The objective of this research is to evaluate the Creative Research Initiative Program (CRI), a national R&D program funded by the Ministry of Science & Technology in Korea. The evaluation of CRI covers the following research questions; 1) Have it set a unique position and characteristic distinguished from other government-funded R&D programs\ulcorner 2) Are the achievements of the program relevant to its goal\ulcorner 3) What is its performances and how much is it achieved its goal\ulcorner The results are the followings; 1) CRI is perceived as a pure basic research, distinguished from other national basic research programs, such as the Coal Oriented Basic Research Program and the SRC and ERC. 2) CRI is a well-adapted R&D program in confront of the environmental changes and R&D needs, as well as follows the planned R&D areas. 3) CRI have performed well in the raising-up world-class research leaders and the nation-wide diffusion of creative R&D culture, while it got few performances in the overcoming the limitation of the existing technologies and the independent development of original key technologies for future industries. However, the duration of the program, 5 year, is too short to expect concrete outcome, such as creating original technologies. Many of the outcomes of CRI gets a lot of attention from top class scientists in the world, it is expected to generate various R&D performances in the future.
This study identifies the necessity and importance of innovation in rural communities and highlights the role of rural revitalization support centers in facilitating the diffusion of community innovation. The study provides a literature review and employs the survey method to verify the arguments. There is an urgent need for rural communities to be distinct, attractive, and competitive in the wake of globalization. It is clear that they must recognize the need to facilitate innovation under growing trends toward trade liberalization, environment-oriented life styles, diversified consumer needs, and a knowledge-based society. The results provide support for the legitimacy of establishing rural revitalization support centers to help community leaders and local stakeholders develop their communities. More specifically, rural communities should employ R&D outcomes from diverse fields and capacity building by community members, leaders, and local governments to foster sustainable growth by overcoming limitations in spatial access and resources. The results suggest that rural revitalization support centers can be established as intermediary organizations that can be operated to facilitate community innovation in rural development. In addition, these centers should play key roles such as empowering communities, facilitating region-specific rural development policies, motivating R&D applications for rural development, encouraging rural development networks. Further, close attention should be paid to facilitate mutual learning by expanding networks and interactions between these centers.
The purpose of this study is to establish PM-10 management manual for developing large scale sites by assessing the status of PM-10 reduction at ongoing large scale development sites. After analyzing the meteorological conditions and air quality characteristics of Sihwa MTV development site, ISCST3 (Industrial Source Complex Short Term Model 3) was implemented to predict PM-10 generation. The outcomes of ISCST3 modelling were utilized for verification of site survey data. As a result of applying air pollution modeling, the diffusion rate of PM-10 decreases according as the wind speed decreases. And the emission rate of PM-10 increase is linear to the concentration of PM-10. The reduction target of PM-10 can be derived quantitatively from the difference between the forecasted emission rate and the permissible emission limit of PM-10. The assessment of PM-10 characteristics which is deduced from ISCST3 and site survey can be practically applied to accomplish environmentally acceptable air quality manual for large scale development sites.
The purpose of this study is to present as an alternative to a new policy of the regional level about actively adopting of the Sharing Culture and to suggest policy direction of Talent Sharing activities as an intermediary Sharing activities. To achieve this, We derive a significant outcomes as compared mutual to the center of a volunteer manager and volunteer groups for talent sharing activities in Busan Area. As a result, several suggestion are presented as follow : First, we needed to build for systematic control of talent sharing activities around existing volunteer management institution. Second, Supply and Demand control system is needed to build for talent sharing activities at the local government dimension. Third, To reflect the trend of the people watching the activity with some degree of talent, expertise as a talent sharing activity, Talent sharing volunteers are needed for specialized capability verification. Finally, Sharing activities are needed to settle major policy for the systematic management of talent sharing activity and to expanded budget support of local government at the local government dimension.
Conventional high-flux hemodialysis (HD) is not as good as normal kidney function. Morbidity and mortality rates of patients receiving HD are still very high. To increase mid-to-large molecule clearance by combining diffusion and convection, on-line hemodiafiltration (HDF) is required. The objective of this study was to compare long-term survival rate of patients treated with on-line HDF to those who received conventional high-flux HD by reviewing data from Chonnam National University Hospital (CNUH). We selected patients who attended the 'CUNH dialysis center' and agreed to participate in the study. Overall, 40 patients with ESRD switched from high flux HD to on-line HDF or started on-line HDF from August 2007 to December 2009. Additionally, a total of 42 patients receiving conventional high-flux HD during the same period were enrolled. We then reviewed long-term survival rate of patients receiving on-line HDF over the next seven years. When we compared survival rates for seven years, the survival rate of the group receiving on-line HDF was 65% (26/40) while that of the group receiving the conventional high-flux HD was 54.8% (23/42). Although the number of patients was small to see survival difference clearly by one specific dialysis modality, there was somewhat difference in survival rate between the two groups. Indicators such as anemia, calcium-phosphate metabolism, nutritional status, treatment adequacy, and hospitalization were also improved in the group receiving HDF. Overall, results of our study showed beneficial effects of on-line HDF on clinical outcomes and survival in chronic HD patients.
