A Sensitivity Risk Analysis for Additional Truck Turnaround Time (ATTT) by Container Inspection Stations Derived from C-TPAT and CSI.

  • After World Trade Center's Terror in 2001 and promulgating Maritime Transportation Security Act (MTSA, 2002) and Security and Accountability For Every Port Act (SAFE Port Act, 2006) in the United States, most of the attention on security of international transportation including marine carrier and facility has focused increasingly. Inspection stations in foreign seaport terminal including Busan, South Korea, have been installed by Container Security Initiative (CSI) and Customs Trade Partnership against Terrorism (C-TPAT). The inspection station, however, may directly and indirectly affect delay of truck turnaround time in the seaport, especially high and severe level of security. This paper was analysed a risk for the additional average delay of truck turnaround time incurring by the inspection station under the all level of security, C-TPAT and CSI. As a result of this risk analysis, the higher weighted inspection time based on raising security level, the less number of trucks to be inspected, which will derive high delay in the inspection station.

Quantification of Schedule Delay Risk of Rain via Text Mining of a Construction Log (공사일지의 텍스트 마이닝을 통한 우천 공기지연 리스크 정량화)

  • Schedule delays present a major risk factor, as they can adversely affect construction projects, such as through increasing construction costs, claims from a client, and/or a decrease in construction quality due to trims to stages to catch up on lost time. Risk management has been conducted according to the importance and priority of schedule delay risk, but quantification of risk on the depth of schedule delay tends to be inadequate due to limitations in data collection. Therefore, this research used the BERT (Bidirectional Encoder Representations from Transformers) language model to convert the contents of aconstruction log, which comprised unstructured data, into WBS (Work Breakdown Structure)-based structured data, and to form a model of classification and quantification of risk. A process was applied to eight highway construction sites, and 75 cases of rain schedule delay risk were obtained from 8 out of 39 detailed work kinds. Through a K-S test, a significant probability distribution was derived for fourkinds of work, and the risk impact was compared. The process presented in this study can be used to derive various schedule delay risks in construction projects and to quantify their depth.

Effects of evacuation delay time and fire growth curve on quantitative risk for railway tunnel fire (철도터널 화재 시 피난개시시간지연 및 화재성장곡선이 정량적 위험도에 미치는 영향)

  • A quantitative risk assessment has been introduced to quantitatively evaluate fire risk as a means of performance based fire protection design in the design of railway tunnel disaster prevention facilities. However, there are insufficient studies to examine the effect of various risk factors on the risk. Therefore, in this study, the risk assessment was conducted on the model tunnel in order to examine the effects of the evacuation start time delay and the fire growth curve on the quantitative risk assessment. As a result of the analysis of the scenario, the fatalities occurred mainly when escapes in the same direction as the direction of the fire smoke movement. In addition, after the FED exceeded 0.3, the maximum fatalities occurred within 10 minutes. In the range of relatively low risk, distance between cross passages, evacuation delay time and fire growth curve were found to affect the risk, but they were found to have little effect on the condition that the risk reached the limit. Especially, in this study, it was evaluated that the evacuation delay time reduction, fire intensity and duration reduction effect were not observed when the distance between cross passages was more than 1500 m.

The Effects of Clothing Benefits on Delay of Decision Making and Shopping Information in Internet Shopping (의복추구혜택에 따른 인터넷 구매결정 연기와 쇼핑정보이용에 관한 연구)

  • The purpose of this study was 1) to identify the reasons for delay of decision making and the shopping information in internet shopping, 2) to classify consumers based on the clothing benefits, 3) and to examine the differences among consumer groups in the reasons for delay of decision making and the shopping information. The data were collected from a sample of 500 internet shopper aged from 20 to 40. This study used factor analysis, multiple regression analysis, Pearson's correlation analysis, cluster analysis and ANOVA. The results showed that the reasons for delay of decision making consisted of eight factors: Performance risk, Comparison shopping, Economic shopping, Social risk, Uncertainty, Expecting of market change, Product unsatisfaction, Passive shopping. The shopping information consisted of three factors: Product variety, Product information, Additional information. Five factors of clothing benefits were Economy, Figure compensation, Social position, Individuality, and Comfort. The respondents were classified into four groups by five factors of clothing benefits; Individuality seeking group, Low-benefits seeking group, Economy seeking group, Figure compensation/comfort seeking group. There were significant differences among groups in the reasons for delay of decision making and the shopping information among groups. Therefore, marketers need to provide different shopping information for delay closure by target groups.

