stress analysis of a circular disk under compression and an edge-cracked plate subjected to tensile load. The technique used here requires four phase stepped photoelastic images obtained from a circular polariscope by rotating the analyzer at $0^{\circ}$, $45^{\circ}$, $90^{\circ}$ and $135^{\circ}$. Experimental results are compared with those or FEM. Good agreement between the results can be observed. However, some error may be included if the technique is used to general direction which is not parallel to isoclinic fringe.

The normalized difference in incident solar energy between a target surface and a level surface (overheating index, OHI) is useful in eliminating estimation error of site-specific maximum temperature in complex terrain. Due to the complexity in its calculation, however, an empirical proxy variable called northern exposure index (NEI) which combines slope and aspect has been used to estimate OHI based on empirical relationships between the two. An experiment with real-world landscape and temperature data was carried out to evaluate performance of the NEI - derived OHI (N-OHI) in reduction of spatial interpolation error for daily maximum temperature compared with that by the original OHI. We collected daily maximum temperature data from 7 sites in a mountainous watershed with a $149 km^2$ area and a 795m elevation range ($651{\sim}1,445m$) in Pyongchang, Kangwon province. Northern exposure index was calculated for the entire 166,050 grid cells constituting the watershed based on a 30-m digital elevation model. Daily OHI was calculated for the same watershed ana regressed to the variation of NEI. The regression equations were used to estimate N-OHI for 15th of each month. Deviations in daily maximum temperature at 7 sites from those measured at the nearby synoptic station were calculated from June 2006 to February 2007 and regressed to the N-OHI. The same procedure was repeated with the original OHI values. The ratio sum of square errors contributable by the N-OHI were 0.46 (winter), 0.24 (fall), and 0.01 (summer), while those by the original OHI were 0.52, 0.37 and 0.15, respectively.

In photogrammetry, GCPs (Ground Control Points) have traditionally been used to determine EOPs (Exterior Orientation Parameters) and to produce DEM (Digital Elevation Model). The existing DEM can be used as GCPs, where the observer’s approach is a difficult area, because it is very restrictive to survey in the field. For this, DEM matching should be performed. This study proposed the fusion method using ICP (Iterative Closest Point) and RT (proposed method by Rosenholm and Torlegard, 1988) in order to improve accuracy of the DEM matching. The proposed method was compared to the ICP method to evaluate its usefulness. Pseudo reference DEM with resolution 10m, and modified DEM (random-numbers are added from 0 to 2 at height; scale is 0.9; translation is 100 meters in 3-D axes; rotation is from 10° to 50° from the reference DEM) were used in the experiment. The results proposed accuracy was highest in the matching and absolute orientation. In the case of ICP, according to rotation of the modified DEM being increased, absolute orientation error is increased, while the proposed method generally showed consistent results without increasing the error. The proposed method would be applied to matching when the DEM is modified up to 30° rotation, compared to the reference DEM, based on the results of experiments. In addition when we use Drone, this method can be utilized to identify EOPs or detect 3-D surface deformation from the existing DEM of the inaccessible area.

UAV (Unmanned Aerial Vehicles) are used widely for military purposes because they are more economical than general manned aircraft and satellites, and have easy access to the object. Recently, owing to the development of IT technology, UAV equipped with various sensors have been released, and their use is increasing in a wide range of fields, such as surveying, agriculture, meteorological observation, communication, broadcasting, and sports. An increasing number of studies and attempts have made use of it. On the other hand, existing research was related mostly to photogrammetry, but there has been a lack of analytical research on LiDAR (Light Detection And Ranging). Therefore, this study examined the characteristics of a UAV LiDAR sensor for the application of a geospatial information field. In this study, the performance of commercialized LiDAR sensors, such as the acquisition speed and the number of echoes, was investigated, and data acquisition and analysis were conducted by selecting Surveyor Ultra and VX15 models with similar accuracy and data acquisition distances. As a result, a DSM of each study site was generated for each sensor, and the characteristics of data density, precision, and acquisition of ground data from vegetation areas were presented through comparison. In addition, the UAV LiDAR sensor showed an accuracy of 0.03m ~ 0.05m. Hence, it is necessary to select equipment considering the characteristics of data for effective use. In the future, the use of UAV LiDAR may be suggested if additional data can be obtained and analyzed for various areas, such as urban areas and forest areas.
