A Study on Limits to Promoting SMEs Networking Policies for Urban Economic Development in South Korea: Centering on the Case of Daegu City (도시경제발전을 위한 중소기업 네트워킹 정책 활성화의 한계에 대한 연구 -대구광역시의 사례를 중심으로-)

  • This research addressed limits to promoting SMEs networking programs, especially with universities, in the context of national and regional policies for urban economic development, centering on the case of Daegu City. In large cities such as Daegu City, the strategy focusing on promoting SMEs networking activities, utilizing the advantages of urban economy, is likely to be necessary for urban economic development in knowledge-based economy. However, national and regional policy direction for urban economic development relied on exogenous strategies attracting firms, and regional S&T policies focused on universities and research institutes rather than SMEs, being strongly initiated by central government. Thus, to promote policies supporting local SMEs networking in Daegu City was seen as being difficult. Under these circumstances, region-specific policies related to support networking activities of SMEs might be dealt with neglectedly.

  • The increase in the number of ships entering and leaving the port and the creation of various cargo volumes can promote local economy and lead to regional development, attracting businesses, and influx of local residents. The port area of Dangjin consists of the limited cargo and most private docks, making it increasingly weak in meeting the local economic development and the expectations of local residents. Therefore, in order to promote regional development and revitalize the local economy, and to reduce the sense of alienation of local residents, it is necessary to make it easier to access and water to ports through the development of all areas of Eumseompo-gu, and to make active changes in the marine and port logistics environment. As seen through various cases of port development at home and abroad and the redevelopment of the ports at Gohyeon Port in Geoje, Dangjin Port should be able to quickly demonstrate the development of the Dangjin Port area and improve the quality of life for the residents of the metropolitan area. This is the time when the government's drive is highly requested.

Systematization for Approach Method of Economic Geography in Korea (한국경제지리학 접근방법의 체계화)

  • This study examines the epistemological approach of the economic geography and the approach in the ontology of geography which has been studied based on the region, and thereby aims at the systematization of economic geography. Since 1956, Korean economic geography study has been conducted under the development of studies in developed countries without discussing the uniqueness of the study or the systematization of the research approaches. As a result, the systematization is built after the economic geography is divided into neoclassical economy, geographical political economy, regional structure of the national economy, and local autonomous entity economy on a axis of epistemology and ontology for the systematization of approaches. We should pursue the intellectual change adding the major economic phenomena theories such as the world-system perspective, the regulation theory, network theory, and the institutionalism etc. into the systematization of the economic geography.

  • The purpose of this study is to provide implications for regional development policy, especially peripheral regions, by investigating the agglomeration process of regional resource-based industries. In the process of globalization, the region emerges as an actor which participates in competition in the global market. Developing regional resource-based industries is an important tool to develop regional economy. This study examines the agglomeration process of the fermented soy products industry in Sunchang in historical approach and finds out success factors of regional resource-based industries. Then policy implications for regional development by developing regional resource-based industries are drawn and suggested.

Regional Change and Location of Industrial Complex: A Case of Yeochon National Industrial Complex of Korea (공업단지의 입지와 지역변화에 관한 연구: 여천산단을 사례로)

  • The purpose of this study is concerned with the relationship between the location of industrial complex and regional changes. Yeochon National Industrial Complex(YNIC) was dedicated as an industrial site in 1967 according to a part of the Korean government's plan of developing for heavey chemical industry. Yeochun city has been changed with location and establishment of YNIC since 1969. The establishment of YNIC have influence upon the increase of population and employment, urban development, and growth of regional economy within research areas including of Yeochun city, Yeochun county, and Yeosu city. In addition, with the establishment of YNIC, the regional economical structure was progressed from farm and fishery oriented sector to manufacturing oriented sector, thus the petrochemical business related companies hold a majority among regional manufacturing structure. We used the shift-share analysis and regional growth rate differential analysis in order to examine the characteristics revealed in the transformation of employment and industrial structure. The petrochemical related manufacturing and construction industries provided a great influence on the growth of regional employment.

