산불화재 시뮬레이션분석에 의한 화재진압능력 개선방안 (Methods to Improve Fire Suppression Capability by Forest Fire Simulation Analysis)

  • Forest fires in Korea usually start in the fall and occur every year until spring. Most wildfires are human resources that combine topographical characteristics and carelessness, and failure to respond in the initial stage and lack of cleanup are spreading to large-scale wildfires. In order to prevent these wildfires, active cooperation from the public is essential. As can be seen from recent wildfires, the attention of the public is needed above all else because large-scale wildfires in Korea are occurring due to the people's negligence. If a wildfire spreads and becomes large, it causes damage to life and property, and the damage is irreversible. In this study, various methods were used to prevent forest fires and improve initial suppression ability. In order to minimize damage, the model analyzed by the 119 Special Rescue Team in Gangwon, Chungcheong and nearby forest fires was analyzed on the combustion progress and wind direction by time period. The propagation speed by the wind direction was simulated. Until now, most of the wildfires have been extinguished by firefighting, but I hope that the Forest Service will take the lead and maintain coordination with related organizations.

The Impact of Building Types on Fire Damage by Month

  • Statistics show that while the number of fires has decreased over the last decade, losses of human life and economic property due to fire have increased. Moreover, the number of large-scale fires that have occurred in recent years has resulted in heightened public anxiety. This study aims to identify a specific period of the year most vulnerable to fire, and fire trends, such as damage of fire to humans, to the economy, and different building types. For this purpose, we analyzed human and economic damages using statistics related to fire from 2007 to 2017 and provided a monthly distribution of fire damages both to humans and to the economy by building type. We also identified the relationship between the human damage and the economy damage, and compared the economic losses per casualty by building type. The human damage in residential buildings occupied the highest portion, whereas the economic damage of industrial buildings represented more than a half of all economic damage due to fire. The economic damage per casualty was shown highest for industrial buildings and has also increased rapidly in recent years.

  • This study is intended to propose a systematic procedure for the development of the reliability-based seismic safety and cost-effective Performance criteria for design and upgrading of long span PC bridges. In the paper, a set of cost function models for life cycle cost analysis of bridges is proposed. The total life cycle cost functions consist of initial cost and direct/indirect damage costs considering repair/replacement costs, human losses and property damage costs, road user costs, and indirect regional economic losses. The damage costs are successfully expressed in terms of Park-Ang median global damage indices and damage probabilities. The proposed approach is successfully applied to model bridges in both regions of a moderate seismicity area like Seoul, Korea and a high one like Tokyo, Japan. It may be expected that the proposed approach can be effectively utilized for the development of cost-effective performance criteria for design and upgrading of various types of bridges as well as long span PC bridges.

  • This study is intended to propose a systematic approach for reliability-based assessment of life cycle cost (LCC) effectiveness and economic efficiency for cost-effective seismic upgrading of existing bridges. The LCC function is expressed as the sum of the upgrading cost and all the discounted life cycle damage costs, which is formulated as a function of the Park-Ang damage index and structural damage probability. The damage costs are expressed in terms of direct damage costs such as repair/replacement costs, human losses and property damage costs, and indirect damage costs such as road user costs and indirect regional economic losses. For dealing with a variety of uncertainties associated with earthquake loads and capacities, a simulation-based reliability approach is used. The SMART-DRAIN-2DX, which is a modified version of the well-known DRAIN-2DX, is extended by incor-porating LCC analysis based on the LCC function developed in the study. Economic efficiencies for optimal seismic upgradings of the continuous PC segmental bridges are assessed using the proposed LCC functions and benefit-cost ratio.

An Efficient Damage Information Extraction from Government Disaster Reports

  • One of the purposes of Information Technology (IT) is to support human response to natural and social problems such as natural disasters and spread of disease, and to improve the quality of human life. Recent climate change has happened worldwide, natural disasters threaten the quality of life, and human safety is no longer guaranteed. IT must be able to support tasks related to disaster response, and more importantly, it should be used to predict and minimize future damage. In South Korea, the data related to the damage is checked out by each local government and then federal government aggregates it. This data is included in disaster reports that the federal government discloses by disaster case, but it is difficult to obtain raw data of the damage even for research purposes. In order to obtain data, information extraction may be applied to disaster reports. In the field of information extraction, most of the extraction targets are web documents, commercial reports, SNS text, and so on. There is little research on information extraction for government disaster reports. They are mostly text, but the structure of each sentence is very different from that of news articles and commercial reports. The features of the government disaster report should be carefully considered. In this paper, information extraction method for South Korea government reports in the word format is presented. This method is based on patterns and dictionaries and provides some additional ideas for tokenizing the damage representation of the text. The experiment result is F1 score of 80.2 on the test set. This is close to cutting-edge information extraction performance before applying the recent deep learning algorithms.

