  • This study reports on the pressure relief design and braided composite of surge arrester. Surge arresters with porcelain housing must not have explosive breakage of the housing to minimize damage to other equipment when subjected to internal high short circuit current. As a solution, this study describes pressure relief design performance of arresters with braided composite module. In general, braided composite has Potential for improved impact and delamination resistance. Manufacturing processes of the braided composite could also be automated and could potentially lead to lower costs. Therefore, in consideration of characteristics of pressure relief for polymer arrester, the fabric pattern of braided composite was decided. And Polymer arrester module was manufactured with braid. The mechanisms of pressure occurrence and relief were investigated basically by analyzing arc energy and the correlation between thermal shock and indoor pressure in pressure relief test.

The Status of Damage Relief in the Cosmetics Industry and the ADR System

  • Cosmetics are products that consumers use every day to maintain or improve the health of their skin and hair. Therefore, the expansion of the cosmetics market leads to the expansion of disputes over cosmetic damage. Along with constant social changes, new conflicts continue to arise. In order to resolve these disputes, various consumer dispute resolution organizations and methods are required. Therefore, Alternative Dispute Resolution (ADR), an alternative method that can provide a reasonable judgment on problems that occur during the manufacture and distribution of cosmetics with expert knowledge of the industry, is required. Korea resolves disputes between consumers and manufacturers caused by cosmetics through the ADR of the Korea Cosmetics Association and the Korea Consumer Agency. It handles disputes related to accidents caused by cosmetics, offers consultation on consumer complaints on cosmetics and provides information on accidents and safety related to cosmetics. It is not possible to completely eradicate disputes from cosmetic damages. Therefore, it is necessary to expand and efficiently operate the cosmetic ADR system for consumers. In this study, the current status of cosmetic damage disputes and damage relief and the role of the domestic ADR system were reviewed. Consumers should be easily relieved from damage caused by cosmetics. By accumulating important precedents with an efficient cosmetic damage dispute resolution system, disputes over cosmetic damage should be smoothly resolved.

A Theoretical Study on Storm and Flood Insurance in Korea (풍수해보험에 대한 이론적 분석)

  • The storm and flood insurance, which was introduced recently to substitute the disaster relief system to moderate government's financial burden and enhance people's effort to reduce damage, seems to suffer various problems. This paper conducts a theoretical analysis on various aspects of the storm and flood insurance to provide insight on those issues and draw policy implications. First, the coexistence of disaster relief with the storm and flood insurance is likely to harm the penetration of the storm and flood insurance. Second, the current premium system is likely to induce people to make less efforts to reduce damage due to moral hazard problem. Third, current support for damage-reducing efforts may not fulfill its purpose and hence should be scrutinized carefully.

Development of Human Indices to Determine Both Returning Point of Residents and Damage Restoration after the Chemical Accident (화학사고 후 주민복귀 및 피해복구 시점 결정을 위한 인체지표 개발)

  • Objectives: Human indices were developed to determine returning point of residents and damage restoration after the chemical accident Methods: To determine the returning point of residents after the chemical accident, a new concept, the standard man model was introduced as a human index, in which both H-code and its acute effects were main idea. To evaluate the applicability, a hydrogen fluoride leakage accident in Gumi was applied. The returning point were suggested as the conservative remission period of acute effects among relevant hazard effects and compared with actual returning point. The coverage of each age group were considered with reflecting average daily dose expected for actual residents. In addition, a relief-index as a social-scientific approach was reflected as well to apply the damage restoration Results: Actual returning point of residents in Gumi was 88 days; and that of standard man model suggested was 84 days. The expected amount of exposure at aged 12 or under was at least 2.35 times greater than that of this model, 40s, theoretically. However, their population ratio was less than 1%, so 99% of residents could be applied when the standard man model was applied. The relief-index was as an objective and quantitative methodology to apply the qualitative aspect. Conclusions: Although evaluated as a relatively positive result, there was a limitation such as the number of accident applied to the verification of standard man model. The relief index was also considered, but further research should be carried out to find threshold level for the relief.

