A Study on the Cost Estimation Model Development of the Defense M&S System Software (국방 M&S체계 소프트웨어 비용 추청모델 개발에 관한 연구)

  • Since the mid-nineties, Republic of Korean Army has officially adapted information technology. Starting with the Chang-Jo 21('99) training M&S Model, around seventy types of the M&S system software, including Ground Operations & Resources Requirement Analysis Model ('10), developed by Republic of Korea Army or foreign counterparts have been utilized. However, as the existing cost estimations of the Defense M&S system software fail to reflect the acquisition and development environment, the estimated costs have been frequently overestimated or underestimated. This paper provides a suitable cost estimation model for the Defense M&S system software by presenting the software cost drivers which reflect the unique software development environment of the Defense.

  • For military training and course-of-action analysis, OneSAF Int'l version being used in ROK Army has a limited capability to simulate NBC(nuclear, biological, and chemical) damages. For high-fidelity NBC combat simulation, it is required to visualize NBC contamination dispersion in consideration of weather conditions and terrain characteristics. However, OneSAF itself handling interaction among thousands of combat entities cannot carry out a simulation of NBC contamination dispersion because it brings about an excess burden. To resolve this problem, this research aims to design simulation federation for analysis on NBC operational effects. After examining design consideration to connect OneSAF and a NBC contamination dispersion model, we design a federation architecture that facilitates the interaction between OneSAF and a NBC contamination dispersion model. Afterwards, we implement a federation interface to share simulation data by publish-subscribe pattern and to translate them into the proprietary format for each model. We prove the possibility of federation between both models, as showing that dispersion of NBC contaminated cloud and changes in concentration are reflected in OneSAF-based engagement simulation.

Shedding Light on the Use of AS Relationships for Path Inference

  • Autonomous system (AS) business relationships and their inference have been widely studied by network researchers in the past. An important application of inferred AS relationships can be the prediction of AS paths between a source and destination AS within a model. However, besides knowing the topology and inferred AS relationships, AS path prediction within a model needs to be understood in order for us to know how we can derive border gateway protocol (BGP) policies from AS relationships. In this paper, we shed light onto the predictive capabilities of AS relationships by investigating whether they can be translated into BGP policies such that inferred AS paths are consistent with real AS paths, e.g., paths observed from BGP routing tables. Our findings indicate that enforcing constraints such as the well-known valley-free property and the widely assumed preference of customer routes always results in a very low consistency for AS path inference. In addition, this is true irrespective of whether customer, peer, or provider routes are preferred. Apparently, applying such constraints eliminates many "correct" paths that are observed in BGP routing tables and that are propagated in a simple shortest path model where AS relationships are ignored. According to our findings, deriving BGP routing policies for predicting with high accuracy AS paths in a model directly from AS relationships is still difficult.

A Study on the Development of Meta-Evaluation Indicators for Defense R&D Programs by Using FA/AHP Methods (FA/AHP 기법을 활용한 국방연구개발사업 메타평가 지표 개발에 관한 연구)

  • The purpose of this study is to develop meta evaluating indicators for Defense R&D Programs in Korea. At first, the four components of this meta evaluation model were designed, which are evaluation context, evaluation input, evaluation process, evaluation output. And fifty two indicators were developed for this meta evaluation. Basic model of meta evaluation was derived from the literature review and brain storming. And this meta evaluation model was determined by adapting the result of experts who performed evaluations for Defense R&D Programs in recent years. Factor Analysis method was used to verify the validity of meta evaluation model. The survey of fifty three members turned out that Cronbach' ${\alpha}$ was over 0.6 in evaluation components and items. And the reliability of evaluation context was 0.877, that of evaluation input was 0.755, that of evaluation process was 0.755, that of evaluation output was 0.755 respectively. Analytic Hierarchy Process (AHP) method was used in assigning the evaluation weight. The survey of twenty two members showed that the Consistency Ratio was 0.09 in evaluation components and items.

  • In this research, the modeling of erosive burning and analysis of effective parameters were carried out for the application of fluid-structure integration analysis. The manufacture, test, and analysis of erosive burning motors were carried out to estimate the erosive burning applying Lenoir & Robillard model considering effective parameters. The erosive burning phenomenon was detected from experimental results. Erosive burning model and its effective parameters were evaluated and analyzed considering existence of aluminum in propellant, relationship among erosive burning coefficients according to characteristic length, effect of grain initial temperature. The erosive burning model was applied to the fluid-structure integration analysis, and the estimated results were close to the experimental results.

  • The mission of the reserve forces unit is to prepare good training for reserve forces during peacetime. For good training, units require proper organization support agents, but they have difficulties due to a lack of unit members. For that reason, the units forecast the monthly attendance rate of reserve forces (using the x-1 year's result) to organize support agents and unit schedule. On the other hand, the existing planning method can have more errors compared to the actual result of the attendance rate. This problem has a negative effect on the training performance. Therefore, it requires more accurate forecast models to reduce attendance rate errors. This paper proposes an attendance rate forecast model using data mining. To verify the proposed data mining based model, the existing planning method was compared with the proposed model using real data. The results showed that the proposed model outperforms the existing planning method.

