  • Public rental housing is constructed, owned, and managed by the public sector. The public institution for the public rental housing controls the whole building life cycle from the construction to the demolition. The construction company for the house built for sale is strongly interested in the cost for the initial investment, while the public institution is more focused on the maintenance cost for the preservation of the buildings Nevertheless, the maintenance cost of the public rental housing has been only managed as the accounting factor without the systemic research and analysis on the actual condition. This paper shows how expenses are related to the degree of obsolescence and presents the differences of the maintenance costs by the housing area and expenditure trends (vs time) of the maintenance costs, through analyzing time series data of public rental housing maintenance cost. Further, this paper helps understanding the causes of the differences of the maintenance costs by housing areas and characteristics of the expenditure trends. After all, this paper contributes to the improvement of the reliability and the practicality for the Life Cycle Cost modeling and the maintenance cost estimating.

  • While datacenter operation cost increases with electricity price rise, many researchers study low-power processor based supercomputers to reduce power consumption of datacenters. Reliability of low-power processors for supercomputers can be of concern since the reliability of many low-power processors are assessed based on mobile use conditions. This paper assessed the reliability of low-power processor packages based on supercomputer use conditions. Temperature cycling was determined as a critical failure cause of low-power processor packages through literature surveys and failure mode, effect and criticality analysis. The package temperature was measured at multiple processor load conditions to examine the relationship between processor load and package temperature. A physics-of-failure reliability model associated with temperature cycling predicted the expected lifetime of low-power processors to be less than 3 years. Recommendations to improve the lifetime of low-power processors were presented based on the experimental results.

  • Sensor networks consist of sensor nodes with small size, low cost, lowpower consumption, and multi-functions to sense, to process and to communicate. The main issue in sensor networks has been focused on minimizing power consumption of sensors to maximize network life time. In some critical applications, however, the most important issue is to transmitsensing information to the end user (the sink node) with reliability. Reliable information forwarding using multiple paths in sensor networks (ReinForM) has been proposed to achieve desired reliability in the error-prone channel, but it needs increasing transmission riverhead as the channel error rate becomes high and the number of hops between the source node and the sink node increases. In this paper, we propose a reliable transmission rnechanissmusing intermediate source nodes in sensor networks (ReTrust) to reduce packet overhead while keeping the desired reliability. ReTrust has beenshown to provide desired reliability and reduced overhead via simulationsand analysis.

  • Reliability analysis of prestressed steel and concrete(PSSC) girders is conducted for deflection, stress and moment strength limit state. PSSC girder has strong advantages in terms of construction cost and vertical clearance for the span length of over 40 meters. In this paper, example PSSC girders with different span lengths, section dimensions and design stress levels are designed and analyzed to calculate the midspan deflection, stress and the section moment strength. Deflection limit state, stress limit state and strength limit state functions are assumed and the reliability indexes are obtained by Monte-Carlo simulation and Rackwitz-Fiessler procedure. The results show that the reliability of PSSC girder for deflection limit state is appropriately higher than the stress limit state and the reliability for moment strength is significantly conservative.

  • This paper deals with novel electronic ballast based on single-stage power processing topology using a symmetrical half-bridge inverter and current injection circuit. The half-bridge inverter drives the output parallel resonant circuit and injects current through the power factor correction (PFC) circuit. Because of high frequency current injection and high frequency modulated voltage, the proposed circuit maintains the unity power factor (UPF) with low THD even under wide variation in ac input voltage. This circuit needs minimum and lower sized components to achieve the UPF and high efficiency. This leads to an increase in reliability of ballast at low cost. Furthermore, to reduce cost, the electronic ballast is designed for two series-connected fluorescent lamps (FL). The analysis and experimental results are presented for ($2{\times}36$ Watt) fluorescent lamps operating at 50 kHz switching frequency and input line voltage (230 V, 50 Hz).

  • Electrostatic Precipitators( EP ) are widely used in industry for controlling the emission of particulate pollutant Recently, a number of researches have been conducted to solve performance and reliability problems of EP, As a result of researches in the laboratory and of pilot scale, a technology of wide-pitch-spacing has been successfully applied to full scale units. It has been known that the wide-pitch-spacing can reduce the capital cost of newly installed precipitators, and the cost of rebuilding existing uints. In this paper, a systematic study was performed to develop a wide-pitch electrostatic precipitator. The study includes experimental and numerical work on the following : Particle collection characteristics for a bench-scale unit; gas flow characteristics( temperature and velocity distributions): other EP operating variables such as electric Power supply/control. The results are applied directly to design of wide-pitch-spacing EP and the developed numerical model was found to be a good argreement with the experimental results. The EHD simulation program is necessary to design the high efficiency EP.

  • Distributed mobility management (DMM) does not use a centralized device. Its mobility functions are distributed among routers; therefore, the mobility services are not limited to the performance and reliability of specific mobility management equipment. The DMM scheme has been studied as a partially distributed architecture, which distributes only a packet delivery domain in combination with the software defined network (SDN) technology that separates the packet delivery and control areas. Particularly, a separated control area is advantageous in introducing a new service, thereby optimizing the network by recognizing the entire network situation and taking an optimal decision. The SDN-based mobility management scheme is studied as a method to optimize the packet delivery path whenever a mobile node moves; however, it results in excessive signaling processing cost. To reduce the high signaling cost, we propose a hybrid distributed mobility management method and analyze its performance mathematically.

  • Safety-related systems (SRSs) has widely used in shipbuilding and power generation to prevent fatal accidents and to protect life and property. Thus, SRS performance is a high priority. The safety integrity level (SIL) is the relative performance level of an SRS with regard to its ability to operate reliably in a safe manner. In this article, we proposed an optimal design procedure to achieve the targeted SIL of SRSs. In addition, a more efficient failure mode and effects diagnostic analysis (FMEDA) process and optimization model were developed to improve cost efficiency. Based on previous IEC 61508 diagnostic analyses that revealed unnecessary costs associated with excessive reliability, the new approach consists of two phases: (i) SIL evaluation by FMEDA, and (ii) solution optimization for achieving the target SIL with minimal cost using integer-programming models. The proposed procedure meets the required safety level and minimizes system costs. A case study involving a gas-detection SRS was conducted to demonstrate the effectiveness of the new procedure.

  • In this paper, building information modelling (BIM) associated to the principle of significant items emerged at quantities and costs in the optimization of productivity related to the rehabilitation of the building where proposed and discussed. A quantitative and qualitative study related to the field of application based on some parameters such as pathology diagnosis, projects documents and bills of quantities were used for model development at the preliminary stage of this work. The study identified 14 quantities significant items specified to cost value based on the use of the 80/20 Pareto rule, through the integration of building information modelling (BIM) in the optimisation of labour productivity for rehabilitation of buildings. The results of this study reveal the reliability and the improvement of labour productivity using building information modelling process integrating quantities and cost significant items.
