The Study on Effective Factors of Reading Discussion for the Young Adults Program of A Local Children Care Center in Incheon (독서토론 프로그램 효과성 요인에 관한 연구 - 인천광역시 지역아동센터 프로그램을 중심으로 -)

  • The research has provided elementary and junior high school students at Children's Center in Incheon district and analyzed its effective factors in both educational and operational aspects. The educational factors in reading discussion include reading, writing, presenting, listening, and rethinking. In the result, the influential factors are as follows: the respondents' emotional intelligence, the level of reading completion, the level of sympathy with class participants, and the level of advance preference on reading. There are additional factors that have influences on the result, including suitability of topics, capabilities of leaders, selection of books, and combination of basic educational training, like speaking and writing.

Market Oriented Revenue Assistance for Farmers: A Case Study of the United State's ACRE Program

  • Purpose - Intense debate is occurring over support for farmers in Korea, specifically on the justification, policy design, and equality issues of the farm support programs. Given this debate, a new type of farm program in the US, a market flexible revenue program(the Average Crop Revenue Election, ACRE), is examined. ACRE stands in contrast to traditional programs that tie payments to price and have parameters that are fixed or change only infrequently. Research design, data, and methodology - Based on the ACRE program formulas, the potential payments are estimated by crop year, program crop and geographical area using the FSA acreage and payment rate data. Results - If all US farm program acres were in ACRE over the 2009-2013 crop years, payments would have totaled $7.95 billion or 1.2 percent of average market receipts for US crops. Enacting ACRE as a revenue program instead of a similarly-structured price-only program increased payments by $1.75 billion or 28 percent. Conclusions - Potential payments by ACRE largely reflected the distribution of the value of production across the program crops eligible for ACRE as well as across state geographical areas. If program parameters can be made acceptable and if data availability issues can be addressed, market flexible revenue programs offer a farm policy option that can address many of the concerns that have arisen over farm policy in Korea.

Priority-setting in Expanding the Basic Benefit Package in Korean Health Insurance Scheme (건강보험 기본급여의 우선순위)

  • Universal health insurance normally requires a basic benefit package, whose design intersects with almost all other aspects of the health insurance debate. Despite its central importance, basic benefit package has not received the analysis it deserves in Korea. The issue of how to decide which health services should be delivered and to whom has been a matter for consistent policy debate. Many industrialized countries observed in this study have been dealing explicitly or implicitly with the basic benefit package. The methods vary from having a specific positive list of services (Bismarkian countries) to the use of guidelines (Beveridgian countries). The purpose of this paper is to form the underlying principles and process for determining what is included or left out by getting accurate and representative responses from health-related personnel. Mail survey is used. Economic burden for treatment, seriousness of disease and urgency of treatment are ranked at the first three priorities. Services that had been suspended because of financial crisis in health insurance scheme in 2001 were selected as items which should firstly be expanded into coverage. Diagnostic test against heart disease and vaccination were also selected as items which should additionally belong to the list of covered services.

Curriculum Development of Training Librarians for Subject Liaison Service (주제전담사서 양성을 위한 사서 재교육 프로그램의 개발에 관한 연구)

  • Among university librarians and academic community in Korea, there has been constant debate on the need for subject librarianship and the restructuring of educational programs. The debate has not resulted in substantive change so far. Recently, as several university libraries have begun to implement subject librarian service, there is a growing need to reeducate practicing librarians for such service. Recognizing that the liaison service model best fits the reality of academic libraries, this article proposes curriculum development goals and strategies, and specific course listings for the training of subject liaison librarians. We also suggest specific conditions requisite for such education programs fully develop in the future.

The effectiveness of diverse types of written feedback: Comparative study of teacher and student feedback (다양한 종류의 피드백이 영어작문 향상에 미치는 효과: 교사.동료 피드백의 비교 연구)

  • There is disagreement, among researchers, on the benefits of corrective feedback on L2 learners' written output. Some scholars advocate the usefulness of corrective feedback while some claim that error correction is ineffective and even harmful. So far, however, research outcomes cannot settle this debate. Based on this debate, this study examines whether there is a difference among diverse types of feedback on the effects of L2 learners' writing improvement. This study found that teacher's direct feedback was more effective than any other types of feedback on the effect of participants' writing improvement. In particular, teacher's direct feedback helped their improvement on grammar, mechanics, and form. Among the types of peer feedback, self-correction was the most effective. In teacher feedback, form-focused feedback had more effects than content-focused feedback, but no difference with regard to peer feedback. In addition, teacher's content-focused feedback was more effective than peer's content-focused feedback. Overall, in all types of feedback, teacher feedback was more effective than peer feedback. However, direct (form-focused) feedback was the most effective in teacher feedback, and self-correction in peer feedback. The least effective feedback in both teacher and peer feedback was indirect (form-focused) feedback, which is simple underlining of errors.

