An Study on New Direction of Archival Management Policy in Civil-Sector (국내 민간기록관리의 체계 수립을 위한 정책 방향성 연구)

  • Collecting, archiving, and using civil records in the private sector is recognized as part of the legitimate rights that citizens should have in civil society. However, the national records management system does not have a balance between private records management and public records management, and private records are excluded from appropriate government support. Considering that civilian records cannot be restored or restored once lost or damaged, it is clear that national attention and support are needed. This study discusses the need for institutional support for private records and has two main directions for support policies: sustainable support for the revitalization and promotion of civic records culture, and within the region for the sustainable management and preservation of private records. It was identified that a stable organization and physical space support were needed for the collection and preservation of private records. And to put it into practice, the conceptual categories and current status of private records management, and the characteristics of private records management that need to be considered when establishing a private records management policy were examined.

The Current Status and Tasks of National & Public University Archives Management: Focusing on Busan and Gyeongnam Area (국·공립 대학기록관리의 현황과 과제 - 부산·경남지역 국·공립대학을 대상으로 -)

  • This study examines the current status of national & public university archives management, focusing on Busan and Gyeongnam area. Because national public universities create public records, they must compulsorily execute the law, Public Records and Archives Act. However revised Public Records and Archives Act isn't reflected the peculiarity of university archives and the national and public universities are to be transferred to government archive. The records and archives of universities had better be preserved in universities themselves in order to use university member and other users. This paper points out the problem of university archives management and finalizes with some suggestions for national public university archives related to the systematic and efficient archives management.

Current State and Future Direction for Electronic Records Management (전자기록 관리의 현황과 과제)

  • The greatest mission of archival community lies in collecting records to document past and present Korean society and in safeguarding them to pass over to the next generation. For the last decade, Korean archival community has actively pursued this mission and accomplished it to the certain extent. A series of events occurred during the last year urged the community to regretfully accept that the so-called accomplishment was by no means satisfactory. The present study aims to review what has been achieved against what should be if the community is to be truthful to the fundamental mission. It begins with addressing attributes of electronic records. To be specific, attributes of electronic records as 'records' are compared against those as 'digital objects.' Current state of long-term preservation of electronic records is reviewed. Suggestions follow in terms of four directions: establishing a policy framework based on principles of electronic records management, building integrated electronic records management system, researching and developing functionalities for long-term preservation, and finally, knowledge transfer and coordination.

A Study on the Legislation of 'The Records Management Innovation Road-map' (기록관리 '혁신' 로드맵의 법제화 연구)

  • The Records Management Act was established by the result of the National Archive reformism in 1999. However, it could not have brought high-quality changes of recording management since recording management innovation was not continuously achieved. On the other hand, in 2006 the Records Management Act was completely revised as a part of recording management innovation. The records management innovation road map is created as an agenda in order to accommodate difficulties we face in the process of the records management reformism and to establish a norm in accord with international standards, a redesign of records management process and a development of records management system so that it can react quickly to rapidly changing situations on records management paradigms. The organization of the Records Management Act was revised by compensating the defect and applying in international standards. This is due to the fact that it is the highest priority assignment to be able to help promote those sorts of innovation to provide an institutional strategy. 'The National Records Management Advancement Strategy' of National Archives in 2009 seems to be an extension of the recording management Innovation road map. Nonetheless, this strategy cannot be considered a strategy of the consecutive national records management reform since it reflects the basis of the existing policy without any assessment with respect to the records management innovation. Government-level talks on records management innovation should be regarded so as to establish a national policy on records management and to be consistent in carrying Out the policy. This research focuses on how the records management innovation road map is reflected in the Records Management Act in 2006 and how international standards are applied in the act in the national records management regime and current records management system. Furthermore, several challenges will be illustrated to overcome a limit of the Records Management Act in the process.

A Study on the Management of the Chunhyang Festival Records (남원 춘향제 기록물의 관리방안)

  • This study investigates the importance of records management for local festivals by focusing on the Chunhyang Festival, one of Korea's oldest regional festival still in existence. This study analyzes the current conditions of records management to indicate problems and offer measures of importance. The results of this study showed the following problems. First, the absence of public-private partnerships and the lack of a stable commission. Second, the absence of ordinances for festival public records management. Third, the absence of systematic document management. Finally, absence of an expert records researcher and the absence of a records archive. Therefore, the study floated for an overall management method for the Chunhyang Festival records.

Improvement Strategies for the Standard Records Management System of Korea (표준기록관리시스템의 개선전략 연구)

  • The current study aims to propose strategies for the improvement of the Standard Records Management System of Korea. Here, benefits from the system and reasons of underusage were derived based on the results taken from the analysis of interviews and answers to open-ended questions in the system usage survey. Issues related to the nine main functions of the system were also reviewed in the process. With this, the improvement strategies related to the aforementioned issues are categorized as (1) simplification of functionalities, (2) quality assurance of records and metadata, (3) strengthening user assistance and communication, and (4) trust building between the National Archives of Korea and records centers of public institutions.

  • This study seeks to grasp the current status of and suggest improvements on records disclosure management. Data were collected through a literature review, surveys, and in-depth interviews with 7 record managers and 40 office staff in local governments. Existing records disclosures were also used as references for the discussion. With this, self-reliance efforts within local governments and active roles in central records management institutions were proposed.

  • In South Korea the records management system nationwide has been developed based on 'the Act on public agencies' records management' which was first enacted in 1999. Furthermore, 'the Act on public records management 2006' has shifted a paradigm of records management to the digital records world. In this context, the records management standard, KS X ISO 15489 has a profound significance. Based on the principle of that there should not be any conflict between nationwide records management laws and standard, this study explores a meaning of the standard and discusses contradictive elements between the laws and standard. On the basis of the main contents of the standard's five categories, the study analyzes the laws in comparison with the standard. As a result, the study provides remedies for the current records management law and discusses a prospect of records management strategies in the 21st Century.

An Improvement Direction of Judicial Records Management System : Focusing on the Judicial Archives Center (법원기록 관리 체계의 개선방향 법원기록보존소를 중심으로)

  • The purpose of this study is to examine the current situation of the judicial records management by paying attention to the lack of relevant research despite the specialty and importance of the judicial records. This study indicates there is much room for improvement. In order to define the judicial records, we first classify the kinds of judicial records produced according to the functions performed by the court. And we inspect how the records are managed and how the judicial records management is operated. We identified the legal and institutional aspects of court records management. Based on this, problems such as lack of records center, lack of records manager, and redundant management of records belonging to court records were derived. As a way to improve this, We proposed the establishment of the archives, the expansion of the records manager or archivist, and the integrated management of the records management institutions.

  • To be able to present research authenticity, or to cope with patent related cases or any possible law suite for intellectual property, research records management is very important for evidence as well as for providing research information. But record keeping in engineering school laboratory is in an early stage, and lacks associated rules and best practices, which makes systematic research records management hard. This research investigated current practices of engineering school laboratories, analyzed related problems, and provides systematic methods for effective engineering research records management, such as modifying related regulations and process, systematizing the process of research records management, and educating researchers and building infrastructure.
