개발촉진지구사업을 통한 지역개발사업의 낙후도 개선효과에 관한 연구 (A Study on Improvement of Less Prosperous Index by Development Promotion Zone Projects)

  • 본 연구의 목적은 1994년 이후 우리나라 대표적인 낙후지역개발제도인 개발촉지지구 사업의 결과로 나타나는 낙후도의 개선정도를 고찰하는 것이다. 1995년과 2008년 사이의 낙후도 선정지표의 순위 변화를 비교하여 상대적인 개선정도를 분석하고, 순위변화 값으로 군집분석을 수행하여 군집별 공간적 분포를 분석하였다. 분석결과, 전라지역과 충청지역의 낙후도 개선정도가 뛰어나고 일부를 제외하고 강원도와 경북 북부지역에서는 낙후도 개선정도가 미약하였다.

환황해권 스마트리전 구축방안 연구 (A Study on the Smart Region Strategy in Yellow Sea Rim)

  • 스마트도시는 공간적 범위를 도시권 및 지역 단위로 확장해 가고 있다. 최근 추진되고 있는 국경을 초월한 지역경제권 발전전략과 스마트도시 계획을 연계하면 국가 간 협력과 경제적 발전방안을 꾀할 수 있다. 본 연구의 목적은 한국-북한-중국을 잇는 환황해권 스마트리전을 통해 한국-북한-중국 3국의 협력 및 지역적 발전방안을 제시하는 것이다. 이를 위하여 지금까지 한국과 중국의 스마트도시 전략과 함께 스마트리전의 공간적 기반이 될 수 있는 3국의 대규모 경제특구 개발계획과 추진현황을 분석하였다. 황해에 접하고 있는 한국의 서해안에는 새만금, 황해경제자유구역, 인천경제자유구역 등에서 스마트도시 관련 계획 및 사업이 활발히 진행되고 있다. 북한은 아직 정치적인 상황이 불확실하지만 해주와 남포, 신의주를 연결하는 서해안 지역에 경제적, 기술적 잠재력이 확보되고 있는 것으로 분석되었다. 중국의 요녕성과 산동성의 경우, 산업이 발달한 대도시들을 중심으로 스마트도시 사업과 이들을 연계한 경제벨트화 전략이 활발히 추진되고 있다. 한국과 중국의 경제적 협력의 복원 및 교통망의 연계, 단동과 신의주를 중심으로 한 중국과 북한의 초국경 협력사업의 활성화 그리고 중국과 한국의 경제협력 과정에 스마트도시 인프라와 서비스가 적절히 제공된다면 황해를 중심으로 국경을 초월한 지역적 발전을 선도할 수 있을 것으로 판단된다. 다만, 이를 위하여 장기적인 계획과 초국가적 협의 및 추진기구의 설립을 통한 거버넌스 체계 구축 및 운영이 필요한 것으로 판단된다.

지방테마과학관의 실태분석 및 특성화방안 고찰 (Analysis of Actual Conditions and Consideration of Specification Plan of Local Theme Science Museum)

  • Through 'Local Theme Science Museum' aid program that is one of emphasis promotion strategic project by 2007 'Science.Technology.Cultural Project Plan', raises status of scientific technique by national core ability because all people expand base that understand and support scientific technique, and forms a social atmosphere which is scientific technique is important which scientific technique can be spread widely on national life and society whole, and proceeds target that expand local science museum facilities by a base of local science culture spreading and popularization. Accordingly, to plan balanced regional development and utilize to an advanced base of local science culture spreading because offer a science culture experience opportunity to local inhabitants, 'Local theme science museum' project is doing for that establish more 100 science museums for national.public.private institution in whole country until 2012 year. Support 39 projects to 2008 from 1999 thereby, in January, 2009, 13 'Local theme science museum' is opened and operated. This study examined arrangement preferentially about 'Science.Technology.Cultural Project Plan' that is background of 'Local theme science museum' project. Since surveying science museum which is on opening and operation at the present and analyzed actual conditions and facilities and investigated specification necessity and direction of 'Local theme science museum'. Hereafter, to seek plan for propriety of project by characteristic and difference of 'Local theme science museum' is purpose of this study. Now, need set and promotion of following specification direction for right activation of proceeding 'Local theme science museum' by each area. First, differentiation of theme and justifiability of building, Second, propriety of site position, Third, maximization of synergy effect by mixing concept of 'Specialized Economic Zone for Regional Developmental Policy' and Ecomuseum's 'Theme center'.

