The purpose of this study is to estimate the minimum optimal scale(MOS) of the self-employed health insurance associations. Considering the high proportion of operating expenses, the author have selected 254 regional health insurance associations eon the 1990 Finance Report of the self-employed health insurance programs. Both a quadratic function and a hyperbolic function were chosen for the analysis. The dependent variables are the average maintenance cost per insured person and per household, and the independent variables are the number of insured members and of household The minimum optimal scale was obtained from the differentiation of the quadratic function. Major findings are summarized as follows: 1. The M.O.S. was calculated as 166,174 members (27,442 households) for the rural self-employed health insurance associations and 258,462 members (75,446 households) for the urban. Providing that both the rural and urban health insurance associations would be integrated, the M.O.S. be found to become 231,687 members (68,101 households) 2. Compared with the optimal minimum scale, the magnitude of the current health insurance association found to be much smaller, less than half of the optimal scale. 3. In order to reduce the operating cost, it is necessary to enlarge the operational scale of self-employed health insurance associations.
Because of the small number of spacecraft available in the Earth's magnetosphere at any given time, it is not possible to obtain direct measurements of the fundamental quantities, such as the magnetic field and plasma density, with a spatial coverage necessary for studying, global magnetospheric phenomena. In such cases, empirical as well as physics-based models are proven to be extremely valuable. This requires not only having high fidelity and high accuracy models, but also knowing the weakness and strength of such models. In this study, we assess the accuracy of the widely used Tsyganenko magnetic field models, T96, T01, and T04, by comparing the calculated magnetic field with the ones measured in-situ by the GOES satellites during geomagnetically disturbed times. We first set the baseline accuracy of the models from a data-model comparison during the intervals of geomagnetically quiet times. During quiet times, we find that all three models exhibit a systematic error of about 10% in the magnetic field magnitude, while the error in the field vector direction is on average less than 1%. We then assess the model accuracy by a data-model comparison during twelve geomagnetic storm events. We find that the errors in both the magnitude and the direction are well maintained at the quiet-time level throughout the storm phase, except during the main phase of the storms in which the largest error can reach 15% on average, and exceed well over 70% in the worst case. Interestingly, the largest error occurs not at the Dst minimum but 2-3 hours before the minimum. Finally, the T96 model has consistently underperformed compared to the other models, likely due to the lack of computation for the effects of ring current. However, the T96 and T01 models are accurate enough for most of the time except for highly disturbed periods.
The performance of the AlGaN/GaN MSM-2DEG varactor with different dielectric films deposited by the E-beam deposition is investigated in detail. The capacitance swing and the capacitance ratio of the varactor without dielectric film as well as with, SiO2, Gd2O3, and Si3N4 films, respectively, are determined by electrodes of varying areas. The maximum capacitance, the minimum capacitance and the capacitance ratios are proportional to the increasing of the electrode areas. The capacitance ratio determined by the maximum and the minimum capacitance is found to be 18.35 (with Si3N4 dielectric film) and 149.51 (without dielectric film), respectively. The transition voltages of the fabricated varactors are almost the same for a bias voltage of about ±5 V and leakage current can be lower three orders of magnitude while the varactors with dielectric films. The tunability of the capacitance ratio makes the AlGaN/GaN MSM-2DEG varactor with a dielectric film highly useful in multirange applications of a surge free preamplier.

This paper proposes a real-time navigation algorithm which integrates the artificial potential field (APF) for an unmanned vehicle in the unknown environment. This approach uses repulsive potential function around the obstacles to force the vehicle away and an attractive potential function around the goal to attract the vehicle. In this research, laser range finder is used as range sensor. An obstacle detected by the sensor creates repulsive vector. Differential global positioning system (DGPS) and digital compass are used to measure the current vehicle position and orientation. The measured vehicle position is also used to create attractive vector. This paper proposes a new concept of potential field based navigation which controls unmanned vehicle's speed and steering. The magnitude of repulsive force based on the proposed algorithm is designed not to be over the magnitude of attractive force while the magnitude is increased linearly as being closer to obstacle. Consequently, the vehicle experiences a generalized force toward the negative gradient of the total potential. This force drives the vehicle downhill towards its goal configuration until the vehicle reaches minimum potential and it stops. The effectiveness of the proposed APF for unmanned vehicle is verified through simulation and experiment.

