Protection of Information Sovereignty as an Important Component of the Political Function of the State

  • State information policy is an important component of foreign and domestic policy of the country and covers all spheres of society. The rapid development of the information sphere is accompanied by the emergence of fundamentally new threats to the interests of the individual, society, state and its national security. The article considers the components of the state information policy to ensure information security of the country and identifies the main activities of public authorities in this area. Internal and external information threats to the national security of Ukraine and ways to guarantee the information security of the country are analyzed. Information security is seen as a component of national security, as well as a global problem of information protection, information space, information sovereignty of the country and information support of government decisions. Approaches to ensure the process of continuity of the information security system of the state in order to monitor new threats, identify risks and levels of their intensity are proposed.

Effect of Uneven Distribution of Broadband Internet Services in Developing Countries during Economic Recession

  • Purpose: This study examines the economic and technical reasons for the uneven distribution of broadband internet services in Indonesia before and during the recession due to the C19 pandemic, and examines its effect on the country's economy. Research design, data and methodology: The research was designed by conducting an economic feasibility, which was verified through area observations and interviews with providers and their association, as well as the Regulator. Results: The results show that during the C19 pandemic, there has been an increase in the distribution of broadband internet services in Indonesia since there has been an increase in demand for cellular services and fixed services together. However, the increase in broadband internet service coverage is still not evenly distributed in the country and unable to boost the decline in Gross Domestic Product during the C19 pandemic. Conclusions: The increase in fixed broadband coverage by seventy percent is an indication for the state to make policies to encourage bundling techniques between operators with the aim of internet services being more evenly distributed throughout the country. Where, the influence of a more even distribution of broadband internet services in all countries is believed to be able to support the country's economy.

Factors Influencing the National Agricultural Advisory Service in Uganda: Domestic and International Context (우간다 농촌지도사업의 국내외적인 영향 요인 고찰)

  • In Uganda, the National Agricultural Advisory Service (NAADS) is responsible for agricultural advisory and extension services of the country. NAADS is a semi-autonomous public agency under the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) accounted for 45% of the MAAIF total budget. It aims to have a decentralized farmer owned/controlled agricultural advisory service system with increasing participation of the private sector. NAADS is greatly influenced by the extension framework of Neuchatel Group comprising representatives from the cooperation agencies and Official Development Assistance (ODA) donor countries. At the initial stage of the program, only 7 districts promoted the initiative and eventually spread out all over the country afterwards. These initiatives greatly contribute to the agricultural development and increase the farmers' income by 42-53%. However, due to the political intervention, the original goal was manipulated and criticized with briberies and corruption. Recently, the government of Uganda is considering a way to unify the agricultural advisory and extension services under the government programs.

Myanmar Libraries after the 'Opening Up'

  • This article assesses the recent development of libraries in Myanmar and efforts to build the sector's capacity leading up to and after the first democratic elections held in the country in nearly 50 years, at the end of 2015. Cyclone Nargis in 2008 is viewed as a 'framing event' (Birkland, 1998) that led to national legal and policy reforms, an increase in national and international projects to support development of Myanmar libraries, and the strengthening of local actors including the Myanmar Library Association to coordinate and lead development activities. Although in need of modernisation, networking, and professional skills, the existence of a widespread number of all library types across the country provides an important foundation for further development. The current status and readiness of libraries is explored in the broader context of the rapid leap from limited to more widely available access to information and technology. The article finds that there is great potential for libraries in Myanmar to support the continued transition to democracy as evidenced by the role of libraries and access to information in other countries that have transitioned. Remaining challenges include the potential of backsliding on national reforms, and the need for significant investments in infrastructure and skills. Libraries must be transformed to meet the changing needs of information users in a young democracy.

