A Study on the Sustainable University Building Planning Case Study - Focused on the Case Study of Recent Overseas Universities Building Planning - (지속가능한 대학 건물 계획사례 연구 -최근의 해외 대학 사례를 중심으로-)

  • In the 21st century numerous universities continue to have an interest in building a more sustainable campus. The concept related to sustainable development and sustainability is applied to new master plan of university or university building planning. The field of sustainable development can be conceptually broken into three constituent parts: environmental sustainability, economic sustainability and social sustainability. The realization of sustainable development will become when considered eco-friendly life of users, not only environmentally friendly technologies. This study aims to research the method of sustainable access to university building planning in Europe and Canada. First, certification and standards will focused on acquisition Green Building Certification. Then we look at trends of sustainability based on users and community through the system of prior consultation between university and users. For the desirable development of the sustainable campus, the sustainable planning of campus should be investigated with campus community, members and local residents considering the generation, the preservation, the maintenance of existing building.

A Study on Development Direction for the Establishment of the Rural Landscape Planning (경관관련 제도변화에 따른 농촌경관계획의 발전방안 연구)

  • The main contents of revision of the rural landscape planning according to Landscape Law discussed in this study show that the urban landscape and rural landscape have a propulsion system which integrate them into the national landscape and manages through the landscape planning. However, management and conservation reflecting the fundamental difference between urban and rural areas are needed. Planning the landscape by generalizing the size of the population, administrative district, the surface area does not meet the ultimate purpose of the Landscape Law that tries to establish differentiated local landscapes. Therefore, the association of professionals who can support and establish a propulsion system for landscape planning with the consideration of regional characteristics. For the urban landscape, the landscape committee is fulfilling the role, but none is available for the rural areas. This study is mostly based on previous literatures, however, in the future, it is desirable to have selected pilot areas for different landscape types and review problems that may occur during the application and process, in order to establish the landscape guidelines for the rural landscape plan.

Analyzing the Relative Importance of Exterior Space in Urban Development Projects (도시개발사업에서의 외부공간계획에 대한 상대적 중요도 분석)

  • As a basic study to analyze the relative importance of external space in urban development projects, this study selects evaluation indicators for external space planning and then analyzes systematic external space planning through expert surveys. The scope of the study is to examine the criteria of evaluation items for external space derived from existing studies and to suggest the importance and priority of evaluation items. As a research method, we reviewed the legal and research literature on landscape planning and external space-related guidelines, and conducted a primary review of external space planning evaluation items analyzed by questionnaire. The reviewed items were again reviewed and selected through expert group discussions (FGI). The selected evaluation items were surveyed by expert groups and analyzed in depth using the hierarchical analysis method (AHP). Looking at the relative importance of the calculated sub-items, among the 17 sub-items, 'planning open space' (.096) is the largest, followed by 'pedestrianization' (.082), 'linking with adjacent buildings, streets, parks, and green areas' (.077), 'securing public space through various planning techniques such as linking with pedestrian paths' (.066), 'Plan the placement, form, and scale of buildings in consideration of the identity of the destination' (.065), 'Plan buildings, streets, parks, and green spaces in an integrated and holistic manner' (.065), 'Harmonize with the surrounding environment (landscape)' (.063), 'Harmonize with surrounding buildings and apply landscape planning in urban planning' (.063), 'Entrances and lower floors of buildings are planned as parks for users and pedestrians' (.060), 'Preserve and expand green areas and establish maintenance plans for urban greening' (.054), 'Form the basis for a comfortable life for urban residents by providing long-term development directions' (.047), 'Activate community activities and plan pedestrian environments and streetscapes considering human scale' (.047), 'Establish and propose basic directions for urban greening' (.046), 'Plan buildings, streets, parks, and green areas considering the hierarchy and characteristics of the landscape structure' (.045), 'Plan for integrated land use' (.045), 'Create green axes in connection without cutting them due to development activities' (.044), and 'Apply barrier free design' (.034).

Clusters and Strategy in Regional Economic Development (지역경제개발에서 클러스터와 발전전략)

  • Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. Cluster theories and analytical tools can provide useful informational inputs into a strategy making effort and they can also be helpful for programming specific interventions (i.e., strategic planning). However, they should not be used as the exclusive or even predominant framework for filtering information about the competitive advantages of a region or for formulating strategy. To do so forces strategy making into a conceptual box defined by only one highly stylized theory of regional growth and development.

