A Model of Strategic Management for Local Government : With Special Reference to Long-Range Development Plan. (지방자치단체의 전략적 관리 모형에 관한 연구: 장기발전계획을 중심으로)

  • Since the election of governors and mayors by vote, many local governments in Korea establish long-range plans for their regional development. The major purposes of the plans are to set up development path for their communities and to devise economic development strategies. But most of the plans established thus formulated by the same method utilized in centralized political regime. This method is considered no longer appropriate to devise the long-range development plans for local government especially in the era of globalization and localization, where local governments behave independently, where local governments behave independently competition. We suggest an alternative way to establish such plans, based on the method employed in business sector. The plans, formulated in this way, are called strategy oriented long-range development plans. The underlying logic for the plans is non-linear one. The plans are issue oriented and focus more on process than outcome. Given that these features are properly incorporated in the plans, we expect that the strategy oriented long-range development plans can be genuine guidelines for local economic development in the years to come.

Development of Strategic Environment Assessment Model in Urban Development Plan - In case of Metropolitan Plan - (도시개발 행정계획의 전략환경평가 모델개발 - 광역도시계획에의 사례적용 -)

  • It is essential to consider strategies, spatial planning, and reflection of sustainability for the creation of sound urban spaces. To this end, there is a need for plans that can secure better sustainability through strategic environmental assessment (SEA) of plans. This study examined the literature and available precedent to develop a SEA model for administrative plans for urban development including metropolitan plans, urban master plans and urban management plans. In the course of development of the model, environmental issues associated with the urban plans were analyzed by classifying them into ten categories, including "spatial planning," "conservation planning," "greenbelt systems," "habitats." and etc. according to their rank. Furthermore, those issues were reflected on the development of environmental evaluation indices for the plans. Overall and detailed environmental indices that can be applied to the administrative plans for urban development including metropolitan plans, urban master plans and urban management plans were devised for five stages: (1) Establishment of development goals and strategy, (2) Analysis of current status and characteristics, (3) Conceptualization of spatial structure, (4) Planning for each department, and (5) Execution and management. Sub plans are more detailed and concrete. Criteria based on the evaluation indices, when performing evaluations on plans based on each environmental assessment index in reference to experts and the literature, were used to forecast their effects, i.e. whether they had a positive, negative, or no effect or relationship, or whether their effects was uncertain. Based on the forecasts, this study then presents means to establish more improvable plans. Furthermore, by synthesis of the effects according to each index and integration of the process, plans were analyzed overall. This study reflects the characteristics of the present time period based on issues in the SEA process and techniques in upper level administrative plans being newly established, and presents them according to the stage of each plan. Furthermore, by forecasting the effect of plans by stage, this study presents proposals for improvement, and in this aspect, can be meaningful in promoting plan improvements through SEA.

A Comparative Study on Development Plans and Strategic Plans of Academic Libraries in Korea and Overseas (국내외 대학도서관의 발전계획과 전략적 계획 비교연구)

  • The purpose of this study is to suggest ways to improve development plans of academic libraries in Korea, comparing development plans of academic libraries in Korea and strategic plans of academic libraries in advanced countries. For this purpose, development plans and strategic plans of academic libraries in and out of Korea were collected and analyzed. And a rubric evaluation was applied to the case plans. The findings indicate that development plans of academic libraries in Korea are written for present problems and individual work, and lack mission and vision statement. On the other hand, strategic plans of academic libraries in advanced countries present distinct mission and vision statement, and set up goals, objectives, concrete activities in the framework. As a conclusion, this study suggests that academic libraries in Korea need mission statement and vision statement, task force of librarians, links among mission and vision and concrete activities. This study can contribute for librarians of academic libraries to develop strategic plans in Korea. This study can be used as a basic consideration for the establishment and evaluation of strategic plans at academic libraries in Korea. As follow-up studies, further case study about academic library which develops and activates strategic plan in Korea, comparative study on development plans and strategic plans of national libraries and public libraries in Korea and overseas are needed.

The Urgent Need to Establish the Plan for Development of Health and Medical Services (보건의료발전계획 수립의 시급한 필요성)

  • Although 19 years have passed since the enforcement of the Framework Act on Health and Medical Services, the Plans for Development of Health and Medical Services has not been established. This Plan is a 5-year basic long-term plan that covers the whole of health and medical services. This Plan should point to the direction of 30 long-term plans of healthcare, and this Plan should serve as a combination and coordination of 30 long-term plans and 22 related laws. The United States, the United Kingdom, and Japan have established long-term healthcare plans (4-, 10-, and 20-year plans, respectively). The long-term health plan of the United States has been approached bottom-up, those of the United Kingdom and Japan have been approached top-down. The rapid environmental changes that Korea is and will be experiencing emphasize urgently the need for establishing the Plan for Development of Health and Medical Services.

  • This study analysed the long-term plans of academic libraries to raise their usefulness at universities in Korea. Especially, this study focused the evaluation of strategic plans, and drew an evaluation guideline based on the evaluation methods of strategic plan of academic library in foreign countries. This study checked the long-term development plans of academic libraries in Korea, and evaluated how much the core elements of strategic plan are reflected in the long-term plans. As the result, it has come out that there are more characteristics of operation plans as routine services than those of strategic plan as long-term view which contributes to the development of libraries in the long-term plans of academic libraries in Korea.

