'국제개발협력과 헬스케어' 수강생의 국제개발협력 인지도 변화 (Changes in the Awareness of International Development Cooperation among Students Taking International Development Cooperation and Healthcare)

  • Purpose : This study aimed to identify the educational effects of the International Development Cooperation and Healthcare course from 2018 to 2020. Methods : Changes in awareness of international development cooperation (understanding international development cooperation as well as government Official Development Assistance [ODA], thoughts on aid, and thoughts on government's aid scale) were analyzed using web-based surveys. The pre-course survey was conducted 1-2 weeks before the semester started, and the post-course survey was conducted 1-2 weeks after the semester ended. All data were analyzed using the SPSS 26.0 program, and statistical significance was set at p< .05. Results : A total of 314 people participated in the survey before taking the course, and 286 people participated in the survey after taking the course. Analysis of the changes in students' awareness of international development cooperation showed that all items (understanding international development cooperation and government ODA, as well as having thoughts on aid and government's aid scale) were improved. Regarding changes in awareness according to general characteristics, thoughts on aid were statistically significant according to all characteristics except for 2018. Regarding government's aid scale, awareness scores increased after taking the course in students who majored in healthcare, fine arts and athletics, broadcasting and media studies, and digital contents. Conclusion : This study showed that changes in awareness of international development cooperation were largest in second-year students. Compared to changes regarding international development cooperation, government ODA, and thoughts on aid, changes regarding thoughts on government's aid scale were minor. In the future, it is necessary to develop class content suitable for the first-year level and to supplement and operate content that can change the way of thinking on government's aid scale.

US Aid and Taiwan

  • After the outbreak of the Korean War on June 25, 1950, the US included the Republic of China on Taiwan (Taiwan hereafter) in its Asia-Pacific containment line, and restored the military and economic aid to Taiwan for the sake of regional security. The US aid to the countries along the Asia-Pacific defense line was not only in the form of supplying munitions, but also linked these countries together in an economic dimension. Taiwan is one of the 120 countries which had accepted US aid and also successfully moved from "dependence" to "independently sustained growth." This article will firstly review the historical background of US aid to Taiwan and related institutional development; secondly, this article will illustrate how Taiwan used US aid, and which economic sector the US aid affected; thirdly, it will trace the impact of US aid on Taiwan's foreign trade, and finally, to make a conclusion.

The Aid-India Consortium, the World Bank, and the International Order of Asia, 1958-1968

  • The Aid-India Consortium was organized in 1958 as an international scheme to support the economic development of India, and led by the World Bank. This article reconsiders the economic diplomacy of the Indian Government in the 1950s and 1960s, by paying attention to the interactions between the Indian authorities and the donor countries and institutions, in the context of the Cold War regime, decolonization and economic aid to the newly independent countries. First, it deals with the development of the Aid-India Consortium by considering debates at its annual meetings and the skillful negotiations of the Indian Government and financial authorities. It focuses especially on the leading role of an Indian diplomat and financial expert, B. K. Nehru. The article then tries to reveal an Indian initiative in solving the 'food crises' of 1965-67 through intimate collaboration with the US government and the World Bank, using the framework of the Aid-India Consortium. These attempts lead to a reconsideration of the economic order of Asia in the 1950s and 1960s.

Cameroon : The Effect of Developmental AID on Poverty Reduction and Agro-Rural Development in Sub-Saharan Africa

  • Cameroon, with her numerous resources, still depends on foreign aid while the rate of poverty remains high. Thus, even though historical evidence gives impetus to the impasse over role of developmental aid, from the top down approach through to development as a springboard raising states from the doldrums of poverty, it is still very difficult to draw a substantial relationship between developmental aid and poverty reduction. Against this backdrop of controversy, I find it apt to put Cameroon on a balance scale. Therefore, the purpose of this research is to critically assess the implications of developmental aid on poverty reduction and agro-rural development in Cameroon, using the RUMPI Area Development Project in the South West region of Cameroon as a case study. The study will situate and contextualize the top-down and bottom-up approaches to development within the basis of a Cameroonian perspective, using the Sachs-Easterly debate. The RUMPI Project was introduced with the objective of improving agriculture and empowering the rural woman; thereby fighting poverty within the South West region of Cameroon. Despite its criticism of the barriers to development created by corruption, political pressure and limited use of local and grass-root partnerships, the study, in assessing these failures also tries to outline vital ways in which the project can be improved upon.

  • Purpose : The purpose of this study is to survey the needs for joining of Korean Physical Therapists and the concerns of Physical Therapy students in the field of international development aid cooperation. Method : we conducted a survey of students whose major is Physical Therapy and employees and volunteers who participated in the international aid business of KOICA. Results : The results of this study were as follow. 1) Employees and volunteers who participated in the international aid business of KOICA recognized that there was the needs for joining of 1 to 3 or more than 3 Physical Therapist as a member of overseas volunteers programs. 2) Even though Physical Therapy students have a great interest in volunteering in the field of international development aid cooperation, they have few information. Conclusion : Firstly, there are needs to extend the participation of Physical Therapist to 1~3 or more than 3 in the KOICA project in the field of international development aid cooperation. Secondly, we should be able to give a lot of information and to make a plan for Physical Therapist students to be a member of oversees volunteers to enhance their understanding and recognition about international collaboration. Finally we could examined the needs for joining of Korean Physical Therapists and the concerns of Physical Therapy students in the field of international development aid cooperation.

