  • 기후 변화에 따른 자연재해와 이상기상의 빈도 및 심도가 날로 증가하면서, 사회기반시설과 건축물에 미치는 영향도 점차 커지고 있다. 이러한 문제에 대응하기 위해 다양한 정부 기관과 민간 부문에서는 이로인한 피해를 정확히 평가하려는 노력을 기울이고 있지만, 현실에 부합하는 정밀한 피해 예측과 평가는 여전히 도전적인 과제로 남아 있으며, 현재의 기술 수준으로는 부족함이 많다. 이러한 배경 하에, 본 연구는 우리나라에서 발생하는 주요 자연재해 중 하나인 태풍에 의한 건축물 피해를 분석하여, 해당 피해를 정확히 평가할 수 있는 방법론을 제시하고자 한다. 딥러닝 알고리즘을 활용한 평가 방식과 프레임워크를 도입하여, 태풍으로 인한 건물 피해 평가에 관한 연구를 진행하였다. 본 연구의 결과는 건물의 수명주기 전반에 걸친 자연재해 피해 평가에 필요한 기본 데이터를 제공하고, 다양한 산업 및 연구 영역에서 위험 평가에 활용이 가능하다.

영상의학과 보험수가 역사와 판독료의 가치 (History of the National Health Insurance Cost for Radiological Examinations and Value of the Radiological Report Fee)

  • 새로운 의료기술 개발을 통한 의료의 발달은 국민건강증진 효과를 가져왔지만, 의료비 상승의 원인이 되어 개인과 국가의 재정부담의 원인이 되기도 한다. 재정부담 완화를 위해 1977년 의료보험제도 도입 이래 다양한 기전을 통해 의료비 통제를 시도하고 있으며 영상검사도 주요 삭감 대상이 되어왔다. 한편 판독료는 오랜 기간 동안 영상검사 촬영료와 묶여서 산정되어, 영상의학과 전문성에 대한 가치를 독립적으로 평가받지 못하고 단지 영상검사의 일부분으로 평가되어 영상검사 수가 삭감 시 판독료의 가치도 함께 낮아지는 문제점이 있었다. 다만, 새로운 건강보험 보장성 강화 대책을 통해 개편된 MRI 수가 체계에서 판독료가 촬영료와 완전히 분리되어 산정되기 시작한 것은, 영상의학과 의사 업무의 고유 가치를 평가하는데 큰 기여를 할 수 있다. 결론적으로, 영상의학과 의사가 영상검사 수가 및 판독료 산정 과정에 대해서 명확히 알고 적극적으로 참여해야 하며, 이러한 노력을 통해 영상의학과의 전문성에 대한 적절한 가치를 인정받을 수 있을 것이다.

Whole-working history analysis of seismic performance state of rocking wall moment frame structures based on plastic hinge evolution

  • Aiming at studying the plastic hinge (PH) evolution regularities and failure mode of rocking wall moment frame (RWMF) structure in earthquakes, the whole-working history analysis of seismic performance state of RWMF structure based on co-operation performance and PH evolution was carried out. Building upon the theoretical analysis of the elastic internal forces and deformations of RWMF structures, nonlinear finite element analysis (FEA) methods were employed to perform both Pushover analysis and seismic response time history analysis under different seismic coefficients (δ). The relationships among PH occurrence ratios (Rph), inter-story drifts and δ were established. Based on the plotted curve of the seismic performance states, evaluation limits for the Rph and inter-story drifts were provided for different performance states of RWMF structures. The results indicate that the Rph of RWMF structures exhibits a nonlinear evolution trend of "fast at first, then slow" with the increasing of δ. The general pattern is characterized by the initial development of beam hinges in the middle stories, followed by the development towards the top and bottom stories until the beam hinges are fully formed. Subsequently, the development of column hinges shifts from the bottom and top stories towards the middle stories of the structure, ultimately leading to the loss of seismic lateral capacity with a failure mode of partial beam yield, demonstrating a global yielding pattern. Moreover, the limits for the Rph and inter-story drifts effectively evaluate the five different performance states of RWMF structures.

