Medical demand has been increased explosively since health insurance was introduced in 1977. Person has taken a growing interest in increase of medical service supply while that period. We must understand the legal aspects of medical quality management. There have been many legislative efforts for securing the right of patient. Patient's legal right is secured through the declaration of patient's right and all hospital person deal with patients according to the standard and criterion of the declaration of patient's right. The patient's right is set up on a basis of the right to live and the expectation right of patient. It is important to prevent medical accidents because the right of patient's health is violated by medical accident. We must manage well the medical quality to prevent the medical accident. The effort to escalate the medical quality is the best method to decrease the medical dispute. Nowadays a person take a growing interest medical quality. Our government make an effort to secure the medical quality through the legal system to be contained health organization evaluation system.
This study compares the functions of the Learning Management Systems (LMS) in three widely used Edu-Tech platforms, that support students' individualized learning by using the learning characteristics of the students. The rapid advances in artificial intelligence (AI) are broadening their impacts in the education industry, and play a broad role in supporting student learning. In many countries, online classes have become a norm due to the COVID-19 crisis, and the demand for Edu-Tech in classes has increased rapidly. As a result, many countries, including South Korea, are now preparing and implementing various policy measures to adopt Edu-Tech in the class setting. Therefore, in this study, we analyze and compare the structures and characteristics of the three widely used Edu-Tech platforms that support individualized mathematics learning. In particular, we compare the LMSs of the three platforms by considering the elements such as learning design, learning management, learner analysis, learning result analysis, and student management functions. The results of this study give implications in the future directions to take on how to build Edu-Tech platform models that promote students' individualized mathematics learning in public education.

Development of social overhead capital (SOC) requires huge national finance, and performance issues such as cost-efficiency, safety, and environment have been constantly raised. However, currently each construction client has limited access to its own projects' performance without analytic methodology for industry-level comparisons and benchmarking for improvement. To overcome this problem, this study proposes a comprehensive performance analysis framework for post-evaluation of large-scale construction projects. To this end, this study performed a case study of advanced countries (the U.S., the U.K. and Japan) and consultation with related experts to develop a tailored performance analysis framework for the Post- Construction Evaluation and Management system in Korea. The developed framework covers three categories (project performance, project efficiency, and ripple effect), nine areas (cost, schedule, change, safety, quality, demand, benefit-cost ratio, civil complaint, and defect), and 31 detailed metrics. Using industry-level project performance database and statistical techniques, the proposed framework can be used not only to diagnose excellent and unsatisfactory performance areas for completed construction projects, but also to provide reference data for future similar projects. This study can contribute to the improvement of clients' performance management practices and effectiveness of construction projects.

The aviation industry has continued to grow despite the influence of external environmental factors such as SARS and MERS. However, this growth has led to a sharp decrease in air traffic and a crisis of flight suspension due to the collapse of the global value chain and the decline of the world economy as the World Health Organization (WHO) declared a COVID-19 pandemic. Due to the decrease in the number of international flights, aviation workers such as pilots and cabin crew were exposed to high psychological stress and fatigue, such as large-scale layoffs, job instability, decrease in income, and increased risk of infection during. Recently, the international community has eased immigration restrictions through quarantine activities, and airlines are taking a step further to recover existing air demand. However, during the crisis period, a significant number of professional workers have been turned off or fired, and the physical and mental fatigue of those who can perform their duties is increasing. Therefore, this paper intends to examine the direction of policy improvement and the identification of problems in aviation safety and fatigue management after the pandemic.
