Purpose: The aim of this study was to demonstrate that non-participation of physical therapists on the political decision-making committee results in invasion of their interests. Methods: To demonstrate the effects, we analyzed the change of medical insurance score decided by the Health Insurance Policy Deliberation Committee between 2001 and 2012 years, focusing on medical examination as the interest of the participation group and physical therapy cost as interest of the non-participation group. Results: Total medical insurance cost increased by 23.72%, on average. Medical examination cost increased by 23.90% and 37.66% in medical examination for new and established patients, respectively. However, physical therapy cost was reduced by 5.01%. The medical examination cost for physical therapy without medical checkup increased by 2.62%. Conclusion: This study shows that the physical therapy cost, related on the interest of the non-participative group in the Health Insurance Policy Deliberation Committee, rather decreased while the total medical insurance cost increased. These findings demonstrate the invasion of the non-participative group on the Health Insurance Policy Deliberation Committee. Thus, aggressive participation in political decision-making committee is necessary in order to protect and increase rights and interests of Korean physical therapists.
The purpose of this study is to identify the problems of the currently used 3D spatial information utilization system to realize a more accurate landscape and to establish a user-oriented environment to improve the utilization plan for future landscape evaluation. As citizens' interest in urban landscapes with strong public characteristics increases and the speed of urban development also increases, more suitable simulation methods for landscape management are required. Nevertheless, there are many cases of inconvenient correction according to development changes along with many errors in various steps for creating landscape simulation. Therefore, in performing landscape deliberation according to development, it is necessary to create more accurate and efficient landscape simulation, and if changes occur after the initial deliberation, a process that can quickly and conveniently correct and supplement data is needed. In addition, it is necessary to create landscape simulation so that the created modeling source can be used by being compatible with other application programs. In this study, a method of constructing a more accurate and efficient simulation at the time of initial deliberation and a method of creating a landscape simulation model for rapid response to a plan that is changed at the time of re-deliberation are described.

This study focuses on the emergence of collective intelligence and its impact on the democracy in the information era. Scholars have posed very different-optimistic and pessimistic-views on the possibility of collective knowledge produced by the public. Focusing on the cases of a free online encylopedia known as wikipedia and 2008 Candlelight Demonstration against the imports of US beef in Korea, this paper analyzes the mechanism of collective intelligence and its political implications on the democracy. Specifically, this article approaches changes in new knowledge paradigm with two different variables: the degree of connectivity and the quality of deliberation. Applying two different sets of variables helps us to distinguish the possibilities of collective intelligence and anti-intelligence, which would suggest social and political implications for the democracy in a country. This study finds a critical difference in terms of the quality of deliberation, measured by the indicators such as diversity, independence, and integration mechanism for online deliberation.
Background : This study was conducted to investigate the current situation of medical supply purchasing and stock management at general hospitals having more than 150 beds in Korea and to find methods of effective purchasing and optimal stock management. Methods : Survey was done from staff at the purchasing departments of 229 general hospitals throughout Korea. Data collection was done using a structured questionnaire between January 3 to March 15, 2001. The survey form was returned from 88 hospitals (rate of return: 38.4%). Results : Firstly, 13.6% of the hospitals did not carry the optimal stock of medical supplies, the lead time optimal stock was 3 weeks or longer in 64.4% of the hospitals. Secondly, since 69.8% of the hospitals showed passive attitude toward training on purchasing management and stock management techniques. Thirdly, as for the question on the presence or absence of a deliberation committee for purchasing of new medical supplies, 60% of the hospitals with less than 300 beds did not have one, and 9.4% of the hospitals opened the deliberation committee less than twice a year. Conclusion : At the time of purchasing new medical supplies, purchasing should be done according to the decision by the deliberation committee so that no deduction is made at the time of claiming insurance, and by setting a certain period of time, purchasing of those medical supplies that were not purchased during this period needs to be done according to the decision by the deliberation committee.
The film has far-reaching power than any other media. For this reason, a censorship has existed in some way but censorship is like a double-edged sword. If KMRB stood in front of a desire to preserve the morals of society and youth protection, creativity of artists must be shaken. On the contrary if free will is emphasized, social chaos will be increase. Thus most countries made various censorship systems in order to overcome this contradiction. In recent years, mainly on the issue of censorship and the rating is a tendency to transfer to the voluntary deliberation agency. However, this issue is still dealing with this problem at KMRB in Korea. Then KMRB mistakes itself as the guardian of situation ethics and morality. Recently various problems appeared in the film rating system. KMRB should be devolved on the voluntary deliberation agency in order to solve the problem. therefore this study The study will be to review the need for voluntary veliberation agency.
This study attempts to identify the problems in applying the deliberative polling method within the Korean cultural context. The deliberative polling method uses information distribution and group discussion to encourage the poll participants to be informed on and deliberate the issues, so that they may express their elaborate informed opinions when surveyed after discussion. One of the criticisms is that having all the poll participants assemble in one location may result in lower level of poll participation and accordingly a less representative sample. Also, the assumption that group discussion will bring about deliberation has not been tested. Some research suggests that in certain Asian cultures, group discussion is not widely used for conflict resolution or consensus building. Thus this study proposes that the mere utilization of a group discussion method does not necessarily imply that the participants have actually deliberated the issues. A telephone survey of one thousand Koreans over the age of 20 was conducted. The survey results show that group discussion is not a common way to discuss controversial issues in Korea, and would contribute to a low participation rate. It is the conclusion of this study that alternative deliberation methods need to be developed.

This study examined the curriculum deliberation in the home economics historical literature of United State. Out of 13 literature, 9 were carried by academic federation or association and 4 were carried by individual authors. Starting from Catharine Beacher's Treatise on Domestic Economy to NASAFACS's National Standards for Family and Consumer Standards, the background of each document was introduced, curriculum contents organization was examined, and its implication was discussed. The results showed that home economics curriculum has been suggested being organised around key concepts in typical home economics areas throughout the history until the practical problem-focused curriculum organization based on critical science suggested by Majorie M. Brown in 1978. Regardless of the patterns of organization of curriculum contents, home economics pursue the common mission and aims of home economics. Another finding was that curriculum deliberation on the integration of curriculum contents was sought throughout the history.