This study examined the evolution of S&T Basic Acts in Korea from the Science and Technology Promotion Act (1967) through the Special Act on STI (1997) to the Framework Act on Science and Technology (2001) in the following aspects: 1) comprehensive plans, 2) coordination mechanisms for S&T policies, 3) enforcement of R&D programs and performance diffusion, 4) promotion of human resources, 5) and S&T investment and budgeting. Before the Framework Act on S&T was enacted in 2001, critical issues were found in establishing S&T master plans, promotion of R&D programs, comprehensive coordination mechanisms, and R&D budgeting. The three Basic Acts have expanded the scope of regulation over time to cover the entire cycle of the S&T process. They concern a wide range of issues, including creating a basis for scientific and technological development, S&T promotion, disseminating and commercializing research outcomes, and preventing adverse effects from science and technology. The content of the Basic Acts has evolved in response to changes in the political, economic, and social environment of Korean industry during the past five decades.

The major countries including Korea extend the national investment on R&D and implement the business performance diffusion policy as the knowledge based competition age arrives recently. The necessity for risk management and systematic management system for R&D achievement have been appeared to prevent the failure as the R&D scale becomes larger as it was said. For this matter, the organization such as NASA and DoD in USA defines the Technology Readiness Level (TRL) as a quantitative accomplishment management index and utilize the Technology Readiness Assessment (TRA) system as a criterion. Such tool is evaluated as very effective in the R&D project purposed the practicalization. It is expected that the disadvantage of evaluation system which is oriented to the academic accomplishment in its contents of current research and to contribute greatly to the practicalization of outcomes when such technology readiness level concept is applied to Korean national construction and transportation R&D project. Accordingly, this study analyzed the concept of TRL·TRA, the characteristics and current evaluation management system of Korean national construction and transportation R&D project and suggested the construction and transportation R&D project TRL·TRA performance model to accomplish the practicalization purpose.
This study reports on a comparison between the Korean diffusion of agricultural innovation or extension service and the cooperative extension service in the United States of America. It focuses on relevant differences between the two systems and provides recommendation for improvement of the Korean system to insure success in important areas related to the diffusion of agricultural innovations. After a comparative study on diffusion of innovations it is clear that: in order to have a productive agriculture that makes effective and efficient use of natural resources and helps achieve sustainability goals, a mechanism that delivers knowledge to agricultural communities must be established and maintained. This mechanism is clearly an agricultural extension service that is cooperatively funded by federal, state and local governments and that insures participation of constituents in the process of establishing priorities and evaluating achievements. The success of US agriculture, the most productive in the world, is to a large degree to the Cooperative Extension Service. Based on the results of this study and the differences of the United States and Korea, the following recommendations should be emphasized for more effective communication for agricultural innovation and rural development in Korea: 1) In order to insure that extension educators are high caliber professional individuals, it is important to establish a system that nationally recognizes these individuals as such, and that provides a professional development path. 2) The results of the decision of transfer of extension educators to local governments has not yielded positive outcomes, especially in terms of professional status. It is clearly demonstrable that valuable professionals are leaving the service, that local governments do not have the will and resources to implement a successful extension program. 3) Because of the critical importance of diffusing innovations to agricultural producers in order to insure and quality and steady food supply, it is of critical importance that these issues be addressed before the extension service is further deteriorated. Given the cement situation, it is clear that the extension service should become nationally supported again in cooperation with local and state governments and that extension professionals be given appropriate rank at the national level, commesurate with their peers in research and teaching. 4) The common current committee practice of lengthy reporting and short discussion needs to be changed to one that results in char, brief and substantive action oriented goals. Joint participation by researchers, extension educators and farmers should be encouraged in planning, implementation and evaluation of communication for agricultural innovations. Roles and functions of committees for institutional cooperation, and or agricultural extension committees should be enlarged. 5) Extension educators should be encouraged to adopt new communication technologies to improve their diffusion of innovations methods. Agricultural institutions and organizations should be encouraged to adopt farmer-first and or client-oriented approach in agricultural extension and diffusion of agricultural technologies. The number, complexity and rapid change of information in agricultural extension require the development of a computer based information and report system to support agricultural extension. 6) To facilitate and expand the further development of communication for agricultural innovation and rural development, agricultural communication programs in universities especially in colleges of agriculture and life sciences. 7) To strengthening the sense of national and social responsibility communication for agricultural innovation and rural development among students in agricultural colleges and universities through participation in learning activities by proactive recruitment. 8) To establish and reinforce a policy that insures participation in communication for agricultural innovation and regal development activities. 9) To improve further development of communication for agricultural innovation and rural development in Korea, more research activities should be encouraged.