Background: From January 2018, a policy was applied to differentially apply the co-payment for medical expenses of 15,000 won or more from 30% to 10%-30% for each medical fee. This policy lowers the burden on the medical use of the elderly, and it is necessary to analyze the effect of the policy by confirming changes in medical use and supply behavior after 2 years. Methods: The National Health Insurance Service's national medical use database was used. As for the analysis method, first, the medical use and medical supply behavior change over the age of 65 years were confirmed, and second, in order to check the net effect of the policy, the 66-year-old as the experimental group and the 63-year-old as the control group were selected as the control group. The propensity score matching was performed using the variables of age, living alone, income quartile, residence, disability, chronic disease, and co-morbid disease scores, and then it was analyzed using the difference in difference analysis method. Results: The share of the number of treatments under 15,000 won decreased from 37.0% in 2017 to 20.2% in 2018, while the share of the number of treatments under 15,001-20,000 won increased from 8.0% to 22.7%. It was confirmed that the reason for the increase in the cost of treatment per treatment was the result of the increase in the amount of physical therapy and examination. As a result of the policy effect, the burden of co-payment per person was reduced, and as a result, the number of hospital visits per person and the total medical cost per person increased. Conclusion: The self-pay rate differential policy reduced the burden of medical expenses for the elderly and confirmed the increase in medical use. However, the interpretation of the increase in medical use was not able to distinguish whether the unsatisfactory medical care was satisfied or the inducement demand. Efficient allocation of resources is a more important point in the future when the super-aged society is in front. It is necessary to prepare a plan to induce rational medical use within a range that does not impair the medical accessibility of the elderly.

This study aimed to make the leisure activation policy plan on married immigrant women for social integration of multicultural families as a social problem. For that, this study selected total 25 professional experts who can suggest leisure activation policy plans on married immigrant women with convenience quota sampling, and, they were chiefs and instructors in multicultural family support centers, professors of social welfare and leisure, and married immigrant women who had passed Test of Proficiency in Korean and been doing leisure activities. As the results, there were classified into 6 main category like established policy direction, engage, awareness, and program improvement, operations and facility improvements, administrative support, 13 middle categories, and 37 small categories. Through above process, this study suggested 6 steps of policy plan: 1st, making systematic policy direction on the base of married immigrant women's real demand, 2nd, making administrative·institutional support system for effective policy enhancement, 3rd, improving recognitions on immigrant women's leisure activity from surrounders, 4th, improving programs by efficient management and qualitative diversification, 5th, improving management of concerned facilities, and 6th, attracting participations of married immigrant women through economical support·connection and child care service.
State Ownership of Excavated Cultural Heritage System was originated from the legislations concerning cultural objects during the Japanese colonial period (1910~1945) and was succeeded by the present Buried Cultural Properties Act enacted in 2011. Despite the importance of the system that completes the outcomes of excavations and determines the state-owned cultural properties, the foundation of national heritage, it has been limitedly regarded as administrative area and neglected by the academic scholars or policy researchers. Recently the traditional culture has drawn increasing domestic interest and awareness that the cultural heritage contributes to building cultural identity and vitalizing tourism has led to increasing the demand of a local government's role in management of the state-designated cultural heritage and even fighting for hegemony in securing the cultural objects between the central and local governments. Despite the continuing efforts for improving the selection process of cultural heritage and its management institution, establishment of an advanced objective system has been requested. This paper is intended to suggest the policy direction through demonstrating the problem and assignment caused in the process of implementing the Buried Cultural Properties Act and reviews the State Ownership of Excavated Cultural Heritage System from the legal point of view accordingly. First, I suggest improving the selection process of the state-owned cultural properties. Even though current law states that Administrator of Cultural Heritage Administration reviews the research reports and selects the possible candidates for the state-owned cultural properties almost all the cultural objects listed on the reports are practically selected. In this regard, two possible resolutions can be made; newly establishing a separate process for selecting the state-owned cultural properties after publishing the report or adding the selection process of the state-owned cultural properties during the heritage selection meeting. Either way should contribute to strengthening the impartiality and objectivity of the policy. My second suggestion is improving the operating system of the heritage selection meeting in which the cultural properties to be listed on the reports are determined. Given the present extensive assessment criteria, there is much room for certain experts' subjective opinions. Therefore, in order to enhance the fairness and credibility of the heritage selection meeting, specifying the assessment criteria and advance review of the expert list are necessary. Third, this paper suggests increasing the local government's role in management of the state-owned cultural heritage and diversifying the heritage management institution. Development of a local self-governing system has led to the increased demand for delegating the authority of the state-owned heritage management to the local governments. Along with this, the gradual improvements of public museum management raises the need for expanding the cultural benefits through increasing the local government's role in management of the state-owned heritage. Considering the fact that overall majority of the art collections housed at national or public museums is owned by the central government, developing a variety of heritage contents and vitalizing the heritage tourism are crucial. The true meaning and value of the state-owned cultural heritage hidden at the storage of a museum can be found when they are shared together with the public.