In this paper, a systematic and statistical calibration technique was implemented to calibrate a high-speed signal converting system containing multiple digital-to-analog converters (DACs). The systematic error (especially the imbalance between DACs) in the current combining network of the multi-DAC system was modeled and corrected by calculating the path coefficients for individual DACs with wideband reference signals. Furthermore, by applying a Kalman filter to suppress noise from quantization and clock jitter, accurate coefficients with minimum noise were identified. For correcting an arbitrary waveform generator with two DACs, a co-simulation platform was implemented to estimate the system degradation and its corrected performance. Simulation results showed that after correction with 4.8 Gbps QAM signal, the signal-to-noise-ratio improved by approximately 4.5 dB and the error-vector-magnitude improved from 4.1% to 1.12% over 0.96 GHz bandwidth.
The arcing contact wear of circuit breakers can be the major cause for the maintenance requirement. The control of arcing times as short as possible but larger than the given minimum arcing time may be the effective way to mitigate the contact wear and to lessen the expenditure of a maintenance. In this paper the method for minimizing the arcing time is described. The basic concept used in the proposed method is the estimation of the current interruption instant from the informations such as the phase angle at the instant of trip commands and the magnitude of interrupted currents.

This paper deals with transformer turns ratio design with the consideration of loss minimization in isolated bidirectional DC-DC converter. Generally, the rms value of current, magnitude of current at switching instance, and duty ratio of a converter vary according to the turns ratio of an isolation transformer in the converter under the same voltages and output power level. Therefore, the transformer turns ratio has an effect on the total loss in a converter. The switching and conduction losses of IGBTs and MOSFETs consisting of dual-active bridge converter are analyzed, and iron and copper losses in an isolation transformer and inductor are calculated. Total losses are calculated and measured in cases of four different transformer turns ratios through simulation and experiment with 3-kW converter, and an optimum turns ratio that provides minimum losses is found. The usefulness of the proposed transformer turns ratio design approach is verified through simulation and experimental results.

An experimental study was carried out to delineate the flow characteristics in a closed countescurrent two-phase thermo syphon with concentric tubes. This is to be installed in the HANARO research reactor as a part of a Cold Neutron Source(CNS). In the present investigation, experiments ata room temperature with Freon-II3 as a moderator were performed. Results show that, based on the magnitude of pressure fluctuation, the flow regimes could be divided into 4 distinct ones in the ($V_f,\;Q_i$) plane, where $V_f$ represents the volume of the charged liquid and $Q_i$ the heat load: a stable flow regime, an oscillatory flow regime, a restablized flow regime and a dryout flow regime. For $V_f$>2.5l, the flow is stable at low $Q_i$. However, as $Q_i$ increases, the flow becomes oscillatory and finally restablizes As $V_f$ increases, the oscillation amplitude decreases, reaching to the restablized flow region at low $Q_i$, and the liquid level in the moderator cell remains high. In the oscillatory flow regimes, for a fixed VI; the oscillating period of time varies with $Q_i$, having a minimum value at a certain value of $Q_i$. The heat load, where the oscillating period of time is minimum, decreases as $V_f$ increases.
Masan Bay is infamous for its severe eutrophication, exemplified by frequent red tide incidences and anoxic conditions. We carried out daily observations for 16 days at one site immediately after the summer rainy season in 1988 on the basis that shorter observation intervals be necessary to observe a process with high turnover rate. in spite of the relatively short survey period, we could observe dramatic changes in abundance and composition of the phytoplankton populations. Cell densities and chlorophyll concentrations changed in the magnitude of 70 and 10 times, respectively, Skeletonema costatum, a diatom species, dominated the first peak of phytoplankton biomass and was followed by Prorocentrum minimum, a dinoflagellate species, which occurred dominantly in the second peak after about a week, form the viewpoint of time scale, we suggest that at least a weekly sampling might be appropriate in complex coastal environments as Masan Bay. While stratification enabled high production in the surface layer, it hindered the transport of silicate from bottom to the surface, which in turn limited the prolonged growth of diatoms. Ensued second peaks of silicate and diatom abundance in the surface layer suggest periodic flux of silicate from bottom across the discontinuity driven by tidal currents.
The magnitude of wear should be at a minimum for numerous automobile and aeronautical components. In the current work, composites were prepared by varying the cenosphere content using the conventional stir casting method. A uniform distribution of particles was ensured with the help of scanning electron microscopy (SEM). Three major parameters were chosen from various factors that affect the wear. A wear test was conducted with a pin-on-disc apparatus; the controlling parameters were volume percentages of reinforcement of 5, 10, 15, and 20%, applied loads of 9.8, 29.42, and 49.03 N, and sliding speeds of 1.26, 2.51, and 3.77 m/s. The design of the experiments (DOE) was performed by varying the different influencing parameters using the full factorial method. An analysis of variance (ANOVA) was used to analyze the effects of the parameters on the wear rate. Using regression analysis, a response curve was obtained based on the experimental results. The parameters in the resulting curve were optimized using the Genetic Algorithm (GA). The GA results were compared with those of an alternate efficient algorithm called Neural Networks (NNs).
