  • The purpose of this paper is to explore what roles can and should regional culture play in establishing a regional innovation system, which has been recently described as an essential factor for balanced regional development and specialized regional development. In doing so, we first investigated key concepts and discourses regarding regional innovation system and examined the success factors of a regional innovation system. We also explored how the Korean policy makers have developed the nation's regional innovation policy and regional cultural policy in order to understand the policy context and its limitations. After examining the theoretical background, we reviewed the representative cases of regional innovation in Japan, Yufuin and Yubari, to grasp the way in which 'culture' plays its roles in the formation of the regional innovation system. Since culture has a role as a unique sector, such as art and content industry, as well as a community's style of life, this study tried to explore the aspects and ways of how culture can contribute to the establishment of regional innovation systems considering these distinctive levels. In drawing the implications of the case study, we found that special attention is required for the 'process of formation' of regional innovation systems. We also confirmed that the success of the core activities at each stage heavily relies on the culture of the region; in order to fully understand the relations, it is necessary to re-establish the existing concept of culture and cultural policy with a more holistic perspective.

  • This study aims to analyze the model of 'autonomous regional development', which was initiated in 1980s in Austria, then introduced into Germany and Switzerland. The basic ideas of autonomous regional development are constructed of the peculiarity, the autonomy, the integrity, and the project promotion. The subjects of the development-four poles of the model 'autonomous regional development' -are designed of the land residents, the regional advisers, the regional associations and the state. The concret measures to realize the autonomous regional development are the realization of independent regional economic structures, the autonomy of political decision-makings, and the development of peculiar rural cultures. The autonomous regional development is a new development model, which is founded on the right basic principles. In this model the initiative of the residents is emphasized, and the real autonomy of regional development is required. The principle of autonomy leads to the development of peculiar rural cultures, which keep the peculiarity of the region. The development of rural culture contributes in turn to restoring the identity of residents, which may become a driving force of the rural development.

  • The purpose of this study is to explore and compare the regional characteristics of textile industries and corresponding education systems in Korea and Italy. The Italian textile industry is well known for its continuous development of high quality textile fabrics and aesthetic fashion design. One of contributing factors for the success of Italian textile industry is its regional specialization of the industry and corresponding education systems. In particular, the regional education systems in Italy are designed to educate and supply labors necessary to the development of the regional textile industries. According to the study, this characteristic is well shown in their curriculum which emphasizes the practicality and corporation with the industry. In contrast, the Korean education system for the textile industry ignores the regional specialization and its curriculum is designed, in large part, to produce textile designers. This causes difficulties in meeting the various demands from the industry such as the textile planning, textile production, and textile marketing and sales. To solve the problems, we must encourage the industrial-educational corporation to promote the practicality of the textile education system and make diversification and specialization of the curriculum of textile education to cultivate men of talent, such as merchandisers, fashion coordinators, converters, stylists, and displayer, necessary to the development of the Korean textile industry.

  • The regional development plan by the city of Andong in establishing the foundation for cultural eco-tourism in the cultural area of confucianism(2010-2020) consists of 2 leading projects (the World Confucian Scholar Culture Park, the Korean Culture Theme Park) and 2 strategic projects (the Confucian Scholars' Literature Park, the Sunsunghyun Culture Complex, the Traditional Bittarae Weaving Village). By inter-regional input-output analysis, their multiplier effects of output, value-added, income and employment are estimated respectively 990.2 billion won(multiplier 2.23), 318.2 billion won(multiplier 0.72), 187.7 billion won(multiplier 0.42), and 4,791 workers(multiplier 10.6 workers/billion won). The ongoing project has been, however, delayed due to various issues and has hit a ceiling towards achieving the original objectives of the familiarization, industrialization and globalization of Confucian culture. To overcome these problems, the associated plans of constructing the Korean SMART LINK LINE, of developing contents blending traditional culture and ICT, of establishing tourist complexes and infrastructure around Lake Andong, and of constructing interactive attractions of traditional culture were proposed as new growth-leading plans.