국내 KBS-3 방식 고준위방사성폐기물 심층처분시설 방사선학적 안전성 평가 대상 방사성핵종 목록 선정개념(안) 제언 (Suggestion on Screening Concept of Radionuclides to be Considered for the Radiological Safety Assessment of the Domestic KBS-3 Type Geological Disposal Facility of High-level Radioactive Waste(HLW))

  • The transport calculation for a wide variety of radionuclides contained in high-level radioactive waste, especially spent nuclear fuel, is computationally difficult, and input data collection for this also take a considerable amount of time. Accordingly, considering limited resources, it is possible to reduce the calculation time while minimizing impact on accuracy by including only radionuclides important to calculation result through applying some criteria among potential radiation source terms that may release into environment. In this paper, therefore, we reviewed and analyzed the screening process performed to select radionuclides to be considered in the safety assessment for the KBS-3 type repository in Sweden and Finland. In both countries, it was confirmed that a list of radionuclides was selected by comprehensively considering screening criteria such as radioactivity inventory, half-life, radiotoxicity, risk quotient, and transport properties, and etc. A comparison of radionuclides included in the radiological safety assessment in both countries suggests that most of nuclides are considered in common, and a few nuclides considered only in one country are due to differences in decay chain treatment or spent fuel types. As of now, since most of information on the disposal facility in Korea has not been determined, it is necessary to comprehensively model release and transport of all radionuclides considered in Sweden and Finland when performing the radiological safety assessment. Based on these results, we derived the screening concept of selecting a list of radionuclides to be considered in the radiological safety assessment for the domestic KBS-3 type geological disposal facility, and this result is expected to be used as technical basis for confirming conformity with the safety objective. In a more detailed evaluation reflecting domestic characteristics in the future, it would be desirable to consider only radionuclides selected in accordance with the screening procedure. However, further research should be conducted to determine the quantitative limit for each criteria.

  • Omics-driven synthetic biology is a multidisciplinary research field that creates new artificial life by employing genetic components, biological devices, and engineering technique based on genetic knowledge and technological expertise. It is also utilized to make valuable biomaterials with limited production via current organisms faster, more efficient, and in huge quantities. As the bioeconomic age begins, and the global synthetic biology market becomes more competitive, investment in research and development (R&D) and associated sectors has grown considerably. By overcoming the constraints of present biotechnologies through the merging of big data and artificial intelligence technologies, huge ripple effects are envisaged in the pharmaceutical, chemical, and energy industries. In agriculture, synthetic biology is being used to solve current agricultural problems and develop sustainable agricultural systems by increasing crop productivity, implementing low-carbon agriculture, and developing plant-based, high-value-added bio-materials such as vaccines for diagnosing and preventing livestock diseases. As international regulatory debates on synthetic biology are now underway, discussions should also take place in our country for the growth of bioindustries and the dissemination of research findings. Furthermore, the system must be improved to facilitate practical application and to enhance the risk evaluation technology and management system.

  • 콘크리트는 초기재령에 있어서 수분의 증발 및 이동으로 소성 및 건조수축 등의 수축현상이 발생한 다. 국내에서는 아령형 구속건조수축몰드를 활용한 콘크리트의 건조수축 균열 평가방법을 KS에서 규격화하여 활용하고 있으나 이는 균열발생시점 및 구속수축응력을 평가하는 방법으로 균열발생량에 관한 정량적 평가는 어려운 실정이다. 이에 본 연구에서는 콘크리트의 수축변형거동 및 균열발생량에 대한 정량적 데이터를 확보하기 위하여 판상-링형 구속시험방법을 개발하고 시험체 치수가 콘크리트의 수축균열에 미치는 영향을 검토하여 판상-링형 구속시험방법의 최적 시험체 치수 도출 및 수축균열특성에 관한 정량적 평가방법을 제안하고 그 적용성을 검증하고자 한다.

