The Korean military has sought to build an all-round military force against the national and international security environment and future asymmetric threats as well as the military threats it faces. However, while raising the need for timely electrification, there are few cases of quantitatively evaluating the loss when electrification is delayed, making it difficult for our military to provide a logical basis to support the importance of the electrification period. Therefore, through this study, we tried to analyze the index of loss cost that can support the need for timely electrification with logical and quantitative data and present it as a logical basis. To this end, the loss cost was calculated in terms of combat efficiency, equipment utilization rate, and maintenance requirements, which can be quantitatively calculated based on "combat readiness," a general impact on the military in case of delayed timely electrification.
Real time informations from industrial power system in operation can be used for efficient energy conservation, optimal operation of electrical equipments, and expansion planning of apparatus. Requirements for energy conservation and supplied power quality in customers are increasing significantly because of their effects on the production cost and efficiency. Thus, the development of low cost power management system which can can operate in domestic power system properly is substantially requested. In this research, operation software for real time monitoring and control system in customer power system has been developed to achieve the above purposes. The development of the operating software and related technologies are expected to be applied successfully for reducing electricity cost, enhancing power quality, determining facility expansion planning, operating optimal power system, increasing production efficiency, and reducing maintenance cost.
Buildings that are more than 10 years old generally have considerable repair and replacement costs due to the rapid deterioration of their systems. For public buildings in particular, which have national and social significance, considerable effort is required not only to ensure a long life cycle and safety but also to minimize the overall public expense. Along with increasing repair and replacement requirements, however, there have been problems related to the establishment of an accurate facility management budget. To address these concerns, a repair and replacement cost management system was constructed. This system manages both invested maintenance and forecast costs to establish a reasonable repair and replacement planning process and budget. The effectiveness of the system was verified through a pilot test targeting one of public Corporation (K).

The development of structural solutions for high-speed or very high-speed tracks that minimize total life cycle costs of the system is a key issue to improve the operational profitability of new investments. In opposition to conventional ballasted tracks, slab track solutions can be a cost-effective solution, but only in the cases where the benefits due to the increase in track availability and the reduction of track maintenance offsets its much higher construction costs. In the cases where such investment is not feasible, it is worth to evaluate possible structural improvements to ballasted track that allow reducing its maintenance needs without increasing too much its construction costs. This paper evaluates the design requirements and the impact of improving conventional high-speed ballasted tracks by using a bituminous subballast layer. It is divided into two main parts: first the design requirements of the structural solutions with bituminous subballast and its possible benefits on high-speed track deterioration, and secondly the evaluation of the economic impact, in terms of construction costs, of using this structural solution material in future Spanish high-speed lines.
Modern weapon systems are multifunctional, with capabilities for executing complex missions. However, they are required to be highly reliable, which increases their total cost of ownership. Because it is necessary to produce the best results within a limited budget, there is an increasing interest in development, acquisition, and maintenance costs. Consequently, there is a need for tools that calculate the lifecycle costs of weapons systems development to facilitate decision making. In this study, we propose a cost calculation function based on the Markov process simulator-a reliability, availability, and maintainability analysis tool developed by applying the Markov-Monte Carlo method-as an alternative to these requirements to facilitate decision-making in systems development.
Recent growth in global economic situation has led dramatic increase in new buildings of large containerships. These increased new building orders have brought keen concerns of developing and improving the quality of design and increasing the productivity of the vessel in order to satisfy the ship Owner's various requirements. For the increment of productivity and quality of containership, the plastic type bearing pad of cargo hatch cover has been investigated intensively for years with the supplier of cargo hatch cover. The result of investigation showed that there are numbers of advantages for the Owner and Builder over the existing bronze bearing pads which are better corrosion resistance long life time, low friction coefficient, easy maintenance, easy installation, better production lead time and low maintenance cost.
최근 전력화되는 무기체계들은 최신 기술이 반영된 고가의 장비가 대다수이며, 운용유지비도 지속적으로 증대되고 있는 추세이다. 이러한 무기체계들을 효율적으로 운용, 유지하는 요소로서는 정비계획, 경제적 비용 및 수리부속 소요 등이 있으며 그 중 수명주기 동안 수리부속 소요를 사전에 예측하는 것이 운용유지비 효율성 증대와 운용가용도를 높이는 중요한 방식이라 할 수 있다. 수리부속 소요 분석의 시작으로는 무기체계 배치 시 동시에 보급되는 동시조달수리부속(CSP: Concurrent Spare Parts, 이하 CSP) 산정이라 할 수 있을 것이다. CSP는 무기체계가 초기 일정기간 동안 재보급 없이 주어진 운용임무를 성공적으로 수행하고자 하는데 목적이 있으므로 이 기간 동안에 운용가용도를 달성하는 필수요소이다. 현재 CSP 산정 방식은 품목의 고장율과 운용 시간 등의 반영하여 분석하고 있지만, 분석된 CSP는 기술적 고장을 대비하는 목적이며, 초도 운용환경에서 휴먼에러 등으로 인한 예기치 않은 고장 발생에 대처하는 부분에서는 제한적인 것이 현실이다. 해당 고장은 무상정비 범위에도 포함되지 않으며, 초도 운용기간 중 무기체계를 운용 불가 상태로 만드는 심각한 요소에 해당된다. 이러한 무기체계의 운용 불가 상태를 예방하기 위하여 초도 운용환경 중 휴먼에러를 고려한 CSP가 필요하며, 그에 대한 산정 방안과 기준을 제시한다.

