중소기업 대안금융으로서 플랫폼 금융의 모색 (Seeking Platform Finance as an Alternative Model of Financing for Small and Medium Enterprises in Korea)

  • 플랫폼 금융은 데이터 분석과 플랫폼을 이용한 매칭이라는 새로운 자금조달 방식을 제시함으로써 중소기업의 대안금융으로 부상하고 있다. 이 사업의 본질은 빅데이터를 이용한 위험평가와 투자자의 위험-수익 선호(risk-return preference)를 적절히 반영할 수 있는 위험분산 기술을 금융업에 적용한 것이다. 이로써 소상공인을 위한 소액금융, 중소기업의 운전자본(working capital) 조달을 위한 공급망 금융의 형태로 기존 금융의 대안으로 부상하고 있다. 한국의 플랫폼 금융은 이 같은 가능성에도 아직 유치 단계(infant stage)이며, 정책적 지원을 필요로 한다. 이는 다음과 같이 요약할 수 있다. "기관 및 공공 투자참여", 플랫폼 금융의 민간 자금유입(crowd-in)을 위한 정책금융의 씨앗자금(seed money) 공급, "수용적 규제체계", 영국의 샌드박스와 같이 새로운 사업에 대한 한시적 규제 유예, "데이터 개방 확대", 재량적인 데이터 공유의 허용, "대안투자 수단의 보급", 저금리시대의 대안투자 수단으로서 플랫폼 금융 육성.

국내 요양병원 종사자의 감염관리 수행도 관련요인 연구: 체계적 고찰 및 메타분석 (Factors related to infection management performance of health workers at Long-Term Care Hospitals in Korea: systemic review and meta analysis)

  • 본 연구는 국내 요양병원 종사자를 대상으로 한 감염관리 수행도 관련요인을 파악하고, 각 요인별 효과크기를 산출하기 위해 실시한 메타분석 연구이다. 대상 문헌은 KMBASE, Research Information Sharing Service (RISS), Korean studies Information Service System(KISS), DataBase Periodical Information Academic(DBpia), National Library of Korea, Pubmed, EMBASE가 이용되었고, R3.5.1을 이용하여 분석하였다. 총 22개의 관련요인 중 사례수가 3개 이상 관련요인을 메타분석 한 결과, 그 효과크기가 성별(.16), 연령(.30), 학력(.32), 병상수(.28), 감염관리 교육필요성(.44), 감염관리 교육경험(.25), 감염관리 인지(지식)(.70)으로 나타났다. 이러한 결과를 바탕으로 요양병원 종사자의 감염관리 수행을 향상시키기 위한 프로그램 개발 및 적용에 근거자료로 활용될 것이다.

토픽모델링을 이용한 교육정책 키워드 기반 소셜미디어 분석 (Social Media Analysis Based on Keyword Related to Educational Policy Using Topic Modeling)

  • 정보를 전달하고 여론을 형성하는 전통적인 매스미디어의 기능이 ICT 기술의 발전으로 소셜미디어를 통해 정보와 의견을 공유하는 환경으로 급격하게 변해 왔으며, 그 영향력을 더욱 강화시키고 있다. 즉, 일반 대중들이 소셜미디어를 통해 정치 사회 경제 변화에 대한 여론을 생산하고 공유하는 여론의 영향력이 갈수록 커지고 있는 것이 확인되고 있으며, 그 변화는 선거활동과 같은 정치 분야에서 활용되고 있다. 소셜미디어를 활용해서 대중들의 의사를 파악하고, 반영하기 위한 노력은 정치 영역뿐만 아니라 공공 영역에서도 활발하게 이루어지고 있다. 본 논문은 교육분야 정책과정에서 소셜미디어 기반 여론을 활용하기 위한 가능성을 탐색하는 것을 목적으로 한다. 이를 위해 교육정책 중 소프트웨어교육에 관한 키워드를 중심으로 데이터를 수집하고, 문서의 주요 토픽과 토픽별 출현 확률, 토픽 트렌드를 분석하였다. 그 결과 '국내 컴퓨터 교육 시간'토픽이 전체의 43.99%를 차지하였으며, '프라임 사업 선정' 토픽이 36.81%, '인공지능 프로그램'토픽이 7.94%의 출현 확률을 나타내어, 대중의 소프트웨어교육 정책에 대한 주요 관심도를 파악할 수 있었다. 또한, 시기별 토픽 추세 및 연관성 있는 토픽간의 트렌드 비교 분석을 통하여 동일한 주제의 정책이라도 교육과정의 시기와 정책의 대상에 따라 유연한 정책수립이 필요하다는 시사점을 도출할 수 있었다.