Automatic and objective gradation of 114 183 terrorist attacks using a machine learning approach

  • Catastrophic events cause casualties, damage property, and lead to huge social impacts. To build common standards and facilitate international communications regarding disasters, the relevant authorities in social management rank them in subjectively imposed terms such as direct economic losses and loss of life. Terrorist attacks involving uncertain human factors, which are roughly graded based on the rule of property damage, are even more difficult to interpret and assess. In this paper, we collected 114 183 open-source records of terrorist attacks and used a machine learning method to grade them synthetically in an automatic and objective way. No subjective claims or personal preferences were involved in the grading, and each derived common factor contains the comprehensive and rich information of many variables. Our work presents a new automatic ranking approach and is suitable for a broad range of gradation problems. Furthermore, we can use this model to grade all such attacks globally and visualize them to provide new insights.

In the paper, a set of cost function for LCC analysis of bridges is proposed. The total LCC functions consist of initial cost and direct/indirect damage costs considering repair/replacement costs, human losses and property damage costs, road user costs, and indirect socio-economic losses. The damage costs are expressed in terms of Park-Ang median global damage indices (Park and Ang, 1985) and lifetime damage probabilities. The proposed approach is applied to model bridges of both moderate seismicity regions like Korea and high seismicity regions like Japan. Since, in case of bridges, a number of parameters may have an influence on optimal target reliability, various sensitivity analyses are performed in this study. It may be expected that the proposed approach can be effectively utilized for the development of cost-effective performance criteria for design and upgrading of various types of bridges as well as continuous PC bridges.

  • Response and recovery plan is necessary to protect against urban flood which can cause damage on property and human life. In this research, urban flood response and recovery plans were studied to improve an establishment method for local autonomous entities. The result of this research will be applied to make a manual for forming response and recovery plan in Korea.

  • This study is intended to propose a systematic procedure for the development of the conditional assessment based on the safety of structures and the cost effective performance criteria for designing and upgrading of bridge structures. As a result, a set of cost function models for a life cycle cost analysis of bridge structures is proposed and thus the expected total life cycle costs (ETLCC) including initial (design, testing and construction) costs and direct/indirect damage costs considering repair and replacement costs, human losses and property damage costs, road user costs, and indirect regional economic losses costs. Also, the optimum safety indices are presented based on the expected total cost minimization function using only three parameters of the failure cost to the initial cost (${\tau}$), the extent of increased initial cost by improvement of safety (${\nu}$) and the order of an initial cost function (n). Through the enough numerical invetigations, we can positively conclude that the proposed optimum design procedure for bridge structures based on the ETLCC will lead to more rational, economical and safer design.

Evaluation of the relationship between maximum tsunami heights and fault parameters in Korea

  • Tsunamis triggered by undersea earthquakes have the characteristic of longer wavelengths and can propagate a very long distance. Although the occurrence frequency of tsunami is low, it can cause casualties and properties. Historically, tsunamis that occurred on the western coast of Japan attacked the eastern coast of the Korean Peninsula and damaged the property and the loss of human life in 1983 and 1993. By tsunami in 1983 especially, 2 people were killed, and more than 200 casualties occurred. In addition, it caused 2 million dollars in property damage at Imwon Port. In 2011, The eastern cities of Japan: Iwate, Miyagi, Ibaraki, and Fukushima were damaged by a tsunami that occurred near onshore along the Pacific ocean and caused more than 300 billion dollars in property damage, and 20,000 casualties occurred. Moreover, those provoked nuclear power plant meltdown at Fukushima. In this study, it was carried out a relationship between maximum tsunami heights and fault parameters of earthquake: strike angle, dip angle, and slip angle at Imwon port. Those fault parameters are known that it does not relate to the magnitude of earthquake directly. Virtual tsunamis, which could be triggered by probable undersea earthquakes in the future, were investigated and mutual information based on probability and information theory was introduced to figure out the relationship between maximum tsunami height and fault parameters. Fault parameters were evaluated according to the strong relationship with maximum tsunami heights finally.