  • "규제자유특구 및 지역특화발전특구에 관한 규제특례법"은 지역의 혁신적이고 전략적인 성장을 지원하기 위해 기존 시군구의 지역특화발전특구와는 구별되는 새로운 유형의 '규제자유특구제도'를 시 도 단위를 대상으로 추가 도입하고, 지역의 혁신성장사업 또는 지역전략산업에 대해 혁신적인 규제특례를 부여할 수 있는 법적 근거를 마련하였다. 그러나 김경수 의원이 33인을 대표해서 발의한 의안을 시작으로 추경호, 정성호, 홍일표의원이 각각 10명~12명의 의원을 대표하여 의안을 제출하였으나 법이 통과되기까지 많은 사회적 이슈로 인하여 진통을 겪었다. 법안의 주요쟁점으로 규제자유특구의 목적, 명칭, 적용범위, 추진체계, 규제혁신 3종 세트의 적용, 메뉴판식 규제특례의 종류, 징벌규정 등 사실상 법안의 처음부터 끝까지 논쟁이 발생하였으나 각 법안들의 이슈들과 쟁점들을 여야 간의 합의를 거쳐 최종적으로 규제자유특구법이 전면 개정됨에 따라 본 연구에서는 각 의원 안과 통과법안의 차이점을 비교분석하고, 쟁점 항목이 어떻게 최종 법안에 반영되었는지 확인하여 규제자유특구의 올바른 운용을 위한 방안을 도출하고자 한다.

광양만권경제자유구역(GFEZ) 제1단계 사업의 개발과정과 성과분석: 2004-2010 (Performance and Development Process of the Phase 1 Project in the Gwangyang Free Economic Zone (GFEZ), Korea: 2004-2010)

  • 이 연구의 목적은 광양만권경제자유구역(GFEZ) 제1단계(2004-2010) 사업의 개발과정과 성과를 고찰하는 것이다. 제1단계 사업대상은 전체 22개 사업 중에서 11개이며, 3개 사업은 종료된 반면, 8개 사업은 종료되지 못하고 현재 진행 중이다. 제1단계 개발사업은 기업유치를 위한 기반시설 개발과 공급, 사회간접시설 확충에 중점을 두기 때문에 사업성과는 그렇게 많지 않았다. 제1단계 개발사업 주요 성과는 산업용지와 주택용지개발과 공급, 도로와 철도 확충, 광양 컨테이너부두 8선석 준공, 102개 기업유치와 신규고용 창출 등이다. 유치된 기업들은 광양항 배후단지와 율촌1산단에 주로 입지하였고, 물류 및 관련서비스, 철강, 기계, 조선, 정밀화학 등의 업종이 많았다. 제1단계 사업의 문제와 한계는 저조한 외국인투자기업 유치실적, 재원조달능력이 우수한 개발사업자 유치 부족, 중소기업 중심의 입주기업, 하동지구 개발사업 지연 등으로 나타났다.

대단위 농업종합개발사업의 사회경제적 기대편익 추정과 결합비용의 배분 -금강지구를 중심으로- (Estimation of the Expected Socio-economic Benefits of the Largescale Comprehensive Agricultural Development Project and Jointcost Allocation -In the Case of Kumgang Project Area-)

