A System Dynamics Model for Analyzing the Effect of Housing Supply Policies (주택공급전략 타당성 검토를 위한 시스템다내믹스 모델 개발)

  • Establishing housing supply strategies in Korean housing market is a crucial issue due to contradictory but concurrent two problems in market; one is the unstable working-class residential and the other is the high vacancy rate by the low-level of sales rate. Although government has been continuously implementing various supply policies in an attempt to evenly distribute houses as well as to keep supply and demand in balance, it is difficult to satisfy all of stakeholders, such as housing consumers, housing owners and housing suppliers. This paper, therefore, applies a system dynamics methodology and offers a dynamic and integrated model encompassing for-profit behaviors of each market participants. The proposed model simulates the future trends of house prices, the balances between supply and demand, construction companies earnings and vacancy rate when applying various housing supply scenarios. From the simulation result, recent governmental small-size rental housing supplies in bulks should utilize private construction companies to stabilize housing distribution rate and private supply system as well as the supply and demand are well balanced.

  • This study evaluated the economic feasibility for the Oriental Medicine Hospital is established in W-city. To analyze the demand and supply of Oriental Medicine Hospital status and population trends were analyzed inthe hospital service area. As a result, the Service Area of the demand for Oriental Medicine were met by the S-Oriental Hospital. Thus, On the demand side to assess the adequacy of Oriental Hospital established does not make sense. So, Oriental Hospital of 50 beds and 70 beds, separated by the economic feasibility was evaluated. As a result, the Oriental Hospital opened was found to be not economically feasible.

  • Recently, the roll of bus transit is critical more than before because of the dramatical increase in congestions and oil prices, but bus companies seriously encounter into vicious circle situation such as decrease in passenger demand, income reduction, and revenue deterioration. To tackle this, major metropolitan cities, Seoul, Busan, DaeGu, etc. have introduced a semi-public system to reinforce public function of bus. However, it was resulted in side effects that the main board of bus company did not control theirselves voluntarily, and the management and control of public sectors on bus become very important elements. In this research, the types, limitations, and development of operation-management items, and a methodology for analysis, and changes in those trends are addressed under semi-public system using APTS data. Conclusively, this study could be one of the useful application results and alternatives for the operation-management policy of bus transit-related agencies.

A Study of Securing various Financial Resources for the Financial Stability of the Private Colleges (대학의 재정 안정화를 위한 재정확보에 관한 연구)

  • The private college education plays a crucial role both in training and supplying manpower needed for national economic growth and in increasing employability and personal labor earnings of individual workers. In oder for private college education to effectively respond to the rapid changes in industrial and occupational structures, it is necessary to secure appropriate level of investment funds and manage them efficiently. For this, it is required to discuss the structure, magnitude and management mechanism of the current private college education finance, changes in future demand for private college education and resultant changes in budget estimates, and new financial resources and allocation schemes. This study attempted to analyze current status and problems of private college education finance in Korea and, based on this analysis, to suggest future policy directions to improve private college education finance system. In order to make the private college education system in Korea competent and competitive enough to survive in international market, it is prerequisite to provide enough budget for the private college education and to manage the private college education finance in more efficient ways. First, for securing the adequacy and stability of investment budget for the private college education, it is recommended to 1) increase the government budget and put emphasis on the private college education; 2) diversify financial resources and induce financial contribution from private sector such as school juridical persons and enterprises. Second, for higher efficiency of financial management, it is recommended 1) make valid allocation standards and mechanism; 2) introduce competition system; 3) develop and utilize evaluation mechanism for the private college education finance to check adequacy, efficiency, accountability, and effectiveness; 4) apply consumer-oriented financial management scheme. In addition to the above policy measures, it is necessary to 1) make scientific forecasts of industrial and occupational structures periodically and apply these analyses to medium & long-term the private college education planning; and 2) redesign budget accounting system and develop the private college education performance indicators for the evaluation of accountability of the private college education institutions and administration institutes.

  • The basic goal of urban safety is to support citizens' quality of life and city competitiveness, and its importance is increasing. Since the risk of disasters is growing, there is a growing demand from society for minimizing the damage by preventing and responding to them in advance. In case of urban governments, securing safety emerges as one of the most important policy tasks due to natural disasters such as heavy rain and heavy snow and human disasters such as various accidents. Recently, it is emphasized the necessity to increase the prevention effect through disaster analysis using Big Data. This study examined paradigm change of disaster safety management using big data centering on Seoul city. In particular, the study tried case analysis from the viewpoint of maximizing effective government services for disaster safety management, and sought the strategic meaning in connection with the ordinance.

A Study on the Relationship Between the Locational Characteristics of Oriental Medicine Hospitals and the Number of Patients (한방병원의 입지특성과 내원환자 규모 간의 관계에 관한 연구)

  • The purpose of this study was to analyze the relationship between the locational characteristics of areas surrounding oriental medicine hospitals and the number of patients who visited study hospitals. Administrative data collected from the annual report of 5 ward offices in Daejeon used to assess the geographical attributes. Two oriental medicine hospitals operated in Daejeon provided data for the number of inpatient and outpatient. Number of patients who visited study hospitals was calculated in each Dong which is the smallest administrative district. The geographical attributes of Daejeon were evaluated by the demographic and economic factors which were assumed to influence the health care demand. Each criterion was measured from each Dong. Weights of factors was calculated by Analytic Hierarchy Process (AHP) method. Evaluation scores which representing the geographical attributes of Dong was computed by multiplying the eight factors and weights. Results showed positive correlation coefficients between the evaluation scores of Dong and the number of patients. One hospital which was more closely located to areas with high evaluation scores had higher number of patients than that of the other hospital. Buffering analysis with varying size support the analysis results. This finding proposed the importance of location for the management of oriental medicine hospitals in a metropolitan city. Applying study model to other cities will enhance the validity of study results.

