This paper proposed a quantitative evaluation method to measure the operational effectiveness of the local military manpower administrations. The proposed method compared the relative operational effectiveness level for 12 local military manpower administrations in Korea.. The method used the IDEA (imprecise Data Envelopment Analysis) model which Is able to measure relative operational effectiveness level, and also used two input variables (labor cost, operational cost) and three output variables (number of military applicants, number of civil application approved & processed, management accuracy level). Through the model output analysis, we presented the relative effectiveness scores, the reason for non-effectiveness, and the relationship between non-effective ness level and input/output variables for each local military manpower administration. We also presented a few recommendations how to improve the effectiveness level on particular local military manpower administration.

This paper is presenting the performance evaluation on the installed concrete panels. As a result of the evaluation, the resistance to track displacement of temporary support structure was improved and it resulted in the improvement of work stability during installation. And, by the application of new technology and the saving of concrete consumption, both workability and cost were improved and, therefore, the shorter project period and cost saving can be expected. Furthermore, as a result of noise & vibration measurement at site, it has shown good effects of anti-noise and anti-vibration. In conclusion, this process was proved as very effective for track improvement.

There are studied on the evaluation of flexibility and design/operation of FMS. However. a new method that can assess the performance of FMS is propose in this study. To evalute the performance of an FMS the ordinary for total cost is not applied. Instead, a specially developed cost function is used to measure the performanced of proposed systems. The procedure is developed for deterministic variables cases. An FMS can produce various products systematically under computer control the evaluation of an FMS operation is not a simple task. The proposed procedure is done through computer simulation due to the complicated nature of the problem. A simulation model is developed using SIMAN and FORTRAN for practical application.

This paper illustrates a new method for reliability evaluation at load points in a composite power system. The algorithm includes uncertainties of generators and transmission lines as well as main transformers at substations. The CMELDC based on the new effective load model at HLII has been developed also. The CMELDC can be obtain from convolution integral processing of the outage capacity probabilistic distribution function of the fictitious generator and the original load duration curve given at the load point. The CMELDC based on the new model at HLII will extend the application areas of nodal probabilistic production cost simulation, outage cost assessment and reliability evaluation etc. at load points. The characteristics and effectiveness of this new model are illustrated by a case study of a small test system.

In the previous research, a simplified correlation method was developed as an easy prediction tool for comparing energy use of cooling plants. The purpose of this paper is to test the applicability of this method for economic evaluation with two zones of a 20-story commercial building in Seoul. The results of this method were compared with the DOE-2 simulation and actual measured data. Then, Comparisons of life cycle cost were carried out for three types of cooling plants. Testing of one zone showed good agreement of within 10% error in cooling energy use and within 2% error in LCC. But testing of the other zone indicated that the use of this method were invalid when input variables were used beyond its valid range.

In-line measurement systems are preferred to those in analytical laboratories, since in-line systems provide rapid response to process upsets. If an in-line measurement system exhibits an unstable variation and if this instability in measurement variation goes undetected, it will make the process monitoring procedure invalid. This paper presents a stability evaluation procedure for the in-line measurement system using two independent readings from the in-line measurement system and one reading from the analytical laboratory, which requires less measurement cost and time.

SQL/MDR is a metadata registry query language used to consistently exchange and share the data between distributed metadata registries. It is an extension of the international SQL and is familiar to most database builders and administrators. It provides many advantages such as simplicity of query language, ease of use, an independent description for distributed querying, low cost for adding new systems, simplicity of exchanging mechanism, and so on. The goal of this paper is to evaluate and show its merits quantitatively. To achieve this goal, we define simulation models to compare with an existing approach and then describe the evaluation results. In the quantitative evaluation results, the good points of SQL/MDR can be identified and known.

HVDC(High Voltage Direct Current) is an underwater cable between Jeju Island and Haenam in main land and supplies approximately 50% of electrical usage in Jeju Island. If there is any power failure due to HVDC, it will cost approximately 50,000 US dollars per day including Thermal Electrical Generation. Therefore it is absolutely necessary to recover the problem in rapid timely basis. In conclusion, evaluation methode of HVDC cable is needed urgently to upgrade current HVDC underwater cable repair technique in Korea to minimize the cost and time factors.

This study was conducted to evaluate the application possibility of environment-friendly rural toilet developed by NRLSI (National Rural Living Science Institute). The evaluation tests of rural toilet consist of composting efficiency, component analysis of odor, and economic efficiency. The test showed that the remaining quantity of wastes was only 14.7% during 10 months. The ammonium gas, main component of ill odor, was not measured, and the other components or odor were significantly detected less than those in pit toilet. The saved PVC (Present Value Cost) of the toilet management cost for thirty years is about 2,457,000 wons compared with flushing toilet supported by a single sanitation facility.
