The sovereign state has the right to engage in self-defense or war with the approval of the Security Council when it receives an invasion of territory from a foreign country. War is conducted under the principle of the necessity and proportionality of self-defense. In case of cyber attack, proportional countermeasure must be made through attack means and effect analysis, and cyber weapons need to be classified for this purpose. Therefore, this study aims to provide a rational and legitimate response according to the necessity and proportionality of the self - defense right by suggesting definition and classification criteria of cyber weapons. In this study, cyber weapons were defined as "means of collecting, attacking, and protecting information using cyber technology in the cyber space according to military objectives. Based on existing weapon systems and public cyber weapons cases, cyber weapons were classified as (1) cyber weapons for information gathering, (2) cyber weapons for attack, and (3) cyber weapons for protection. We suggest the considerations for applying the proportional response according to this functional classification. In order to guarantee the principle of proportionality to cyber attacks in the future, the classification study based on the cyber weapon effect should be conducted. This study has conducted an exploratory study on the classification of cyber clusters which constitutes one axis of the proportionality principle.

Recently, the United States has been trying to strengthen its cybersecurity by upgrading its position as an Unified Combatant Command that focuses on the Cyber Command in the United States, strengthening operations in cyberspace, and actively responding to cyber threats. Other major powers are also working to strengthen cyber capabilities, and they are working to strengthen their organization and power. The world demands economic power for its own interests rather than its own borders. But Cyber World is a world without borders and no defense. Therefore, a cyber weapon system is necessary for superiority in cyberspace (defense, attack) for national cybersecurity. In this paper, we analyze operational procedures for cyber weapons operation. And we design cyber weapons to analyze and develop the best cyber weapons to lead victory in cyberwarfare. It also conducts cyber weapons research to solve the confrontation between Cyber World.

Since the inauguration of Defense Acquisition Program Administration(DAPA) in 2006, the national defense core technology research & development business has not only pertained to the weapons systems development but also to the improvement of the national science & technology capability via the acquisition of cutting-edge technologies. Furthermore, it has been closely related to the promotion of the defense industry and the mutual improvements of defense and civil technologies. The cyber warfare weapon system, a newly added national defense weapon system field since 2015, has become a promising weapon system branch for improving the national defense power as well as the national defense industry as shown in the case of Israel. By utilizing the existing result of the national defense core technology level, in order to establish the direction of technology planning of the cyber warfare weapon system, this paper analyzes the technology level and features of the cyber warfare weapon system in various aspects via comparisons with other weapons systems. The result of these analyses shows that the cyber warfare weapon system possesses a relatively high technology level due to the technology accumulation in the civilian sector while the relatively slow inclusion to the national weapons systems and the lack of the correspondence case regarding aggressive cyber responses in the defense sector yields a relatively low national rank. However, the technological gap between South Korea and the most advanced country in the field of cyber warfare technology is analyzed to be among the lowest, which indicates that with efficient and effective pursuits in terms of pthe weapons systems acquisitions as well as the core technologies research & development business, an outstanding cyber warfare capacity can be obtained in a short time.
Cyber attacks on the aviation weapon system, a state-of-the-art asset, have become a reality and are approaching as a constant threat. However, due to the characteristics of embedded software of the current aviation weapon system, it is managed and operated without connection to the network in peacetime, so the response management to cyber attacks is relatively weak. Therefore, when a cyber attack becomes a reality, it is urgent to prepare and evaluate measures for the adverse effects that such attack will have on the execution of the Air Tasking Order(ATO). In this paper, we propose a framework for operational impact assessment in order to avoid confusion in ATO execution and systematic response to cyber attacks on aviation weapons systems. The proposed framework is designed to minimize the negative impact on operations against cyber attacks that may occur under no warning by analyzing the impact on air operations for each aviation weapon system and standardizing countermeasures for this. In addition, it supports the operational commander to make a quick decision to command for the execution of the operation even in a situation where a cyber attack occurs.

The continuous evolution and proliferation of computer technology and our increasing dependence on computer technology have created a new class of threats: "cyber threats." These threats can be defined as activities that can undermine a society's ability to maintain internal or external order while using information technology. Cyber threats can be mainly divided into two categories, namely cyber-terrorism and cyber-warfare. A variety of malware programs are often used as a primary weapon in these cyber threats. A significant amount of research work has been published covering different aspects of cyber threats, their countermeasures, and the policy-making for cyber laws. This article aims to review the research conducted in various important aspects of cyber threats and provides synthesized information regarding the fundamentals of cyber threats; discusses the countermeasures for such threats; provides relevant details of high-profile cyber-attacks; discusses the developments in global policy-making for cyber laws, and lastly presents promising future directions in this area.

