Korea has been at the forefront of green growth initiatives. In 2008, the government declared the new vision toward 'low-carbon society and green growth'. The government subsidies and Feed-in Tariff (FIT) increased domestic usage of solar power by supplying photovoltaic housing and photovoltaic generation systems. Since 2000, solar power industry has been the world's fastest growing source with the annual growth rate of 52.5%. Especially, BIPV(Building Integrated Photovoltaic) systems are capturing a growing portion of the renewable energy market due to several reasons. BIPV consists of photovoltaic cells and modules integrated into the building envelope such as a roof or facades. By avoiding the cost of conventional materials, the incremental cost of photovoltaics is reduced and its life-cycle cost is improved. When it comes to atypical building, numerous problems occur because PV modules are flat, stationary, and have its orientation determined by building surface. However, previous studies mainly focused on improving installations of solar PV technologies on ground and rooftop photovoltaic array and developing prediction model to estimate the amount of produced electricity. Consequently, this paper discusses the problem during a planning and design stage of BIPV systems and suggests the method to select optimal design of the systems by applying the national strategy and economic policies. Furthermore, the paper aims to develop BIM tool based on the engineering knowledge from experts in order for non-specialists to design photovoltaic generation systems easily.

Recently, housing prices have surged, and the government has implemented various regulations, such as finance and taxes. Because of the policy, the nationwide housing price have stabilized, but polarization has occurred. Some argue that regulation can adversely affect the actual demand. Therefore, not only the correlation between market variables but also ripple effect of policy has to be analyzed in policy planning and analysis from a microscopic point of view. In this study, a simulation model was developed by integrating system dynamics for analyzing market structure and agent-based model for modeling decision process of market participants. This research applied the financial regulation and the tax regulation to the model and evaluated the policy effectiveness. This study reveals which feedback dominates according to the policies, which have same purpose. It is because market participants make different decision for each policy. Furthermore, there were other ripple effects not only in the policy target submarket but also in other submarket.

Korean e-goverment has shown its development phase upgrade following the world' e-government evolution. By United Nations, Korea was ranked number one in e-government yet it was not even in top ten for past years. Even now, a number of Korean government organizations such as Ministry of Security and Public Administration and Ministry of Science, ICT and Future Planning have presented and executed various directions and strategies (for example, e-gov 3.0). On the other hand, World Economic Forum put Korea out of top 10 in Networked Readiness Index and hence wireless mobile communication of Korea is a weak point making difficulties for smart office and Bring Your Own Device (BYOD) implementation. This paper details the analysis of leading countries' strategies and policies on m-Government and provides some suggestions for Korean m-government.

Many social and environmental changes emerged by the increasing of the number of the aged to entrance the aged society. This study explored the current supply status on Contents Technology R&D(research and development) of CT ministries and market policies(senior friendly industry) targeting to elderly consumers and the needs and demand of elderly generation to knowledge information technology. In, 2008, Ministries announced the sixth category of CT R&D's fundamental planning. The 'public culture service' to elderly and handicapped person is one of CT R&D category. This study investigated the information technology participation(internet participation rate, blog and internet cafe commitment) and contents technology to the elderly. The research indicated the desired needs of elderly consumers are creativity contents, emotional & experience and communication needs. These three factors of CT R&D to elderly consumers meets the needs non-game factors such as health, economic stability and information seeking in entertainment game.

This study identified necessary navigational support services to prevent accidents through an examination and a survey on the navigation and communication systems of non-SOLAS ships. The functional and operational requirements for the identified navigational support services were discussed accordingly. Among the navigational support services proposed are an Electronic Navigational Chart (ENC) service, a route planning service, an operation monitoring service, and collision prevention support services for ships in coastal areas. To facilitate the identified navigational support services, ship navigation system, shore supporting centre and maritime communication network were discussed as a digital infrastructure. The operational methode for the digital infrastructure were discussed in the service scenarios for ships carrying dangerous cargo, large ships over 200 meters in length and high speed passenger ships over 15 knots in speed. This study will facilitate the development of policies for the improvement of ship operation management in Korean coastal waters and will contribute to improving the navigational safety of non-SOLAS ships.

