Numerical Studies on the Cost Impact of Incorrect Assumption and Information Delay in a Supply Chain

  • In this paper, the impact of various system parameters such as the parameters of actual demand process, the review periods and the lead times, under each combination of inventory policies and information sharing, on the long run average inventory cost per period incurred at each participant in a supply chain, is considered. For this purpose, numerical studies are conducted, from which some valuable information as to how sensitive our long run average inventory cost per period are as the model parameters change is gleaned, from which, in turn, some managerial insights are gleaned in order for industry practitioners to perform better in supply chain management.

재고정책에 따른 군 공급체인 성과에 관한 연구 - 시스템 다이나믹스를 중심으로 - (A Study on the Effect of the Inventory Policy on Military Supply Chain Performance - Focused on System Dynamics -)

  • This study shows the effect of inventory policy change from supplier-based to customer-based. We focus on the service level, cost, and information distortion of the Military Supply Chain(MSC) with System Dynamics. We design MSC model according to field practician interviews by using Vensim. The simulation makes a comparison between supply-based inventory policy performances and order-based inventory policy performances. In order to evaluate the MSC performances, we measure the accumulation of backlog(service level), supply chain cost, and order percentage overshoot(information distortion). The results show that 1) changing inventory policy from supplier-based to end customer order-based gets a good customer service, reduces MSC cost, and prevents information distortion, 2) changing inventory policy from supplier-based to immediate customer order-based reduces a small amount of MSC cost and deteriorates customer service, and 3) supply level is main factor for MSC performances improvement. This study implicates the policy change makes a improvement of MSC performance without introducing information system.

  • Several scholars in South Korea have predicted that maintenance costs of social infrastructure will sharply increase from the mid-2020s, and cause budgetary deficits among facilities management agencies. Interest in infrastructure asset management (IAM) is rising as a solution to such problem. In this study, an information system for asset valuation that reflects the salvage value and deferred cost of social infrastructure based on WBS (work breakdown structure) was developed in consideration of IAM. To reuse the construction cost information such as the acquisition cost, the interconnection between CBS (cost breakdown structure) and WBS was considered. Furthermore, asset valuation information was developed with XML schema to facilitate the exchange and reuse of the information among project participants.

  • 본 연구에서는 4D CAD의 객체정보에 자원 및 비용정보를 연동한 nD CAD시스템의 기능 구성방안을 제안하며, 제안된 기능들은 플랜트공사의 시각화된 방식 공정모델을 선정할 수 있는 시나리오기반 공정분석 모형으로 구성하였다. 제안된 모형은 다양한 공사관리 정보를 nD CAD기반으로 통합함으로써 최적 일정계획과 자원 및 비용정보의 효율적인 시각화 관리가 가능하다. 또한 최적 공정 시나리오 분석 및 분석정보의 공유 기능을 통해 발주자의 효율적인 의사결정 정보로 활용될 수 있다.

청주시 도시정보시스템의 비용편익분석 연구 (A Study on Benefit Cost Analysis of Chungju UIS)

  • 최근 도시정보시스템(urban information system, UIS)이 구축되고 실질적인 활용도가 높아 감에 따라 UIS는 지자체 정보화의 핵심수단으로서 보편화되어 가고 있다. 그러나 지하매설물관리를 중심으로 도시정보화가 추진되고 행정조직 내부수요만을 중심으로 운영해 갈 경우 UIS의 비용편익구조는 취약해질 수 있다. 이 연구에서는 국가 GIS팀이 도시정보화의 시범도시로 선정한 청주시의 UIS를 대상으로 비용과 편익을 분석하였다. 청주시 UIS의 경우, 초기에는 도시계획종합정보시스템을 구축하여 비용부담이 그리 크지 않았다. 1993년 GIS의 구축을 시작하여 2002년에는 UIS의 완성을 이루기까지 10년 만에 플러스 순편익을 발생하여 비교적 건전한 비용편익구조를 갖는 효율적인 UIS모델이었다. 그러나 1998년부터 중앙정부의 재정지원으로 지하시설물 수치지도화 사업을 추가하면서 UIS의 비용편익구조가 취약해져 2015년에야 긍정적인 순편익이 발생하는 것으로 나타났다. 이에 대하여 이 연구는 비용편익비율의 분석, 할인율 모바일 GIS 등을 적용한 민감성 분석을 실시하고 있다.