온라인게임 플레이 의도의 영향요인 연구 (A Study on Factors Influencing the Intention of Playing On-line Games)

  • 본 연구는 온라인 게임의 지속적 이용의도에 영향을 미치는 선행요인들을 살펴보았다. 온라인 설문조사를 통하여 가설을 검증한 결과, 캐릭터와의 일체감을 나타내는 원격현존감과 몰입이 게임의 가치에 영향을 미치며, 이 가치는 다시 게임의 지속적 이용의도와 게이머들간 정보공유에 영향을 미치는 것으로 나타났다. 가치의 선행요인인 몰입에 영향을 미치는 요인으로 게임 플레이 방식, 도전감이 영향을 미치는 것으로 나타났으나, 예상과는 달리 보상은 몰입에 영향을 주지 않는 것으로 나타났다. 가치의 다른 선행요인으로서 원격현존감은 게임 상에서의 정치시스템과 스토리텔링에 의해 영향을 받는 것으로 나타났다.

Networked Creativity on the Censored Web 2.0: Chinese Users' Twitter-based Activities on the Issue of Internet Censorship

  • In most of the world, the current trend in information technology is for open data movement that promotes transparency and equal access. An opposite trend is observed in China, which has the world's largest Internet population. The country has implemented sophisticated cyber-infrastructure and practices under the name of The Golden Shield Project (commonly referred to as the Great Firewall) to limit access to popular international web services and to filter traffic containing 'undesirable' political content. Increasingly, tech-savvy Chinese bypass this firewall and use Twitter to share knowledge on censorship circumvention and encryption to collectively troubleshoot firewall evasion methods, and even mobilize actions that border on activism. Using a mixed mythological approach, the current study addresses such networked knowledge sharing among citizens in a restricted web ecosystem. On the theoretical front, this study uses webometric approaches to understand change agents and positive deviant in the diffusion of censorship circumvention technology. On policy-level, the study provides insights for Internet regulators and digital rights groups to help best utilize communication networks of positive deviants to counter Internet control.

바이오 기업의 해양바이오 분야 진입을 위한 기업수요 분석 (Analysis of Biotechnology Companies' Needs Related to Supporting Their Entry into the Marine Biotechnology Industry)

  • This study seeks to analyze the needs of biotechnology companies in relation to their entry into the marine biotechnology industry and to discuss the policy implications associated with empirical tasks based on issues raised from empirical results gathered from a survey data of 200 biotechnology companies in Korea. This study made a comparison between marine and non-marine biotechnology companies and analyzed non-marine biotechnology companies' needs related to their entry into the marine biotechnology companies by using Social Network Analysis (SNA). Empirical results indicate that 23.5% of biotechnology companies produce goods using marine bio-resources. Once the utility of marine bio-resources is established, 58.8% of non-marine biotechnology companies intend to enter the marine biotechnology industry. This study also shows that non-marine biotechnology companies need technical support, information sharing, and the acquisition of raw materials to enter the marine biotechnology industry. The findings in this study provide important pointers for the direction of policies and future research in the area of marine biotechnology industry.

