도로건설프로젝트에서의 VE는 도로시설물의 기능을 향상시키고 비용을 절감하기 위한 방법으로 지금까지 널리 활용되고 있다. 그러나, 실제 건설VE 실무에서는 VE Job Plan 중 일부 단계가 생략되거나 형식적으로 수행되는 문제점이 발생되어 VE 수행결과에 대한 신뢰성에 의문이 제기되고 있다. 이는 제조업과 달리 대규모이며 복합공종을 갖는 건설프로젝트의 특성을 반영하지 못하고 있기 때문이다. 건설프로젝트는 대규모 복합공종으로 구성되어 복잡하고 다양한 기능 및 요구성능이 있으며, 시설물이 갖는 기능(Function)과 요구성능(Required Performance)의 일부는 반복적으로 발생하는 특징을 가지고 있다. 이에 본 연구에서는 VE Process의 실효성을 높이기 위하여 품질모델(Quality Model)과 기능분석(Function Analysis)단계에서 이러한 특징을 반영한 개선방향을 제시하고, 수차례 실무 검증을 통하여 적용성 및 효율성을 확인하였다. 이와 더불어 고속도로 VE Job Plan은 고속도로 설계 업무절차에 부합하도록 개선하여 VE 수행효과가 극대화 되도록 제안하였으며, 또한 한국도로공사에서 시행하는 고속도로 대한 VE절차를 "Hi-Value"라 명명하고 실무활용성, 효율성을 확대하고 지속적으로 발전시켜 나아갈 계획이다.

VE의 업무절차 중 준비단계의 주요 목적은 원활한 VE수행을 위하여 관련된 집단의 협력체계 구축과 공동목표 달성을 통하여 분석단계에서 요구되는 충분한 자료를 확보하는데 있다. 그리고 사용자 및 발주자 등 프로젝트 이해당사자들의 요구를 측정하는 데는 주로 품질모델(Quality Model)이 사용되며, 이러한 품질모델은 VE활동 시 대안이 발주자의 요구에 적합한지를 확인할 수 있는 평가척도로 활용된다. 하지만, 현행 준비단계 업무는 단순히 발주자 및 사용자의 요구사항을 확인하는 수준이며, 이를 통해서 대상선정 및 기능분석 단계의 명확한 목표 및 방향제시를 해주지 못하고 있다. 이에 본 연구에서는 사례분석과 전문가 설문조사 및 면담조사를 실시하여 현행 준비단계 업무의 문제점을 분석하고, 각 주체별 요구항목을 정확히 파악하여 새로운 대상선정 모델을 제안하고자 한다.

Recently, construction projects are very complicated and diverse such as high-rise buildings and big bridges, etc. These complicated projects call for a system which can effectively generate productive ideas and activities. Value Engineering (V.E.) activity within construction projects is a necessity for systematic design management and to improve construction ability. This need in the construction industry has required a regular implementation of VE into construction projects. For this reason; America, South Korea, and some other nations have adopted VE applications which control the baseline investments of the construction projects. The process of VE activity is a preferred system and a reasonable alternative. In particular, idea generation within these projects is an important stage in the VE job plan. In this study, VE idea patterns are extracted through best practice analysis from VE cases of road construction projects. Next, we suggest an idea hierarchy model to be used in conjunction with VE idea patterns. This model is supported by reasonable idea generation in VE activity of construction projects. Finally, this model could possibly be the outcome of successful VE results.

The active promotion of construction technology application, aimed at cost reduction, construction time shortening, and performance enhancement during the implementation of Value Engineering (VE) in design, is underway. However, in the process of deriving VE ideas, it is common to simply reuse VE ideas from similar past construction projects, and the application of construction technology is often insufficient. Therefore, in this study, we intend to establish a database linking construction technology information with Building Information Modeling (BIM) models to activate the application of construction technology in the process of deriving VE ideas.

The purpose of this study is to provide the systematic report and analysis about Apartment VE application in Design Phase. In this study, the method of VE application is classified into foure groups-changing materials, changing a method of construction, acceptance of new technology, and use of new device. The facts found in this study can be summarized as follows. Application rate of VE is highest in building circumference parts. The main reason would be that there are many applicable factors according to locations, types of work, etc. Parking lots also show similar results with the same reason. It means there are a lot of possibility to adapt value engineering in these steps during the work. So far application of value engineering has been so limited that just small changes of process or method have been tried. One reason is the lack of challenging and the other is some characteristics of construction work which is very difficult to fix after completion. In the future, it would be more efficient to apply new technology and new device in construction work. Though these attempts have been ignored in Korea so far, there are still lots of possibilities to be developed in value engineering.

기능분석과 아이디어 창조과정수행은 동일한 VE job Plan을 적용하여 제조분야에서 단위 부위 및 요소별로 실시하고 있으며 건설 분야에서는 프로젝트의 프로세스, 규모, 공간, 위치, 단위요소, 요구성능 등 복합적이며 종합적인 기능을 가진 구조물에 적용하고 있다. 이에 따라 기능분석단계와 후속단계인 창조단계와의 비연속성 등의 문제가 있으나 이를 대체할 방법론이 아직 명확히 개발되어 있지 않아 건설에서 적용할 수 있는 고유의 모델 개발이 필요하다. VE워크샵 실무과정에서의 기능분석의 부적절한 적용 및 수행 VE적용의 부적합성을 해결하기 위해서 통합 기능계동도(FI FAST)와 계층적 컨셉모듈(HVECM)을 순차적으로 사용하여 선정된 1, 2차의 기능정의 Champion을 바탕으로 아이디어 창출이 연속적으로 원활하게 진행되도록 하는 모델을 개발하는데 목표를 두고 있다. 이를 위하여 기 수행되었던 사례에 대하여 본 모델에 의한 방법을 적용 ${\cdot}$ 검증함으로써 건설 분야에서 기능분석과 창조과정에서의 통합적이며 특정적인VE적용 가능성에 대하여 제안하고자 한다. 따라서 본 논문은 그 동안 국내에 적용된 VE수행 자료를 동해 기능분석과 아이디어 창조과정에서의 연계성을 검증하고, 기능분석단계에서의 복합기능분석과 HVECM의 활용모델에 대한 적합성 및 신뢰성을 검증, 성공적인 건설VE적용의 수행을 위한 발판이 되고자 한다.

Did these techniques for giving weights so that importance for weight appropriation developed estimation program, and data save of target estimation standard and target estimation standard is possible using straight sit.

최근 국내 VE에 관한 이슈가 대두되고 있으며, 이에 따른 연구가 활발히 진행되고 있다. 하지만 기능분석 및 VE분석절차에 관한 연구에 머물러 있을 뿐이고, 합리적인 제안 채택을 위한 연구는 미흡한 실정이다. 이에 본 연구에서는 특히 발주자의 입장에서 실행단계 업무처리와 VE활성화에 일조할 수 있도록, VE프로세스에서 제안채택 여부를 결정하는 최종단계의 평가 절차와 기준에 관한 체계적인 방안을 제인하고자 한다. 우선, 국내외 문헌고찰 및 설문조사를 통하여 문제점을 파악하고 개선방향을 도출한다. 이어서 제안채택 여부 결정을 위한 세부절차를 설정하고 표준평가쉬트를 제안하였다. 마지막으로, 본 논문은 프로젝트의 성격에 따라 발주자 측에서 적절히 조정하여 적용한다면 VE관리업무에 효율적으로 활용될 수 있을 것으로 기대된다.
