  • Current rural development polices in Korea consist of three programs, namely: integrated rural community development, rural tourism development, and community based industry development. Within these areas, national and local policies have often concentrated on trying to encourage ‘bottom-up’ development revolving around the commodification of cultural or amenity resources. In important ways, the three categories of rural development programs are more of a community development program than an economic development program. In Korea, it is true to say that governmental decisionmaking is slowly being influenced in terms of community, self-reliance and self-help, which are gradually creeping into the discussion on rural development. I suggest that the planning process itself had to include broad public participation and partnership and bottom-up approaches, not merely the product of a planning office or consulting firm.

  • Widespread public vaccination is one of the effective mechanisms to ensure the health and prevent deaths in societies. The coronavirus disease 2019 (COVID-19) vaccine is a stark instance in this regard. Vaccine development is a complex process requiring firm-level capabilities, various infrastructures, long-term planning, and stable and efficient policies. Due to the global demand for vaccines during the pandemic, the national capability to produce vaccines is critical. To this end, the current paper investigates influential factors, at the firm- and policylevel, in the COVID-19 vaccine development process in Iran. By adopting a qualitative research method and conducting 17 semi-structured interviews and analyzing policy documents, news, and reports, we extracted internal and external factors affecting the success and failure of a vaccine development project. We also discuss the characteristics of the vaccine ecosystem and the gradual maturity of policies. This paper draws lessons for vaccine development in developing countries at both firm and policy levels.

  • The purpose of this study is to examine residents' perspectives on factors contributing to rural decline, including population decrease and landscape degradation, with the goal of proposing strategies to revitalize rural spaces in response to these challenges. After exploring rural decline issues in Jinan, a questionnaire was developed based on a review of existing research. Following this, participants were selected, and Focus Group Interviews(FGI) were conducted. Through the analysis of the findings, strategies for local revitalization were suggested in four sectors. Based on the research findings, there is a need to reassess public transportation and vacant property projects. On the social front, preventing the misuse of rural relocation policies and enhancing residential environments through spatial clarity are essential. Environmentally, clustering renewable energy and livestock facilities and attracting educational facilities are necessary to minimize disruption to rural landscapes. From a governance perspective, fostering entrepreneurship in rural tourism and business models utilizing the local landscape is crucial for an increase in regional visits. This study holds significance by emphasizing the practical situation of rural decline, steering away from resource-centric or business-focused policies. It underscores the potential usefulness of integrating this understanding into detailed planning within policies aimed at tackling rural decline.

  • Lately, there is a worldwide boom for start-ups. This trends has led to develop many policies for entrepreneurship in Korea, which focused on college education. Also, as the forth industrial revolution knows no borders, demands of software early education are expanding in line with strong interests in IT (Information Technology). Information technology is now an essential competency for all professionals who need creative thinking. And entrepreneurs are a representative job that requires creative thinking. This study suggests IT competencies-IT planning competencies (ITPC) and IT development competencies (ITDC)-as a core factor of the entrepreneurial intention. This paper is to study the relationship between IT competencies and entrepreneurial Intention. So we investigated IT competence and entrepreneurial intention in university students with a questionnaire. The results of this empirical study can be summarized as follows. First, IT planning competencies have positive influence on entrepreneurial attitude and intention. But IT development competencies do not influence directly on entrepreneurial intention. Second, entrepreneurial attitude have mediating effects in the relationship between IT planning competencies and entrepreneurial intention. So, we need to develop good contents related to the IT planning capabilities when organizing training programs in start-up course. In order to improve the quality of entrepreneurship education, it will be necessary to develop educational contents that can have a broad perspective for understanding the trends of technology convergence and creating opportunities.

  • This study designs an integrated data architecture to systematically manage the agricultural statistics database. Managing the agricultural statistics is important since it provides data for policies and decision making for agribusinesses. Ministry of Agriculture and the National Statistical Office collect the basic agricultural statistic data which provides the basis of logical decision making and agricultural policies. However, the agricultural statistic data has not well been used. The data has not been consistently collected nor managed. The raw data has not been organized nor processed to meet various demands. The needs has been arisen for a consistent agricultural statistics system to increase the relevance, accessibility, and efficiency of data for various users. There are massive amount of data accumulated over a long time period. Introducing the new system and reorganizing the data will bear large risks. A systematic method is required to reduce the risks in planing, building, and maintaining the database without hindering administration. This study provides a design of the agricultural statistics system architecture based on the user requirement analysis (URA) and similar systems abroad. We have also build a prototype to check the implementability of the system design.

