제주지역 크루즈터미널 계획 및 운영 실태에 관한 연구 (A Study on the Planning and Operation Status of Cruise Terminal in Jeju)

  • Although Jeju is the best cruise Secondary port in Northeast Asia, currently there are no dedicated cruise terminals. The port international passenger terminal opened in 2015 has a ferry terminal for offshore passengers and a cruise passenger function. Jeju Island is therefore constructing a cruise only terminal with the aim of opening in 2018 to meet the growing passenger demand at the Seoguipo civilian and public ports along with construction of a naval base at Gangjeong Port in Seogwipo City. It also plans to build cruise docks and cruise terminals in the Jeju New Port according to the Jeju port construction basic plan. However, during the construction and planning process of cruise terminals in Jeju, the adequacy of the terminal size is being debated and the immigration facilities are being operated. Therefore, the study analyzed the size of terminals and operation of immigration facilities appropriate for cruise passenger demand by investigating the status of cruise related facilities and operation in Jeju area. Based on this, the Commission hopes to explore the rational direction of the cruise terminal plan to revive the cruise industry in Jeju and provide high quality service to cruise passengers.

  • 전 세계적으로 사람들의 삶의 수준이 높아지고 관광 형태도 다양화됨에 따라 새로운 관광대상으로 크루즈 관광산업이 빠른 속도로 성장하고 있다. 크루즈 여행은 특히 동북아 지역을 포함하여 지난 20년간 가장 역동적이고 극적으로 성장한 관광분야의 하나이고, 21세기에도 가장 유망한 성장산업으로 주목되고 있다. 승객 수의 증가에 따라, 크루즈 선박의 수와 정박지 수용력은 1970년대 말 이후 현저하게 증가하였다. 한국 또한 반도 국가이기 때문에 크루즈 승객 수의 급속한 성장을 이루었다. 국가 경제는 크루즈 산업이 새로운 직업과 잠재적인 투자 및 지역 관광 개발을 창출해 소득의 원동력 역할을 함으로써 큰 이익을 얻었다. 항만은 단지 선박의 정박지가 아니라 보급과 벙커링 설비, 현지 관광 기회를 제공해주며, 국가의 크루즈 산업의 발전에 중요한 역할을 한다. 최적의 크루즈 항만 선택은 의사결정자들이 경제, 환경, 인간의 삶과 사회에 큰 영향을 미칠 많은 것들을 고려해야 되기 때문에 중요하고 복잡한 문제이다. 따라서 본 논문은 학계나 항만공사 관계자 등의 대상자보다 향후 크루즈 산업에 직접적으로 투자할 해운선사의 인식에 초점을 맞추어 설문을 실시하였고, 국내 해운선사들의 투자 및 진출을 이끌어내기 위해 갖춰야 할 크루즈 항만의 여건이 무엇인지를 알아봄으로써, 실질적인 크루즈 항만의 성공요인을 도출하고자 하였다. 또한 도출된 요인의 상대적 중요도를 바탕으로 국토해양부의 제3차 전국항만기본계획(2011-2020)에서 제시한 부산항, 인천항, 제주항 등의 항만들에 대한 비교 분석을 통해 발전적 시사점을 제시하고자 하였다.

  • For the purpose of increasing the efficiency of practices on board in the education of oceanography by the oceanographic research vessel "Tamyang", the problems which were generated while maneuvering the vessel for the practices were examined thoroughly, the proposals for the improvement of the above problems were summarized as follows : 1. The career of cruise for research should be recognized as the credit of practice on board by the training ship, the chances for credits of practice on board should be provided more and the demand of research assistant should be satisfied. 2. The special programs for the practice on board in the education of oceanography should be developed for increasing the educational and economical efficiency during the practice. 3. The research cruise should be enlarged fir providing the more chance of study to the professor. 4. The supplementary practice on board should be carried out in the vacation. 5. The budget for purchasing the spares of research equipment should be allotted and the expert technician should be supplemented for the maintenance and instruction.

도심항공모빌리티의 운용효율성에 관한 연구 (A Study on the Operational Efficiency of UAM(Urban Aerial Mobility)s)

  • Prototype UAMs are shown to us in the market. When the complete product is delivered to market, the efficiency of each UAMs can be compared by default. Before the complete product is shown to us, the comparative study on efficiency of UAMs is performed under the product cost estimation. The efficiency analysis result reveals that both of Lift & Cruise type and vectored thrust type show good efficiency at the initial stage of product. At the near terms stage, five years later from initial stage end, efficiency gets some change. Vectored thrust type of UAMs show best efficiency at the near term stage of product. Because UAMs will be used in urban area, Seoul is the place where the UAMs will be used first. The flying route from Seoul City Hall to Yongsan Park, National Assembly in Yeouido, and City Airport is no more than 10 km distance. For this short distance route, efficiency will make multi-rotor type UAM be prefered to other types. For long distance route or commuting route, life & cruise type and vectored thrust type of UAMs will be prefered on account of operational efficiency.

새만금 신항만의 수요추정 비교분석 및 개발방안 (The Comparison of Demand Forecasting and Development Schemes for Saemangeum New Port)

  • 오늘날 세계화와 지방화가 진전되는 가운데, 국가 간 FTA가 활성화되고 있다. 또한 Dubai, 상하이 푸동, 톈진 빈해신구 등 경제자유지역(Free Zone) 등이 활발히 전개되고 있는 가운데 우리나라에서는 새만금지구가 동북아의 성장거점으로서 개발이 진행되고 있다. 본 연구는 급변하는 동북아 항만해운환경 속에서 새만금지구가 국가발전의 성장동력의 역할을 할 수 있도록 주요 연구기관의 새만금신항에 대한 수요예측치를 비교 검토하고 새만금 신항의 적정개발규모 및 기타 개발방안을 제시하는데 목적이 있다. 결론으로는 첫째 보다 정교한 새만금신항만 수요의 추정 및 보완이 요구, 둘째 컨테이너전용 부두 및 식품전용부두의 개발, 관광활성화를 위한 크루즈항만의 개발 등이 제시되었다.