Recently, as the development of cyber weapons, the threat of cyber warfare has been increasing. Nations, which experienced cyber warfare already, have been damaged not only in the cyber space as well as in real war field. Therefore, each nation is constantly making efforts to prepare for cyber warfare. First of all, to prepare for cyber warfare, each nation's capability of cyber warfare should be understood. A plan of reaction of cyber warfare should be searched by comparison and analysis of capability of cyber warfare. This paper compares and analyzes established methodology of capability assessment about cyber warfare, and this paper finds a better point to suggest the improvement of capability assessment about cyber warfare. This paper applies capability assessment of cyber warfare to nations, which can influence on Korea with improved capability assessment of cyber warfare. Comparing and analyzing the result of assessment, this paper deducts complementary point of Korean cyber warfare to suggest the plan to enhancing capability of cyber warfare.
North Korea's cyber warfare capability is becoming a serious security threat to Korea because most of the operational systems of social infrastructure and advanced weapons system are all networked. Therefore, the purpose of this article is to examine what the Korean government should do to strengthen cyber security capabilities toward North Korea. For this purpose, this article analyzed North Korea's cyber attack cases against Korea by categorizing according to threat type and purpose. The research findings are as follows. It is necessary first, to have aggressive cyber protection and attack capabilities; second, to establish an integrated cyber security control tower that can be overseen by the national government; third, to need to legislate domestic cyber- related laws; fourth, to build a multilateral & regional cyber cooperation system. The implication of these findings are that it needs to be strengthened the cyber security capability from the cyber threats of North Korea by minimizing the damage during the peacetime period and for the complete warfare in case of emergency.
Currently if we are to make a thought to depend on our fast developing information technology, a future war is necessarily to be made a situation of a cyber information warfare. A attacker in the cyber information warfare is able to make attack a military or a civil information and communication system, especially if a attack of a hacker, a virus or a electromagnetic pulse bomb at a military C4ISR system is able to make a confusion or a interruption in military operations, they are available to attack as a real time with non restrictions of physical distance, time, weather and space. While a expenditure of carrying out the cyber information warfares is the lowest expenditure, a effect of carrying out the cyber information warfares is the greatest effect in side of a interruption of information, a confusion, a terror, a pillage and crime of the people. This paper is to introduce "weapons of cyber information warfares", "offence capability of cyber information warfares about several nations" and to propose "a cyber information warfare organization" or the future knowledge warfare. the future knowledge warfare.
Recently, as the use of drones for military purposes is increasing, such as the Russia-Ukraine War, North Korea's reconnaissance against South Korea, and Army Tiger 4.0's dronebot system, anti-drone technology is developing a lot in each country. However, traditional anti-drone technologies in the form of using conventional weapons or electronic warfare weapons have the disadvantage of being expensive, so anti-drone technologies that can be performed at low cost are currently being newly researched. Therfore, in response to these anti-drone technologies, many efforts are being made to increase the survivability of our allies. In line with this trend, this study assumes a virtual anti-drone system applied with cyber domain and electronic warfare domain technologies that can be performed at low cost, rather than a technique using expensive conventional weapons or electronic warfare weapons among various anti-drone technologies. In response to this, we would like to present a plan to increase the survivability of friendly drones.
North Korea's science and technology policies are being pursued under strong leadership and control by the central government. In particular, a large part of the research and development of science and technology related to the Fourth Industrial Revolution in North Korea is controlled and absorbed by the defense organizations under the national defense-oriented policy framework, among which North Korea is making national efforts to develop advanced technologies in artificial intelligence and actively utilize them in the military affairs. The future weapon system based on AI will have superior performance and destructive power that is different from modern weapons systems, which is likely to change the paradigm of the future battlefield, so a thorough analysis and prediction of the level of AI militarization technology, the direction of development, and AI-based weapons system in North Korea is needed. In addition, research and development of South Korea's corresponding weapon systems and military science and technology are strongly required as soon as possible. Therefore, in this paper, we will analyze the level of AI technology, the direction of AI militarization, and the AI-based weapons system in North Korea, and discuss the AI military technology and corresponding weapon systems that South Korea military must research and develop to counter the North Korea's. The next study will discuss the analysis of AI militarization technologies not only in North Korea but also in neighboring countries in Northeast Asia such as China and Russia, as well as AI weapon systems by battlefield function, detailed core technologies, and research and development measures.
