House Rent Control System and Its Implementation in France (프랑스 주택 임대료 규제 및 관련 제도 연구)

  • Since year 2000, French housing and rent prices rose at a rapid rate and the housing market has been overheated. Face to this phenomena, the French government enacted a new law Alur which is a legislatif tool to control the private housing rent price for the cities, where the tension of the housing market is very high. This new law has impacted the housing market in two major ways. First, for the 38 cities designated by this law, the rent price's increase rate can not rise above the IRL, which is the rent reference index. Secondly, this law also permits local authorities to control the housing rent's price following the concrete price guidance. Especially in Paris, the city applicated this method for private rental housing since 2015. This city classified its own area by 14 zones. Based on the market surveys of each sector, local authority made a guidance for private housing rent's price. The guideline is consisted of average prices, maxima and minima price by types, which is classified by the construction year, number of rooms and furnished or not. Therefore, this study aims to understand french housing rent's price control system and draw implementation for korean housing rent policies. This research is meaningful for it introduces recent foreign regislations which could be helpful to control the housing market in Korea.

The effect of Pellet about $DeNO_x$ for Packed-bed type reactor (Packed-bed type 반응기에서 $NO_x$제거에 대한 Pellet의 영향)

  • In this experiment, an attempt to use pellets($BaTiO_3$, $TiO_2$, ${\gamma}-Al_2O_3$, sludge) for $NO_x$ removal was conducted The effect of pellets on NO removal from simulated flue gas was experimentally investigated for packed-bed reactor of plate-plate geometry. An experimental investigation has been conducted for NO concentration of 50ppm balanced by air, and gas flow rate of $5{\ell}/min$. Ceramic pellets were used for surface discharge and the sludge pellets was added on $BaTiO_3$ and $TiO_2$ to increase $NO_x$ removal rate. In the result, $NO_x$ removal rate using $TiO_2$ was better than other pellets. $NO_2$ segnificatly generated by using $BaTiO_3$ pellets and sludge pellets used with $BaTiO_3$ decreased $NO_2$ generation.

  • The presence of cross-reacting muramidase in Lactobacillus delbrueckii ssp. bulgaricus ULl2 was shown by using monoclonal antibodies raised against an muramidase-2 of Enterococcus hirae ATCC 9790. The separation of protein by sodium dodecyl sulfate-polyacrylamide gel electrophoresis followed by Western immunoblot confirmed the presence of one cross-reacting band in Enterococcus hirae with an estimated molecular mass of 80 kDa, L. bulgaricus cultured cells harvested after 4 and 12 h were submitted to different autolysin releasing procedures and the liberated products were allowed to cross-react with muramidase-2 antibodies in order to estimate the efficiency of each treatment. Although the cultured cells harvested after 4 h yielded only a slight immune-reaction in Western immunoblots against these enzyme monoclonal antibodies, a strong signal was observed for the cell walls obtained from the same experimental conditions and treated with Triton X-100 surfactant. The same phenomenon was also observed by light fluorescence microscopy. Immune-labelling followed by optical and electron microscopy have shown that the muramidase-2 of L. bulgaricus ULl2 was essentially localized in the innermost part of the cell wall.(omitted)

A New Method on the Measurement of Catalase Activity of Panax ginseng C.A. Meyer Tissues (인삼조직에서 Catalase Activity측정에 관한 새로운 Method)

  • We report a newassay method on the measurement of the catalase activity, whose utilzation value is considered to be remarkable in the field of plant biochemistry. We named this method as a De-Coupling method. The essence of de-coupling method is the separation between the enzyme reaction and the indicator reaction. The optimum condition of the enzyme reaction was found to be following: on addition of 1 ml of substrate (H2O2: 20mM) to the fixture of the crude extract of enzyme (volume: 0.2 ml) and the ammonium phosphate buffer (volume: 1.8 ml; 0.93 M phosphate, 1.6M NHB, 2.5 M methanol, pH 7.0). After 30, 60 and 90 seconds of the enzyme reactions are proceeded, the reactions are terminated by 25% of tai-chloro-acetate (final concentration of 5%), respectively. The precipitated materials by tai-chloro-acetate was removed by the centrifugation (2000g, 10minutes). Formaldehyde produced in the enzymatic reaction was reacted with 2ml of acetylacetone (60mM). The indicator reaction -(HANTSCH REAKT10N)- in which lutidine is formed, was proceeded for 60 minutes at $25^{\circ}C$.