The Political Economy of Aid Failure in Zambia

  • Despite a huge amount of foreign assistance and close economic guidance by international donors throughout the past decades, Zambia today still suffer from a high level of aid dependency and the absence of sustainable economic development. In this study, I investigate the factors that resulted in aid (and development) failure in Zambia, focusing on institutional/historical contexts. I propose that in Zambia, government has largely failed to implement (or even produce) effective economic policies that could lead to successful use of foreign assistance for long-term, sustainable development. In particular, I focus on the nature of state and politics in Zambia, and argue that failed politics is one of the main causes of development and aid failure in Zambia and highlight colonial legacies and other contextual/institutional factors to understand the nature of politics and state in Zambia. In particular, this paper proposes that the Zambian case demonstrates that foreign aid and donor influence could worsen the situation directly by simply providing wrong guidance and also by further weakening the state (and institutional) capacity of the recipient country.

촉진적 원조를 통한 수원국과의 개발협력에 관한 연구 (International Cooperation Development with Recipient Countries by Catalytic Aid)

  • ODA란 개발도상국 빈곤층을 대상으로 인간의 기본권을 지키려는 국제사회의 노력과 행동이다. UN은 현재 2030년까지의 개발목표로 SDGs를 설정하였다. SDGs에서는 기존 ODA의 한계를 극복하기 위하여 개념을 확장하고 공공부문과 민간부문이 협력하여 다양한 재원을 조달함으로서 ODA와 그 범위를 넘어서는 개발원조까지 포괄하고 있으며, 이에 적합한 개념이 촉진적 원조이다. 촉진적 원조에 의한 개발협력은 인도주의적 원조 보다는 경제 인프라 및 생산시설 등 경제 발전의 기반을 구축하여 수원국의 지속가능한 개발을 지원하는 사업이다. 본 연구에서는, 한국의 경험과 현재의 역량을 토대로 KSP를 연계하여 민관협력사업 발굴, 집중지원 대상국의 선정 및 원조배분 원칙의 명확화, 사업 특성에 맞는 유·무상 원조의 유연한 적용, SPC 설립에 의한 CSV의 실현 및 이를 종합적으로 이끌어 갈 PCSD 체제의 구축을 제안하였다.

한국의 아프리카 무상원조의 효과분석 : Human Development Index에의 영향을 중심으로 (Analyzing the Effects of Korea's Grant Aid to Africa : Focusing on HDI (Human Development Index))

  • 본 연구에서는 패널 데이터 분석(Panel Data Analysis)을 통해 아프리카 53개 국가를 대상으로 한 한국의 사업 분야 별 무상원조가 HDI 지수에 미치는 효과를 분석하였다. 패널 분석결과 정보통신분야에 대한 원조와 HDI 지수는 유의미한 양의 상관관계를 갖는 반면, 행정제도, 환경 및 기타 부분에 대한 원조는 HDI 지수와 음의 상관관계를 갖는 것으로 나타났다. 또한, 각 국가의 고정효과를 고려한 패널 분석에서도 정보통신 부분에 대한 원조는 HDI 지수와 유의미한 양의 상관관계를 갖는 것으로 나타났지만, 행정제도에 대한 원조는 음의 상관관계를 갖는 것으로 나타났다. 특히 원조의 효과는 사하라 이북과 이남에 걸쳐 다르게 나타나고 있다. 사하라 이북에서는 보건에 대한 원조가 HDI지수를 개선시킨데 반해, 사하라 이남에서는 정보통신에 대한 원조가 HDI 개선에 더 유의적이었다. 이는 건강 및 교육, 소득을 총체적으로 반영하는 HDI 지수를 기준으로 할 때, 아프리카 각국에 대한 무상원조는 분야별 그리고 지역별로 차별화된 전략적인 원조가 필요함을 의미한다. 본 연구는 원조 공여국인 대한민국과 아프리카 수원국이 상호 발전할 수 있는 전략을 제시할 수 있다는 점에서 의의를 갖는다고 할 수 있다.

  • 본 논문에서는 GK2 위성의 최종 조립시험단계의 극성시험 과정에서 태양센서에 전기자극을 주어 자세오차를 다양하게 모사하는 지상시험장치(Test-aid)의 개발과 검증에 관한 내용을 정리한다. 본 논문에서 GK2 위성에 사용되는 태양센서 Test-aid는 2축 아날로그 태양센서를 대상으로 시험하는 것으로 고장으로 인한 백업을 고려하여 Test-aid의 국산화를 진행하였다. 또한, 시험을 통해 천리안위성에 사용되었던 Test-aid 특성과 국내업체를 통해 제작된 Test-aid의 특성이 기존 장비를 대체할 수 있음을 확인하였다. 본 논문에서 소개하는 국내 제작된 Test-aid는 기존의 천리안위성에 사용되었던 Test-aid와 달리 차이점이 생길시 제어기의 튜닝 기능을 이용하여 기존장비와 동일한 성능을 구사할 수 있음을 보였다.

  • 본 논문은 폐광지역에 대한 개발 지원사업의 경제적 성과를 분석하고 향후 폐광지역의 자립적 성장을 이끌어 낼 수 있는 대체산업을 발굴하기 위한 정책적 대안을 제시하는 데 목적을 둔다. 2001년부터 2010년간 전개된 폐광지역 개발 지원사업에도 불구하고 경제적 성과는 미흡한 것으로 나타났다. 개발 지원사업의 내용과 규모에서 낙후지역의 자립적 경제구조의 성립에 한계를 가질 수밖에 없는 지역적 여건을 극복하기 위해서는 지역의 특성을 감안한 전략적 재원의 배분과 체계적인 지원체계를 구축하는 것이 중요하다.