  • A well-established e-health strategy at the national level is necessary to successfully achieve the trust-and-consensus-based e-health goals by linking strategic information planning and the execution of an implementation plan. This paper provides a methodology of how to establish a national e-health strategy and the case of e-Health Information Strategic Planning (ISP) of the Ministry of Health and Welfare of Korea. The ISP is to improve the quality of care and contribute to the economic growth by integrating a variety of policies and providing affordable and competitive services.

A Proposal for Cultural Policy on Convergence of Art and Technology (문화 및 예술 융·복합 지원 정책의 현황 및 과제)

  • It was after mid 1990s that convergence of art and technology had become a critical issue and governments set new support system for its enrichment. Since then, the government continues to expand support programs to extend integration of art, culture and other genre including technology because nexus, convergence has regarded important competitive factors in cultural policy. The concept of convergence and complexation in culture and art has been a very attracting issue since it appeared and accordingly various policies are supported. However, there are still numerous issues and problems to be solved along with discussion. This paper summarizes government policies to support convergence and complexation of culture and art in Korea and overseas and looks into their trends and cases and then suggests development of future policies and supporting businesses.

A Study on the Evaluation of Carbon Neutral Housing Development through SBTool (SBTool을 활용한 탄소중립형 주거단지 평가에 관한 연구)

  • Recently, many countries are tightening a variety of policies and controls with great efforts to reduce emission of GHGs(Greenhouse Gases) as concern for climate change heightens. The purpose of the study is to provide guidelines for planning and evaluate element and evaluate housing development. The elements are also assorted into 6 sections and 30 planning elements were drawn from them. It is drawn to 6 sections, 27 categories, 31 evaluation elements except cultural and perceptual aspects unrelated to planning elements from these elements. Case analysis has shown that most of planning elements were applied because these cases obtained environment-friendly certification in the country. Followings are the common characteristics. Firstly, it showed that application of planning element in all cases is excellent. Secondly, the case with excellent application of elements related with energy and application degree obtained excellent degree i environment-friendly certification in the country. Finally, application of planning elements related with renewable energy was in poor condition in all cases. With the utilization of SBTool, the evaluation results about planning elements of housing complex of Carbon emissions-reduction type showed that CASE-A obtained 11.17 points and CASE-B obtained 9.24 points. In the case of renewable energy section, it was confirmed that the evaluation doesn't work well. As a result, changes of planning elements affect environment-friendly extent. It was confirmed that accessibility to housing complex of Carbon emissions-reduction type could change. Estimated result of Amount of Carbon emission showed that annual energy consumption per each family of CASE-A is $4,269,964MJ/m^2$, as a result of which, Carbon emission is $234,815kg/m^2$. And annual energy consumption per family of CASE-B is $4,197,563MJ/m^2$, as a result of which, Carbon emission is $214,584kg/m^2$. Application of planning elements in the aspect of housing complex of Carbon emissions-reduction type shows that the level for Carbon emissions-reduction is high level. And study with assessment from the draft should be followed.

A Study on the Improvement of the Rural Landscape Planning in Rural Village Development Projects (농촌마을종합개발사업에서 경관형성계획의 개선방안에 관한 연구)

  • The purpose of this study is to analyze the present condition of the landscape plans(LPs) established in the Rural Village Development Projects(RVDPs) and to propose the ways to improve the LP. Toward this end, the legal system related to rural landscape and the RVDP were examined. Also, the current condition of the LPs was diagnosed through making researches on the RVDP and LP of the 10 regions. The results of examining the legal system showed that the suitable types of the LPs is 'the Specific Landscape Plan' in Rural Area. Of the development projects that have been in operation, RVDP was found to have been equipped with the system. Because the LPs can be established and the contents of formation and readjustment of rural landscape elements were broadly dealt with in RVDP. And the RVDPs consisted mostly of scenery facilities, rural village sightseeing, and income-growth. The results of examining the plan establishment procedures showed that the LPs were set up as subordinate plans of the RVDP, so structural problems such as the positions of the plans, inadequacy in the procedures of approval and collecting opinions were identified. Such problems were pointed out as the cause of the LP to deal with the contents of the basic designs of the RVDP. The schemes to resolve the problems are to give equal positions to the LPs and to the basic plans of the RVDP. When the results of this study are reflected on the policies, the LP will effectively carry out the functions of formation and management of continued scenery preservation of rural villages.

  • In spite of the government policies and incentives to revitalize rural areas, we still have a lot of problems such as the environmental degradation in rural areas, widening gap in living conditions between urban and rural areas, and decreasing rural populations. This paper aims to suggest a new planning model for ecotourism based rural villages and develop a village revitalization plan for Jangwha-ri in Gangwha Island. The new model emphasizes sustainable development based on local indigenous resources and resident initiatives.
