비용-효익 관점의 온라인 기업교육 성과 측정 (A Cost-Benefit Approach to Measuring On-line Corporate Education Performance)

  • With the increasing prevalence of e-learning courses in human resource development of Enterprise, it is important to investigate which courses are better economic performance. In this study, we proposed the framework for the cost-benefit analysis of e-learning, and attempted to identify cost and benefits factors. In order to achieve the research goal, we firstly tries to analyze the current IT adoption performance framework and e-learning staged performance model. The methodology adopted in the research was mainly that relevant materials, literatures were collected and analyzed to draw a comprehensive picture of the current situation and problems.

노인환자에게 제공하는 개국약국 약료서비스의 경제적 가치 (Economic Value of Pharmaceutical Care for the Elderly Patients in Community Pharmacies)

  • This study was to evaluate economic impact of a comprehensive pharmaceutical care intervention provided by community pharmacists on drug-related morbidity and mortality in the elderly population, in a societal perspective. Clinical outcomes of pharmaceutical care included compliance increase, inappropriate medication discontinuation, and subsequent drug-related morbidity and mortality reduction. Economic outcomes included cost savings from direct medical costs reduction such as medication and healthcare resource utilization. Input costs for pharmaceutical care included pharmacist time and computerized prescription review supporting program costs. Model parameters of outcomes were derived from published literatures, and costs were from literatures and health insurance statistical data in Korea. Annual costs and benefits were estimated in the year 2005. Current usual care and standardized pharmaceutical care required 0.3 and 2.0 hours per year respectively, for elderly outpatient using average 4.4 prescription drugs per visit and average annual frequency of 17.8 pharmacy visits. Comprehensive pharmaceutical care provided to overall elderly outpatients at community pharmacies would have cost of \74,994 mil. and benefit of \357,002 mil. per year. Benefit:cost ratio was 4.8:1 and net benefit was \282,008 mil/year. It was corresponded to net benefit of \73,816/year for individual elderly patient. In addition, pharmaceutical care was estimated to reduce 1,531 drug-related deaths/year. Conclusively this study, a first attempt in Korea to evaluate an economic value of pharmaceutical care at community pharmacies, proved that it was a cost-effective intervention having significant economic benefit.

측량 및 매핑 방법의 비용 대 효과 분석 (The Benefit-Cost Evaluation of the Surveying and Mapping Methods)

  • 기술적인 프로젝트를 수행하는 기관들은 전문가들의 도움을 받는 것이 보편화되어가고 있다. 프로젝트를 사전 검토하는 전문가들은 정보화 기술과 측량 및 매핑의 변화된 기술과 함께 경제적인 방법에 대한 분야에 대한 전문적인 지식이 있어야 한다. 토털스테이션, GPS, 정사사진, 수치지도 및 위성 리모트센싱과 같은 새로운 측량 및 매핑 방법은 과거의 측량 개념을 송두리째 바꾸어버렸다. 또한 매핑에 대한 기술은 지난 50년 동안 기계식에서 해석적 그리고 수치적으로 크게 변화되었다. 이제 측량 및 매핑 방법들의 적절한 선택은 특정한 기술의 사용보다는 비용과 효과 측면에서의 결정사항이 되고 있다. 예를 들어 GPS측량기는 종래의 측량기기보다 더 비싸지만 비용효율적인 측면에서 장점을 제공하고 있다. 본 연구에서는 측량 및 매핑 프로젝트에서의 비용인자와 효과인자를 독립적으로 평가하였고, 비용/효과 비(B/C비)를 평가모델에 사용하여 각 측량방법의 비용 효과를 비교하였다. 측량 및 매핑 방법들의 비용 대 효과 모델은 전체 프로젝트에서 경제적인 결과를 얻을 수 있을 것이다.

  • Purpose: The purpose of this study is to analyze the energy saving and cost benefit analysis of the Low-income Energy Efficiency Treatment Program supported by KOREF(Korea Energy Foundation). This program was launched in 2007 and performs building energy retrofit for the low-income and energy poverty houses. Method: Energy simulation and cost benefit analysis were accomplished for the low-income detached houses. The structure of detached house was a lot og block structure, wood frame (single glass) and concrete roof. Baseline model of the low-income detached houses was proposed. Result: Annual heating energy consumptions were decreased by about 3.2% with the window system replacement(Case 1), 9.3% with reinforcement of insulation(Case2), and 12.5% with both(Case 3) compared to those of baseline model. The construction cost will be recouped within 5 years for the Case 1, 3 years for the Case 2, and 3 years for the Case 3. Case 3 was the most cost beneficient construction method in the analyzed cases in this study.

최적화 기법을 이용한 에너지 효율 프로그램의 지원금 수준 산정 (Estimation of Rebate Level for Energy Efficiency Programs Using Optimization Technique)

  • This paper presents the evaluation procedures and the estimation method for the estimation of optimal rebate level for EE(Energy Efficiency) programs. The penetration amount of each appliance is estimated by applying price function to preferred diffusion model resulted from model compatibility test. To estimate the optimal rebate level, two objective functions which express the maximum energy saving and operation benefit are introduced and by multi-objective function which can simultaneously consider two objective functions the optimal rebate level of each appliance is estimated. And then, using the decided rebate level and each penetration amount, the priority order for reasonable investment of each high-efficiency appliance is estimated compared to the results of conventional method. Finally, using a benefit/cost analysis based on California standard practice manual, the economic analysis is implemented for the four perspectives such as participant, ratepayer impact measure, program administrator cost and total resource cost.

