The Korean welfare state has achieved remarkable development during the last two decades, but simultaneously we have witnessed growing prevalent social conflicts and exclusion in the society. This research argues that the source of current problems lies in the nature of the Korean welfare regime, so called, 'paternalistic liberalism'. The paternalistic liberalism has been formulated by the combination of legacies of the developmental state and neo-liberalism. Paternalism with the growth-oriented and employment-centered approach has been a significant factor to restrict individuals' freedom and happiness in the Korean welfare state. It has also been embedded in the Korean welfare state such as social insurance, workfare programs, and centralized social services. In this context, this research proposes social liberalism, pursuing real freedom for all, as a new paradigm for the Korean welfare state. Breaking from the old path, Freecurity, combining freedom and security, which is argued to be the upgraded version of flexicurity, is also newly proposed as the operating model of social liberalism.
Genomic DNA extracted from representatives of two populations, Gunsan and Chinese, of Urechis spp. was amplified using PCR with several primers. The band-sharing (BS) value between individuals no. 05 from the Gunsan population and no. 22 from the Chinese population was 0.206, which was the lowest recognized value. Oligonucleotides primer OPC-04 revealed 44 unique loci, which distinguished the Chinese population. Primer OPB-17 allowed the discovery of 22 loci shared by the two populations, which were present in all samples. Based on the average BS results, individuals from the Gunsan population demonstrated lower BS values (0.661±0.012) than did those from the Chinese population (0.788±0.014; p<0.05). The shortest genetic distance (GD) displaying a noteworthy molecular difference was between individuals CHINESE no. 12 and no. 13 (GD=0.027). Individual no. 06 from the Gunsan population was most distantly related to CHINESE no. 22 (GD=0.703). A group tree of the two populations was constructed by UPGMA Euclidean GD analysis based on a total of 543 fragments generated using six primers. The explicit markers recognized in this study will be used for genetic analysis, as well as to evaluate the species security and proliferation of echiuran individuals in intertidal regions of the Korean Peninsula.
The Basic Local Alignment Search Tool (BLAST) is one of the most established software in bioinformatics research and it compares a query sequence against the libraries of known sequences in order to investigate sequence similarity. Expressed Sequence Tags (ESTs) are single-pass sequence reads from mRNA (or cDNA) and represent the expression for a given cDNA library and the snapshot of genes expressed in a given tissue and/or at a given developmental stage. Therefore, ESTs can be very valuable information for functional genomics and bioinformatics researches. Although major bio database (DB) websites including NCBI are providing BLAST services and EST data, local DB and search system is demanding for better performance and security issue. Here we present animal EST DBs and local BLAST search system. The animal ESTs DB in NCBI Genbank were divided by animal species using the Perl script we developed. and we also built the new extended DB search systems fur the new data (Local Animal BLAST Search System: http://bioinfo.kohost.net), which was constructed on the high-capacity PC Cluster system fur the best performance. The new local DB contains 650,046 sequences for Bos taurus(cattle), 368,120 sequences for Sus scrofa (pig), 693,005 sequences for Gallus gallus (fowl), respectively.

The security of Internet systems critically depends on the capability to keep anti-virus (AV) software up-to-date and maintain high detection accuracy against new malware. However, malware variants evolve so quickly they cannot be detected by conventional signature-based detection. In this paper, we proposed a malware classification method based on sequence patterns generated from the network flow of malware samples. We evaluated our method with 766 malware samples and obtained a classification accuracy of approximately 40.4%. In this study, malicious codes were classified only by network behavior of malicious codes, excluding codes and other characteristics. Therefore, this study is expected to be further developed in the future. Also, we can predict the attack groups and additional attacks can be prevented.

