A Study on the Cross Subsidization of Energy Industries in Korea (에너지 산업(産業)의 교차보조(交叉補助)에 관한 연구(硏究))

  • Both of district heating(DH) system and natural gas(NG) supply system have benefits in clean energy supply and having energy efficiency and savings. The issue of duplicate investment and supply requirement of only for cook occur several conflicts such as destruction of the Beneficiary Pays Principle and Cross Subsidization, etc. Under the circumstance, the purposes of this research are to consider several issues of cross subsidization in NG and DH industries and to present the following alternatives for resolving related problems. First of all, a charging mechanism in the energy cost must be improved so as to maintain the positive relation between cost and benefit. That is, the beneficiary-pay principle must be strictly applied. Secondly, the extended supply of DH through HOB(Heat Only Boiler) must be strictly limited. Finally, we need to improve efficiency for the benefit of market participants.

Strategic Cross-Fund Subsidization: Evidence from Equity Funds in Korea (우리나라 주식형 펀드의 전략적 행동: 주식형 펀드 간 교차보조를 중심으로)

  • This study uses Korea's equity fund-related data ranging from Jan. 2002 to Apr. 2010 to analyze the existence of cross-subsidization among funds managed by the same management company. The findings are as follows: i) a transfer of performance outcome is confirmed to move from low-fee funds to high-fee funds, meaning that management companies tend to maximize their own interest than investors' return. And such a tendency has been strengthened since 2008. ii) young funds overperform old funds, iii) funds with high returns in the previous quarter perform better than funds with low return in the same period. These results suggest that in order to protect investors, it is necessary to conduct close monitoring on transactions that might undermine the benefits of investors and comprehensive evaluation on the capability of management companies.

The Effect of Performance of Non-Interest Operating Sector on Lending Business in Korea (은행의 대출사업에 미치는 비이자부문 영업성과의 영향력)

  • This study tried to test the result of recent study reporting that there is no the effect of cross-subsidization by applying it to the Korean banks. Besides, the study also did the research to test the previous study that diversification toward non-interest operating sector is related with the motivation of reduction of bank risk. Main results are as follows. First, there is the effect of cross-subsidization between non-interest operating sector and interest one. The higher non-interest profit to total asset is, the lower loan growth and provision to total loan are. Second, the effect of cross-subsidization is related with the fee revenue to operating revenue rather than the fiduciary revenue to operating revenue because high fee revenue results in shrinking the lending business. Third, diversification toward non-interest sector is associated with reducing risk, and risk is not increased when the high performance of non-interest sector is occurred. This evidence is not line with DeYoung, Torna (2013) arguing that non-interest operating activities lead to increasing risk. Finally, Korean banks have to expand the activities in non-interesting sector focusing on boosting fee revenue to increase the effect of cross-subsidization against the possibility of cutting net interest margin.

  • This paper aims at exploring financing methods for port development in response to unification of South and North Korea. In so doing, methods of port financing employed by major countries have been enumerated. Major financing sources for the two Korea, among others, taxes, public bond, public administration fund, establishment of harbour maintenance tax, port development tax, port development fund, Civil Economic Cooperation Fund of South and North Korea, and Fund for Port Development of North Korea and, fund for cooperation of South and North Korea, Economic Development Cooperation Fund, borrowing of foreign capital, project financing, domestic civil capital investment, foreign capital investment, application of cross-subsidization principle, etc. were suggested.

Utilization of Public-Private Partnerships in Urban Regeneration Projects: Focusing on Types and Cases from a Governance Perspective (도시재생사업에서 민관 파트너십의 활용 방안: 거버넌스 관점에서 본 유형 및 사례를 중심으로)

  • The purpose of this study is to find ways to utilize public-private partnerships from the perspective of governance in order to effectively promote urban regeneration projects and establish a business structure. The results of the study are summarized as follows. First, from the perspective of governance, the types of public-private partnerships in urban regeneration projects can be classified into central government-led, local government-led, private business-led, and local residents and community organizations-led. Second, it is confirmed through overseas case analysis that developed countries are effectively promoting urban regeneration projects through the formation of various public-private partnerships. Third, as a way to utilize public-private partnerships in Korean urban regeneration projects, it was proposed to diversify the types and size of urban regeneration projects, design a system to utilize various public-private partnerships, use cross-assistance methods, and form social capital necessary for transparent and effective private partnerships.

A Study on the Adjustment of Tariff Rates and Construction Fee in Korean District Heating Industry (지역난방사업의 공사비부담금과 열요금 연계조정방안에 관한 연구)

  • Korean district heating companies levy comprehensive construction fee on consumers in the beginning of construction period and the consumers' burden is much higher than those in any other network industries in Korea. It has also many problems such as inappropriate fee calculation method, cross subsidization, property right dispute, etc.. I show that the cut of construction fee by 30% and at the same time, the upward adjustment of tariff rates by 4~6% for 20 years on average will maintain current profitability based on the standard model simulation, I also suggest that fixed charge part of double tariff should be increased to 25% of total tariff and the cut of construction fee should be levied on fixed charge, directly to improve efficiency.

  • Modular construction is combined with manufacturing production process and conventional construction industry technique. Considering characteristic of modular construction production process, manufacturing facilities require indirect costs for utilities, equipment, and overall maintenance, which can affect modular units pricing. However, current modular construction cost classification is inadvertent to reflect the manufacturing overhead costs, because it is generally added as a percentage to sum of labor, material and equipment as it called in single cost pool used. This process is easy to estimate the total construction cost at the project starting points, but it brings on misunderstanding of project profit estimations by "cross subsidization phenomenon". To prevent this situation, in this research aims to provide modular construction overhead cost handling process at the detailed indirect cost calculation for manufacturing stage using Activity-Based Costing as one of the powerful method for overhead costs estimation and allocation. Using this research results, modular construction cost estimators have more detailed cost information of modular units and prevent to misallocate indirect costs. Also, it can be utilized to aid the understanding of the company's profit structure.
