4차 산업혁명 시대에는 산업혁신이라는 목표를 달성하기 위해 기존 산업의 생산성을 높일 수 있는 디지털 전환이 더욱 중요해지고 있다. 디지털 전환에는 디지털 뉴딜과 스마트 국방 등이 있으며, 이들은 인공지능과 빅데이터 분석기술, 사물인터넷을 이용한다. 이러한 변화는 사이버공간을 지속해서 확장함으로써 국가의 국방, 사회, 보건 등의 산업화 영역을 더 지능적인 새로운 서비스들로 혁신하고 있다. 하지만 이로 인해 업무 생산성, 효율성, 편리성, 산업 안전성 등은 강화되겠지만, 디지털 전환영역의 확대로 사이버공격에 따른 위험성 또한 지속해서 증가할 것이다. 본 고의 목표는 이러한 위협에 선제적으로 대응하기 위해 미래의 변화로 나타날 수 있는 위협시나리오를 고찰하고, 이를 해결할 근본적인 대안 중의 하나인 미래의 복합안보 상황에서 요구되는 4차 산업혁명 시대의 선제적 위협 대응 모델을 제안한다. 본고는 향후 미래 사회에서 사이버 위협에 능동적으로 대응할 사이버안보 전략과 기술 개발의 선행 연구로 활용할 수 있을 것이다.

현대행정에서 정부기관들이 GIS를 바탕으로 한 홈페이지를 구축하여 시민들과의 양방향 대화와 열린 행정서비스를 확대하면서 cyber governance와 인터넷 GIS의 접목이 활발하게 진행되고 있다. 이에 따라 기존의 '행정관리를 위한 GIS'는 'cyber governance를 위한 인터넷 GIS'로 전환하고 있고, 미래에는 인터넷 GIS를 토대로 한 cyber governance가 행정관리의 새로운 패러다임이 될 것이므로 이 연구에서는 cyber governance와 GIS의 결합 및 활용방안을 제시함을 목표로 하고자 있다. 이를 위하여 이 연구는 우선 신공공관리 시대에서 cyber governance와 인터넷 GIS의 개념은 정의하고, 둘째로 cyber governance의 속성과 인터넷 GIS의 속성과 양자간의 공통점을 분석하고, 이를 근거로 cyber governance를 위한 인터넷 GIS의 활용방안을 제시하고 있다.

해양산업 디지털 전환에 따른 사이버 위협이 증가함에 따라 선박 및 항만 종사자들에 대한 사이버보안 교육훈련과 전문인력양성 필요성이 증가하였다. 선원의 교육훈련은 IMO의 STCW 협약과 연관되어 교육훈련 관리 및 자격증명이 이루어져야 하고, 선박과 항만의 OT시스템 특성을 반영한 사이버보안 교육훈련 시스템 개발이 필요하다. 본 논문에서는 IMO 사이버 리스크 관리 가이드라인 기반 훈련모델 개발, 해양산업 위협의 특성 기반 사이버보안 훈련모델 개발, AR/VR 및 메타버스를 활용한 사이버보안 훈련 효과 향상을 목표로 해양산업 디지털전환에 따른 사이버보안 전문인력 양성 시스템 개발방안을 제시하였다.

대한민국의 남한과 북한이 평화통일을 위하여, 변혁과 개혁을 주도할 수 있고, 정책을 만들고 보완하고 협상하여, 실천 할 수 있는 사이버안보정책이 필요하다. 본 논문은 사이버전의 정의와, 해외의 사이버테러와 사이버전쟁 대응, 사이버전 대응 기술을 살펴본다. 남한과 북한의 대치 상황에서 사이버안보 활동을 분석하고, 남북통일을 대비한 사이버안보 정책을 연구한다. 본 연구는 사이버위협으로부터 안전한 사이버공간을 구축 및 운영으로 남북통일을 대비하여 합리적인 사이버안보 정책 및 법률의 방안을 제안한다.

