Shift from Developmentalism to Neoliberalism and Changes in Spatial Policy in S. Korea (발전주의에서 신자유주의로의 이행과 공간정책의 변화)

  • Neoliberalism can be seen as a path-dependent, hybrid and contradictory project that operates actually (not just ideologically) through intervention of the state that has been not weakened in its strength but different in its strategies, especially through neoliberal policies of remaking urban space. This paper seeks to characterize the development of neoliberalism and urban policies in S. Korea, by examining the trajectory of neoliberalism generated in its contextually specific way since the late 1980s, by illuminating the intersection between new neoliberal programs and the existing developmentalism of the state and changes in spatial policy with its effects, which can be divided into two phases: the first from the late 1980s to the economic crisis in 1997, and the second from the crisis to the present. This paper finally identifies several paths in which the state and the market would be interrelated, and argues that the vision of national development and spatial policy should be welfare(i.e. human)-oriented, not industry(i.e. capital)-oriented.

Four-week histologic evaluation of grafted calvarial defects with adjunctive hyperbaric oxygen therapy in rats

  • Purpose: The aim of this study was to characterize the healing in the grafted calvarial defects of rats after adjunctive hyperbaric oxygen therapy. Methods: Twenty-eight male Sprague-Dawley rats (body weight, 250-300 g) were randomly divided into two treatment groups: with hyperbaric oxygen therapy (HBO; n=14) and without HBO (NHBO; n=14). Each group was further subdivided according to the bone substitute applied: biphasic calcium phosphate (BCP; n=7) and surface-modified BCP (mBCP; n=7). The mBCP comprised BCP coated with Escherichia-coli-derived recombinant human bone morphogenetic protein-2 (ErhBMP-2) and epigallocatechin-3-gallate (EGCG). Two symmetrical circular defects (6-mm diameter) were created in the right and left parietal bones of each animal. One defect was assigned as a control defect and received no bone substitute, while the other defect was filled with either BCP or mBCP. The animals were allowed to heal for 4 weeks, during which those in the HBO group underwent 5 sessions of HBO. At 4 weeks, the animals were sacrificed, and the defects were harvested for histologic and histomorphometric analysis. Results: Well-maintained space was found in the grafted groups. Woven bone connected to and away from the defect margin was formed. More angiogenesis was found with HBO and EGCG/BMP-2 (P<0.05). None of the defects achieved complete defect closure. Increased new bone formation with HBO or EGCG/BMP-2 was evident in histologic evaluation, but it did not reach statistical significance in histometric analysis. A synergic effect between HBO and EGCG/BMP-2 was not found. Conclusions: Within the limitations of this study, the present findings indicate that adjunctive HBO and EGCG/BMP-2 could be beneficial for new bone formation in rat calvarial defects.

Evaluation of the effects of miniscrew incorporation in palatal expanders for young adults using finite element analysis

  • Objective: The aim of this study was to evaluate the stress distribution and displacement of various craniofacial structures after nonsurgical rapid palatal expansion (RPE) with conventional (C-RPE), bone-borne (B-RPE), and miniscrew-assisted (MARPE) expanders for young adults using three-dimensional finite element analysis (3D FEA). Methods: Conventional, bone-borne, and miniscrew-assisted palatal expanders were designed to simulate expansion in a 3D FE model created from a 20-year-old human dry skull. Stress distribution and the displacement pattern for each circumaxillary suture and anchor tooth were calculated. Results: The results showed that C-RPE induced the greatest stress along the frontal process of the maxilla and around the anchor teeth, followed by the suture area, whereas B-RPE generated the greatest stress around the miniscrew, although the area was limited within the suture. Compared with the other appliances, MARPE caused relatively even stress distribution, decreased the stress on the buccal plate of the anchor teeth, and reduced tipping of the anchor teeth. Conclusions: The findings of this study suggest that the incorporation of miniscrews in RPE devices may contribute to force delivery to the sutures and a decrease in excessive stress on the buccal plate. Thus, MARPE may serve as an effective modality for the nonsurgical treatment of transverse maxillary deficiency in young adults.

  • This research was conducted as a part of research project entitled 'A Fact-finding Survey of Management of Vocational Training Institutes and the Development of Training Program Model for their CEO'. The purpose of this paper was to investigate developing strategies for vocational training institutes in three sector; public institute, private institute and private academy for life long education and to develop practical and professional programs based on competencies model of CEO. The major subjects of this paper were developing strategies of three type of vocational training institutes, exploration of competencies of CEO, and training program for CEO. Delphi method was applied two times. The panel consists of 30 experts who relate to vacational training. The panel of experts emphasized the different own mission and function among three type of vocational institutes. Public institutes support the government policy and private institutes and academy. Private institutes develop specialized training programs that reflect the regional demand. Private academies focus on short-term service training. To recognize changing vocational training policy, to develop vision of institute, ethical mind and sense of mission and so on are presented as competencies of CEO.