  • This paper deals with the questions: Are media user's activities labour? Or rent? These questions have provoked a debate in the critical media studies and Marx's theory. But it is not a matter of choosing either labour or rent. Even if user's activities could contribute to valorization, it needs some mediating process. Media Platforms-Google, Facebook, etc.-play a key role, and have to employ other forms of labour. Labour in media platform produces some capital commodities. In view of media platform, Smythe's audience commodity can be considered as capital commodity. Assertion in this paper expected to provoke new debate on media platforms and its labourer.

A Study on the Phenomenon of O. M. Ungers School in Germany (독일 건축의 O. M. 웅어스 스쿨 현상에 관한 연구)

  • Classic rationalist architecture came to play an important role in modern architectural discourse in the 1970s. But it has declined since the death of its most representative architects Aldo Rossi and O. M. Ungers. However, the phenomenon to be noted is that a new momentum was brought to the German architectural scene through some remarkable achievements by the disciples of Ungers after 2000. This study aims to read this phenomenon on the topography of german architecture and to catch out what potential it has to create balance in the international architectural debate. It is not the aim to analyze a single architect in detail, but to compare some important architects like Hans Kollhoff, Max Dudler, Eun-Young Yi and Uwe $Schr{\ddot{o}}der$. And further the study will try to give an overview of how far this phenomenon can change the topography of the German architectural scene. The buildings that have been examined here are Daimler Chrysler Building, Grimm Zentrum, Stuttgart City Library, and Haus Hundertacht. Through this study, it was found that some architects continue the attitude and the architectural languages of O. M. Ungers and develope their own unique architecture. And this phenomenon has the potential to influence todays architectural debate on a global scale.

Investment Treaty Arbitration Policy in Australia, New Zealand and Korea?

  • As in some developing countries and more recently some developed countries worldwide and in the Asian region, Australia has faced significant internal opposition and public debate especially over treaty-based investor-state dispute settlement (ISDS). As outlined in Part II(1), concerns have re-emerged and escalated since the first-ever claim was brought against Australia regarding its tobacco plain packaging legislation, in 2011 by Philip Morris Asia under an old BIT with Hong Kong. However, Australia signed bilateral FTAs with Korea in 2014 and with China in 2015, including ISDS protections, prompting several sets of parliamentary inquiries (Part II(2)). Australia's close trading partner, New Zealand, had already concluded an FTA with China in 2008 that included more expansive ISDS-backed investor protections. In 2015, the New Zealand Parliament has been debating ratification of its own FTA with Korea, with ISDS also now attracting growing scrutiny, as elaborated in Part III below. In both bilateral FTA negotiations, the present Korean government seems to have reverted to a strong preference for concluding investment agreements with extensive ISDS protections, despite public and parliamentary debate around 2011 in the context of ratifying its FTA with the United States. As mentioned briefly in the concluding Part IV, Korea's stance has significant implications for the future trajectory of treaty-based ISDS - and indeed international arbitration more generally - in the Asia-Pacific region, and perhaps even globally.

The Evolving Policy Debate on Border Closure in Korea

  • Objectives: In this paper, we aimed to investigate the evolving debate over border closure in Korea during the coronavirus disease 2019 (COVID-19) pandemic, to address the main themes associated with border closure, and to discuss the factors that need to be considered when making such decisions. Methods: We collated and reviewed previously conducted review studies on border closures during infectious disease outbreaks to derive relevant themes and factors. Results: According to our systematic review on border closures and travel restrictions, the effects of such containment efforts are limited. We suggest considering the following factors when determining whether to impose border closure measures: (1) disease characteristics, (2) timeliness of implementation, (3) transmission delay and the basic reproduction number, (4) globalization and pandemics, and (5) social and economic costs. Conclusions: Our assessment indicates that the effects of border closures are at best temporary and limited. Alternative measures must be contemplated and implemented to suppress the spread of COVID-19 in particular and infectious diseases more broadly.

A Study on the Modem Accomodation of Formative Beauty of Traditional Dress Styles (전통 복식 조형미의 현대적 수용에 관한 연구)

  • This treatise is designed to discover the principle of timeless continuity of Korean design from the perspective of modem accomodation of formative beauty of tractional dress style with the focus on measurement analysis of dress from visual perspective. For this purpose in this research the following subjects are studied with concentration: the 1st phase debate on the dress style appearing in the Kokuryo murals and genre painting during the later period of Chosun Dynasty regarding the formative beauty of dress style. 2nd phase debate on the points of changes and transformations during given age and given principle of Korean designs being maintained across the span of time in the context of madern accomodation of such traditional dress. From historical perspective characteristics of each given age and principles of visual formative principles appear in various ways variety attributable to mutually interactive principles according to historical background and culture. For this reason it can be said that they are determined by different paradigm or forms from characteristics of Korean style design in the present and future and those for traditional forms of dress in the past.