Retirement Age and Social Security (정년제도와 사회보장 : 1980년 이후 OECD 회원국들의 노후 소득보장 정책의 변화)

  • This paper attempts to analyze the early retirement in the OECD countries and discuss implication of that in the old age policy in Korea. The increase of the early retirement in the almost all OECD countries is a common fact. Especially the rate of early retirement rapidly increased in the 1980s, mostly reflecting the high rate of unemployment and states' policies to reduce it. However, it varies across countries: the unemployment compensation pathway in France, the mixture of social assistance and private insurance in England, VUT in Netherland, the privatization of the early retirement in the U. S., and partial retirement and labor market policy in Sweden. The early retirement in the advanced countries contributes to de-institutionalization and de-standardization in life course model. It resulted in the erosion of the ordinary conception that the retirement was the beginning of the old age. And the last phase of life course became blurred. With respect to the problem of the early retirement, there is a big difference between Korea and the OECD countries. Above all, the retirement age is 55 years in many companies and the public pension is not universalized in Korea. Accordingly the policy for income security of the old age in Korea should be connected with social security policy such as the gradual extension of the retirement age and the expansion of the public pension and labor market policy such as job training for the old age, transformation of the seniority wage system etc.

Influence of high axial compression ratios in RC columns on the seismic response of MRF buildings

  • Poorly designed reinforced concrete (RC) columns of actual moment-resisting frame (MRF) buildings can undergo Axial Compression Ratios (ACR) so high as their demand exceeds their capacity, even for serviceability gravity load combinations, this lack commonly leads to insufficient seismic strength. Nonetheless, many seismic design codes do not specify limits for ACR. The main contribution of this research is to investigate the need to limit the ACR in seismic design. For this purpose, three prototype 6 and 11-story RC MRF buildings are analyzed in this paper, these buildings have columns undergoing excessive ACR, according to the limits prescribed by standards. To better that situation, three types of alterations are performed: retrofitting the abovementioned overloaded columns by steel jacketing, increasing the concrete strength, and reducing the number of stories. Several finite element analyses are conducted using the well-known software SAP2000 and the results are used for further calculations. Code-type and pushover analyses are performed on the original and retrofitted buildings, the suitability of the other modified buildings is checked by code-type analyses only. The obtained results suggest that ACR is a rather reliable indicator of the final building strength, hence, apparently, limiting the ACR in the standards (for early stages of design) might avoid unnecessary verifications.

  • The function and the role of school are changing according to various future-oriented education models such as open-ended learning cycle, community learning center, re-schooling, network system and de-schooling, which reflect recent social demands related to discussions on sustainability, low birth rate and ageing. what changes to our school buildings have been there? This study is aimed that shows the architectural change of school buildings and environments in 2000's. It reveals the architectural tendancy through some school buildings, 'the excellent facility school award' winner which Ministry of Education, Science and Technology have chosen annually since 1998. In the past decade, it is outstanding change that mass composition, window patterns and exterior wall materials are diversified greatly. The most of them have a opened main hall and multi-purpose spaces which give effective educational environment to students. Although visual changes are outstanding, we still need qualitative educational space program and improved school building design according to future-educational demands.

A Study on the Estimation of the GHGs Emissions to the Reuse of De-ionized Water Production Process in Semiconductor Factory (반도체 생산용 초순수 제조공정의 농축수 재이용에 따른 온실가스 발생량 평가에 관한 연구)

  • In the 21st century, human beings are becoming increasingly concerned about greenhouse gas emissions as the environment changes due to climate change become serious. The temperature of Korea has risen by approximately $1.5^{\circ}C$ from 1904 to 2000, and the climate is changing gradually to a subtropical climate. As a result, the frequency of floods and droughts increases, so that the water available to humans is decreasing every year, and the cost of using city water is rising every year. The reuse of wastewater that is normally abandoned is inevitable. This study examined the monthly data for 6 months of operation by installing a reuse system of concentrated wastewater (Re R/O System) that is generated during the process of manufacturing de-ionized water (DI-Water System) used in semiconductor processing. As a result of the survey, the city water supply saved approximately $2,767m^3$ per month. The average annual greenhouse gas emissions was $1,329.07kg-CO_2$ per month due to the electricity consumption of the water reuse system. On the other hand, because of the reduction in city water supply, the average monthly average of $918.64kg-CO_2$ was reduced, and the greenhouse gas emissions were increased to $410.43kg-CO_2$ per month. If it improves some processes in the water reuse system, the amount of greenhouse gas emissions can be reduced by an average of $254.41kg-CO_2$ per month.