A Reason of Reckless Development and Method of Improvement (난개발 발생원인 분석과 개선방안)

  • Virtues and advantages of urban areas would be tarnished if benefits and convenience of the cities were overwhelmed by the logics of selfish development and reckless expansion. Reckless development, which is not limited to a certain point of time and space, has become a social and environmental problem for a long period of time, taking advantage of legal and administrative loopholes. In the metropolitan area surrounding the capital, especially Yongin, where semi-agricultural zones have been developed recklessly, serious problems have already emerged including the lack of infrastructure, environmental contamination, destruction of scenic landscapes, encroachment of good farmland and forest and invitation of natural disasters. This study assumed all these problems as the consequence of the inadequacy of the legislative system and analyzed the causes. The study also suggests some countermeasures. Most of all, a "planning-first, development-later" practice should be brought into place so that various experts could participate for a detailed planning. Public development should also be expanded so that beneficial public facilities could be set up in the first place. A system for reasonable development charges should also be come up with. In this process, the role of the administrators becomes yet more important for a long-term, systematic planning of future cities, accompanied by public housing developments.

A Study of Planning for the Elderly in Korean Rural Community (농촌 장수마을 공간계획을 위한 기초연구)

  • The purpose of study was planning to a rural community space plan for revitalization of aging in rural society and activity of rural older adults. The rural community type was divided 5 categories by local topography characteristics and road system. According to 5 categories, the rural community space plan was consisted of space plan such as consideration for a rural topography characteristics and activity plan by space which analyzed a relations with rural resource and activity of rural older adults. Results from the rural community planning showed that to improve quality of life and to increase in economic productive activity for rural older adults, moreover to lead a retired oppidan migrate from city to country and to make full use of oppidan's intellectual capacity resource.

  • With the cognition of the problems on propulsion system of rural development program, the requirement for accurate diagnosis of the problems and for reform scheme is increasing. This study was performed to solve the above requirement especially on the level of a local government, Chungnam province as an instance. For accurate diagnosis of the problems, the present situation of propulsion system, i.e. organization and governance, planning and policy making, implementation and supervision of rural development program was investigated, and the cognition of public officials and specialists was surveyed. From the study, it showed that the problems of propulsion system for rural development program in Chungnam province are duplication of work sphere among departments, formal administration of governance, an absence of long-term plan with vision and strategy, and absence of department in charge of comprehensive supervision and so on. As a result of the study 9 reform schemes to solve the problems were suggested.

  • This study which aimed to propose development directions for the future housing through the social change tries to predict the change of the future. Establish directions for planning of concept-Sustainability. Human-friendliness. High Technology and, with reference to case study and literature judge feasibility of them. The major findings were as follows : 1. Development direction related to the future housing can be classified into 7 principle : energy-saving, resource-saving, natural adaptation, community, user participant, super high level, and home intelligent. 2.   • The purpose of the study is to establish a concept of property development planning process and factors by analyzing the several case studies, which prior proposed the highest and best use development of property. The value of property is dependent on the circumstances and the timing. Real property development is essential to develop in the highest and the best. The prior concepts of the highest and best use focused on the real estate appraisal, but these studies aroused an interest that related the highest and best use concept as a determinant of property development. As a results, this study suggests the process and the check points of property development planning phase. The first step is having a thorough grasp of the status of property. The Second step is the circumstantial analysis including legal restriction, locational environment, real estate market and economic conditions. The next step is, in accordance with these analysis, setting up the development concept and alternatives. Through the feasibility studies, we can make a choice the highest and best use development plan. In these days, the importance of development strategies such as design exceptionality and plan management are increased. Therefore, the integrated plan for the property development is very important.

The Planning Process and Simulation for Low Impact Development(LID) in Waterfront Area (수변지역에서의 저영향개발기법(LID) 적용을 위한 계획과정 도출 및 모의효과)

  • In recently, the low impact development(LID) is discussed at various fields being related to urban stormwater, non-point source pollution, and quality of life. It is understood as an integrated development tool to induce sustainable development with various value-social, economic, and aesthetic. As concerning the development of waterfront area, the low impact development is interested in environmental planning. But the planning process and factors are not considered in precedent research. This study has two purposes. The one is to understand the planning process and factors of low impact development from literature review. The other is to apply the planning factors using case study and to know the effect of low impact development as the simulation plan. The simulation plan is based on some landuse planning. It is divided into the setting the region for environmental protection and the function of public facilities, spatial planning for enlarging permeable area, and spatial planning for circulation of water. The simulation model uses the LIDMOD2. The 14 planning factors of low impact development is applied to case region. And the effect is about 7~10 percent in reduction of nonpoint source pollution and surface runoff.
