Practical Application of DIRKS-Manual (DIRKS-Manual의 실용적 적용)

  • Recently Australian records system is been attention in archival area. We can recognize there are two reasons in it. Because it suggested DIRKS that is a development methodology of electronic records management system and the other hands it introduced the concept of functional provenance which overcomes the previous organizational one. It has very special meaning in Korea that have high level on IT industry in the world. Korean records management system succeeded to a certain extent but still has limitation on the application of description standards or metadata standards. This paper is going to introduce DIRKS, is the one of development methodology of Australian system, and try to apply it practically. Therefore, it will be helpful to people can easily understand DIRKS and it will add more explanation for practical operation.

  • This study aims to identify the developing process of classification shemes for NGO records. And it chooses the KFEM(Korea Federation for Environmental Movenment) for case study, which is a representative NGO of Korea. This study proposes the classification principles in the form that the function classification and subject classification are combined. The development model of function classification schemes on the KFEM records is based on the Australian Standard Work Process Analysis for Recordkeeping(AS 5090) and the DIRKS (Designing and Implementing Recordkeeping Systems) methodology. Literature review, interviews, work process analysis, and questionnaire surveys have been employed as research methodology.

  • Pythium 5종, 16균주를 공시하여 담수직파한 벼에 대한 병원성을 CMA 배지와 growth chamber 검정법에 의하여 검정한 결과 P. arrhenomanes 1398 균주가 가장 강한 병원성을 보였으며, 다음은 균주에 따라 차이가 있었으나 P. irregulare와 P. spinosum도 병원성이 강하였으며, P. dissotocum과 P. catenulatum의 균주는 병원성이 약하거나 없엇다. CMA 배지 검정때 P. arrhenomanes 1398 균주의 병원성은 주.dirks 2$0^{\circ}C$ 또는 3$0^{\circ}C$의 항온처리보다 주간 3$0^{\circ}C$, dirks 2$0^{\circ}C$의 변온 처리에서 높았다. Growth chamber 검정법으로 병원성을 검정할 때에는 벼알접종원을 이용하는 것이 효과적이었다.

A Study on the Work Process Analysis Methodology for Records Management (기록관리를 위한 업무분석 방법론 연구: 호주표준 AS 5090을 중심으로)

  • There have been growing interests in work process analysis methodology, ever since ISO 15489 and DIRKS were introduced to the Korean archival and records management community. It is because the methodology has been expected to provide with much needed information, with which records management programs could be designed. The information encompass from those needed in developing macro-organizational framework such as business classification schemes, to those essential to identify exact points of time, at which records management systems should capture records during each phase of business process. The Korean community, however, currently possesses a surprisingly scanty understanding of the methodology. The present paper aims to promote its understanding among Korean archivists and records managers, by reviewing an Australian standard of Work Process Analysis for Recordkeeping(AS 5090). It begins with drawing attention to the fact that the work process analysis is utilized in diverse areas, encompassing systems development, organizational re-engineering, and human resources management in business settings. When the methodology is implemented in records management settings, therefore, focus should be lied in finding out ways of creating and capturing records from the routine business activities. The paper then reviews the relationship among the three standards, AS 5090, DIRKS, and ISO 15489. Most parts of the paper are dedicated to review AS 5090 in detail, with examples. The paper also provides with output forms to be used to organize and represent results from the analysis.

A Study constructing a Function-Based Records Classification System for Korean Individual Church (한국 개(個)교회기록물의 기능분류 방안)