  • The purpose of this paper is to development of tourism resource in KangWon-Do and the plans for improvements. This research is organized into five sections. Section I, introduces its objectives scope. Section II, provide the theory of tourism in KangWon-Do. Section III, analyzed the actual state of resource and problems of tourism development in KangWon-Do. Section IV, the plans for improvements of development tourism in KangWon-Do. Section V, descrives the conclusion of this thesis. The result show that it is very important to review and understand many kinds of problems which development of tourism resource in KangWon-Do and the plans for improvements.

A Study on the Development of Standardized Nursing Care Plans for Computerized Nursing Service (간호업무 전산화를 위한 표준화된 간호계획의 개발에 관한 연구)

  • A central issue in the development of nursing practice is to describe the phenomenon with which nursing is concerned. To identify the health problems which can be diagnosed and managed by the nurse is the first step to organize and ensure the development of nursing science. Therefore the academic world has been discussing the application of the nursing diagnosis in nursing practice as a means of improving quality of care. The objectives of this study were to develop a standardized nursing care plan for ten selected nursing diagnoses to form a database for computerized nursing service. The research approach used in the study was (1) the selection of the ten nursing diagnoses which occur most frequently on medical-surgical wards, (2) the development of a standardized nursing care plan for the ten selected nursing diagnoses, (3) application of the plan to hospitalize patients and evaluation of the content validity by the nurses, and (4) evaluation of the clinical effects after the use of the standardized nursing care plans. The subjects were 56 nurses and 395 hospitalized patients on two medical and two surgical unit. The results of this study were as follows ; 1) The ten selected nursing diagnoses for the development of the standardized nursing care plans were “PAIN, SLEEP DISTURBANCE, ALTERED HEALTH MAINTENANCE, ALTERATION IN NUTRITION, ANXIETY, CONSTIPATION, ALTERED PATTERNS OF URINARY ELIMINATION, DISTURBANCE IN BODY IMAGE, POTENTIAL FOR ACTIVITY INTOLERANCE AND ACTIVITY INTOLERANCE”. 2. The developed standardized nursing care plans included the nursing diagnosis, definition, defining characteristics, etiologic or related factors that contribute to the condition, recording pattern, desired outcomes and nursing orders (nursing interventions). 3. The plan was used with hospitalized patients on medical - surgical wards to test for content validity. The patient's satisfaction with the nursing care and nurses' job satisfaction were investigated to evaluate the clinical effects after the use of the standardized nursing care plans. A comparison of patient satisfaction with nursing care before and after the introduction of the standardized nursing care plans showed a statistically significant higher level of satisfaction with the standardized care plans. There was no difference in the level of job satisfaction expressed by the nursing staff before and after the standardized nursing care plans were introduced. However, when opinions about the use of the standardized nursing care plans were examined it was found that there was a positive effect on clarity in defining the nursing problems, determining nursing cost, more feasible goal setting, effective and systematic nursing records and indications for nursing research. The results of this study suggest that in order to increase the use of nursing diagnoses in the clinical area, it would be effective to select some wards as a pilot project, give the nurses training in the use of nursing diagnosis and develop and use the standardized nursing care plans. In addition to the ten diagnosis used in this study it is recommended that continual development of nursing diagnoses be done using diagnoses that are appropriate to Korea and testing them for validity through standardized care plans.

Utilization of Noise Map in the Stage of Environmental Assessment on Development Project (개발계획 환경평가 단계에서의 소음지도 활용방안)

  • This study presents plans to prevent environmental noise by using noise maps when establishing development projects and targets strategic environment assessments for urban master plans and environmental impact assessment for urban development projects. Strategic environment assessments for urban master plans include the examination of plan validity and location appropriateness in consideration of the effect of environmental noise by comparing development plans with noise maps, and the establishment of long-term measures through comprehensive assessment of present noise conditions and noise effects from development plans. Environmental impact assessments for urban development projects propose enforcement plans, including analysis of present noise conditions around development areas, overall evaluation of present noise conditions and the noise effect from development projects, and selection of optimal measures by comparing noise maps with various alternatives.

  • The object of this thesis is to evaluate performance of Industry Complex of Rural Areas Policy and to suggest solutions to solve problems of the policy and development plans for Industry Complex of Rural Areas in Korea. The Industry Complex of Rural Areas Policy has contributed to increase of income and growth of industries in farming areas. Since business environment has been changing rapidly and competition has been getting fierce, Korean small business in rural are as need to develop new strategies to strengthen their competitiveness. Therefore, this thesis will suggest public programs to support for development of Korean small businesses in rural areas. The suggestions are as below 1) plans to form funds to provide financial aid to small business in rural areas. Specific plans to raise funds for public programs that would be executed by National Industry Complex of Rural Areas Association are included. 2) plans to improve abilities of SBCs to develop technologies 3) plans to establish marketing channels for SBCs in rural areas. 4) plans to create systems to promote restructuring in Industry Complex of Rural Area.

Plans and Strategies for UBcN Networks and Services

  • The broadcasting & telecommunication services in the future will be converged and be serviced on mobile devices. However, the current ICT infrastructure does not fully meet the future demand for those converged, realistic, intelligent, and personalized services. The Korean government is going to establish a high speed next generation network called UBcN (Ultra-Broadband Convergence Network) by 2013. The Korean government has announced a multi-year plan to establish an UBcN network and to discover and stimulate new converged services for an UBcN in January, 2009. The author of this paper has taken part in formulating development plans since the early stages of planning. In this paper, Korea's development plans for the next generation network and their development strategies are analyzed and discussed based on the author's experience. The paper also discusses the expected impacts of the plan for the future ICT industry, and the implications of government-driven development plans.