  • The main objective of this paper is to design and test a new type of polymer ZnO surge arrester for AC power system of railroad vehicles. Metal oxide surge arrester for most electric power system applications, electric train and must not have explosive breakage of the housing to minimize damage to other equipment when subjected to internal high short circuit current. When breakdown of ZnO elements in a surge arrester occurs due to flashover, fault short current flows through the arrester and internal pressure of the arrester rises. The pressure rise can usually be limited by fitting a pressure relief diaphragm and transferring the arc from the inside to the outside of the housing. However, there is possibility of porcelain fragmentation caused by the thermal shock. pressure rise, etc. Non-fragmenting of the housing is the most desired way to prevent damage to other equipment. The pressure change which is occurred by flashover become discharge energy. This discharge energy raises to damage arrester housing and arrester housing is dispersed as small fragment. Therefore, the pressure relief design is requested to obstruct housing dispersion. The main research works are focused on the structure design by finite element method, pressure relief of module, and studies of performance of surge arrester for electric railway vehicle.

Nonlinear dynamics and failure wind velocity analysis of urban trees

  • With an aim to assess the wind damage to urban trees in more realistic conditions, the nonlinear dynamics of structured trees subjected to strong winds with different levels is investigated in the present paper. For the logical treatment of dynamical behavior of trees, material nonlinearities of green wood associated with tree biomechanics and geometric nonlinearity of tree configuration are included. Applying simulated fluctuating wind velocity to the numerical model, the dynamical behavior of the structured tree is explored. A comparative study against the linear dynamics analysis usually involved in the previous researches is carried out. The failure wind velocity of urban trees is then defined, whereby the failure percentages of the tree components are exposed. Numerical investigations reveal that the nonlinear dynamics analysis of urban trees results in a more accurate solution of wind-induced response than the classical linear dynamics analysis, where the nonlinear effect of the tree behavior gives rise to be strengthened as increasing of the levels of wind velocity, i.e., the amplitude of 10-min mean wind velocity. The study of relationship between the failure percentage and the failure wind velocity provides a new perspective towards the vulnerability assessment of urban trees likely to fail due to wind actions, which is potential to link with the practical engineering.

Suggestion for the Application of the ADR system under the Patient Safety Act (환자안전법상 ADR제도 적용을 위한 제언)

  • In the past, there has not been a law with the main purpose of preventing or preventing a risk in advance in order to protect the safety of patients in relation to medical services. It is evaluated that the enactment of the Patient Safety Act has a very important meaning in protecting patient safety as the top priority and further improving the quality of medical care. However, looking at the status of patient safety accidents reported to the Patient Safety Reporting System after the Patient Safety Act was enacted and implemented, various types of risk factors for patient safety still exist in the medical field. Meanwhile, Korea Consumer Agency and Korea Medical Dispute Mediation and Arbitration Agency, the existing domestic ADR specialized agencies, have been operating reasonable damage relief procedures such as recommendation of settlement, mediation, and arbitration according to the purpose of their establishment. Therefore, with the aimof broadening the choice of compensation system for patients, we propose the establishment and revision of ADR-related laws to apply the damage relief procedures of both institutions.

  • Recently, the magnitude and frequency of the natural disaster have been increased, the damage has become severer. The importance of disaster response system to relieve the damage has arised continuously. This study has tried to develop the algorithm to solve the facility location and size problem in emergency logistics. A facility in the emergency logistics has various roles in victim care, casualty treatment, relief resource management and relief vehicle assistance. Moreover, the location of facility in emergency logistics has to consider the safety and reliability. To gather these information, information management system with IoT sensors are suggested. The location problem in this study also covers various features to response various demands in disaster. To solve this problem, this study suggested MIP based algorithm. Scenario based simulation experiments are conducted to verify the performance suggested algorithm.

  • On going researches which are being made on the welded joints at the intersections of closed ribs such as U-ribs with floor-beams in ortho-tropic steel decks still have been used the shape of scallops with or with not diaphragm inside. Stress Relief Hole(SRH) being presented in this study was investigated in order to reduce the fatigue damage in the intersections of U-rib with floor-beam. Finally, it is verified that circular SRHs sufficiently relief the concentration stress at the intersections of U-rib with floor-beam and shows that SRH can be offer one of the methods that can prevent the fatigue damage in these structural details.