Analysis of Bilateral Input-Output Trading between Vietnam and China

  • This study attempts to analyze trade flows between Vietnam and China in order to understand the mutual influence of bilateral trade relations. China is a country with the world's leading economic potential. China and Vietnam are neighboring countries sharing a border of 1,281 km. Trade relations between the two countries are a necessity and, with a right policy, are beneficial to both. Vietnam has a trade deficit with China. This situation is exacerbated by the continuing rise in the gap. Vietnam trade deficit from China was USD12.5 billion in 2010, increasing to USD24 billion in 2018. Data are extracted from the 2015 national input-output tables of Vietnam and China as well as Vietnam Household Living Standard Survey statistics. The research identified 36 sectors of bilateral input-output trade between Vietnam and China. A bilateral output-input model is applied to analyze how final demand and use of input in the production of this country induces output and value added of the other country. The results show that China benefits more from Vietnam's production and consumption than Vietnam does. Vietnam's inter-sector structure does not stimulate domestic production due to the absence of supporting products as inputs in the production process.

Who Leads Nonprofit Advocacy through Social Media? Some Evidence from the Australian Marine Conservation Society's Twitter Networks

  • While much in the field of public management has emphasized the importance of nonprofit advocacy activities in policy and decision-making procedures, few have considered the relevance and impact of leading actors on structuring diverse patterns of information sharing and communication through social media. Building nonprofit advocacy is a complicated process for a single organization to undertake, but social media applications such as Facebook and Twitter have facilitated nonprofit organizations and stakeholders to effectively share information and communicate with each other for identifying their mission as it relates to environmental issues. By analyzing the Australian Marine Conservation Society's (AMCS) Twitter network data from the period 1 April to 20 April, 2013, this research discovered diverse patterns in nonprofit advocacy by leading actors in building advocacy. Based on the webometrics approach, analysis results show that nonprofit advocacy through social media is structured by dynamic information flows and intercommunications among participants and followers of the AMCS. Also, the findings indicate that the news media and international and domestic nonprofit organizations have a leading role in building nonprofit advocacy by clustering with their followers.

우리나라 전자부품 중소기업에 있어서 공동기술개발의 성패요인 (Key Success Factors of Collaborative R&D Projects in the Small and Medium-Sized Companies in the Korean Electronic Parts Industry)

  • This study empirically examined different patterns of collaborative R&D project with their key success factors(KSFs), using data from 80 projects in the Korean electronic parts industry The patterns in this study were categorized into 4 types by two criteria : product types(off-the-shelf/unique) and project initiator (focal/partner). The bivariate relationships revealed that project characteristics (technological complexity, demand certainty), partner characteristics(the number of partners, precious experience), process characteristics (participation in the project formulation, specificity of the collaboration process and outcomes) appear to be different among four types of collaboration. Furthermore, this study found that each type of collaborative R&D projects has different KSFs for their commercial success. The KSFs of type 1 (off-the-shelf product and focal organization initiation), for instance, include the strategic importance of the project, the problem solving performance of the focal organization while those of type 4(unique product and partner initiation) are technological complexity, demand certainty, reliability of partner relationship, specificity of the goals, specificity of the process and outcomes, information sharing. Finally, based on this empirical results, managerial, policy, and theoretical implications of the study were discussed.

The patterns of R&D collaboration were categorized into 4 types by two criteria development motive(technology Push/market pull) and Project initiator (focal firm/partner). The bivariate relationships revealed that project characteristics (technological complexity, market uncertainty), management characteristics (participation in project formulation), problem solving characteristics(problem solving performance of the focal firm, users active role in problem solving, active role of university or research institute in problem solving) and success rates appear to be different among four types of collaboration. Each type of collaborative R&D projects also had different KSFs. The KSFs of type 1 (technology Push and focal firm initiation), for instance, include the strategic importance of the project, focal firms share of cost, active role of university or research institute in problem solving, while those of type 4(market pull and customer initiation) cover reliability of partner relationship, a time at partners involvement, information sharing. The findings suggest that the different contingencies brought different patterns and KSFs of collaborative R&D project, since different information, resources, and partners roles were needed to successfully implement the projects according to development motive and project initiator Finally, managerial, policy, and theoretical implications for the collaborative R&D activities in the Korean electronics parts industry were discussed, based on empirical results of this study.
