Social overhead capital(SOC) is an essential element for society to be developed and operated normally. In spite of the increase in the importance of SOC, It is difficult to present the criteria for the appropriate investment of SOC. and The discussion on making SOC investments of local government is insufficient. If the local autonomy has been guaranteed, local government increases investment in regional public goods that residents prefer. Reflection of such residents preferences is the driving force to bring the efficiency of resource allocation in the decentralization theorem. In this study, the authority and autonomy of local governments are measured through local finance. and the decision-making of local governments for SOC investment is examined in point of decentralization theorem. In the empirical analysis, the elasticities of fiscal resources are estimated for facilities(road, water and sewage, irrigation canal and flood control) that local governments are involved in investment. These decisions made by metropolitan cities and provinces were different. The difference was most evident in the effect of per capita local tax on investment. These results show that metropolitan cities and provinces that have different situation made investment decisions differently. It shows that local governments reflect the preferences of the residents in making an investment. The main implication of this study is as follow. In case the role of local government in social overhead capital investment is increased, the increase in efficiency of resource allocation occurs. and The fiscal resources must be raised by local taxes rather than the financial resources from the central government.

Purpose : The aim of this study was to evaluate the survival rate of sintered porous-surfaced implants placed in the edentulous posterior mandibles, in relation to implant length and diameter, crown-to-implant ratio, and types of prostheses, for a maximum of eight years of functioning. Material and Methods : The study group consisted of 43 partially edentulous patients who visited Catholic University Hospital of Daegu and one private dental clinic. A total of 122 sintered porous-surfaced implants n $Endopore^{(R)}$ (Inn ova Life Sciences, Toronto, Ontario, Canada) -- were placed in the edentulous posterior mandibles, Two diameter sizes (4.1 mm and 5.0 mm) and four lengths (5.0 mm, 7.0 mm, 9.0 mm, and 12.0 mm) were used. One hundred and three implants were splinted and 21 implants were nonsplinted. The survival rates of the implants in relation to length, diameter, crown-to-implant ratio, and types of prostheses were investigated. Statistical data were analyzed using SPSS Win.Ver 14.0 software with the Chi-square test. Results : The survival rate of the 4.1mm diameter implants was 100% and 91.2% for the 5.0mm diameter implants. The survival rates of the implants of differing diameters were found to be statistically different (p=0.005). The survival rates of both the 5.0mm and 7.0 mm length implants were 100%. The survival rate of the 9.0mm length implants was 97.9% and for the 12.0mm length implants was 95.1%. There was no statistical difference in survival rates for the differing lengths of implants. Of the 103 prostheses that were splinted, the survival rate was 98.0%. The survival rate of splinted prostheses was higher than that of the non-splinted prostheses, but was found to be not statistically different. There were no failed cases when the crown-to-implant ratio was under 1.0. When the crown-to-implant ratio was between 1.0 and 1.5, the failure rate of the implants was 6.7%. No failure was recorded with the ratio range of 1.5 to 2.0. Relative to the crown-to-implant ratio of 1.0, the failure rates were statistically different (p=0.048). Discussion and Conclusion : The cumulative survival rate of the porous-surfaced implants placed in the edentulous posterior mandibles was 97.5%. Short porous-surfaced implants showed satisfactory results after a maximum of nine years of functioning in the edentulous posterior mandibles.
The Dissolved Organic Carbon (DOC) existing in a water includes both hydrophobic and hydrophilic substances however, most of the discussion focuses on hydrophobic substances. The hydrophobic fraction was easily removed by absorption or coagulation more than hydrophilic fraction. Therefore, control of the hydrophilic fraction is very important in water treatment process. This study is to determine the variation of DOC, the removal efficiency of DOC, and Trihalomethane formation potential (THMFP) after each stage of water treatment process by fractionating Natural Organic Matters (NOM) into hydrophobic and hydrophilic substance. DOC from raw water was fractionated at acidic pH (pH<2) using XAD 8 resin column, into two fraction : hydrophobic substance (i.e. humic substance) adsorbed on XAD 8 and hydrophilic substance which represent the organics contained in the final effluent. THMFP was carried out according to the following set condition: Cl2/DOC=4 mg/mg, incubation at $25^{\circ}C$ in darkness, pH 7 adjust with HCl or NaOH as necessary, and 72hour-contact time. THMs analyzed in this study were chloroform, bromodichloromethane, dibromochloromethan, and bromoform. Sewage was almost evenly split between the hydrophobic (56%) and hydrophilic fraction (44%). But, Aldrich humic substance (AHS) was found to contain less hydrophilics (14%) than hydrophobics (86%). The formation of THMs may depend on the source which is characterized by the composition of organic matters such as AHS and sewage. The THMFP yield of sewage and AHS were assessed as follows. The value of the THMFP reaction yield, AHS $172.65{\mu}g/mg$, is much higher than that of sewage $41.68{\mu}g/mg$. This illustrates possible significant difference in THMFP according to the component type and the proportion of organic matter existing in water source. Apparently AHS react with chlorine to produce more THMFP than do the smaller molecules found in sewage. Water treatment process may reduce THMFP, nevertheless residual DOC (the more hydrophilic substance) has significant THMFP. Further reduction in organic halide precursors requires application of alternative treatment techniques.