  • Motor delay, when present, is usually the first concern brought by the parents of children with developmental delay. Cerebral palsy that is the most common motor delay, is a nonspecific, descriptive term pertaining to disordered motor function that is evident in early infancy and is characterized by changes in muscle tone, muscle weakness, involuntary movements, ataxia, or a combination of these abnormalities. A wide range of causative disorders and risk factors have been identified for cerebral palsy, and broadly classified into 5 groups; perinatal brain injury, brain injury related to prematurity, developmental abnormalities, prenatal risk factors, and postnatal brain injury. Delay in attaining developmental milestones is the most distinctive presenting complaint in children with cerebral palsy. A detailed history and thorough physical and neurologic examinations are crucial in the diagnostic process. The clinician should be cautious about diagnostic pronouncement unless the findings are unequivocal. Several serial examinations and history review are necessary. All children with cerebral palsy should undergo a neuroimaging study, preferably MRI, because an abnormality is documented on head MRI(89%) and CT(77%). The high incidence rates for mental retardation, epilepsy, ophthalmologic defects, speech and language disorders and hearing impairment make it imperative that all children with cerebral palsy be screened for mental retardation, ophthalmologic and hearing impairments, and speech and language disorders; nutrition, growth, and swallowing also should be closely monitored.

A Study on the Application of PPLT(Protected/Permitted Left-Turn) Considering the Traffic Characteristics of PLT/PPLT (보호좌회전과 보호/비보호 겸용 좌회전 통행특성 차이를 고려한 보호/비보호 겸용 좌회전 적용방안에 관한 연구)

  • The application of PPLT is difficult to analyze and judge only from the effects of the delay time. In this study, the application of PPLT was proposed using not only the delay time of PLT and PPLT due to the change in traffic volume and the number of opposite straight lanes but also the traffic volume of passing a left turn and the number of conflict risks as indicators. According to the analysis, the more left-turn traffic than capacity and the less opposite-straight volume, the greater the PPLT effect. On the other hand, if the left-turn traffic is below capacity, the delay time will be reduced partially, but the overall passing left turn volume will not increase, and the conflict risk will increase. In addition, the conflict risk increases in the third lane or higher. Moreover, the difference of passing left-turn volume between PLT and PPLT showed a pattern similar to the delay time difference, and the PPLT coverage was wider than the difference in delay time and was associated more with the conflict risk numbers. Therefore, it would be reasonable to use passing left-turn traffic primarily, consider the delay time below the left-turn capacity, and consider the conflicting risk numbers simultaneously at or above the opposite straight three lanes.

Risk Factors Influencing the Delays on the Remodeling Construction Works - Focused on Office Building Projects - (리모델링 공사의 공기지연을 야기하는 리스크 요인 - 오피스 건축물을 중심으로 -)

  • There have been frequent reports of schedule delays due to various risks of remodeling projects, which are different from new construction. Therefore, this study was carried out to analyze the risk factors inherent in the remodeling project and the likelihood of schedule delay occurrence in the remodeling construction work. To analyze the relationship between the risk factors and the likelihood of schedule delays of remodeling projects, (1) a prototype of the office building remodeling work was developed through the analysis of existing case and literature, (2) a questionnaire survey was conducted on 29 construction managers who have been or are currently conducting remodeling projects, and (3) after evaluating the reliability of the collected questionnaire results, the relationship between the two elements, which denotes (i) likelihood of schedule delays per each work, (ii) importance of risk factors, and (iii) risk factors affecting schedule delay in remodeling work, was suggested. Using the results of this study, it is expected to develop a plan for preventing the schedule delay of the office building remodeling work through control the risk factors that may cause schedule delays.