Priority Analysis for Agricultural Water Governance Components by Using Analytic Network Process(ANP) (ANP 기법 활용 농업용수 거버넌스 구성요인 우선순위 분석)

  • Recently, worldwide to respond to climate change and secure sustainability. Korea aimed to increase water use efficiency by implementing integrated management according to the water management unification policy. Therefore, the necessity of establishing and operating governance is expanding to ensure the sustainability of agricultural water. In this study aims to evaluate the importance of agricultural water governance components and provide essential data for the participation of stakeholders in the efficient use of agricultural water in Korea. For this study, a total of 19 respondents to the ANP survey for this study were composed of experts in agricultural water and governance in Korea. As a result, the ranking for the main components was in the order of law, policy, and systems(0.222), core subjects(0.191), information sharing and communication(0.180), budget support(0.178), mutual learning(0.124), and external experts(0.105). The most important components for the operation of agricultural water governance are laws, policies, and systems. Since Korea's agricultural water management is a public management system, national standards are considered the first priority. This study, which is the purpose of the agricultural water governance model, evaluated the importance of the constituent components for participating in demand management with a sense of responsibility. Moreover, if agricultural water governance is expanded nationwide by reflecting agricultural and water resource policies in the future, it is believed that positive effects can be achieved in increasing utilization efficiency and securing sustainability through agricultural water saving.

A Quantitative Model for Supplier-Buyer's Profit Sharing and Pricing Policies Based on Supply Chain Partnerships (공급사슬 파트너십 하에서 공급자-구매자 이익공유와 가격결정 정책에 대한 계량 모형)

  • Supply chain management (SCM) has been regarded as one of the most critical issues in the current business environment. Moreover, supply chain partnerships between suppliers and buyers in SCM have had a significant impact on supply chain performance. In this paper, we conduct a quantitative analysis for supplier-buyer's profit sharing and pricing policies based on supply chain partnerships. For this purpose, we assume that a two echelon supply chain with a single supplier and a single buyer is given and the buyer faces deterministic demand which is not only a function of buyer's selling price, but also strictly decreasing, concave, and twice differentiable function. Then we will prove the following. Firstly, without supply chain partnerships, there exist supplier and buyer's selling prices per unit such that their total profits are maximized, under the assumption that buyer's order quantity is exactly equal to the demand buyer faced. Secondly, buyer's selling price per unit which maximizes supply chain's total profit with supply chain partnerships is lower than buyer's selling price per unit which maximizes buyer's total profit without supply chain partnerships. Thirdly, given supplier's selling price per unit. buyer's total profit without supply chain part nerships is greater than that with supply chain partnerships, whereas the opposite case happens for supplier's total profit. Finally, there exists supplier's selling price per unit which makes the maximum total profits for both supplier and buyer with supply chain partnerships greater than those obtained for any given supplier's selling price per unit without supply chain partnerships.

Cooperation Case between Railway Specialized Authorities and Local Government in LRT Project (경전철사업에서의 철도전문기관과 지자체 간의 협력사례)

  • The railway industry has well developed with Korea's economic growth as follows - Industrial railway's electrification in 1973, Seoul subway opening in 1974, Busan subway opening in 1985, High speed railway opening in 2004. But LRT as city transportation means has been faced with many difficulties. Looking at the LRT projects implemented until now, there are some issues like the transportation demand, the quality & safety of RS and facilities, the poor management of inhabitant complaints and the failure to maintain policy coherence. They have caused not only the project schedule to extend but also the project costs to increase, even to obstruct the project progress itself in some cases. These risk factors become the obstacle of LRT project's success, but it is said that more basic problem is the lack of risk management capability of competent authorities in railway business. Under these circumstance, Railway specialized Authorities and Local government have cooperated to identify various risk factors and to prepare the measures in advance, so we try to introduce this cooperation case, which will help other local government as an useful reference.

An improved Ordering and Recovery Policy for Reusable Items (재활용품 제고시스템에 대한 주문 및 재생정책의 개선방안)

  • This paper studies a joint EOQ and EPQ model in which a stationary demand can be satisfied by recycled products as well as newly purchased products. The model assumes that a fixed quantity of the used products are collected from customers and later recovered for reuse. The recovered products are regarded as perfectly new ones. We also assume that the number of orders for newly purchasing items and the number of recovery setups in a cycle can be mutually independent integers. Under these assumptions, we develop an optimization model obtaining the economic order quantity for newly procured products, the optimal lot size for the recovery process, and the sequence of the orders and the setups, simultaneously. And then a simple solution procedure to find a local optimal control parameter set is proposed. To validate the model and the solution procedure, finally, some computational experiments are presented.