Purpose: The objective of this systematic review was to obtain the comprehensive survival rates of short implants. Then it was examined that whether treatment using short implants has favorable results. Methods: A MEDLINE search was performed, the data obtained from many articles about length, diameter, site of placement, surface treatment and prosthetic design were analyzed. Results and discussion: The data obtained from many articles were analyzed, and it was found that the survival rate of short implants was 95.87%, short implants has similar outcomes to those reported for standard implants. On the other hand, in the comparison the survival rate of 3 groups divided by the diameter of implants under 4 mm, 4-5 mm, and above 5 mm, a statistically significant difference was detected in under 4mm group. In implant group with 6-7 mm length, a group with 5-6 mm diameter has survival rate of 97.01%, groups with 3.1-4.8 mm diameter has survival rate of 92.96%, which was statistically significantly different. In the result of surface feature, the roughed surface groups of short implant showed a higher survival rate by approximately 6.3% than machined surface group. In the result of prosthetic design, survival rate of short implant was considerably lower for the single implant crown group (94.3%) than splinting group (99.4%).
This study analyzes the relative importance and priorities on the early childhood teacher's rights using hierarchical analysis process(AHP) and suggests the theoretical and practical implications. We conducted the survey of the practitioners and academics in order to provide comprehensive and balanced discussion on the area of early childhood teacher's rights and sub-factors. The results of analyses show that the professional authority is the most important rights of establishing the early childhood teacher's rights. Second, the results show that the rights to guide young children and to decide on a teaching method are more important than other factors in professional authorities. Third, the results indicate that the right to have an their identity and the right of claim for remuneration are more important than others in the Publicness. In the labor factor, the experts emphasize that the right to make union for early childhood teachers is more important than the right of teachers' union for bargaining. These confirm the difference of the perceptions of the relative importance and priority on the areas of early childhood teacher's rights and sub-factors between the practitioners and academics. Based on these findings, we discuss the implications for improving the early childhood teacher's rights.
Background: One of the most urgent issues following the accident at the Fukushima Daiichi nuclear power plant (FDNPP) was the remediation of the land, in particular, for residential area contaminated by the radioactive materials discharged. In this study, the effect of decontamination on reduction of ambient dose equivalent outdoors and indoors was evaluated. The latter is essential for residents as most individuals spend a large portion of their time indoors. Materials and Methods: From December 2012 to November 2014, thirty-seven Japanese single-family detached wooden houses were investigated before and after decontamination in evacuation zones. Outdoor and indoor dose measurements (n = 84 and 114, respectively) were collected based on in situ measurements using the NaI (Tl) scintillation surveymeter. Results and Discussion: The outdoor ambient dose equivalents [$H^*(10)_{out}$] ranged from 0.61 to $3.71{\mu}Sv\;h^{-1}$ and from 0.23 to $1.32{\mu}Sv\;h^{-1}$ before and after decontamination, respectively. The indoor ambient dose equivalents [$H^*(10)_{in}$] ranged from 0.29 to $2.53{\mu}Sv\;h^{-1}$ and from 0.16 to $1.22{\mu}Sv\;h^{-1}$ before and after decontamination, respectively. The values of reduction efficiency (RE), defined as the ratio by which the radiation dose has been reduced via decontamination, were evaluated as $0.47{\pm}0.13$, $0.51{\pm}0.13$, and $0.58{\pm}0.08$ ($average{\pm}{\sigma}$) when $H^*(10)_{out}$ < $1.0{\mu}Sv\;h^{-1}$, $1.0{\mu}Sv\;h^{-1}$ < $H^*(10)_{out}$ < $2.0{\mu}Sv\;h^{-1}$, and $2.0{\mu}Sv\;h^{-1}$ < $H^*(10)_{out}$, respectively, indicating the values of RE increased as $H^*(10)_{out}$ increased. It was found that the values of RE were $0.53{\pm}0.12$ outdoors and $0.41{\pm}0.09$ indoors, respectively, indicating RE was larger outdoors than indoors. Conclusion: Indoor dose is essential as most individuals spend a large portion of their time indoors. The difference between outdoors and indoors should be considered carefully in order to estimate residents' exposure dose before their returning home.

Background: The purpose of this study is to assign an appropriate density to virtual phantom for 2D diode array detector with different dose calculation algorithms to guarantee the accuracy of patient-specific QA. Materials and Methods: Ten VMAT plans with 6 MV photon beam and ten VMAT plans with 15 MV photon beam were selected retrospectively. The computed tomography (CT) images of MapCHECK2 with MapPHAN were acquired to design the virtual phantom images. For all plans, dose distributions were calculated for the virtual phantoms with four different materials by AAA and AXB algorithms. The four materials were polystyrene, 455 HU, Jursinic phantom, and PVC. Passing rates for several gamma criteria were calculated by comparing the measured dose distribution with calculated dose distributions of four materials. Results and Discussion: For validation of AXB modeling in clinic, the mean percentages of agreement in the cases of dose difference criteria of 1.0% and 2.0% for 6 MV were $97.2%{\pm}2.3%$, and $99.4%{\pm}1.1%$, respectively while those for 15 MV were $98.5%{\pm}0.85%$ and $99.8%{\pm}0.2%$, respectively. In the case of 2%/2 mm, all mean passing rates were more than 96.0% and 97.2% for 6 MV and 15 MV, respectively, regardless of the virtual phantoms of different materials and dose calculation algorithms. The passing rates in all criteria slightly increased for AXB as well as AAA when using 455 HU rather than polystyrene. Conclusion: The virtual phantom which had a 455 HU values showed high passing rates for all gamma criteria. To guarantee the accuracy of patent-specific VMAT QA, each institution should fine-tune the mass density or HU values of this device.
