A Study on the Estimation about Aomunt of the Amelioration Districts for Optimum Process of Designated Wastes (적정처리를 위한 주거환경개선지구 내 구조형태별 지정폐기물 발생량 예측에 관한 연구)

  • Recently, the scale of the construction work has been increased due to the revitalization of the construction industries. therefore, the demolition work in downtown areas is increased too. Amelioration districts are deteriorating rapidly since it followed the policy which allowed a large number of constructions in a very short period of time. therefore, the quantity of construction wastes and the designated wastes such as asbestos are increased. This study was classifying and analyzing the constructions in amelioration districts to estimate quantity of the designated wastes and the unit of the designated wastes. According to the results of this research, the average annual designated wastes was increased up to 2.59% in comparison with 2,779,334 ton in 2000, there came out 3,151,653 ton of designated wastes in 2005. For the appropriate disposal of increasing designated wastes, it is necessary to study exact estimation of the quantity of wastes.

Attribute-based Proxy Re-encryption with a Constant Number of Pairing Operations

  • Attribute-based encryption (ABE) is an encryption scheme in which the user is able to decrypt a ciphertext with associated attributes. However, the scheme does not offer the capability of decryption to others when the user is offline. For this reason, the attribute-based proxy re-encryption (ABPRE) scheme was proposed, which combines traditional proxy re-encryption with ABE, so a user is able to empower designated users to decrypt the re-encrypted ciphertext with the associated attributes of designated users. However, previous ABPRE schemes demands a number of pairing operations that imply huge computational overhead. To reduce the number of pairing operations, we reduce the pairing operations with exponent operations. This paper provides a novel approach to an ABPRE scheme with constant pairing operation latency.

Explanations of the Revised Protection of Cultural Properties Act (개정 문화재보호법 해설 -'99년 1월 ~ 2001년 9월 기간 개정사항-)

  • The purpose of this document is to explain the revisions of the Protection of Cultural Properties Act and its sub-laws which have been mad from Jan. 1999 to Sep. 2001. The Protection of Cultural Properties Act and its sub-laws have been revised three times from 1999 to 2001, before and after the Office of Cultural Properties was raised to Cultural Properties Administration on May 24, 1999. The main points of the revisions are as follows. First of all, the role of the local autonomous entities has been increased. The governor of the local autonomous entities is entitled to announce administrative orders related to the preservation of State-designated Cultural Properties. Also, the local autonomous entities has the authorities to examine whether the construction work which will be made in the outer boundaries, which is provided by regulations, of the protected area of the cultural properties might have any effect on preservation of cultural properties or not. Second, preventive actions to protect the cultural properties have been strengthened. If the scale of construction work is more than some scale, the preliminary survey of the surface of the earth to confirm the existence of buried cultural properties and their distribution is obligated. One who is promoting the development plan more than some scale must discuss the plan with the Administrator of Cultural Properties Administration in the process of planning. These actions would be effective to prevent the cultural properties from being damaged because of the development. Third, relaxation of the restrictions has been proceeded. On the basis of regulations which specify the actions to affect the preservation of cultural properties, negative system that does not limit the actions which are not specified in the regulations is introduced. The appropriateness of both protected structure and area should be regularly reviewed and adjusted. Also, most of the restrictions which was made only for administrative convenience and over-regulated the people's living have been revised. Finally, the number of cultural properties to be protected has been increased. Besides the State-designated Cultural Properties, the other cultural properties which are worthy to be protected as City-or-Province-designated Cultural Properties can be designated provisionally and protected. The system of registration and maintenance of the buildings and facilities which are not designated as the Modern Cultural Heritages is established. The penalty for damaging and stealing the cultural Properties which are not designated to be protected was strengthened. Even a dead natural monument can be acknowledged as an natural monument and it is limited to make a specimen or stuffing of the dead natural monument. All of these actions are fit to the high level of understanding of the public about the cultural properties and as the result of these actions, the number of cultural properties to be preserved has been increased. To sum up, the directions of revisions of the Protection of Cultural Properties Act and its sub­laws which have been made from Jan. 1999 to Sep. 2001. are the localization of the protection of the cultural properties, the strengthening of protective actions, the relaxation of various regulations and the increasing of the number fo the protected cultural properties. Also, various problems raised in the processes of implementations of the laws have been reviewed and revised.

