We propose a mechanism for monitoring load in quality of service (QoS)-enabled wireless networks and show how it can be used for network management as well as for dynamic pricing. Mobile network traffic, especially video, has grown exponentially over the last few years and it is anticipated that this trend will continue into the future. Driving factors include the availability of new affordable, smart devices, such as smart-phones and tablets, together with the expectation of high quality user experience for video as one would obtain at home. Although new technologies such as long term evolution (LTE) are expected to help satisfy this demand, the fact is that several other mechanisms will be needed to manage overload and congestion in the network. Therefore, the efficient management of the expected huge data traffic demands is critical if operators are to maintain acceptable service quality while making a profit. In the current work, we address this issue by first investigating how the network load can be accurately monitored and then we show how this load metric can then be used to provide creative pricing plans. In addition, we describe its applications to features like traffic offloading and user satisfaction tracking.

Identification and discrimination the mathematical giftedness must be based on it's definition and factors. So, there must be considered not only IQ or high ability in mathematical problem solving, but also mathematical creativity and mathematical task commitment. Furthermore, we must relate our ideas with the programs to develop each student's hidden potential not to settle only. This study is focused on the discrimination of the recipients who would like to enter the elementary school level mathematical gifted education program. To fulfill this purpose, I considered the criteria, principles, methods, tools and their application. In this study, I considered three kinds of testing tools. The first was KEDI - WISC personal IQ test, the second is mathematical problem solving ability written test(1st type), and the third was mathematical creativity test(2nd type) which were giving out divergent products. The number of the participant of these tests were 95(5-6 grade). According to the test, students who had ever a prize in the level of national mathematical contest got more statistically significant higher scores on 1st and 2nd type than who had ever not, but they were not prominent on the phases of attitude, creative ability or interest and willing to study from the information of the behavior characteristics test. Using creativity test together with the behavior characteristics test will be more effective and lessen the possibility of exclusion the superior.

The primary purpose of this study was to develop a college adjustment program for freshmen through admission officer system that relies less on test scores and on the various talents evaluated by admissions officers. To help these talented students adjust the new life of the university and enhance their gifts, a college adjustment program was developed with their special needs and characteristics. For that, the survey with 57 students and in-depth interviews with 12 students were conducted. The results revealed that the students wanted to learn study skills, self-management, global mind setting, and life vision and goals setting. Most of the students were worried about their grades because they entered the school with their talents and experience in diverse activities not SAT scores. To promote their academic performance, this program consisted of an academic readiness program which complements students' abilities in primary subjects like math, English, and science, and a potential progress program which is peer-group learning communities based on their own interests like global learning communities, creative learning communities, and service-learning communities. This program was suggested in the context of Comprehensive Development Model. To carry out the program systematically, related organizations and colleges should collaborate with each other.

Freud's' discovery of the unconscious' is a great revolution. Because of this, human beings were able to get the opportunity to look into their inner than honest. Lu Xun and Guo Mo Ruo a pair of realism and romanticism literature representative of Chinese modern literature writers. They then absorb the psychoanalytic theory o Freud along with other Western zeitgeist, introduce them widely inliterary theory and creative practice, which was again. Lu Xun was reflected in the human world of the unconscious Freud uncovered on the basis of strict realism literary spirit, Guo Mo Ruo is in accordance with the romantic literary time for the purpose of 'art for art' depicting a man's inner psychological well did. Although Freud spirit they claim to social and literary artistry of literature based on different yarns in the Acceptance of analytical theory, has the characteristics of a common sentiment analysis method to express and describe the unconscious human potential. 5.4 When Lu Xun and Guo Mo Ruo China Journalism writers, including Freud's psychoanalytic theory has embraced the Enlightenment and the old feudal society was a major contribution to want to read exactly what the human inner hearing. The purpose of this article is to introduce and describe the case of Fukuoka Next-generation Social System Creation Hub based on the conceptual framework of regional innovation platform strategy. In short, it is a "government-issued" regional innovation platform strategy to improve innovativeness with limited creative capital through "borrowing" not money but network, wisdom, know-how, and ideas from each other between some stakeholder groups in a region. The Fukuoka Industry, Science & Technology Foundation, which is the coordinating institution of the whole program, plays the role of a platformer to unify various projects into the program crossing borders between stakeholder groups for building regional innovation platforms that lends intensive support to feedback loops between the program facilitator and its partners in the program. Thanks to being a government-issued one, it could be tied together with some wide ranging issues of policy on social innovations, such as the "low carbon society" or the "health and longevity society." But at the same time, it is a concern that many regional research institutions that have innovative potential and diverse ideas become governed by the platform without their noticing it and dealt with in the same way based on "selected" and "designated" strategic goals. Therefore, it seems that a regional innovation platform strategy is a kind of "double-edged sword" in public policy in the era of "panopticism of bureaucratic society" in Japan.