  • I. Subject of the Study: Studies on the economical nutrition supplement of cereal foods for the improvement in our notional eating habits. II. Purpose and Importance of the Study: 1. Our nation is confronted with the situation that the rice, a principal food, short of some essential amino acids, lysine and threonine, leads to imbalanced meals insufficient in the nutrient of protein, to bring many difficulties in the elevation of our national physique. 2. The shortage of even the rice imperfect in the nutrient of protein makes the import of lots of foreign rice inevitable. It is considered that the protein supplement and decrease in the consumption amount, of rice, is a serious key to the solution of our food difficulty, and then a way of the proetin supplement of rice through the addition of essential amino acid is to be rarely applied in the view of the our present finance and situation. 3. In the present experiment, therefore, it aims to the suggestion of an aspect of the improvement in our national eating habits guiding in the nutrition elevation which our nation can afford economically through the development of first, a way of the protein supplement by the mixture of cereals producted plentifully in our country, and second, a way of the decrease in the consumption amount and the improvement in the nutrition of rice through the substitution of the other cereals for rice. III. Contents of Scope of the Study: 1. Objects of the study: Objects of the study are the following three items; a) The nutrition supplement of rice through the mixture of cereals. Our nation makes mainly rice as a principal food, but practically many kinds of cereal are produced in our country. They contain different levels and qualities of each nutrient and they are different from one another in the kinds of essential amino acid consisting protein. For that reason, the mutual complement efficeincy of insufficient nutrients is observed through the mixture of cereals. b) The nutrition supplement of rice through the addition of superior protein sources to rice, a principal food. The development of rice as superior foods in the sense of nutrition is conducted through the risement in protein quality by the addition of protein sources in good quality, for example, fish flour (anchovy flour), egg powder, milk powder, and so on, and through the supplement of vitamins and minerals. c) The decrease in the consumption amount of rice through the substitution of the other cereals for rice, as a principal food. The compensation for the short amount of rice is made by the reduction in the consumption of rice through the discovery of a way of substitution of the other cereals for rice, as a principal food and of the settlement of problems in nutrition and finance subsequent to this. 2. Contents of the study: a) An ideal mixture-ratio of cereals is established for rats by feeding mixed foods(rice-barely or rice-wheat) containing 5%, 15%, 25%, 35% and 45% level of either barely or wheat. b) The nutritive value is determined in the whole subsititution of other foods for rice, and then, a way of the complement of over and under nutrients is devised. c) The ideal combination is investigated for rats through feeding mixed foods of main food, rice and supplement foods of protein sources, soy bean, fish flour, egg powder and milk Powder. d) According to results from the above three experiments, the concise functional test for men and the examination of economical property are made. 3. Scope of the study: a) The observation of the effect of each diet on the growth rate for rats. The growth rate of rats was observed for 15 groups of mixed foods of a main food, rice, and wheat flour, barley powder or soy bean powder, respectively, and 12 groups of wheat flour diets supplemented with $1{\sim}3%$ milk powder, and rice or wheat flour diets supplemented with 5% of milk powder, egg powder, fish flour or soy bean powder, respectively. b) The determination of food consumption. The food consumption was determined at weekly intervals for 27 kinds of diet described in a) item. c) The determination of food efficiency rate. The food efficiency rate for each diet was determined by calculation from the gained body weight and the food consumption amount at the same intervals described in b) item. d) The determination of protein efficiency rate. The protein efficiency rate for each diet was determined by calculation form gained body weight and the protein amount of the food consumption amount at the same intervals described c) item. e) The determination of the body component. The hematocrite and hemoglobin levels in the blood, total nitrogen in the serum, blood sugar, and lipids and glycogen in the liver were determined. f) The observation of nitrogen balance. As a means of the observation of nitrogen balance, the total nitrogen in the urine was determined. g) The analysis of economical property. The economical property was analyzed as the gained body weight to the amount equivalent to one won through the conversion of the food consumption amount into money. h) The functional test for men. The concise functional test for men was made in order to establish if the best diet for experimental animals can be applied to men. IV. Results of the Study: The national food product plan, nationwide nutritive enlightment and the improvement activities in our country eating habits, especially, mixed and powder food problems are to be significantly referred, and the following results must be applied. a) In the mixed foods of cereals, the mixed food of the rice-barley containing $5{\sim}15%$ level of barley is best in terms of nutrition. b) The addition of superior protein sources, egg, Bilk, soy bean, or fish, respectively to either rice or wheat flour makes a great risement in the nutritive value. c) The animal protein is more effective in the elevation of nutritive value of cereals. d) Rice takes the most nutritive operation and has the highest preference, among rice, wheat flour and barley. e) Wheat flour is more economical than rice in evaluation of the gained body weight to the regular money, and the addition of fish or soy bean is more economical than that of any other supplement food. But the above results are true of the range of nutrition and economical property. f) The study on the nutrition composition and barley will lead to the improvement in our national eating habits as mixed food of the rice-barley containing $5{\sim}15%$ level of barley is more nutritive. g) This study on the nutrition only for the growing animal can not be considered as a perfect and entire evaluation. Consequently, the perfect data for our national nutrition can be obtained from the experiment similar to this for the much longer period examining, in details, the growth rate, change of physical strength, mental and bodily change, average life span, and resistance ability to infectious diseases.