Comparison of the Paleontological Heritages of South Korea with Those of North Korea: Implications for Potential International Heritages

  • The important PH (paleontological heritages) with scientific, educational and esthetic values designated as natural monuments and protected by legislations of South and North Koreas are herein compared for the first time. On the basis of data (Jan. 2017) provided by the Cultural Heritage Administration of (South) Korea, a total of 457 natural monuments was designated. Of these, geological heritages are 80 in number, which includes 24 (30%) PH. Data (Dec. 2005) of North Korea show that a total of 474 natural monuments was designated. Among these, geological and geographical ones are 154 in number, which includes 22 (14%) PH. Differences between PH of South and North Koreas are regarded to be directly related with geological difference in distribution of the fossil-bearing strata between South and North Koreas. PH of Silurian corals, Devonian plants, Jurassic fishes, Cretaceous dinosaur tracks, birds (so called Korean Archaeopteryx) and pterosaurs, and Pleistocene paleoanthropological fossils appear to be scientifically significant. Together with these North Korean PH, scientific, esthetic, conservational, educational, and economical values of important PH including KCDC (Korean Cretaceous Dinosaur Coast), Jigunsan Shale, and Geumgwangdong Shale of South Korea should be evaluated as potential future candidates for international heritages.

Evaluation of the Bacteriological Safety of the Shellfish-growing Area in Gangjinman, Korea (강진만 패류생산해역의 위생학적 안전성 평가연구)

  • The sanitary quality of a shellfish-growing area in Gangjinman, Korea, was assessed through a bacteriological examination of seawater form January 2007 to December 2009. The range of the geometric mean (GM) and the estimated 90th percentile for most-probable-number (MPN) values for fecal coliforms in samples collected in the designated area were 2.0-2.4 and 6.1-11.5 MPN/100 mL, respectively. Therefore, the bacteriological quality of seawater in the designated area in the Gangjinman area met the National Shellfish Sanitation Program (NSSP, USA) guidelines for approved areas. Also, the sanitary status of shellfish harvested from the designated area met the Korean Shellfish Sanitation Program (KSSP) fecal coliform criterion (<230 MPN/100 g). However, the degree of bacteriological contamination increased rapidly, and water quality exceeded the criteria for approved areas when large amounts of rain fell before the sampling date. Fortunately, fecal pollutants did not affect the bacteriological quality of a buffer zone established between the shoreline and the designated area. These results indicate that the current buffer zone established around the designated area protects the designated area properly.

A Study on the Quantified Point System for Designation of Personal Identity Proofing Service Provider based on Resident Registration Number

  • In this paper, we propose to improve the designation examination criteria of agencies that provide personal identity proofing based on the resident registration number (RRN), a 13-digit number uniquely assigned by the government to identify Korean citizens. In online commerce, etc., the personal identity proofing agency (PIPA) is a place where online users can prove their personal identity by presenting an alternative means instead of their RRN. The designation examination criteria for PIPAs established in 2012 is a revision of the relevant current laws, and there is a problem in applying the designation examination for alternative means of RRN as the current examination standard. Therefore, in this paper, we propose a method to make the current examination criteria applicable to the newly designated examination of the personal identity proofing service provider based on the current RRN alternative method. According to the current designation examination criteria, only those who satisfy all the examination criteria are designated as the PIPA. However, in reality, it is not in line with the purpose of regulatory reform to require that all examination criteria be satisfied. In the proposed method, it is proposed to apply the standard score system for designation of PIPAs, to make the law current, to secure legal compliance, and to establish a new examination standard to provide a new alternative means of personal identity proofing service. By applying the proposed method to the PIPA designation examination, various alternative means of RRN can be utilized in the online commerce service market.