본 연구는 마케팅 믹스의 사이버 전환 문제에 집중하여, 온라인 쇼핑몰을 조사표본으로 선정하고 실증 분석한 연구이다. 웹사이트에 나타난 기업특징, 웹사이트 기본기술, 커뮤니티 기술을 측정하여, 이들이 마케팅 믹스의 사이버 전환에 어떻게 영향을 미치는지 규명하였다. 실증분석 결과, 마케팅 믹스의 사이버 전환 수준은 웹사이트 기술의 영향을 받는다는 것이 검증되었다. 웹사이트 평가의 조사문항으로는 웹사이트에서의 기업특징 5항목, 웹사이트 기본기술 10항목, 커뮤니티 기술 12항목을 5점 척도로 하여, 국내 100hot.co.kr의 식품, 화장품, 보석/액세서리 3업종 123개 쇼핑몰 웹사이트를 대상으로 패널조사 하였다. 분석결과 원인변수는 기술, 상호작용, 연결, 기업특성, 도메인의 5개 요인으로 추출되었다. 연구결과는 두 가지로 요약할 수 있다. 첫째, 웹사이트에 나타난 기업특징, 웹사이트 기본기술 요소, 커뮤니티 기술 요소에서 상호 공통성이 있는 요소의 결합을 규명하였다. 즉, 기술, 상호작용, 연결, 기업특성, 도메인 요인이 추출되었다 둘째, 추출된 요인이 마케팅 믹스가 사이버 전환에 어느 정도 영향을 미치는지 검증하였다. 즉, 기술 요인과 상호작용 요인은 마케팅 4P 믹스 모두와 유의한 상관이 있는 것으로 밝혀졌다. 특히 유통믹스의 영향이 가장 높은 것으로 나타났다. 사이버 공간의 새로운 비즈니스 모델에서는 전통적인 4P 믹스를 적절히 전환하고, 고객관계 증진, 공유적 시장공간 창출, 상호연결에 초점을 두어야 할 것이며, 새로운 경영환경에서는 상호작용성과 연결성이 어떻게 활용되느냐에 따라 마케팅 성과가 달라질 것이다.

In the 21st century, both globalization and e-Transformation trends of business in China have been in progress simultaneously and very rapidly. Due to those phenomena, there is consequently big change not only in the field of political-economy but also in the cultural trend of the world. But, despite of the importance of mutual cooperation between Korea and China, the research about Chinese cyber culture is neglected relatively. The purpose of this study is to review the cyber cultural aspect of business between two countries, and to devise proper measures for cultural cooperation not only reengineering the role of two countries but developing mutual benefit in East Asia in the era of global competition. The methodology used in this study is basically depending on theoretical study. Major findings are as follows: China has some cyber-cultural characteristics like very big size of netizen, heaven on earth of counterfeit, deepening in digital divide, etc. And Chinese traditional off-line culture has changed as the cyber culture spreaded over in cyberspace recently. But, on the other hand, cultural trends are changed to homogeneity both in nation-side which is between Korea and China and in space-side which is between online and offline culture. It is recommended that Korea and China have to endeavor to understand mutual culture, and to utilize the cyber culture in the respect of business cooperation. Consequently, two countries should effort to prepare exchange program for both netizen group, to design culture-networking system, to strengthen cyber-cultural marketing, and to make good use of both Korean Cultural Wave(said Han-Ryu) and Chinese Cultural Wave(said Hwa-Ryu).

Information and communications technologies are affecting an economic and social transformation of all countries. Without exception international commercial dispute resolution systems are faced with change its mechanism to online technology. Dispute parties can seek redress through arbitration other than litigation or mediation. Traditional dispute resolutions do not match the cyber trade environment which is basically pursuit the speed and efficiency in cyberspace. Arbitration other than resolution methods have been considered to be match with the online environment which is including party autonomy, speed and internationally accepted and binding awards. Traditional arbitration, however is lack of time and different physical location relating all parties. So we now think cyberspace as for the resolving place which is online arbitration. Even the parties exist in different space and time they may meet in the same time and space without moving or trips. Nowadays there are many online arbitration service provider serving the resolution of dispute arising with online transaction. In this paper we study the tendency for online arbitration, the recognize uncertain matters and avoiding programs its matters when use the online arbitration between disputing parties under cyber trade environment.

Computers and communication technologies have been brought tremendous change to various aspects of an ever-fast changing world at present. Particularly, the use of internet and cyberspace is widespread in every comer of our life. We developed a cyber shell museum using an animation technology. It was developed for educational purposes, and accessible through the world wide web of internet. Cyber shell museum is consisted of five compartment including rare shells, marvelous shells, shell of the world, the shell of Korea and its story of shells. The database contains the pictures and related information of the shell and it implies not only animation display but also text information. The files of database were classified depending on the species, genus, family, order, and class and division of the shell. Picture of shells is displayed and user may reach the image and virtual view information by clicking through the object displayed. This provides multiple techniques to user may manipulate, visualize and interact with image on the web. And every such transformation as translation, rotation, and scaling can be applied in the picture interactively for the convenient and effective viewing.