  • The purpose of this paper was to explore delay avoiding measures and strategies. The paper was based on previous work of authors on finding delay causes. Firstly, the paper has discussed about delay avoidance measures prescribed by the previous work. As the previous study identified five main causes of construction delays, various measures and strategies to overcome those delay problems have been discussed in sequence in the last sections. Major delay prevention strategies are: involving stakeholders in the project decisions, outreach program, realistic time and resource estimation, try to adjust the triple constraints of time, cost and scope, ensure fair and complete disclosure of information at an early stage of the construction project, contractor, itself should inquire about patent design errors prior to submitting its bid, owner should include in its contract with the consultant an indemnity (protection) clause etc.

Preliminary Report of Validity for the Infant Comprehensive Evaluation for Neurodevelopmental Delay, a Newly Developed Inventory for Children Aged 12 to 71 Months

  • Objectives: Early detection of developmental issues in infants and necessary intervention are important. To identify the comorbid conditions, a comprehensive evaluation is required. The study's objectives were to 1) generate scale items by identifying and eliciting concepts relevant to young children (12-71 months) with developmental delays, 2) develop a comprehensive screening tool for developmental delay and comorbid conditions, and 3) assess the tool's validity and cut-off. Methods: Multidisciplinary experts devised the "Infant Comprehensive Evaluation for Neurodevelopmental Delay (ICEND)," an assessment method that comes in two versions depending on the age of the child: 12-36 months and 37-71 months, through monthly seminars and focused group interviews. The ICEND is composed of three parts: risk factors, resilience factors, and clinical scales. In parts 1 and 2, there were 41 caretakers responded to the questionnaires. Part 3 involved clinicians evaluating ten subscales using 98 and 114 questionnaires for younger and older versions, respectively. The Child Behavior Checklist, Strengths and Difficulties Questionnaire, Infant-Toddler Social Emotional Assessment, and Korean Developmental Screening Test for Infants and Children were employed to analyze concurrent validity with the ICEND. The analyses were performed on both typical and high-risk infants to identify concurrent validity, reliability, and cut-off scores. Results: A total of 296 people participated in the study, with 57 of them being high-risk (19.2%). The Cronbach's alpha was positive (0.533-0.928). In the majority of domains, the ICEND demonstrated a fair discriminatory ability, with a sensitivity of 0.5-0.7 and specificity 0.7-0.9. Conclusion: The ICEND is reliable and valid, indicating its potential as an auxiliary tool for assessing neurodevelopmental delay and comorbid conditions in children aged 12-36 months and 37-71 months.

Risk Assessment Model for the Delay Protocol in the Conditions of Contract of International Construction Projects (해외 건설공사 공기지연사건의 합리적 대응을 위한 계약조건 리스크 평가 방법)

  • Recently, many Korean major construction companies are suffering from profit loss mainly due to a direct impact from delays in their overseas projects. In general, changes are inevitable in a large-scale project, and most of changes are directly linked to construction delay. Therefore, in the event that an extension of time is necessary due to a change, the contractor must manage the delay based on the condition of the contract to effectively manage risks from delay to the completion date. Thus it is important to understand delay protocol defined in the condition of the contract early in the project, but there have been few or no study to propose methodology or tool to support this effort. This paper presents a review on the project planning and controling practices of major Korean construction companies along with the issues on delay claims and disputes in mega-international projects and suggests a tool to assess delay risk in the condition of the contract. To propose a delay risk assessment model for international construction projects, major standard conditions of contract have been reviewed including FIDIC Red Book(1999), PSSCOC(2014) and SIA 9th Edition(2010). To reflect recent trend of major international owners, standard conditions which they are utilizing for their projects also have been reviewed including those of ARAMCO and QP. The model provides a categories of risks to be reviewed on the condition of the contract along with standard level of the risk which is common in the international standard form of the contracts. This study also performed a case study on an actual international project to confirm the effectiveness of proposed model to identify and respond to a delay risk of a project.
