Because of its strong potential for health hazards, the concentration levels of airborne lead (Pb) have been circumscribed by environmental laws in many countries. In this study, we made a comparative study on the environmental behavior of Pb for the acquisition of its distribution characteristics using data sets collected from major cities in Korea for a period of 6 years (1998 through 2003). According to this study, Pb concentration decreased slowly in most industrialized cities of Koreathroughout the whole study. period. In contrast, such temporal signals were not evident in data sets collected from residential, commercial, and grassland areas. Although seasonal patterns generally exhibited the occurrences of high Pb concentration during the spring, results appear to reflect the influence of Asian Dust (AD) in the springtime. The results of our study clearly indicate that Pb distribution is strongly influencedby source types in relation to their land use patterns. Comparison of our Pb data sets with that of other countries indicates that Pb concentration levels obtained from relatively cleaner districts of Korea are still significantly higher than other countries. The results of this analysis generally indicate that Pb concentrations in most areas are affected by the type and strength of man-made activities. Considering that most areas are affected by a variety of pollutants, continuous efforts are needed to control Pb concentrations in the atmosphere.
Purpose : Recently, the Recon Challenge at the 2009 ISMRM workshop on Data Sampling and Image Reconstruction at Sedona, Arizona was held to evaluate feasibility of highly accelerated acquisition of time resolved contrast enhanced MR angiography. This paper provides the step-by-step description of the winning results of k-t FOCUSS in this competition. Materials and Methods : In previous works, we proved that k-t FOCUSS algorithm successfully solves the compressed sensing problem even for less sparse cardiac cine applications. Therefore, using k-t FOCUSS, very accurate time resolved contrast enhanced MR angiography can be reconstructed. Accelerated radial trajectory data were synthetized from X-ray cerebral angiography images and provided by the organizing committee, and radiologists double blindly evaluated each reconstruction result with respect to the ground-truth data. Results : The reconstructed results at various acceleration factors demonstrate that each components of compressed sensing, such as sparsifying transform and incoherent sampling patterns, etc can have profound effects on the final reconstruction results. Conclusion : From reconstructed results, we see that the compressed sensing dynamic MR imaging algorithm, k-t FOCUSS enables high resolution time resolved contrast enhanced MR angiography.
Most spatial data acquisition systems employing a set of frame cameras may have suffered from their small fields of view and poor base-distance ratio. These limitations can be significantly reduced by employing an omni-directional camera that is capable of acquiring images in every direction. Bundle Block Adjustment (BBA) is one of the existing georeferencing methods to determine the exterior orientation parameters of two or more images. In this study, by extending the concept of the traditional BBA method, we attempt to develop a mathematical model of BBA for omni-directional images. The proposed mathematical model includes three main parts; observation equations based on the collinearity equations newly derived for omni-directional images, stochastic constraints imposed from GPS/INS data and GCPs. We also report the experimental results from the application of our proposed BBA to the real data obtained mainly in urban areas. With the different combinations of the constraints, we applied four different types of mathematical models. With the type where only GCPs are used as the constraints, the proposed BBA can provide the most accurate results, ${\pm}5cm$ of RMSE in the estimated ground point coordinates. In future, we plan to perform more sophisticated lens calibration for the omni-directional camera to improve the georeferencing accuracy of omni-directional images. These georeferenced omni-directional images can be effectively utilized for city modelling, particularly autonomous texture mapping for realistic street view.

This paper describes the stabilization of underwater TAS winch system Deploy/Recover operation performance. TAS winch installed on the stern of submarine performs to deploy/recover sensor, towing cable and rope tail which is deployed from the stern and separated from submarine itself. Also TAS winch provides transmission path of power to the sensor and data transmitting/receiving path which data are acquired from underwater environment like sound, depth and temperature. At the step of TAS winch evaluation test, sporadic standstill and rotating speed oscillation phenomenon were occurred. Winch motor provides the available torque to deploy/recover TAS and root cause analysis to the winch motor was done to find exact reason to sporadic malfunction. When winch motor was disassembled, eccentricity of rotor, slip-ring and the other composition part for winch motor were found. These might cause magnetic field distortion. To make TAS winch system more stable and block magnetic field distortion, this paper suggests methods to enhance fixing status installed in winch motor. For reliable data acquisition for TAS winch operation, the deploy/recover function of the improved type of TAS winch was verified in LBTS making similar condition with sea status. At the end of stage, improved type of TAS winch was tested on some functions not only deploy/recover function, but sustainability of TAS operation on specific velocity, steering angle of submarine in the sea trial. Improved type of TAS winch was verified in accordance with design requirement. Also, validity of suggested methods were verified by the sea trial.