In cases of water pollution accidents, accurate prediction for arrival time and concentration of contaminants in a river is essential to take proper measures and minimize their impact on downstream water intake facilities. It is critical to fully understand the behavior characteristics of contaminants on river surface, especially in case of oil spill accidents. Therefore, in this study, the effects of main parameters of advection and diffusion of contaminants were analyzed and validated by comparing the results of Lagrangian particle tracking (LPT) simulation of Environmental Fluid Dynamic Code (EFDC) model with those of Global Position System (GPS)-equipped drifter experiment. Prevention scenario modeling was accomplished by taking cases of movable weir operation into account. The simulated water level and flow velocity fluctuations agreed well with observations. There was no significant difference in the speed of surface particle movement between 5 and 10 layer modeling. Therefore, 5 layer modeling could be chosen to reduce computational time. It was found that full three dimensional modeling simulated wind effects on surface particle movements more sensitively than depth-averaged two dimensional modeling. The diffusion range of particles was linearly proportional to horizontal diffusivity by sensitivity analysis. Horizontal diffusivity estimated from the results of GPS-equipped drifter experiment was 0.096 m2/sec, which was considered to be valid for applying the LPT module in this area. Finally, the scenario analysis results showed that particle movements could be stagnant when discharge from the upstream weir was reduced, implying the possibility of securing time for mitigation actions such as oil boom installation and wiping oil contaminants. The outcomes of this study can help improve the prediction accuracy of particle tracking simulation to establish the most suitable mitigation plan considering the combination of movable weir operation.
Objective : Cerebral hyperperfusion syndrome (CHS) manifests as a collection of symptoms brought on by heightened focal cerebral blood flow (CBF), afflicting nearly 30% of patients who have undergone superficial temporal artery (STA)-middle cerebral artery (MCA) anastomosis. The aim of this study was to investigate whether the amalgamation of magnetic resonance imaging (MRI) fluid-attenuated inversion recovery (FLAIR) and apparent diffusion coefficient (ADC) imaging via MRI can discern cerebral hyperemia after STA-MCA anastomosis surgery. Methods : A retrospective study was performed of patients who underwent STA-MCA anastomosis due to Moyamoya disease or atherosclerotic steno-occlusive disease. A protocol aimed at preventing CHS was instituted, leveraging the use of MRI FLAIR. Patients underwent MRI diffusion with FLAIR imaging 24 hours after STA-MCA anastomosis. A high signal on FLAIR images signified the presence of hyperemia at the bypass site, triggering a protocol of hyperemia care. All patients underwent hemodynamic evaluations, including perfusion MRI, single-photon emission computed tomography (SPECT), and digital subtraction angiography, both before and after the surgery. If a high signal intensity is observed on MRI FLAIR within 24 hours of the surgery, a repeat MRI is performed to confirm the presence of hyperemia. Patients with confirmed hyperemia are managed according to a protocol aimed at preventing further progression. Results : Out of a total of 162 patients, 24 individuals (comprising 16 women and 8 men) exhibited hyperemia on their MRI FLAIR scans following the procedure. SPECT was conducted on 23 patients, and 11 of them yielded positive results. All 24 patients underwent perfusion MRI, but nine of them showed no significant findings. Among the patients, 10 displayed elevations in both CBF and cerebral blood volume (CBV), three only showed elevation in CBF, and two only showed elevation in CBV. Follow-up MRI FLAIR scans conducted 6 months later on these patients revealed complete normalization of the previously observed high signal intensity, with no evidence of ischemic injury. Conclusion : The study determined that the use of MRI FLAIR and ADC mapping is a competent means of early detection of hyperemia after STA-MCA anastomosis surgery. The protocol established can be adopted by other neurosurgical institutions to enhance patient outcomes and mitigate the hazard of permanent cerebral injury caused by cerebral hyperemia.