Performing inspections for Hull Condition Monitoring and Assessment as stipulated in IACS unified requirements and IMO's Condition Assessment Scheme (CAS) IMO Resolution MEPC.94(46), 2001, Condition Assessment Scheme, IMO Resolution MEPC.111(50), 2003, Amendments to regulation 13G, addition of new regulation 13H involves a huge amount of measurement data to be collected, processed, analysed and maintained. Information to be recorded consists of thickness measurements and visual assessment of coating and cracks. The amount of data and increasing requirements with respect to condition assessment demand efficient computer support. Currently, due to the lack of standardization for this kind of data, the thickness measurements are recorded manually on ship drawings or tables. In this form, handling of the measurements is tedious and error-prone and assessment is difficult. Data reporting and analysis takes a long time, leading to some repairs being performed only at the next docking of the ship or making an additional docking necessary. The recently started ED funded project CAS addresses this topic and develops-as a first step-a data model for Hull Condition Monitoring and Assessment (HCMA) based on XML-technology. The model includes simple geometry representation to facilitate a graphically supported data collection as well as an easy visualisation of the measurement results. In order to ensure compatibility with the current way of working, the content of the data model is strictly confined to the requirements of the measurement process. Appropriate data interfaces to classification software will enable rapid assessment by the classification societies, thus improving the process in terms of time and cost savings. In particular, decision-making can be done while the ship is still in the dock for maintenance.
산업제어시스템(ICS)은 분산된 다양한 자산을 측정, 감시, 제어하는 시스템으로 에너지, 화학, 교통, 수처리, 제조 공장 등의 산업 시설 및 국가기반시설에서 사용된다. 산업제어시스템의 특성상 보안위협에 노출되면 오동작, 중단 등으로 인해 막대한 인명, 자산 피해 등이 발생할 수 있어 산업제어시스템의 보안위협을 예방하고 최소화하기 위한 연구가 필요하다. 기존의 산업제어시스템의 경우 보안위협을 고려하여 무선통신기기의 사용을 제한하였으나 최근에는 유지보수의 용이성 및 비용의 장점으로 인해 산업용 무선통신기기 도입이 점차 증가하고 있다. 이에 본 논문에서는 WirelessHART와 ISA100.11a를 지원하는 산업용 무선통신기기의 보안위협을 분석하고, 분석 결과를 기반으로 산업용 무선통신기기의 도입 및 운영에 필요한 보안요구사항을 제시하였다. 본 연구에서 제시한 보안요구사항을 활용하여 국가기반시설을 포함한 다양한 산업분야의 산업용 무선통신환경 구축 시 보안위협을 완화할 수 있을 것으로 기대한다.

PHM(진단 및 예측관리)의 지능형 운영 및 유지관리 기술을 기반으로 합니다. 본 논문은 고속 EMU의 서로 다른 시나리오의 다중 소스 이기종 데이터를 통합하여 "차량 시스템-통신 시스템-지상 시스템"의 통합 PHM 플랫폼을 구축하고, 장비 고장 메커니즘을 인공지능 알고리즘과 결합하여 고속 EMU의 트랙션 모터에 대한 고장 예측 모델을 구축한다. 고속 EMU의 안전하고 효율적인 작동을 보장하기 위해 고장 예측 및 정확한 유지보수를 사전에 수행해야 한다.