Caenorhabditis elegans whose DNA sequence was completely identified is a representative species used in various research fields such as gene functional analysis and animal behavioral research. In the mean time, many researches on the bio-monitoring system to determine whether water is contaminated or not by using the swimming activities of nematodes. In this paper, we show the possibility of using the swimming activities of C. elegans in the development of a machine learning based bio-monitoring system which identifies chemicals that cause water pollution. To characterize swimming activities of nematode, BLS entropy is computed for the nematode in a frame. And, BLS entropy profile, an assembly of entropies, are classified into several patterns using clustering algorithms. Finally these patterns are used to construct data sets. We recorded images of swimming behavior of nematodes in the arenas in which formaldehyde, benzene and toluene were added at a concentration of 0.1 ppm, respectively, and evaluate the performance of the developed HMM.

We performed a molecular marker-based analysis of quantitative trait loci (QTLs) for traits that determine the quality of the appearance of grains, using 120 doubled-haploid (DH) lines developed by another culture from the F1 cross between ‘Cheongcheong’ (Oryza sativa L. ssp. Indica) and ‘Nagdong’ (Oryza sativa L. ssp. Japonica). The traits studied included length, width, and thickness of the grains, as well as length-to-width ratio and 1,000-grain weight. The objective of this study was to determine the genetic control of these traits in order to formulate a strategy for improving the appearance of this hybrid. Within the DH population, five traits exhibited wide variation, with mean values occurring within the range of the two parents. Three QTLs were identified for grain length on chromosomes 2, 5, and 7. Three QTLs were mapped for grain width on chromosome 2: qGW2-1, qGW2-2, and qGW2-3. Six chromosomes were identified for the grain length-to-width ratio; four of these were on chromosome 2, whereas the other two were on chromosomes 7 and 12. One QTL influencing 1,000-grain weight was identified and located on chromosome 8. The results presented in the present study should facilitate rice-breeding, especially for improved hybrid-rice quality.

Unfavorable weather and soil conditions reduce rice yield and land and water productivity, aggravating existing encounters of poverty and food insecurity. These conditions are foreseen to worsen with climate change and with the unceasing irrational human practices that progressively debilitate productivity despite global appeals for more food. Our understanding of plant responses to abiotic stresses is advancing and is complex, involving numerous critical processes - each controlled by several genetic factors. Knowledge of the physiological and molecular mechanisms involved in signaling, response and adaptation, and in some cases the genes involved, is advancing. Moreover, the genetic diversity being unveiled within cultivated rice and its wild relatives is providing ample resources for trait and gene discovery, and this is being scouted for rice improvement using modern genomics and molecular tools. Development of stress tolerant varieties is now being fast-tracked through the use of DNA markers and advanced breeding strategies. Large numbers of drought, submergence and salt tolerant varieties were commercialized over recent years in South and Southeast Asia and more recently in Africa. These varieties are making significant changes in less favorable areas, transforming lives of smallholder farmers - progress considered incredulous in the past. The stress tolerant varieties are providing assurance to farmers to invest in better management of their crops and the ability to adjust their cropping systems for even higher productivity and more income, sparking changes analogous to that of the first green revolution, which previously benefited only favorable irrigated and rainfed areas. New breeding tools using markers for multiple stresses made it possible to develop more resilient, higher yielding varieties to replace the aging and obsolete varieties still dominating these areas. Varieties with multiple stress tolerances are now becoming available, providing even better security for farmers and lessening their production risks even in areas affected by complex and overlapping stresses. The progress made in these less favorable areas triggered numerous favorable changes at the national and regional levels in several countries in Asia, including adjusting breeding and dissemination strategies to accelerate outreach and enabling changes at higher policy levels, creating a positive environment for faster progress. Exploiting the potential of these less productive areas for food production is inevitable, to meet the escalating global needs for more food and sustained production systems, at times when national resources are shrinking while demand for food is mounting. However, the success in these areas requires concerted efforts to make use of existing genetic resources for crop improvement and establishing effective evaluation networks, seed production systems, and seed delivery systems to ensure faster outreach and transformation.