Background: The purpose of this study is to examine the characteristics of and factors associated with long-term care (LTC) utilization under public long-term care insurance (LTCI) among end-of-life older adults in Korea. Methods: Using a 5% sample of older people aged 65 or older and their health and LTC insurance data, two-part model analyses were conducted. We compared LTC uses and their determinants during the last year of life among decedents in the year 2010 with those of survivors. We also compared the medical uses of the same sample with their LTC uses. Results: The end-of-life elderly were more likely to use LTC, and their expenditure on LTC was higher than their counterparts. Whether or not older people used LTC during their last year of life was significantly affected by age, sex, health insurance, household income, and living alone; however, LTC costs of the decedents were only affected by functional status, which may have been due to the reimbursement scheme of the current LTCI, which is mainly based on functional dependency level. For the survivors, having chronic diseases significantly increased the likelihood of LTC use, which was not the case for the decedents. End-of-life elderly with relatively low social economic status were more likely to use the LTC other than medical services, while the health conditions affected their medical uses most significantly. Conclusion: The study findings provide key information for predicting demand related to the increasing LTC needs of Korean older people at the end of life.
According to rapid increase of the population of senior citizens, there has been growing concern of Long-Tenn Care(LTC) services recently. Long-Tenn Care services, however, haven't been established systematically in Korea and the supply of LTC services is not sufficient despite the increase in the current social demand. This study aims to estimate the 'Willingness to Pay(WTP)' for LTC insurance which the government plans to introduce by means of social insurance, using Contingent Valuation Method(CYM). In addition, this study analyzes the factors affecting WTP for LTC insurance. An interview survey was carried out to derive WTP for LTC from 450 people who lived in Seoul aged 20 and above during the period from 16th to 21st of June 2003. Double-Bounded Dichotomous Choice Method was applied among several CVMs available to estimate both use value and no-use value of goods. There was pilot survey carried out prior to the main survey. The results show that the average monthly. WTP for LTC provided in home and residential setting is 18,192Won and 19,293Won, respectively. In the case of home care, WTP goes higher depending on reliability of LTC insurance policy and need for LTC insurance, as well as marital status, education and average monthly income. On the contrary, WTP is conversely affected by higher age and higher bids. In the case of institutional care, the factors affecting WTP are similar to those of home care, except age. This study followed NOAA's suggestions generally and the value derived through survey could be reliable. However, there can be the least bias in the process of survey because the CVM should be used under the supposed circumstances. Despite those limitations, it can be concluded that the amount the citizens are willing to pay for LTC is high enough to meet the costs needed to provide LTC.

Background: This study aims to measure regional healthcare differences in Korea, and define relatively underserved areas. Methods: We employed position value for relative comparison index (PARC) to measure the healthcare status of 250 areas using 137 indicators in five following domains: healthcare demand, supply, accessibility, service utilization, and outcome. We performed a sensitivity analysis using t-SNE (t-distributed stochastic neighboring embedding). Results: Based on PARC values, 83 areas were defined as relatively underserved areas, 49 of which were categorized as moderate and 34 as severe. The provincial regions with the most underserved areas were Gyeongbuk (16 areas), Gangwon (13), Jeonnam (13), and Gyeongnam (12). Conclusion: This study suggests a relative comparison approach to define relatively underserved areas in healthcare. Further studies incorporating various perspectives and methods are required for policy implications.