도로혼잡 외부효과와 피구세: 편익측면 분석 (Pigouvian Tax and the Congestion Externality -A Benefit Side Approach-)

  • 본 연구는 도로혼잡의 외부효과를 제거하기 위한 정책방안으로 선행연구들이 제안한 피구세의 타당성 여부를 편익측면의 분석을 통해 재조명하고 있다. 본 연구는 예산제약 조건과 시간제약 조건하의 효용극대화 모형을 이용하여 고속도로 이용을 통해 얻을 수 있는 사적 한계편익과 사회적 한계편익을 규명하고 있다. 그 결과 본 연구는 사적 한계편익과 사회적 한계편익의 차이인 외부 시간비용 만큼을 피구세로 부과할 것을 제안하고 있다. 이 때 외부 시간비용은 고속도로 혼잡으로 인해 고속도로 이용자가 추가로 부담하는 한계시간비용의 가치를 나타낸다. 그리고 본 연구는 효용 극대화 모형을 통해 도출한 피구세의 크기와 이윤(또는 부)의 극대화를 통해 선행연구들이 도출한 피구세의 크기가 동일하다는 사실을 이론적으로 보여주고 있다. 아울러 본 연구는 효용극대화 모형을 통하여 사회적 평균혼잡비용과 사적 한계혼잡비용이 일치한다는 사실도 동시에 보이고 있다.

Economic Analysis of an Internet Portal, 'NANOIN'

  • In this research, economic analysis of Integrated Information System for Nano-convergence Industy (hereafter 'NANOIN'), which was developed and has been in operation by Organization of Nano-convergence Industrial Cooperation, is conducted. For this purpose, the research has been carried out in the following order. First, NANOIN user's maximum willingness-to-pay is estimated using contingent valuation method, the number for NANOIN users is estimated using Bass Diffusion Model, and annual benefit from NANOIN is estimated. Next, annual cost from NANOIN is estimated using annual budget for NANOIN related planned activities. Finally, economic value of NANOIN is evaluated using economic analysis applied to the estimated annual NANOIN benefit and cost. From the economic analysis, it is found that NANOIN has some economic value. It is expected that the procedures suggested in this research can help to systematically evaluate economic value for public goods which have not only uncertain benefit from user's side but also uncertain demand just like NANOIN.

The Effect Factors on the Purchase Intension of Smart Car as of High Innovative Technology and Product; Consumer's Individual Attributes, Perceived Benefit and Switching Cost

  • In this paper, a research model is proved empirically which includes factors related on the purchase intention of smart car as high innovative product in advance of commercialization. As one of relating to consumer's expectation benefit factors, individual attribute factor includes product knowledge, individual innovativeness, and sociality. Consumer's expectation benefit factor includes perceived ease-of-use, usefulness, and enjoyment. As of switching cost variables, there are financial, uncertainty, relational and psychological switching costs factors. Analysis were performed using data from the 257 respondents as random sampling among potential consumers. Purchase intention were affected by individual innovativeness mediated by perceived enjoyment, and individual sociality by perceived ease-of-use and enjoyment also. Relational switching costs factor was only a significant control variable between purchase intention with consumer's expectation benefit factor. This result presents some implications for making the new smart car's detail concept and marketing strategy related to targeting the consumer as high innovative product and technology firms including smart car makers.

정보의 경제성에 관한 담론 (A Discourse on the Economic Efficiency of Information)

  • 본 연구는 최근 정보업무의 실제영역에서 정보의 부가가치와 정보서비스의 경제성 문제가 점점 중요한 문제로 부각되고 있는 현상을 그 배경으로 한다. 본 연구의 목적은 정보의 가치와 정보의 효율성 측정에 관한 논의를 통해 정보의 경제성 문제를 정보학적 관점에서 재조명하기 위한 것이다. 분석 결과 정보의 부가가치에 관한 논의는 수량화가 어려운 효과적 측면과 관련되며, 효율성 측면에서 바라볼 경우 정보의 경제성 분석은 비용편익 분석과 거의 동일한 개념임을 보여주고 있다. 본 연구는 또한 국립디지털도서관 DLP에 대한사례연구를 통해 정보학의 실제 분야에 적용할 수 있는 경제성 분석의 실험적 모형을 제시하였다.

충청남도에서 CNG 버스로의 전환을 위한 비용-편익 분석 (Cost-Benefit Analysis for the Replacement with the CNG Buses in South Chungcheong Province)

  • According to industrialization and urbanization the number of increasing cars is attributable to an explosive increase of the vehicle emissions. In this study, in consideration of the population and local transportation characteristics of South Chungcheong Province the environmental and economic cost-benefit analyses are performed to evaluate whether the CNG bus conversion gives what kind of effects. Based on the analysis result the expansion and distribution plan of CNG bus is proposed for South Chungcheong Province, and the local supply policy model is also proposed considering the acquisition and management of the economic situation of CNG charging infrastructure and the small transportation companies.