환경영향평가와 환경위험의 평가 (Environmental Impact Assessment and Evaluation of Environmental Risks)

  • In former times the protection of our environment didn't play an important role due to the fact that emissions and effluents were not considered as serious impacts. However, opinions and scientific measurements meanwhile confirmed that the impacts are more serious than expected. Thus measures to protect our earth has to be taken into consideration. A part of these measures in the Environmental Impact Assessment (EIA). One of the most important parts of the EIA is the collection of basic datas and the following evaluation. Experience out of the daily business of Gerling Consulting Group shows that the content of the EIA has to be revised and enlarged in certain fields. The historical development demonstrated that in areas in which the population and the industrial activities reached high concentration there is a high necessity to develop strict environmental laws and regulations. Maximum values of the concentration of hazardous materials were fixed concerning the emission into and water. Companies not following these regulations were punished. The total amount of environmental offences increased rapidly during the last decade, at least in Germany. During this development the public consciousness concerning environmental affairs increased as well in the industrialized countries. But it could clearly be seen that the development in the field of environmental protection went into the wrong direction. The technologies to protect the environment became more and more sophisticated and terms as: "state of the art" guided more and more to lower emissions, Filtertechnologies and wastewater treatment for example reached a high technical level-but all these sophisticated technologies has one and the same characteristic: they were end-of-the pipe solutions. A second effect was that this kind of environmental protection costs a lot of money. High investments are necessary to reduce the dust emission by another ppm! Could this be the correct way? In Germany the discussion started that the environmental laws reduce the attractivity to invest or to enlarge existing investments within the country. Other countries seem to be not so strict with controlling the environmental laws which means it's simply cheaper to produce in Portugal or Greece. Everybody however knows that this is not the correct way and does not solve the environmental problems. Meanwhile the general picture changes a little bit and we think it changes into the correct direction "End-of-the-pipe" solutions are still necessary but this word received a real negative touch and nobody wants to be brought into connection with this word received a real negative touch and nobody wants to be brought into connection with this word especially in connection with environmental management and safety. Modern actual environmental management starts in a different way. Thoughts about emissions start in the very beginning of the production, they start with the design of the product and modification of traditional modes of production. Basis of these ideas are detailed analyses of products and processes. Due to the above mentioned facts that the public environmental consciousness changed dramatically a continous environmental improvement of each single production plant has to be guarantied. This question is already an important question of the EIA. But it was never really checked in a wholistic approach. Environmental risks have to be taken into considerations during the execution of an EIA. This means that the environmental risks have to be reduced down to a capable risk-level. Environmental risks have to be considered within the phase of planning, during the operation of a plant and after shut down. The experience shows that most of the environmental relevant accidents were and caused by human fault. Even in highly protected plants the human risk-factor can not be excluded during evaluation of the risk-potential. Thus the approach of an EIA has to regard technical evaluations as well as organizational thoughts and the human factor. An environmental risk is a threat to the environment. An analysis of the risk concerning the organizational and human aspect however never was properly executed during an EIA. A possible solution could be to use an instrument as the actual EMAS (Environmental Management System) of the EC for more accurate evaluation of the impact to the environment during an EIA. Organizations or investors could demonstrate by an approved EMAS or even by showing their installment of EMAS that not only the technical level of the planned investment meets the requested standards but as well the actual or planned management is able to reduce the environmental impact down to a bearable level.

경구흡수율을 반영한 농약의 AOEL 설정 및 농작업자 위해성 평가 (Application of Oral Absorption in Establishment of AOEL for Pesticides and Occupational Risk Assessment for farm worker)

  • 미국, EU, 한국의 농작업자위해성평가를 위한 AOEL 설정, 국가별 경구흡수율 적용, 노출량 산출방법을 조사하였다. 농약성분 141종에 대한 경구흡수율을 조사하였으며 경구흡수율을 적용한 농작업자노출허용량(AOEL)과 국내 설정 AOEL을 이용하여 농작업자위해성평가를 실시하였다. 미국과 EU에서는 external dose를 internal dose로 변환하기 위하여 경구흡수율 또는 피부흡수율을 적용하였으나 한국에서는 AOEL 설정 시 경구흡수율을 적용하지 않은 external dose를 사용하였다. 141종의 농약성분 중 50종이 경구흡수율 80% 미만이었으며 경구흡수율을 적용하는 경우 약 36%의 농약성분이 이전 AOEL보다 낮아질 것으로 사료되었다. 50종의 농약성분 중 한국에 등록된 농약 28품목에 대해 EU AOEL을 이용하여 농작업자위해성평가를 실시한 결과, chlorothalonil WG 등 12품목이 독성노출비가 1 이하로 계산되어 위해성이 높은 것으로 나타났다. 또한 50종 중 한국 AOEL이 설정되어 있으며 한국에 등록된 농약 24품목에 대해 한국 AOEL을 이용하여 농작업자위해성평가를 실시한 결과, chlorothalonil WG 등 6품목은 독성노출비가 1 이하로 위해성이 높게 나타났다. 한국 AOEL이 없는 4품목에 대해 EU AOEL을 경구흡수율 100%로 환산한 수치를 이용하여 위해성평가를 실시한 결과, daminozide WP 등 4품목 모두 독성노출비 1 초과로 위해성이 낮게 나타났다. 경구흡수율 적용 및 미적용 EU AOEL과 한국 AOEL을 사용한 농작업자위해성평가를 비교한 결과 oxadiagyl SC 등 6품목을 제외한 22품목에서 동일한 위해성평가 결과가 나타났다. 본 연구 결과, 농작업자 위해성 평가를 실시할 때 경구흡수율을 적용한 AOEL을 이용할 수 있을 것으로 사료되었다. 경구흡수율을 적용한 AOEL 설정 및 이용한 농작업자위해성평가를 수행하였을 때 보다 실제에 가까운 평가방법으로 판단되므로 등록농약의 평가에 적용될 수 있도록 개선이 필요할 것으로 사료된다.