  • This study intends to conduct a thorough research and analysis on the designated temporary residential facilities for the disaster victims in order to bridge the gap between the temporary residential facilities for the disaster victims in country and city, and understand the current status of the designated temporary residential facilities for the disaster victims in rural and urban areas. As a result, the designated temporary residential facilities for the disaster victims in urban areas are bigger and have higher capacity, implying the necessity to designate facilities in rural areas that can accommodate larger number of people. As to the analysis of the representative temporary residential facilities for the disaster victims in rural areas, different regions had different types of designated facilities and the number of facilities also showed big difference depending on regions. So it is believed that local governments should improve the process and system of designating temporary residential facilities for the disaster victims.

  • According to the current Road Traffic Act, the 2020 amendment bill is currently in effect as a system that designates vehicle types for each lane for the purpose of securing road use efficiency and traffic safety. When comparing the number of traffic accident fatalities per 10,000 vehicles in Germany and Korea, the number of traffic accident deaths in Germany is significantly lower than in Korea. The representative case of the German autobahn, which did not impose a speed limit, suggests that Korea's speeding laws are not the only answer to reducing the accident rate. The designated lane system, which is observed in accordance with the keep right principle of the Autobahn Expressway, plays a major role in reducing traffic accidents. Based on this fact, we propose a traffic enforcement system to crack down on vehicles violating the designated lane system and improve the compliance rate. We develop a designated lane enforcement system that recognizes vehicle types using Yolo5, a deep learning object recognition model, recognizes license plates and lanes using OpenCV, and stores the extracted data in the server to determine whether or not laws are violated.Accordingly, it is expected that there will be an effect of reducing the traffic accident rate through the improvement of driver's awareness and compliance rate.

The Effects of the Designated Doctor System on Health Care Utilization of Medical Aid Beneficiaries with Chronic Diseases (선택의료급여기관 제도가 만성질환을 가진 의료급여수급권자의 의료이용에 미치는 영향)

  • Purpose: This study was conducted to examine differences in health care utilization and related costs between before and after the introduction of the designated doctor system, and to find out factors making the differences. Methods: Data were collected from 200 medical aid beneficiaries having one or more chronic diseases, registered in the designated doctor system during the year of 2012, and the relationship between the use of health services and claimed medical expenses was analyzed through paired t-test and multiple regression analysis using the SPSS 18.0 program. Results: There was a decrease in the number of total benefit days and the number of outpatient and medication days, but some cases showed an increase after the designation of medical institution. In general, hospital stay increased after the introduction of the system. However, the number of medical institutions utilized was reduced in most cases after designation. Conversely, medical expenses increased in most cases after the designation of medical institution. Conclusion: These results suggest that a detailed scheme to designate medical institutions should be made in consideration of the seriousness of illness and classification of medical institutions not only for the beneficiaries' enhanced health but for the effective management of medical aid fund.

Recommendations for the Improved Urban Park Policy in Gyeonggi Province through Analyzing Designation and Creation Rationale (경기도 도시공원의 지정.조성 분석을 통한 개선방안 연구)

  • This study aims at providing basic policy materials to build a basis for supplying and creating urban parks balanced across Gyeonggi province and improving the quality of life of residents through, an extensive analysis of all city parks in cities/counties in Gyeonggi province. The study result showed that first, the number of parks is only 40% of the adequate number and, thus, accessibility of Gyeonggi province residents to parks in neighborhoods is significantly low. Second, a proportion of park types in children's park, neighborhood park, urban nature park is 67% : 24% : 2%, which is adequate in Gyeonggi province as a whole. Third, as for the area of parks per resident, the area of designated park is $17.7m^2$/person, which is over three times of legal requirement in urban planning area ($6m^2$/person). However, created park area is only $5.6m^2$/person, which fails to meet the legal requirement. Fourth, when park area of each city was compared, the areas varied significantly across cities. The Gyeonggi provincial government needs to secure funds aggressively and accelerate setting up and expanding facilities at designated parks located within the current urban areas. The findings from this study should be used as important materials when developing supply & demand policies for urban parks in Gyeonggi province. The study implicates that independent park policies and management by each city/county as well as the establishment and management of a comprehensive park policy at a provincial level is significantly important.