Since aerosols adversely affect human health, such as deteriorating air quality, quantitative observation of the distribution and characteristics of aerosols is essential. Recently, satellite-based Aerosol Optical Depth (AOD) data is used in various studies as periodic and quantitative information acquisition means on the global scale, but optical sensor-based satellite AOD images are missing in some areas with cloud conditions. In this study, we produced gap-free GeoKompsat 2A (GK-2A) Advanced Meteorological Imager (AMI) AOD hourly images after generating a Random Forest based gap-filling model using grid meteorological and geographic elements as input variables. The accuracy of the model is Mean Bias Error (MBE) of -0.002 and Root Mean Square Error (RMSE) of 0.145, which is higher than the target accuracy of the original data and considering that the target object is an atmospheric variable with Correlation Coefficient (CC) of 0.714, it is a model with sufficient explanatory power. The high temporal resolution of geostationary satellites is suitable for diurnal variation observation and is an important model for other research such as input for atmospheric correction, estimation of ground PM, analysis of small fires or pollutants.

Recently, in the field of geospatial information construction, unmanned aerial vehicles have been increasingly used because they enable rapid data acquisition and utilization. In this study, photogrammetry was performed using fixed-wing, rotary-wing, and VTOL (Vertical Take-Off and Landing) unmanned aerial vehicles, and geospatial information was constructed using two types of unmanned aerial vehicle LiDAR (Light Detection And Ranging) sensors. In addition, the accuracy was evaluated to present the utility of spatial information constructed through unmanned aerial photogrammetry and LiDAR. As a result of the accuracy evaluation, the orthographic image constructed through unmanned aerial photogrammetry showed accuracy within 2 cm. Considering that the GSD (Ground Sample Distance) of the constructed orthographic image is about 2 cm, the accuracy of the unmanned aerial photogrammetry results is judged to be within the GSD. The spatial information constructed through the unmanned aerial vehicle LiDAR showed accuracy within 6 cm in the height direction, and data on the ground was obtained in the vegetation area. DEM (Digital Elevation Model) using LiDAR data will be able to be used in various ways, such as construction work, urban planning, disaster prevention, and topographic analysis.

Because the behavior of cable bridges is dominated by dynamic response and is relatively complex, short- and long-term field monitoring are often required to evaluate the bridge condition. If a permanent SHMS (Structural Health Monitoring System) is not installed, a portable monitoring system is needed for the checking of bridge condition. In this case, it can be difficult to operate the portable monitoring system due to limited conditions such as power and communication according to the location and type of the bridge. In this study, the portable-based smart structural response monitoring system is developed that can be effectively used for short- and long-term monitoring of cable bridges in Korea and Southeast Asia. The developed system is a multi-channel portable data acquisition and analyzer that can be operated for a long time in the field using its own power supply system, and is included with the automated analysis algorithm for the dynamic characteristics of cable bridges using real-time data. In order to evaluate the field applicability of the developed system, field demonstration was conducted on cable bridges in Korea and Vietnam. Through the demonstration, the reliability and efficiency of field operation of the developed system were confirmed, and additionally, the possibility of application to overseas markets was confirmed in cable bridge monitoring field.