  • 정보화는 기업의 외부환경요인과 내부환경요인들이 복합적으로 영향을 미치는 과정이며, 이런 과정을 거쳐 나타나는 현상이다. 모든 조직원들의 정보화 능력이 우수하거나 혹은 기반시설이 잘 구축되어 있다는 등의 단지 표면적인 몇몇 요인들로 정보화 수준이 높다거나, 정보화가 잘 추진되었다고 평가하기는 어렵고 극히 위험한 일이 될 수 있다. 따라서 기업의 외부환경과 내부환경을 통합적으로 고려한 업종별 기업정보화수준평가 체계와 이를 통한 객관적인 평가가 기업과 더 나아가서는 국가적 차원에서 요구되고 있다. 본 연구에서는 기업의 다양한 업종별 특성을 반영할 수 있도록 기업의 제품과 제품 생산 프로세스를 중심으로 업종을 분류한 EIII Korea 2001의 업종분류를 사용하여 업종을 분류한 후 우리나라 전체기업을 제조, 건설, 유통, 서비스, 금융 5가지업종으로 나누어 연구하였다. 분류된 업종을 일관된 관점에서 바라보기 위해 기획, 재무 등의 지원업무를 제외한 본원적 업무들을 중심으로 구매, 운영, 물류, 마케팅 및 판매, 서비스 등의 새로운 프레임웍 속에서 바라보았다. 각 업종의 본원적 업무로부터 업무중심의 특성을 도출하기 위해서 기업의 경영전략과 정보화 전략을 계획할 때 중심에 있는 업종별 Key Capability를 도출하고 이와 관련된 업종별 핵심생산업무를 도출하였으며, 기업의 업무를 직접 설명해 줄 수 있는 세부업무영역으로까지 세분화하여 연구하였다. 마지막으로, 도출된 업무들을 중심으로 정보화 해석관점에서 기업정보화수준평가 항목을 도출한 후에 제조업의 특성을 고려한 기업정보화수준평가 설문서를 작성하여 사례연구를 하였으며, 업종별 특성을 고려한 정보화수준 평가결과 다양한 지표들을 통해서 기업의 구매, 생산, 물류 등의 제조업의 핵심영역에 대해 포괄적이면서도 상세하게 설명해주고 있음을 알 수 있었다.dy. specitications and test methods for interferon alfa concentrated solution can be established according to the monograph of EP suggesting the revision of Minimum requirements for biological productss of e-procurement, e-placement, e-payment are also investigated.. monocytogenes, E. coli 및 S. enteritidis에 대한 키토산의 최소저해농도는 각각 0.1461 mg/mL, 0.2419 mg/mL, 0.0980 mg/mL 및 0.0490 mg/mL로 측정되었다. 또한 2%(v/v) 초산 자체의 최소저해농도를 측정한 결과, B. cereus, L. mosocytogenes, E. eoli에 대해서는 control과 비교시 유의적인 항균효과는 나타나지 않았다. 반면에 S. enteritidis의 경우는 배양시간 4시간까지는 항균활성을 나타내었지만, 8시간 이후부터는 S. enteritidis의 성장이 control 보다 높아져 배양시간 20시간에서는 control 보다 약 2배 이상 균주의 성장을 촉진시켰다.차에 따른 개별화 학습을 가능하게 할 뿐만 아니라 능동적인 참여를 유도하여 학습효율을 높일 수 있을 것으로 기대된다.향은 패션마케팅의 정의와 적용범위를 축소시킬 수 있는 위험을 내재한 것으로 보여진다. 그런가 하면, 많이 다루어진 주제라 할지라도 개념이나 용어가 통일되지 않고 사용되며 검증되어 통용되는 측정도구의 부재로 인하여 연구결과의 축적이 미비한 상태이다. 따라서, 이에 대한 재고와 새로운 방향 모색이 필요하다고 사료된다.로 사료되며, 임신관련 cytokine에 대한