  • The purpose of this case study was to analyze the promotion background, development process, business content and organizations of rural social enterprises in Japan and Korea, to examine the similarities and differences of the two countries in social purpose, independence of management, creation of regional economic cycle and administrative role, and to present policy tasks for development of social economy and social enterprise in rural area. the Policy tasks are as follows; construction of community-based social economy, social financial support strengthening, the empowerment of rural social enterprises and the efficient management of internet shopping mall for increase in sales.

Significance of Regional Loan-to-Deposit Ratio and Local Bank under Endogenous Monetary Theory (내생화폐론으로 본 지역예대율과 지방은행의 의의)

  • The purpose of this study is to reveal the significance of regional loan-to-deposit ratio and local banks through Post-Keynesian endogenous monetary theory. According to endogenous monetary theory, banks, rather than financial intermediaries, are credit creation agencies that create deposit money through loans. On the other hand, according to the existing view which interprets bank as a financial intermediary, it is seen that the higher the loan-to-deposit ratio of the deposit bank in a region, the more active the lending activity based on the deposit inflow. However, according to the endogenous monetary theory, the loan-to-deposit rate is reinterpreted as an indicator of regional balance. Especially, relatively high lending-to-deposit rate of a region is interpreted as follows: money circulation in the region is shrinking due to the outflow of deposits created through loans in the region. In addition, when considering the local based financial practices of local banks, their ability to create credit, and their impact on the real economy, it is necessary to positively review the local bank restructuring policy from the perspective of balanced regional development.

The Growth of Private Enterprises in the 1990s and Regional Development in China (1990년대 중국 사영기업의 성장과 지역발전)

  • The economic reform in China since 1978 has been increasingly sped up and deepened. The recent development of private enterprises, especially, has significant economic and political implications, whereas its regional differentiation has considerable impacts on both the development potential of certain regions and overall regional growth pattern. This study aims to understand the regional pattern of private enterprise growth as well as the institutional change which has structured the growth process. The development of private enterprises turned out to be closely tied to the marketization strategy of dual-track system and policy needs to reduce the unemployment level in both urban and 겨ral China. The regional pattern of the private enterprise growth can be characterized as ever-increasing spatial differentiation. Based on the basic statistical analysis results, it is argued that the private enterprise growth is closed related with the marketization level of the regional economy. Therefore, the strategy of developing private sector will be more important in shaping the regional development path as well as potential.

Possibilities and Problems for the Regional Innovation in Japan

  • Under a knowledge-based economy, regional innovation policies have been treated as important regional policies. In this paper, the author attempts to argue the possibilities and problems for regional innovation in Japan. For this purpose, the author has investigated the development of industry-academy-government collaboration in Ube City which has been designated as one of a number of knowledge cluster projects by the National Government. Ube City is a typical company town and the regional system had been characterized by the vertical relationship between a core company and it's subcontractors. Since the late 19905, the local national university has played an important role to promote cooperation with various types of enterprises, research institutions, and local governments. As such horizontal relationships have become more influential, it is necessary to overcome the gap in interest and knowledge base between the core company and the local university.

Comparative Advantages and Disadvantages of Five Northeast Asian Cities

  • Northeast Asia's burgeoning mage- cities have an extraordinarily economic vitality. While national statistics disguies how economic activity is concentrated, much of the region's robust growth of recent decades has centered around large cities, such as Tokyo, Seoul, Beijing, Shaghia, Hongkong. These cities are also at the heart of the Northeast Asia's emerging reional economy. This paper aims to compare the advantages and disad- vantages of these selected Northeast Asia cities in various categories of urban competitiveness and cooperation. Above all, the paper compares the individual cities with one another, and analyzes relations and linkages among them. Then, strengths that can be reinforced and weakness that can be overcome are identified for each city. Finally, an urban development strategy for Seoul in the context development strategy for Seoul in the context of Northeast Asian cities is provided : I) Seoul should strive to be an effective regional capital of Northeast Asia ; ii) Seoul should be a focal point for the intermingling of Chinese, Japanese and Western cultures.
