A Study on the Coastal Navigation Safety by Navigational Risk Assessment Model (항해위험평가모델에 의한 연안역 항해의 안전 제고에 관한 연구)

  • The major cause of the marine accidents is the collision with a moving object such as ship as well as the fixed object such as breakwater. Therefore, the most effective way to reduce the maritime ship accidents is the prevention of collision. In order to decrease the collision, it is principle that the navigation officer promptly judges the dangerous condition and makes the quick response. The ship does not allow any object or other ships approaching its surrounded area called ship area so that it prevents the collision. Generally, the ship which has high speed or poor maneuvering capability shall be managed from the distance so that the other ship does not invade its ship domains(watching distance, blocking distance). Accordingly, this study sets the navigational risk assessment model by applying ship dynamic domain and collision judgement method considered ship length, speed and navigational capability. It also reviewed the validity of the model and evaluated the perilous water way (Maenggol Channel) and a curved route near Maenggol Channel. As a result, in case of a ship with 100m in length passing Maenggol Channel, it represented "warning" level before 1.5nm to the entry, "dangerous"level 0.75nm before to it and "very dangerous" level 0.5nm before to it and then "dangerous"level again up to the entry. Applying to the curved route also showed the same results as the Narrow Channel or Maenggol Channel. This analysis highly matched with the actual navigation results. In the future, this model will be useful for coastal navigation safety chart development and safety evaluation for route or port development. It also allows to evaluate the dangerous route or the best route by applying the result into ECDIS so that it will finally help to reduce the marine accidents. Eventually the model will be effective for the marine traffic simulation evaluation forced by Maritime Traffic Safety Act.

  • Most of rock slopes contain a lot of discontinuities which have a specific direction and various characteristics. In general, the collapses of the rock slopes occur when the sliding dip of the discontinuity is higher than the internal friction angle and also smaller than the free-air plane of the slope. If a general slope theory is only considered in the case of field exploration of the slopes, there is a possibility that dangerous slopes might be estimated as stable slopes. We mention problems that can easily fail to notice something in field exploration and propose the alternatives to solve the problems through the case studies.

Large Fire Forecasting Depending on the Changing Wind Speed and Effective Humidity in Korean Red Pine Forests Through a Case Study (사례분석을 통한 소나무림에서의 풍속과 실효습도 변화에 의한 대형산불 위험예보)

  • In this study, we developed a large fire forecasting system using critical weather conditions, such as strong winds and effective humidity. We incorporated information on forest type prior to large fires using an incident case study. The case study includes thirty-seven large fires covering more than 100 ha of damaged area over the last 20 years. Dangerous large fire regions were identified as areas of more than 30 ha of Korean red pine and the surrounding two kilometers. Large fires occur when wind speeds average 5.3 m/s with a maximum of 11.6 m/s and standard deviation of 2.5 m/s. Effective humidity for large fires average 30% with a minimum of 13% and standard deviation of 14.5%. In dangerous Korean red pine stand areas, the large fire 'Watch' level is issued when effective humidity is 30-45% for more than two days and average wind speed is 7-10 m/s. The 'Warning' level is issued when effective humidity is less than 30% for more than two days and average wind speed is more than 11 m/s. Therefore, from now on, the large fire forecasting system can be used effectively for forest fire prevention activities based on a selection and concentration strategy in dangerous large fire regions using severe weather conditions.

Evaluations of Dangerous Voltages around Grounding Electrode using Small-sized Model (축소모델을 이용한 접지전극 주변의 위험전압 평가)

  • In this paper, to propose a valid method solving a problem relevant to grounding from actual field data, the experimental results relevant to touch and step voltages and surface potential profiles measured around the real-sized and small-sized grounding electrode models were described. The ground surface potential profiles and dangerous voltages around the concrete pedestals employed in street facilities such as street lamps, traffic signal lamp and controllers as a case study were measured and discussed. The hemispherical cell with a diameter of 1,160[mm] was employed to simulate uniform soil. As a result, the results measured with the small-sized model were in reasonably agreement with the data obtained from the real-sized installation. It was found that the small-sized model test could be employed as a useful means evaluating the dangerous voltages around grounding electrodes installed at the inaccessible areas such as mountains, underground, underwater, and so on.