  • Church archives are the evidential instruments to remember church activity and important information aggregate which has administrative, legal, financial, historical, faithful value as the collective memory of church community. So it must be managed necessarily and the management orders are based on the Bible. The western churches which have a correct understanding about the importance of church records and management order have taken multilateral endeavor to create, manage church archives systematically. On the other hand, korean churches don't have the records management systems. Therefore, Records created in individual church are mostly managed unsystematically and exist as 'backlogs', finally, they are destructed without reasonable formalities. In those problems, the purpose of this study is to offer the way of records classification and disposition instrument with recognition that records management should be done from the time of creation or previous to it. As a concrete device for them, I tried to embody the function-based classification method and disposal schedule. I prefer the function-based classification and disposal schedule to the organization and function-based classification to present stable classification and disposal schedule, as we can say the best feature of the modern organization is multilateral and also churches have same aspect. For this study, I applied DIRKS(Designing and Implementing Recordkeeping Systems) manual which National Archives of Australia provide and guidelines in ICA/IRMT series to construct the theory of the function-based classification in individual churches. Through them, it was possible to present a model for preliminary investigation, analysis of business activity, records survey, disposal schedule. And I took an example of 'Myong Sung Presbyterian Church' which belong to 'The Presbyterian church in Korea'. I explained in detail codifying process and results of preliminary investigation in 'Myong Sung Presbyterian Church', analysis of business activity based on it, process of presenting the function-based classification and disposal schedule got from all those steps. For establishing disposal schedule, I planned 'General Disposal Schedule' and 'Agency Disposal Schedule' which categorized 'general function' and 'agency function' of an agency, according to DIRKS in Australia and ICA/IRMT. And for estimation of disposal date I had a thorough grasp of important records category presented in 'Constitution of General Assembly', interview to know the importance of tasks, and added examples of disposal schedule in western church archives. This study has significance that it was intended to embody 'the function-based classification' and 'disposal schedule' suitable for individual church, applying DIRKS in Australia and ICA/IRMT on absence of the theory or example which tried to present the function-based classification and disposal schedule for individual church. Also it is meaningful to present a model that can classify and disposal real records according to the function in individual church which has no recognition or way about records management.

A Methodology of Records Classification System Development Based on Functional Analysis: Case Study of The Presidential Committee for the Inspection of Collaborations for Japanese Imperialism (업무기능에 기반한 기록분류체계 개발에 관한 연구 -친일반민족행위진상규명위원회를 중심으로-)

  • There should be an integration between work management and records management in order to document the work processes thoroughly. It's proper to establish a records classification system to have the work classification and record classification table integrated for that purpose. But the conventional procedures and methodology used for records classification system development lack specific features to be used as voluntary guidelines of a common organization or group and to conduct analysis. Recognizing the problems, this study suggested the specific methods of records classification system development to link work management and records management organically. First, the functional classification was chosen as the principle of classification for records classification system development. Then concrete methods of records classification system development were suggested. Analysis and comparison were made for the DIRKS(Designing and Implementing Recordkeeping Systems), which is the standard records management and work analysis of Australia, and AS 5090. The results were used to suggest specific methods of records classification system development in conjunction with the research into the methodology employed for work analysis in information engineering and business administration to compensate for its weakness. The significance of the study can be found in that it suggested the methods of typical records classification system development in connection with records classification, and that it applied them to the Presidential Committee for the Inspection of Collaborations for Japanese Imperialism and tested them.

  • 교통 법규 위반 단속이나 주차 관리를 위한 차량 번호판 인식 시스템을 구현하기 위해서는 크게 차량 번호판 추출, 문자 분할, 문자 인식의 세부분으로 이루어진다. 본 논문에서는 차량 번호판 인식 시스템의 구현을 위해 번호판 영역의 색상정보를 이용하여 차량 번호판을 추출하는 방법을 제안하고, 번호판 영역 문자들의 사전 정보와 색상성분을 사용하여 정확하게 번호판 문자 분할을 하는 방법을 제안한다. 자가용과 영업용 차량 영상을 주간/dirks 및 정면/후면으로 나누어 다양하게 취득하여 실험한 결과, 94.6%의 번호판 추출률과 86.8%의 문자분할률을 얻었다.

  • The main purpose of the archives is to maintain a history of the organization's functions and activities. Selecting valuable records for the permanent archives through objective appraisal from among many records that reflects the activities of organization is very important but also very difficult. The quantity and complexity of comtemporary records has rapidly expanded because of electronic storage, and with the information environment, and it is now possible to manage and control the records an entire lifetime. In this study, it is proposed the appraisal methods based on a business analysis that is combined the macro-appraisal factor and micro-appraisal factor; The former is functions and organizations as the objective guideline of selecting valuable records from the beginning and the latter is a contents appraisal (evidential value) of the individual records.

  • Patterns of ginseng damage by larvae of Holotrichia diomphalia Bates in spring were investigated in 3rd year ginseng fields from 1986 to 1990. Ginseng damages were more serious in outer areas than inner areas of ginseng fields, which seemed to be due to nocturnal migration behavior of adult females. Damaged parts of 3rd year ginseng plants due to 3rd instar larvae were top, middle, bottom or whole of main roots, and rarely underground stems. Mean inhabitation depth of 3rd instar larvae were 3.2cm, 5.6cm, 6.6cm and 4.9cm in 1st, 2nd and 3rd year ginseng fields and mugwort fields, respectively. Larval feeding damage of ginseng in spring oc¬curred mainly from mid-May to early July and appeared to decrease temporarily when rainfalls increased.