Carbon neutrality refers to a state in which there is no global increase in CO2 emissions due to human activities. In Korea, for carbon neutrality, green remodeling of existing buildings and customized support tasks for zero energy in new buildings are presented. Germany is showing fundamental changes in energy supply, such as applying renewable energy and higher energy efficiency from nuclear and fossil fuels, which were the existing energy sources. In this study, how Germany establishes policies for carbon neutrality at each state level and the cases applied to increase the energy efficiency of the actually applied residential complexes are analyzed based on this. As a result of the case complex analysis, it was found that the construction direction was being promoted as a zero-energy complex or a carbon-neutral complex by gradually reducing the energy demand in buildings and supplying additional energy with new and renewable energy in the low-energy building distribution in the 1990s. In Germany's ecological complex, energy standards have been strengthened from low-energy architecture to plus-energy architecture over time, and annual heating energy consumption standards and heat transmittance rates for each structure have been achieved at a higher level. The results of this analysis will serve as basic data and derivation of applicable items when planning residential complex development and remodeling of existing buildings for the domestic carbon-neutral goal in the future.
Purpose: As the recent climate environment changes so rapidly, environmental problems such as hot weather and fine dust have occurred, and interest in environmental policies and technology development is increasing in countries around the world. Similarly in the Architecture, researches to reduce greenhouse gas emissions and to reduce energy application are actively conducted. Looking at previous studies, it is analyzed that the electric VRF is more energy efficient than the gas engine VRF. However, energy costs have changed due to recent price hikes and discounts on gas charges due to high electricity consumption in summer. Method: In this study, the actual building of Gas Engine VRF system was modeled using SketchUp program, and EnergyPlus was used to simulate actual building. Also, Electric VRF system was simulated, and compared with Gas Engine VRF system. Result: The total secondary energy requirement of Electric VRF system was 19.6% less than that of the Gas Engine VRF system, But when analyzing with primary energy requirement, EHP used 15.8% more energy. CO2 emissions were also estimated to be 16.9% more EHP. Energy costs were 14.8% more in Electric VRF systems, because their electricity charges are 0.6 to 160% more expensive than gas charges.

The National Forest Inventory (NFI) is important for providing fundamental data for basic forest planning and the establishment of forest policies for the purpose of implementing sustainable forest management. The purpose of this study is to present the development of Korea's NFI including legal basis, sampling design, and measured variables and to review the usage of NFI data. The survey methods and forestry statistics among the Unites States, Canada, Japan, China, and European countries were briefly compared. Total 140 publications utilizing NFI data between 2008 and 2015 were categorized with 15 subjects. Korea has conducted the NFI 6 times since 1971, but only the $6^{th}$ NFI is comparable with the fifth, the previous NFI, because the permanent sampling plots have been shared between the periods. The Korean Forestry Statistics contains only half as many variables as that of advanced countries in Forestry. More researches were needed to improve consistent measurement of diverse variables through implementation of advanced technologies. Additional data for Forest Health Monitoring since the NFI $6^{th}$ must be under quality control which will be an essential part of the inventories for providing the chronological change of forest health.

Public library usage is closely related to the accessibility to library facilities. Therefore, public library planning and development authorities should consider the policies for improving the library accessibility of community, for releasing disparities of the spatial accessibility and for increasing location efficiency of public libraries. In this regard, this study strives to analyze the spatial distribution of public libraries in Busan and to derive the regions that lack public libraries by identifying main characteristics using geographical information systems (GIS): identify the blind spot for public library service, analyze the hot and cold spot for the supply of libraries, and identify the vulnerable areas of library based on population density. The result of the study will contribute to understand the spatial distribution of public libraries in Busan and to prioritize sites where public library should be constructed in order to improve the accessibility to public library services.

The purpose of this study is to evaluate the environmental sustainability of new town development in metropolitan area, Korea and derive some policy implications for sustainable urban development. The case study area selected for empirical research is Jisan Bummul new town in Taegu. In the part of theoretical review, it is considered that the urban form suitable to sustainable development of a metropolis is the type of decentralized concentration. For the decentralized concentration form, we suggest developing suburban centers with self-sufficiency within a metropolis. This strategy is to develop a few suburban centers on the outskirts of a metropolis to decentralize urban activities of the central city, and to conserve the remaining. The empirical study evaluating the environmental sustainability of new town development shows that Jisan Bummul new town generally have low environmental sustain ability, because of the policy of mass housing provisions without consideration on overall natural conditions and environmental capacity of the area. To develop a new town. we must first select the locational site with minimum possibility of the destruction of natural environment, and then it is necessary to develop new towns into compact form to minimize the destruction of the natural environment. Second, a new town should be developed into a large scale to obtain urban self-sufficiency. Third plans must be established for decentralising both industrial and residential functions of a metropolis simultaneously. As more detailed policy implications, it is suggested that the policies are needed to improve the quality of educational conditions and enhance the level of services of public transport facilities. It is also necessary to establish the comprehensive development plan that takes the adjacent developmental area into consideration, and to prepare various action plans to bring up the facilities of self-sufficiency. In the selection of the location of a new town, the adaptability of public transportation planning must be emphasized. But, to take a program for short-term mass housing provisions must be restricted.