In this, analyzing the type of subjectivity in which people would have about home visit nursing services originating from public health care centers. I tried to research more effective ways to improve home visit nursing care services. and later. for the development of home visit nursing care. to supply basic data. The method for this study was the Q-method. created by William Stephenson. and was adequate for the study of subjectivity. For this study. through the deep interview. literature inquiry, and the discussion course. 206 Q-statement sentences were abstracted. and based on them, after Q-sample-selection. I then collected the Q-categorized-result from 32 subjects from Mar. 10. 2000 to Mar. 25. 2000. Through the statistic a analysis of PC-Qunal program. the subjectivity species were categorized and analyzed. The study results show that there are 3 sorts of recognition types. and they are analyzed in the following; The first type: the positively receiving type shows that they feel thankful and a trusting feeling about home visit nursing. The second type: the negatively mistrusting type shows that they had doubtful attitudes about the specialty of home visit nursing: they wanted medicine or nutrition remedies rather than health education and concerning the their own health care, they prefered the hospitals or clinics. The third type: the conditional receiving type shows that even though they had a positive receiving attitude about home visit nursing wanting to consult with the home visit nurses about the difficult problem which could not easily be settled, hoping that the home visit nurses could visit them more often, in their actual lives. they strongly indicated their attitudes concerning money as more important than home visits. The subjects in these 3 types commonly had a good feeling about the kindness of the home visit nurses: the first and third types also had a positive recognition about home visit nursing; however. in aspects of the evaluation and receiving attitudes, they showed a big difference. When all the above results are integrated. in the case of the first type the home visit nursing service, which satisfied the demand for health care of the medically weak people. should be continuously supplied. Additionally in case of the second type (negatively mistrust). continuous education and support should be supplied with enough interest to lead their concerns about their own health care as well as lead medical spending in a productive and effective direction in order to change their impressions. Through this study. I learned that the recognition of the objectives of home visit nursing services can be categorized in to 3 types and could be analyzed. Thus I wish that this study helps to present basic data which contributes to the development of the home visit nursing field.
This study is a literature analytical process for studying the drawing teaching methods considering the professional characteristics of animation and a principle analytical process for studying the perspective that when teaching methods that consider the function, learning and creative mechanisms of the brain are applied, the animation drawing ability will be effectively increased. In recent years, as an alternative discussion on the educational method of each field, study results applied with brain-based learning principles are being presented. This is not only being applied and implemented for art and drawing education but as overall educational alternatives. On the other hand, animation drawing requires artistic literacy and at the same time requires comprehensive teaching methods that can train the structural knowledge, cognitive sensation and communication method but such professional teaching methods are insufficient. Therefore, the principle of effective education is seen through the brain mechanism and the principle of demonstrating the creativity and learning by the brain is analyzed. In addition, through the fundamental relationship on the picture drawing and the function of the brain, the relationship of the drawing and the brain is identified. As a result, not only for the left brain that observes the cognitive information which can draw the structure and shapes but the right brain which is directly related to the drawing should be developed, but in order to express the creativity, teaching methods that can understand the mechanism of comprehensive brain where physical and psychological factors are expressed should be also developed. It is because the animation drawing education is teaching the methods for demonstrating the characteristics of artistic creativity required for the drawing ability. This process will not only be a foundation for identifying the difference against the previous animation drawing teaching methods, and the brain-based principles will be selected as the core strategic definition for designing the strategy and methodological model of future education.
This study aimed to identify the factors of failure in cases where there was feasibility but was not successful in commercializing technology. For the study, 92 feasibility reports for new technologies were collected, and among these 4 studies that showed definite failure in commercialization of technology were analyzed in depth. Further analysis was based the factors pointed out by previous frameworks such as 1) discussion on success or failure in commercialization of technology, 2) that of venture company, and 3) valuation of technology studies. Previous studies pointed out success and failure factors as lack of funding, uncontrollable accidents, managing ability, inability for mass production and so forth, which had little difference to the pre-feasible evaluation of four cases. However, real reason was the lack of understanding technologies such as composition of technologies, production technologies required by stages, and lack of understanding of floor technologies. The misunderstandings were occurred regardless of CEO's experience and expertise. We did not touch the evaluation model of pre-feasibility studies, although we dealt with the failure of the pre-studies. The reason we do not generalize the results of this study is the fact that we dealt with only small cases.