  • 21세기는 소득증가에도 불구하고 여가시간의 감소로 인하여 최단시간에 다양한 경험을 할 수 있는 크루즈 여행이 최고의 관광상품으로 부상하게 되었고, 여행수요가 증가함에 따라 신규 크루즈 선박의 건조량이 증가하고 있다. 이에 선박수주 세계 1,2위를 지키고 있는 우리나라 조선업계는 부가가치가 높은 크루즈선 시장 진입을 위한 장기전략을 마련하고 크루즈선의 설계와 시공 능력확보 등의 목표를 설정하였으며, 크루즈 산업에 첫발을 내딛는 현시점에서 크루즈선의 변화의 추이에 관심을 가지고 살펴볼 필요성이 있다. 본 연구는 크루즈 산업의 발전동향과 공간구성의 변화를 시기별로 크측즈의 도약기, 침체기, 발전기, 절정기로 나누어 크루즈 선박 내의 승객거주구역의 공간규모ㆍ비율, 공간구성, 공간유형, 실내디자인 특성의 변화추이에 대하여 분석하여 향후 국내에서 크루즈선을 설계함에 있어 실내디자인계획의 기초자료를 구축하고자 한다.

일본 도시민 대상 설문조사 자료를 이용한 도농교류 행태 및 의식에 관한 한일 인식차이 비교 (Difference in Behavior and Recognition about Urban Rural Exchange of Urban Residents between Korea and Japan)

  • In the midst of growing demand for rural life of urban dwellers, this study tried to investigate the difference in behavior and recognition about urban rural exchange between Korea and Japan. For this, this study utilized 2,000 total samples of the survey conducted by MLIT in Japan, because Japan has experienced a low birth rate and aging population earlier and actively promoting urban rural exchange program than South Korea. The result of the analysis is as follows. First, the needs for rural life of urban dwellers are similar both in Japan and South Korea. However, Japanese prioritize future efforts to current efforts. Second, urban dwellers' activities in rural areas were classified into three categories; field trips and hands-on activities, cruise and circulating activities, and leisure activities. Third, similarly three types of visit or intercourse of urban dwellers into rural areas were classified; repeatedly visit the same place as 'iterative type', visit a new place as 'new pioneer type', and not yet determined as 'undefined type'. Variables such as age of household, income, number of inmate, and number of children were analyzed linked to these three types of visit or intercourse in a Discriminant analysis. As a result, only 'age of household', however, turned out to be the crucial factor which influence decisively distinguishing characteristics of these three types of visit into rural areas.

Consideration of the Possibility of Excursion Ship Passage in Busan North Port using Marine Traffic Assessment Index

  • The demand for the revitalization of marine tourism in Busan North Port is increasing due to changes in functions such as an increase in harbor traffic volume and the expansion of marine leisure space in Busan. As a result, Busan City plans to set a phased alleviation target for prohibition of cruise ship operations, and to lift the prohibition of excursion ship operations in North Port following the cancellation of the prohibition of excursion ship operations in South Port in 2017. The purpose of this study is to evaluate the risk of excursion ship operations in Busan North Port by applying the marine traffic assessment index and to examine the possibility of excursion ship operations. For this purpose, port status, marine accidents, and traffic flow of Busan North Port were investigated. In addition, marine traffic assessment indexes, such as traffic congestion, risk based on an ES Model, and IWRAP MkII, a maritime risk assessment tool, were used to assess the risk and possibility of excursion ship operations in Busan North Port. This study can be used as basic data for analyzing the risk factors that may occur when excursion ships are operated in Busan North Port and to define how excursion ships should operate, with related safety measures.

지방자치단체·LH 협력사업 도출을 통한 거버넌스 구축방안 : 제주특별자치도를 대상으로 (Establishment of governance through development of LH cooperation project with local government: Focusing on Jeju Area)

  • Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

우리나라 해양관광산업 육성을 위한 정책 개선방향에 관한 고찰 (A Study on the Improvement of Legal System for the Revitalization of Korea's Marine Tourism)

  • 관광산업은 단일산업으로는 세계 최대의 산업이며, 동시에 높은 고용효과를 가져오는 산업으로 평가되고 있다. 특히, 해양레저스포츠, 크루즈관광 등 해양관광산업은 고부가가치를 창출할 수 있는 산업으로 그 중요성이 더욱 강조되고 있다. 우리나라는 3천여 개의 도서와 약 12,000 km의 해안선, 드넓은 갯벌, 수려한 해양경관 등 천혜의 해양관광자원을 갖추고 있으며, 주 5일 근무제 정착, 교통수단의 발달로 해양관광에 대한 국민의 정책수요가 지속적으로 증가하고 있는 상황이다. 그러나 현재 우리나라는 해양관광산업을 신성장동력으로 육성하기 정책적 제도적 기반이 미흡하고, 관광자원을 충분히 활용하고 있지 못한 상황이다. 본 논문에서는 국내 해양관광산업의 현황과 제약요인을 고찰하고, 현행 국내 해양관광 관련 법제도의 한계를 분석해 보고자 한다. 이를 통해 향후 해양관광산업을 육성하기 위한 정책적 개선방향을 제시하였다.