Isolation and Purification of Fibrinolytic Enzyme of Edible Mushroom, Sarcodon aspratus(Berk.)S. Ito (능이버섯으로부터 Fibrin 분해활성이 있는 단백질의 분리 및 정제)

  • To isolate and purify fibrinolytic active substance from Sarcodon aspratus(N $H_4$)$_2$S $O_4$ precipitation, DE52 anion exchange column chromatography, Sephacryl-S 200gel filtration chromatography and Mono S cation FPLC were carried out and the characterizations of the purified enzyme were investigated. The bound active fraction on DE52 anion exchange column chromatography were eluted with 0.2 M NaCI and the fibrionlytic enzyme was purified after following Sephacryl-S200 gel fitration chromatography and Mono S cation EPLC. The specific activity of purified enzyme was 55.2 U/mg protein and increased 11.3 fold comparing crude extract and the yield was 49.5%. 12% SDS-PAGE electrophoresis and gel filtration chromatography revealed that Sarcodon aspratus fibrionloytic enzyme was highly purified and had 29.300 Da molecular weight. Enzyme activity of the purified fibrinolytic enzyme from Sarcodon aspratus was increased on higher pH and was stable until pH 10.5. On temperature dependent stability, the enzyme activity was decrease sharply but remained 25% relative activity on 8$0^{\circ}C$. This enzyme activity was inhibited by heavy metal ion, C $U^{2+}$ and $Co^{3+}$ with 68% and 38%, respectively. And also, the enzyme activity was inhibited with $Ca^{2+}$ chelator EDTA and serine protease inhibitor PMSF. These results from this study suggested that the fibrinolycit enzyme from Sarcodon aspratus is a serine protease and the enzyme activity was increased by $Ca^{2+}$ or $Mg^{2+}$ ion.n.ion.n.

달궤도선 임무 해석을 위한 궤도전파기 개발 및 궤도선의 수명 분석

  • 미래 한국의 달궤도선 임무에 대비하여 달 근접 궤도 전파기인(orbit propagator) YSPLOP ver. 1(Yonsei Lunar Precise Orbit Propagator version 1)을 개발 하였다. 개발된 궤도 전파기의 성능은 상용 소프트웨어인 STK Astrogator를 이용하여 검증되었다. 개발된 궤도 전파기를 이용, 달 궤도선의 운용에 있어서 다양한 섭동력들이 궤도선의 수명(orbital decay)에 미치는 영향을 분석하였다. YSPLOP ver. 1은 정밀한 달 중심 탐사선의 위치산출을 위하여 M-EME2000 (Moon-Centered, Earth Mean Equator and Equinox of J2000) 좌표계, M-MME2000 (Moon-Centered, Moon Mean Equator and IAU vector of epoch J2000) 좌표계 그리고 M-MEPMD (Moon-Centered, Moon Mean Equator and Prime Meridian) 좌표계를 이용하여 탐사선의 상태(state) 정보를 산출한다. 또한 태양, 지구, 달, 화성, 목성의 중력에 의한 섭동력 및 태양풍에 의한 영향을 포함할 수 있도록 설계되었으며, 달 근접 궤도선의 궤도 운동에 가장 큰 영향을 미칠 수 있는 섭동력인 달의 비대칭 중력장에 의한 영향 또한 고려하도록 하였다. 달의 비대칭 중력장 모델 (Lunipotential model)은 LP165p 모델이 사용되었으며 행성의 정밀한 위치 산출을 위하여 JPL의 DE405 천체력이 사용되었다. 개발된 궤도 전파기를 이용, 달고도 100 km, 궤도 경사각 $90^{\circ}$인 달 중심의 극궤도를 약 30일 동안 전파한 결과, YSPLOP ver. 1의 성능은 STK Astrogator와 비교하여 보았을 때 약 수 m의 오차를 보이는 것으로 확인되었다. 달의 극궤도 탐사선의 궤도 수명을 분석한 결과, 최소한 달의 비대칭 중력장이 70 by 70 이상으로 고려되어야 함을 확인하였으며 이때 달 궤도선의 수명은 약 160일으로 나타났다. 아울러 달 근접 환경에서의 지구 중력에 의한 섭동력은 달 궤도선의 운동에 있어서 무시 할 수 없는 정도의 많은 영향을 끼치고 있음을 확인하였다. 이 연구를 통하여 개발된 궤도 전파기는 미래 한국의 달 궤도선 및 착륙선의 임무 설계시 사용 될 수 있다. 또한 이 연구에서 제시된 달 근접 환경에서의 다양한 섭동력들이 달 궤도선의 운동에 미치는 영향에 대한 해석 결과는 추후 달 근접 임무 설계시 고려되어야 하는 섭동력들의 기본 사양을 제공할 것이다.