  • This study investigates a variety of dysfunctions and dynamics accompanied with the spread of advanced technology, and predicts the developmental directions of future uncertain society. There are, further, proper countermeasures against dysfunctions discussed. First, different theoretical paradigms concerned with the relationship between seience/technology and society would be comparatively analyzed, and their techno-social implications would be examined. Next, the latest trend of bio-technology and information technology, especially the trend of combination of bio- and information technology, appeared in the progress of Human Genome Project, would be considered. Thirdly, techno-social dysfunctions and far-reaching effects following the development of high-technologies would be analyzed, and realistic alternative plans would be suggested. Through this study, we come to a conclusion that, in order to reduce techno-social dysfunctions to a minimum and enhance their eufunctions, not only 'human' control over technological development should be guaranteed, but also action plan for bridging social gaps should be prepared. In addition, fluent communication and mutual understanding of all concerned, particularly between researcher community, government, and civic sector are required.

Generation of Isthmic Organizer-Like Cells from Human Embryonic Stem Cells

  • The objective of this study was to induce the production of isthmic organizer (IsO)-like cells capable of secreting fibroblast growth factor (FGF) 8 and WNT1 from human embryonic stem cells (ESCs). The precise modulation of canonical Wnt signaling was achieved in the presence of the small molecule CHIR99021 ($0.6{\mu}M$) during the neural induction of human ESCs, resulting in the differentiation of these cells into IsO-like cells having a midbrain-hindbrain border (MHB) fate in a manner that recapitulated their developmental course in vivo. Resultant cells showed upregulated expression levels of FGF8 and WNT1. The addition of exogenous FGF8 further increased WNT1 expression by 2.6 fold. Gene ontology following microarray analysis confirmed that IsO-like cells enriched the expression of MHB-related genes by 40 fold compared to control cells. Lysates and conditioned media of IsO-like cells contained functional FGF8 and WNT1 proteins that could induce MHB-related genes in differentiating ESCs. The method for generating functional IsO-like cells described in this study could be used to study human central nervous system development and congenital malformations of the midbrain and hindbrain.

  • The goals of this study were to develop indicators that are able to evaluate the accomplishment of the projects for rural traditional theme villages and make developmental suggestions for a balanced development of rural communities using the indicators. Human, economic, and social factors were selected as the evaluation indicators. The importance of the performance indictors was analyzed by AHP (Analytic Hierarchy Process). The importance of the performance indictors was in the order of satisfaction of inhabitants (150), participation of inhabitants (145), economic effectiveness (123), lodging facilities (101), leader training (96), project cognizanc e(90), etc. As these evaluation methods were applied to the six villages, haebari village came first followed by darangyi village, namsayedam village, mulrebangatteok village and Yedong Mountain fishing village. This study proposed a way of improvement for the balanced development of the rural communities in terms of human, economic and social aspects.

Eight-week healing of grafted calvarial bone defects with hyperbaric oxygen therapy in rats

  • Purpose: The purpose of this study was to evaluate the synergistic effect of adjunctive hyperbaric oxygen (HBO) therapy on new bone formation and angiogenesis after 8 weeks of healing. Methods: Sprague-Dawley rats (n=28) were split into 2 groups according to the application of adjunctive HBO therapy: a group that received HBO therapy (HBO group [n=14]) and another group that did not receive HBO therapy (NHBO group [n=14]). Each group was divided into 2 subgroups according to the type of bone graft material: a biphasic calcium phosphate (BCP) subgroup and an Escherichia coli-derived recombinant human bone morphogenetic protein-2-/epigallocatechin-3-gallate-coated BCP (mBCP) subgroup. Two identical circular defects with a 6-mm diameter were made in the right and left parietal bones of each rat. One defect was grafted with bone graft material (BCP or mBCP). The other defect was not grafted. The HBO group received 2 weeks of adjunctive HBO therapy (1 hour, 5 times a week). The rats were euthanized 8 weeks after surgery. The specimens were prepared for histologic analysis. Results: New bone (%) was higher in the NHBO-mBCP group than in the NHBO-BCP and control groups (P<0.05). Blood vessel count (%) and vascular endothelial growth factor staining (%) were higher in the HBO-mBCP group than in the NHBO-mBCP group (P<0.05). Conclusions: HBO therapy did not have a positive influence on bone formation irrespective of the type of bone graft material applied after 8 weeks of healing. HBO therapy had a positive effect on angiogenic activity.

Study on Measures to Activate Technology Startup through National R&D Support Project

  • Purpose- The purpose of this study is to increase the effect of public technology transfer through government R&D support to secure the competitiveness of public technology startups. The government's R&D budget in 2019 is over 20 trillion won, and there is a legitimate need to increase the performance of technology startups through such R&D results. Research design, data, and methodology- In this paper, we comprehensively analyzed the current status of public research institutes and R&D support projects suitable for founders and analyzed and presented cases of follow-up research conducted by the Institute of Science and Technology Jobs to analyze actual performance cases of R&D support institutes. Results- In this conclusion, a developmental model of public technology entrepreneurship was proposed to increase the performance of public technology commercialization with the scalability of research institutions. In order to create a public technology information system between consumers and suppliers, a Steinweiss-type technology commercialization model for public technology commercialization, and a job-creating enterprise-type linkage R&D support business model were presented to create the results of R&D support organizations. Conclusions- Through the results of this study, it is meaningful to analyze the performance cases of technology commercialization of R&D support institutions, which have not been studied so far, to build competitiveness of research institutions and to present a growth model for the spread of technology startups. This study has implications in terms of suggesting a way to build competitiveness in technology commercialization between market demanders and suppliers by linking existing public technology startups, which deviated from the simple commercialization support system, with job creation by expanding the R&D support system.