  • In this study, we analyzed the result of new inspection, accidents, penalties, and operation records of the elderly driver's driving aptitude test in the city bus using the Transport Workers Management System and the Digital Tachograph Analysis System(eTAS). As a result of the analysis, the results of the driver aptitude test were similar when compared with the traffic company which has many bus drivers and the well - And it was confirmed that the average number of serious injuries and slight injuries in case of accidents was small. Comparing the number of dangerous driving behaviors per 100 km of driving, the elderly driver of the excellent company showed that the number of dangerous driving behaviors is considerably smaller than other elderly and non - elderly drivers, and that the result of correcting the wrong driving habits.

The Study of Ergonomics on Stairways Design in Elderly Housing (고령자용 실내계단 디자인에 관한 인간공학적 실험연구)

  • In order to provide the basic data for planning of stairways design in elderly housing, the study of Ergonomics were exmined. 3 old women and 3 female subjects were tested: 1) The relations between blood pressure and pulse: In case of the old, blood pressure was the highest at 13 cm and pulse was the highest at 23 cm. But in case of the young, the former was the highest at 23 cm and the latter was at 13 cm. 2) EMG: According to the height of stairs, the significant differences on the statistics were not seen. 3) Riviewing that biological characters according to the finishing materials, in case of the old groups, they feel most stable, as they up the wooden stairs. While they feel very dangerous, as they up the stairs where carpet is on. In the biological characters according to the stairs heights and the finishing materials, the most stable conditions for the old are 15 cm-high-stairs, wooden. And even if the stairs used inside the house, the installment of the handrails at both side must be considered.

  • In this short report (before the authors would like to introduce an important application for one of the techniques of complex angular momentunm, say, Regge Pole approach, to nuclear fusion reaction for Light-ions: it will be reported in forthcoming papers), two kinds of thermalnuclear fusion reaction sources are introduced and discussed (A) the case of fusion: the production of neutron and target of Deuteron and (B) the case of fusion: the production of proton and target of Deuteron. Nuclear fusion reactions for Light-ions , such as the thermalnuclear energy sources and fuel cycles, are already well known. Fusion reactions are widely known as being extremly important and nationally vital (in point of view of nuclear weapons we must reconsider seriously development and building of such dangerous weapons) for our next generations in the future. This paper (a topics in review) is concerned with a simple introduction about a new nuclear fusion reaction of the above case of (B) for the second generation.   • The cholesteatoma is usually associated with chronic purulent otitis media and destroys the surrounding structures and may cause dangerous complications. The cholesteatoma with a positive fistula sign may be observed occasionally, if a softened area is formed in the bony capsule over a semicircular canal which exposed the membranous structure of the canal. Recently, the authors have experienced a case of cholesteatoma combined with labyrin thine fistula in a 22-year old male patient. We present this case with a brief review of the literatures.

Massive Necrotizing Fasciitis of the Chest Wall: A Very Rare Case Report of a Closed Thoracostomy Complication

  • We present a case study of necrotizing fasciitis (NF), a very rare but dangerous complication of chest tube management. A 69-year-old man with shortness of breath underwent thoracostomy for chest tube placement and drainage with antibiotic treatment, followed by a computed tomography scan. He was diagnosed with thoracic empyema. Initially, a non-cardiovascular and thoracic surgeon managed the drainage, but the management was inappropriate. The patient developed NF at the tube site on the chest wall, requiring emergency fasciotomy and extensive surgical debridement. He was discharged without any complications after successful control of NF. A thoracic surgeon can perform both tube thoracostomy and tube management directly to avoid complications, as delayed drainage might result in severe complications.

An Estimation on Failure Boundary Condition of Rocker Arm Shaft for 4-Cylinder SOHC Engine Using Orthogonal Array (직교배열표를 이용한 4기통 SOHC 엔진용 로커암 축의 파손경계조건 평가에 관한 연구)

  • As a result of vehicle maintenance of rocker arm shaft for 4-cylinder SOHC engine, failure analysis of rocker arm shaft is needed. Because more than $30\%$ of vehicles investigated have been fractured. Failure analysis is classified into an naked eyes, microscope and X-ray fractography etc. It can predict applied load as well as load type. These methods are applicable to components with simple boundary condition but aren't applicable to components with complex boundary condition. The existing fractography don't catch hold of failure boundary condition quantitatively. Especially, in case that the components isn't fractured at same position. We must determine the most dangerous failure boundary condition to evaluate their operation mechanism. The effect of various factors on response should be estimated to solve this statical problem. This study presents the most dangerous failure boundary condition of rocker arm shaft using orthogonal array and ANOVA in order to assure its robustness.