Economic Evaluation of IT Investments for Emergency Management : A Cost-centric Control Model

  • In an emergency management case, evaluating the economic value of information technology investments is a challenging problem due to the effects of decision making, uncertainty of disasters, and difficulty of measurements. Risk assessment and recovery process, one of the major functions in emergency management, consists of (1) measurement of damages or losses, (2) recovery planning, (3) reporting and approving budgets, (4) auctioning off recovery projects to constructors, and (5) construction for the recovery. Specifically and of our interest, measurement of damages or losses is often a costly and time-consuming process because the wide range of field surveys should be performed by a limited pool of trained agents. Managers, therefore, have to balance accuracy of the field survey against the total time to complete the survey. Using information technologies to support field survey and reporting has great potential to reduce errors and lowers the cost of the process. However, existing cost benefit analysis framework may be problematic to evaluate and justify the IT investment because the cost benefit analysis often include the long-run benefit of IT that is difficult to quantify and overlook the impact of managerial control upon the investment outcomes. Therefore, we present an alternative cost-centric control model that conservatively quantifies all cost savings to replace benefits in cost benefit analysis and incorporate the managerial control. The model provides a framework to examine how managerial decision making and uncertainty of disaster affect the economic value of IT investments. The current project in Emergency Agency in South Korea is introduced as a case to apply the cost-centric control model. Our work helps managers to better evaluate and justify IT-related investment alternatives in emergency management.

  • 위성통신 중계기의 한정된 자원 (대역/전력 등)의 사용 효율올 극대화하기 위하여는 위성통신 시스템간 또는 시스템 내에서 발생하는 동일채널간섭 효과를 최소화하도록 서비스를 할당하는 것이 바람직하다. 본 논문에서는 위성통신 서비스별 증계기 할당 목적에 최적이라 생각되는 cost 설정 방법을 제안하고 시뮬레이션을 통하여 제안한 방식의 효율성을 보였다. 서비스 할당문제 자체보다는, 특히 서비스 할당을 위한 cost 설정문제 (BER 성능을 최적화하는 기준의 cost 선정 방식)에 국한하여 cost 설정을 위한조건 및 이를 만족하는 cost 함수에 대해 연구하였다. 제안한 cost 설정 방식은 위성통신 서비스의 할당문제에 매우 효과적으로 적용될 수 있을 것이다.

생산성 기반의 소프트웨어 유지보수 대가산정 모델 (A Model for Software Maintenance Cost Estimation based on Productivity)

  • Since the cost of software maintenance occupies about 50~75% in a general successful organization, the software maintenance plays an important role in software life cycle. In particular, if the managed system needs to be operated in a long term or the system is very large and complex, then the maintenance is especially more important. Software maintenance is defined as software modification activities after customer delivery, such as improvement of performance or functionality, error correction, adaptation to environmental changes, etc. In this paper, software cost estimation models are proposed, that is based on productivity of manpower in maintenance projects. In order to do this, the activities of maintenance are classified into function change, non-function change, user support and application operation. The proposed models are constructed and verified based on the real size and cost information of projects in the real world. The approach in this paper is to discriminate the heterogeneous activities in maintenance projects, and then to calculate the respective cost of each discriminated activity. By using the proposed models, the total cost of maintenance project is summed from the costs of four activities. In addition the number of conflicts between owner and order receiver about the amount of cost will be reduced and the reasonable cost estimation system will be established.

  • 국내 하천시설물 건설공사는 도로 등의 다른 토목시설공사에 비해서 사업의 금액규모가 상대적으로 작다는 등의 특성으로 인해 사업의 기획 및 계획단계에서의 개략적인 공사비용을 예측하는 기준 단가가 정립되어 있지 않으며, 시설물의 특성을 고려한 합리적이고 체계적인 견적 방법론 또한 존재하지 않는다는 문제점을 가지고 있다. 본 연구는 하천시설물 건설공사의 실적자료를 수집하고 분석하여, 4단계로 이루어진 하천 제방공사 실적정보 구성 체계를 제시하고, 공사비에 영향을 끼치는 인자들을 주요 공종별로 도출하여, 하천시설물 공사의 기획단계에서 적정한 개략공사비를 산정하는 체계적인 방법론을 제시한다.

서울메트로 차량 유지보수체계 정보시스템의 경제성 분석 (Economic Analysis for Vehicle Maintenance Information System of Seoul Metro)

  • This study attempts to estimate economic benefits in terms of cost sayings and qualitative effects resulting ken implementation of new vehicle maintenance information system. It is widely expected that the effect of new vehicle maintenance information system will be significant in cost savings by information sharing and electronic documentation. To evaluate the economic feasibility of new system implementation, the study conducted seven subsystems case studies on the vehicle maintenance information system of Seoul Metro. Economic benefits are estimated by measuring the time savings, in turn, are calculated into cost savings by multiplying the average wages per hour of employee. The result of case study showed that over the 20 billion Won will be saved owing to new vehicle information system implementation. In conclusion, this study will contribute to the field of practices for the most, in evaluation of the economic benefits resulting from new information system implementation in the railway organization.