  • This study is aimed at reviewing the methods of joint cost allocation and allocating the joint cost of estuary dam with specially repect to Kumgang Large-scale Agricultural Comprehensive Development Project. Apart from the water resource development project propelled by Water Resource Development Corporation in connection with Law of Multipurpose Dam Development, the Largescale Comprehensive Agricultural Development Projects couldn't ins-titutionally be carried out cost allocation of common facilities, even though it were concerned with irrigation, municipal and industrical water supply, flood control, sightseeing and industrial zone development components. To decrease farmer's burden of the project costs and, operation and maintenance costs, the joint costs of common facilities like estuary dam included in agricultural development projects have to be allocated by suitable method as alternative cost-remaining benefit method and the analytical activity should be supported by revising the concerned laws as Rural Development and Promotion and, Rural Rearrangement conpatible with the law for multipurpose dam development. Kumgang Agricultural Comprehensive Development Project was selected as a case study for the estimation of socio-economic benefits by project components and joint cost allocation of the estuary dam. The main results of the study are as follows; Joint cost allocation and unit charges by components 1. The project area will be 25,554ha with total project cost of 624,860 million won including the estuary dam cost of 120,843 million won. The project costs were ex-pressed by 1994 constant price. 2. Total quantity of water was estimated 365 million tons which were consisted of 245 million tons for irrigation, 73 million tons for municipal water and 47 million tons for industrial water. 3. The rates of joint cost allocation were amounted to 34.2% for agriculture, 2.5% for sightseeing, 45.7% for transportation, 11.8% for M & I water supply and 5.8% for flood control respectively. 4. The unit financial charges by project components were estimated at 7.88 won per ton for irrigation, 16.11won for M & I water, 1,686won per vehicle one pass, 977won per Pyeong according to the capital recovery method. The financial charges using straitline method for depreciation were estimated at 7.88won per ton for irrigation, 9.12won per ton for M & I water, 624won per vehicle one pass for transportation and 331won per Pyeong for sightseeing area. 5. The unit economic charges by project components were estimated at 21.1 won per ton for irrigation, 15.2won for M & I water, 977won per vehicle one pass, 977won per Pyeong according to the capital recovery method. The economic charges using straitline method for depreciation were estimated at 11.72won per ton for irrigation, 8.61won per ton for M & I water, 331won per vehicle one pass for transportation. Policy recommendation 1. The unit operation and maintenance costs for irrigation water in the paddy field couldn't be imposed as the water resource cost untreated. 2. The dam costs including investment cost and O & M cost, as a joint cost, had to be allocated by each benefited components as transportation, M & I water supply, flood control, irrigation and drainage, and sightseeing. But the agricultural comprehensive project have been dealt as an irrigation project without any appraisal socio-economic benefits and any allocating the joint cost of estuary dam. 3. All the associated project benefits and costs must be evaluated based on accounting principle and rent recovery rate of the project costs and O & M costs should be regulated by the laws concerned. 4. The rural development and promotion law and rural rearrangement law have to be revised comprising joint cost allocation considering free rider problems. 5. The government subsidy for the agricultural base development project has to be covered all the project costs. In case of common facilities representing joint cost allocation problems, all the allocated casts for other purposes like transportation and M & I water supply etc. should be recovered for formation in investment fund for agricultural base development and to procure O & M costs for irrigation facilities.

충청지역의 농촌협약 특성에 관한 연구 - 농촌 공간구조 분석과 농촌생활권 설정, 농촌다움(시설)자원 활용을 중심으로 - (A Study on the Characteristics of Rural Convention in Chungcheong Region - Focused on the Rural Spatial Structure Analysis, Setting of Rural Living Area and Use of Amenity Resource(Facility) -)

  • The purpose of this study is to present the implications of the rural living area setting and rural spatial structure analysis of the rural spatial strategy plan through case analysis. Following the decentralization of autonomy and the promotion of the transfer of state affairs to local areas, some of the general agricultural and fishing village development projects of the Ministry of Agriculture, Food and Rural Affairs were transferred to local areas. In addition, in 2020, the Ministry of Agriculture, Food and Rural Affairs introduced a rural agreement system for 113 cities and counties. However, since the understanding of the field is still low, this study attempted to present implications through a case analysis of the structure of rural space and the establishment of rural living areas in three local governments in Chungcheong. As a result of the study, in the stage of establishing the living zone, it is necessary to comprehensively review the contents reviewed in the analysis of the current status and conditions. However, the two local governments had insufficient interpretation of the axis by function and the establishment of the base area, or were using the upper plan as it was. Second, the source of the data used in the survey on the distribution status of living SOC facilities is unclear. Since the distribution status of living SOC facilities overlaps with accessibility analysis, OD data analysis, and resident survey results and is used as the basis for setting living areas, the data source should be clearly marked, and verification should be possible. Third, amenity (facility) resources were classified and analyzed according to the conditions and characteristics of local governments. The local government that applied the guidelines as they were was A local government, and the remaining local governments conducted surveys and analysis according to the current status. Forth, since the establishment of the rural living area is the minimum unit supported by government policies through future rural agreements, it is necessary to distinguish them based on quantitative standards in the process of establishing them. Only one case area presented clear grounds and standards, and the rest of the case areas presented standards but are based on non-quantitative standards. In order for rural agreements to be sustainable in the future and benefit local residents, it is necessary to use or establish a government-level institution that can collect and produce objective data. In addition, it is necessary to find ways to specify and standardize the standards for setting the living area and specify them in the guidelines.