An Estimation Model for Defence Ability Using Big Data Analysis in Korea Baseball

  • In this paper, a new model was presented to objectively evaluate the defense ability of defenders in Korean professional baseball. In the proposed model, using Korean professional baseball game data from 2016 to 2019, a representative defender was selected for each team and defensive position to evaluate defensive ability. In order to evaluate the defense ability, a method of calculating the defense range for each position and dividing the calculated defense area was proposed. The defensive range for each position was calculated using the Convex Hull algorithm based on the point at which the defenders in the same position threw out the ball. The out conversion score and victory contribution score for both infielders and outfielders were calculated as basic scores using the defensive range for each position. In addition, double kill points for infielders and extra base points for outfielders were calculated separately and added together.

  • In order to examine the possibility of horizontal simulations of acoustic waves on the environments of big water depth variations, this study introduces a 3-dimensional model based on the pababolic equation. The model gives approximated solutions by separating the cross- and non cross-terms in the equation. Assuming artificial bathymetry (25 km × 4 km) with a source frequency 75 Hz, the simulations give clear horizontal refractions on the transmission loss distributions. The degree of refractions shows non-linear increase along the propagating range and proportional increase with water depth along the cross range. Another simulations with the real bathymetry (25 km × 8 km) also give clear horizontal refractions. The horizontal distributions present little difference with the depth resolution variations of the same data source because the model gives interpolations over the depth data before simulations. Meanwhile, the horizontal distributions show big difference with those of different data sources.

  • In order to respond to the ballistic missile threat of North Korea, the ROK military is constructing a multi-layered defense that can minimize the vulnerability of single-layered defense. Accordingly, it is necessary to study an operation plan which can maximize the intercept rate of a multi-layered defense system. And to study the operation plan of the Korean missile defense system, it must be considered that the operational environment of the Korean military and the effects of the strategic strike system. Therefore, this study proposes a simulation model that reflects the characteristics of the Korean missile defense system and analyzes four interceptor missile operation plans. The simulation result indicates that a high intercept rate can be achieved in various situations by comprehensively considering the ballistic missile threat estimate, interceptor missile reserve, and the strategic strike system effect.

  • This study examines the relationship of the industry-specific factors that effect innovation of manufacturing technology and the market share within the defense industry. Since the establishment of the basic defense industry framework in 1973, there were numerous interactions of the industry-specific factors of the defense industry structure with the technological innovation and market organization of the defense industry. During last three decades, the domestic defense industry has achieved the considerable level but the framework of the basic system has not developed much in areas of the military science and the defense manufacturing technology. Industry-specific factors were formed in the process and appeared in a variety of behavioral characteristics as subsystems. Currently, there IS a growing trend where the management of defense industry is gradually deteriorating due to limitation of the domestic industry-specific factor (e.g. defense technologies, amount of demand, etc.). If there is a prominent imbalance of the industry-specific factors. it can trigger the potential problem of conflict, lack of cooperation and control, slowing the growth of the manufacturing technology thereby diminishing the market and deteriorating the defense supply/demand relationship. In a research conducted by Joe S. Bain, Bain analyzed the relationship of the traditional industrial organization where industry-specific factor(S) not only impacts the conductor(C). And, conductor(C) influences the shaping of the performance(P) of relationship of the traditional industrial organization. Consequently, the researcher has identified the demand monopoly, barriers to entry, and market competition with comparison of defense industry issues. These defense issues were three industry-specific factors identified, which are 1) The demand monopoly and The entry barriers to new market competition, 2) the industrial technical factor to a production technical competitiveness and a market sharing competitiveness, 3) the probability factor to revolution for military affairs(RMA) and a R&D production. According to baseline with these factors, the following research model is established from the special companies group(Group A), the systematization companies group(Group B), and the general companies group(Group 0. The hypothesis is that if there are more industry-specific factors, then there will be more relationships of defense industry relation statutes. This research is an empirical study on the relationship that the industry specific factors effects the innovation of manufacturing technology and the shaping of the market in the defense industry. Moreover, the existing models to evaluate the industry specific factors of the defense industry IS much to be desired with the controlled statistical analysis of the result. It is vital to study on current situation with suggesting alternative strategy to the efficient strategy. The descriptive analysis approach analysis is conducted with SPSSWIN to conduct reliability test, factor analysis, correlation analysis, cross-tabulation analysis, one-way ANOVA, and multiple regression analysis. However, there were some limitations of the survey such as the rigidity of concept about the technical factors and various market management factors. The wishes is that the decision-maker could be utilized these defence industrial factors to formulate efficient defence policy and strategy in the future.