Weights can be made and imposed in both sample design stage and analysis stage in a sample survey. While in design stage weights are related with sample data acquisition quantities such as sample selection probability and response rate, in analysis stage weights are connected with external quantities, for instance population quantities and some auxiliary information. The final weight is the product of all weights in both stage. In the present paper, we focus on the weight in analysis stage and investigate the effect of such weights imposed on the weighted mean when estimating the population mean. We consider a finite population with a pair of fixed survey value and weight in each unit, and suppose equal selection probability designs. Under the condition we derive the formulas of the bias as well as mean square error of the weighted mean and show that the weighted mean is biased and the direction and amount of the bias can be explained by the correlation between survey variate and weight: if the correlation coefficient is positive, then the weighted mein over-estimates the population mean, on the other hand, if negative, then under-estimates. Also the magnitude of bias is getting larger when the correlation coefficient is getting greater. In addition to theoretical derivation about the weighted mean, we conduct a simulation study to show quantities of the bias and mean square errors numerically. In the simulation, nine weights having correlation coefficient with survey variate from -0.2 to 0.6 are generated and four sample sizes from 100 to 400 are considered and then biases and mean square errors are calculated in each case. As a result, in the case or 400 sample size and 0.55 correlation coefficient, the amount or squared bias of the weighted mean occupies up to 82% among mean square error, which says the weighted mean might be biased very seriously in some cases.
As one of the new areas of 'omics' technology, there is increasing interest in metabolomics, which involves the analysis of low-molecular-weight compounds in cells, tissues, and biofluids, and considers interactions within various organisms and reactions of external chemicals with those organisms. However, metabolomics research is still at a fundamental stage in Korea. Therefore, the purpose of this study was to establish a strategic long-term plan to revitalize the national metabolomics approach and obtain the elementary data necessary to determine a policy for effectively supporting metabolomics research. These investigations clarified the state of metabolomics study both in Korea and internationally, from which we attempted to find the potentiality and fields where a metabolomics approach would be applicable, such as in medical science. We also discuss strategies for developing metabolomics research. This study revealed that promoting metabolomics in Korea requires cooperation with metabolomics researchers, acquisition of advanced technology, capital investment in metabolomics approach, establishment of metabolome database, and education of metabolome analysis experts. This would reduce the gap between the national and international levels of metabolomics research, with the resulting developments in metabolomics having the potential to greatly contribute to promoting biotechnology in Korea.

The relevance of research provides the necessity to identify the basic problems in the public governance sphere and information technology relations, forasmuch as understanding such interconnections can indicate the consequences of the development and spreading information technologies. The purpose of the research is to outline the issues of applying information technologies in public governance sphere. 500 civil servants took part in the survey (Ukraine). A two-stage study was conducted in order to obtain practical results of the research. The first stage involved collecting and analyzing the responses of civil servants on the Mentimeter online platform. In the second stage, the administrator used the SWOT-analysis system. The tendencies in using information technologies have been determined as follows: the institutional support development; creation of analytical portals for ensuring public control; level of accountability, transparency, activity of civil servants; implementation of e-government projects; changing the philosophy of electronic services development. Considering the threats and risks to the public governance system in the context of applying information technologies, the following aspects generated by societal requirements have been identified, namely: creation of the digital bureaucracy system; preservation of information and digital inequality; insufficient level of knowledge and skills in the field of digital technologies, reducing the publicity of the state and municipal governance system. Weaknesses of modern public governance in the context of IT implementation have been highlighted, namely: "digitization for digitalization"; lack of necessary legal regulation; inefficiency of electronic document management (issues caused by the imperfection of the interface of reporting interactive forms, frequent changes in the composition of indicators in reporting forms, the desire of higher authorities to solve the problem of their introduction); lack of data analysis infrastructure (due to imperfections in the organization of interaction between departments and poor capacity of information resources; lack of analytical databases), lack of necessary digital competencies for civil servants. Based on the results of SWOT-analysis, the strengths have been identified as follows: (possibility of continuous communication; constant self-learning); weaknesses (age restrictions for civil servants; insufficient acquisition of knowledge); threats (system errors in the provision of services through automation); opportunities for the introduction of IT in the public governance system (broad global trends; facilitation of the document management system). The practical significance of the research lies in providing recommendations for eliminating the problems of IT implementation in the public governance sphere outlined by civil servants..