Suggestion for sustainable development of Korean traditional wooden Structure (Hanok)

  • Recently, the wooden structure has been revived again as an eco-friendly structure technique. It is the counterattack of the wood material, which has become more recognized as a finishing material pushed by the concrete material in the rapid growth after the Industrial Revolution. However, it is difficult to conclude that this is a tendency of the construction market in the whole country. Perhaps this is a tendency to appear more strongly in Korea. It could be seen by comparing the characteristics of the overseas construction market with Korean's and the advanced constructed case of large-scale wooden structures in overseas. National wooden buildings show own characteristics such as construction methods, materials, and member dimensions of wood structures by country, which could be seen as a result of continuously developing their own technology. However, in Korea, despite its unique wooden structure and technology (Hanok; Korean traditional housing), it has not been developed continuously and treated it only as a living building exhibit. This is evidenced by the fact that only one percent of the building is constructed with traditional wooden building technology. Therefore, there are various efforts to modernize the traditional wooden structure technology, but it still does not reach the level of advanced wooden technology abroad. The characteristics of the Korean wooden building market were analyzed in order to suggest ways to develop the Korean wood structure technology. The characteristics of Hanok construction were analyzed through quantitative criteria to define the main development tasks for Hanok development to propose the long-term development path.

  • The logistics industry is based on personnel, and without talented individuals, corporate success in impossible. Therefore, we should fully understand and research China's future in logistics along with the status of related personnel in the country, and seek to establish valid measures concerning our country's logistics personnel. In order for Korea's logistics industry to develop, we should also consider professional training of personnel and the establishment of training facilities. The training of logistics personnel can promote national competitiveness, and can contributetowards the national economy. Also, the production of competitive personnel can secure the healthy and secure development of the Chinese logistics industry. In conclusion, our companies should continue professional training for current and new employees, and through internal training and certifications, improve workers' capabilities and productivity, promoting the healthy development of the logistics industry.

  • Nowaday, The Sustainable Development about global environment is the most important subject. In urban environment, a variety of the nature energy utilization such as the solar energy are the most efficient solution to solve this issue. One of these efficient solutions, a photovoltaic system using sunlight has been introduced to the building with an advantage such as cost-effective, safe for using and good for environment friendly in light with energy utilization. Recently, many of the apartment housings are built in domestic country. The apartment buildings have been constructed since early of 1970's. now apartment is taking over 50% out of entire housing in korea. The apartment housing applying to a photovoltaic system has been extensively studied in the foreign country but our county runs short. So, It was necessary to technical development of PV application which is suitable in Korean house culture. The objective of this study is to develop the building integrated PV application method for apartment building.

Sun Protection Use Behaviour among University Students from 25 Low, Middle Income and Emerging Economy Countries

  • The aim of this study was to investigate the sun protection use behaviour among university students from 25 low, middle income and emerging economy countries. Using anonymous questionnaires, data were collected from 18,687 undergraduate university students aged 18-30 years (mean age 20.8, SD=2.8) from 26 universities in 25 countries across Asia, Africa and the Americas. Overall, 57.2% of university students reported liking to sunbathe and of those only 48.1% used sun protection when sunbathing. In multivariate logistic regression, younger age, being female, coming from a wealthy or quite well off economic family background, living in an upper middle or high income country, lighter skin tone, and other health behaviours were found to be associated with sun protection use behaviour. Low sun protection use calls for health promotion programmes to prevent unprotected sun exposure.

  • The aim of this study is to examine of the cluster approach to ensure high rates of innovation, information and communication enterprises of information technology cluster in order to enhance the competitiveness of regions. Keeping with the previous literature, the present research determined that the novelty of the problem, concerning of the creation IT clusters as drivers of new generation, i.e. a kind of platform of "startup accelerators" through the creation of previously not existing in the country high-tech industries and sectors of the economy. The study employs system approach involves to determine prospective directions of the formation of clusters of IT industry, also applies structured approach to shows relationships between elements of cluster systems (participants of cluster), as well as focusing on some aspects of cluster development such as networking. Based on this analysis we have proposed to create clusters in regions, which can play the role of translator's innovations at the periphery of the country. This research shows that formation of IT clusters is one of the most successful tools to avoid of dependence of Kazakhstan from raw materials.

  • The purpose of this paper is to present an informatization stratagem for a balanced development around the whole country by employing Regional Information Index. In order to demonstrate the region information level by applying the factor analysis in the study, it has been divided into three catagories, such as the generation of information, the distribution of information, and the consumption of information. According to the empirical analysis between 1985 and 1995, the regional differences of the levels of the consumption and the distribution of information have been reduced gradually. On the other hand, the generation of information is significantly concentrated around Seoul Metropolitan Area. Therefore, strategic efforts providing information infrastructures as well as introducing information industries associated with informatization will guarantee a balanced development around the country.