본 논문에서는 모바일 증강현실기술 기반을 활용한 창의인성교육을 위한 Digilog Book에 관한 연구이다. 지식기반사회의 핵심 콘텐츠 산업으로 주목받고 있는 시공간을 연결하는 SW기술 증강현실(Augmented Reality) 기술을 활용하여 흥미로운 전래동화를 외국어학습과 창의인성교육에 적용한다. 이를 위해 상호작용 AR게임(놀이)으로 재구성하였다. 재미있고 유익한 전래동화를 ICT기술을 접목한 융복한 콘텐츠로 재구성하여 경험하면서 첨단기술에 대한 호기심을 가지고 첨단기술기반 교육에 대한 거부감을 없애고 수용하며 생활주변에서 소프트웨어를 인식할 수 있는 기회를 가지게 한다.

The purpose of this study was to suggest multiple directions of fashion design by producing differentiated athleisure fashion designs with functional materials based on existing sportswear. A design utilizing handcraft skill was developed by applying the design characteristics of Laszlo Moholy-Nagy's paintings. With respect to the study methods, the background of Laszlo Moholy-Nagy's paintings were analyzed and their historical background was investigated by employing previous studies and literature review. The design characteristics were classified by issue and time-period. The results are as follows; First, the feasibility of creative artwork expression was found by pursuing collaboration with artwork and fashion by applying the motives of the fashion with the characteristics by the times, lines, forms, colors, and overlapping in Moholy-Nagy's paintings. Second, athleisure fashion, which can mix-match with casual wear, was found to enhance not only creativity but also add value by applying design, which added multiple handcraft elements, as well as characteristics of functionality, aesthetics, practicality, appealability, ostentation, activity, and dynamism. Third, potential harmony was found with achromatic and chromatic colors that can express more dynamic and active images. Based on the study results, further studies are anticipated using multiple paintings.

The article investigates the impact mechanism of absorption capacity (potential absorptive capacity - PAC and realized absorptive capacity - RAC) on the innovation efficiency of enterprises through the intermediate variable of dual innovation (exploratory innovation- INOR and exploitative innovation- INOI), based on the actual situation of Vietnam's small and medium enterprises (SMEs). A survey of Vietnam's SMEs was conducted from August 2020 to April 2021. The data was collected through interviews and questionnaires, and 146 valid questionnaires were received. The following results were acquired using SPSS 20.0 software to do correlation and regression analysis of data results.: The results show that the absorptive capacity of enterprises has a positive impact on innovation performance and dual innovation acts as a mediator in how absorptive capacity affects innovation performance. This study deepens the understanding of how absorptive capacity affects innovation performance and provides important new evidence for developing absorptive capacity and dual innovation in both theories and practice in Vietnam's SMEs. The study also proposes several solutions and recommendations to help Vietnam's small and medium enterprises improve their innovation capacity, competitiveness, and performance.

Chronic ultraviolet (UV) radiation causes photoaging, which represents skin damage, disrupts skin barrier function, and promotes wrinkle formation. We investigated that the polysaccharide extract of an edible basidiomycetous white jelly mushroom, Tremella fuciformis, (TF-Glucan^®) exhibited statistically photoprotective activity by inhibiting matrix metalloproteases (MMPs) and increasing collagen synthesis, and an anti-inflammatory activity by inhibiting nitric oxide and pro-inflammatory cytokines at the concentrations of less than 1000 ㎍/ml, which is not cytotoxic (p < 0.05). Additionally, TF-Glucan^® increased the expression of involucrin and filaggrin to prevent the disruption of UVB-induced barrier function (p < 0.05). TF-Glucan^® was assessed as a safe material by the human primary skin irritation (1, 3, 5%), human repeated insult patch test (no sensitization at 5%), 3T3 NRU phototoxicity assay (no phototoxicity, PIF < 2, MPE < 0.1), eye irritation test test by BCOP (no category, IVIS ≤ 3) and local lymph node assay (negative at 10, 25, 50%) for identifying potential skin sensitizing. These results suggest that TF-Glucan^® may be useful as an anti-photoaging ingredient for developing cosmeceuticals.

This paper examines the change and its meaning of marketing strategy in business administration, which is changing along with the development of digital technology. Unlike conventional marketing, digital marketing is creating new relationships and making changes through a two-way approach rather than a one-way approach between producers and consumers. And these changes are creating new approaches not only in the problems between businesses and consumers, but also in the relationship between public institutions and citizens. In particular, the potential of platforms, which are emerging as important in digital management, is applied to public policies, and efforts are being made to establish marketing strategies for public institutions. One case of this was applied to the cultural contents industry and policy to examine specific measures and visions. The cultural big data platform is in line with digital management and continuously utilizes digital marketing strategies in the public domain, and aims to promote creative work as well as publicize it to citizens and workers in the cultural content industry. The synergy effect that will emerge from the combination of the cultural big data platform and digital management is expected to continue.
